Ok, as my other brother has said, go and pay another visa fee. Because this is basically the only route for you, you will pay another visa fee anyway. So if you have so much money just go ahead and pay another visa fee straightup.

Apply again first for Abuja, you should see another emergency request menu after application. You've cancelled already anyway, so apply for Abuja real quick and update your DS160

When you have a previous F1 mrv fee locked why did you bought another one??..... Well, just book and cancel, so you can input the new one and be good to go. Choose Abuja if you can, Lagos no get date lately. Thanks

Thank you very much for the information. However the previous MRV was for F-1. And the new receipt which I want to purchase is for F-1 also. When I called and mailed support_usatravel@gmail.com, I was told that I cannot use a new MRV until I use the 2020 MRV receipt. My feedback case has been escalated since 18th of February and no decision/solution till date.
Please what is the way to go cos my resumption is very close.

As to unlock, I want to believe you have paid another mrv fee which of academic and the one previously was for another class maybe B1/B2 or so right?. If so, book a dummy interview with your ds160 it will use the locked mrv fee, after successful booking then cancel it. Boom, mrv fee unlocked for the new receipt.

Funny how people are saying YES, except you want to put a dummy DS-160 Confirmation number and change it later(Which is possible), you need the SEVIS Number on your I-20 to complete your DS-160 form, and you need the DS-160 confirmation number to book an interview.
