@ jamoni ur on point my broda.......God will see the Nigerian youth through when d bill is finally been assented to by our President atleast on or befor 28th of dis month cos constitutionaly He has 28 working days to either accept, reject both in parts or in whole then communicate same to d national assembly. But paraventure he withold his assent n didnt communicate bk to them they have d constitutional right n power to withdraw n veto it there by mking it to become law of d federal republic of nigeria. So we are praying he do d needful.

The much anticipated Nigerian Peace Corps Bill has arrived Presidency for signing into law.
Copies of the bill which was tagged ‘Nigerian Peace Corps (Establishment) Bill 2017 was said to have been transmitted to President Muhammadu Buhari Wednesday last week by the Clerk to the National Assembly, Mohammed Ataba Sani-Omolori.

Out of the 3 copies of the Bill sent, the Presidency was to retain a copy and the remaining 2 copies be returned to the National Assembly for “further action”, upon the President’s assent.
Senate had passed the Nigerian Peace Corps Bill on the 25th of November, 2016, shortly after the House of Representatives passed same.
A Conference Committee of both chambers was, however, inaugurated on the 8th of December, 2016, to harmonise the Bill passed at different levels.
The Reps, therefore, laid and adopted its report on the 19th of January, 2017, while the Senate only adopted its report on 25th July 2017, after Senator David Umaru-led committee on Judiciary and Human Rights recommended that the report be adopted

Since July last year when the conference report was adopted, there have been agitations from members of the public, especially, the Nigerian youths, anxiously expecting the speedy assent of Mr. President.
Aside the National Youth Council of Nigeria (NYCN) and other bodies which had been curious about the seemingly delay in signing the bill, Elders and Traditional Chiefs from the 8 local governments areas of Bayelsa State also, fortnight ago, wrote to the President, demanding why the Bill had not been assented to.
Addressing the Youth Council in Abuja recently, the National Commandant of Peace Corps of Nigeria, Amb (Dr.) Dickson Akoh said the Nigerian Peace Corps Bill had not been sent to the President for assent yet.
He said, the legal department of the National Assembly had barely finished cleaning up the document and putting finishing touches to it.
“To the best of my knowledge, I’m sure the Bill just got to the office of the Clerk to the National Assembly this week and by God’s grace, it will get to the President very soon”, Akoh explained.
Confirming the receipt of the Bill by the Presidency, the Special Adviser to the President on National Assembly Matters, Senator Ita Enang, said the President was already working on the Bill.
Enang who spoke to our Correspondent on Tuesday said, the Peace Corps Bill was among other bills sent to the President last week, saying “the President is working on it, in accordance with our standard operating procedures”.
The Nigerian Peace Corps (Establishment) Bill 2017, when signed into law, would give legal backing to the existing Peace Corps of Nigeria under the leadership of Mr. Akoh.
Part VIII (1) of the final version of the Bill before Mr. President reads, “The Peace Corps of Nigeria (in this section refered to as ‘Peace Corps’) existing before the commencement of this Act is dissolved”.
Subsections 5 and 6 of the same part VIII, however, allowed all serving members of the Peace Corps of Nigeria, both Regular and Volunteers, to be absolved into the Nigerian Peace Corps, at commencement.
The Bill also allows intending members between ages 18 and 35, other than the existing members of the PCN, to undergo one month mandatory orientation training.
The head of the Peace Corps, as captured in the Bill, shall be referred to as National Commandant, to be appointed by the President upon recommendations of the supervising Minister, for the period of 5 years which is renewable once.
The Nigerian Peace Corps, upon establishment, shall be domiciled with the Federal Ministry of Youths and Sports Development, under the supervision Honourable Minister.
The core mandates of the Corps is to develop, empower and provide gainful employment to the youths, in order to facilitate Peace, Volunteerism, Community Services, Neighbourhood Watch, nation-building and other related matters.
The duties of officers are mainly at the educational institutions within the country, and to carry out other functions as provided in the bill.

The Senate on Tuesday finally passed a bill to make the Nigerian Peace Corps a para-military agency.
The Senate adopted the conference report on the bill to establish the Nigerian Peace Corps, after it was so advised by its committee on judiciary, human rights and legal matters.
Both the Senate and the House of Representatives had separately passed the bill last year.
However, after the harmonisation of the two separate bills, the Senate had rejected the harmonised version, which has now been approved.
The bill will be sent to President Muhammadu Buhari for assent after the House also approves‎ the harmonised version.

JOURNEY SO FAR
Finally, truth has triumphed over falsehood and the day has been separated from the night. On this platform, we intimate the general public on the status of the Nigerian Peace Corps Bill. Today, with joy and all sense of clarity, we provide report of the Conference Committee of the National Assembly bestowed with the mandate to harmonise the Nigerian Peace Corps Bill.
You may wish to recall that both the Senate and House of Representatives in 2016 passed two different versions of the Nigerian Peace Corps Bill. This development calls for the need to harmonise the Bill in line with the rules of the National Assembly before it will be transmitted to Mr President for his assent.
It is therefore in view of this that the two Chambers of the National Assembly setup a Conference Committee to reconcile the Nigerian Peace Corps Bill in their respective Plenary in November, 2016.
It is noteworthy to re-state that the core mandate of the Nigerian Peace Corps Bill is to Empower, Develop and provide gainful employment for the youths, to Facilitate Peace, Volunteerism, Community Services, Neigbhourhood Watch, Nation-building and other related matters.
However, history was once again made today with the laying and approval of the report of the Conference Committee on the Nigerian Peace Corps Bill by the two Chambers of the National Assembly.
The Committee observed differences in twelve (12) Clauses of the Bill passed and consequently harmonized same. The major aspects of the Bill that where harmonized are as follows:
• The outright rejection of the Clause that included the National Unity and Peace Corps in the Bill. It would be recalled that it was only the Senate that passed the National Unity and Peace Corps Bill, while that of our organization, the Nigerian Peace Corps was passed by both the Senate and House of Representatives. During the Conference Committee of the two chambers, the House of Representatives out-rightly rejected the National Unity and Peace Corps Bill on the ground that the Bill was never before it.
• Clause 37(g) was adopted with an amendment to read “that groups, associations and organisations that have similar objectives and have shown or demonstrated interest to be absorbed as members of the Nigerian Peace Corps shall be absorbed subject to the mandatory Initial Training/Orientation Programme as prescribed from time-to-time upon the commencement of this Act”.
• It is equally significant to stress here that the Conference Committee retains the domiciling of the Nigerian Peace Corps in the Federal Ministry of Youth Development; the Ministry that is statutorily vested with the responsibility of overseeing youth matters.
• The Committee retains the age limit of individuals who shows interest to be enlisted as members of the Nigerian Peace Corps to be between 18 and 35 years upon the commencement of this Act.
• Above all, the nomenclature or better still, the title of the Head of the Nigerian Peace Corps as recognized by the Act is the ‘National Commandant’.
The harmonized report has finally put to rest all the needless controversies bordering on which organization’s Bill that was passed by the National Assembly. Find enclosed, for confirmation, the order paper on the set proceedings of today’s seating.
The consolidated report approved by the House of Representatives today has brought to conclusion all legislative processes. Thus, the Nigerian Peace Corps Bill is now ripe and ready to be transmitted to Mr President for his assent.
In view of this significant milestone in the history this organisation, on behalf of the entire Officers and Men of the Peace Corps of Nigeria and the Nigerian Youths as a whole, I wish to express our profound appreciation to the leadership and the entire members of the National Assembly for their sense of patriotism, high sense of justice and the confidence reposed in this organisation.
Despite the prevailing economic realities, I urge all officers and men of this organization nationwide as well as our supporters and well-wishers to exercise patience as we remain hopeful and highly optimistic that the President will assent to this all-important Bill as soon as possible.

Today the 15th of January, 2017, Nigeria celebrates her Armed Forces as the President and Commander-in-Chief of the Armed Forces, His Excellency, President Muhammadu Buhari leads the three Arms of Government and the Serving Chiefs, in the 2017 Armed Forces Remembrance Day Celebration.
The occasion witnessed Mr President, Vice President Prof Yemi Osinbajo, the Senate President, Dist. Sen Bukola Saraki; Speaker of the House of Assembly, Rt Hon. Yakubu Dogara and the Serving Chiefs laying wreaths. Among highly represented military and paramilitary organizations are the Three Armed Forces – Nigerian Army; Navy and the Air force. The President of the Senate and Chairman of the National Assembly, Senator Abubakar Bukola Saraki, has spoken further on the reason the Nigerian Peace Corps Bill 2016 was passed into law by both chambers of the National Assembly, this year.

Speaking at the end of the year ceremony/gala night organised by the Peace Corps of Nigeria in Abuja on Wednesday, Saraki said, though there were a lot of other Bills that the National Assembly passed in 2016, the Nigerian Peace Corps Bill was outstanding, saying both chambers of the National Assembly took into cognizance, the socio-economic benefits of the Bill to Nigerians, especially the youths.


“I believe that, after the Appropriation Act that was passed, the next most important Bill that was passed by the National Assembly was the Peace Corps Bill,” he said.

The Senate President who was represented by the Senate Committee Chairman on Interior, Senator Bayero Usman Nafada, also said that the process of harmonization of the Bill by the joint committees of both chambers has also been completed, adding that “the Bill is now ready for the President’s assent.”
He,therefore, urged the executive arm of government to give the Bill the necessary attention it requires, as the Nigerian youths earnestly wait for positive response from the federal government.

Responding, the Minister of Youths and Sports Development, Barr. Solomon Dalung said his ministry would gladly work with the Peace Corps Officers after the President’s approval.

Dalung noted that the youths of Nigeria had long be neglected and the establishment of the Nigerian Peace Corps would help rejuvenate the position of the youths in the education system and youths development.


“There was a time when a youth leader of a political party was 62 years. That means, me that is 52 years old now, would still be a youth in ten years to come “, the Minister fumed.

While charging the youths to take advantage of the orientation programmes of the corps and be integrated into the scheme, Barr. Dalung also promised to do all within his capacity to facilitate the signing of the Peace Corps Bill into law.

In his welcome address, the National Commandant of Peace Corps, Amb (Dr.) Dickson Akoh, on behalf of the entire Staff Officers, expressed, “appreciation to the Senate President, Bukola Saraki; Speaker, House of Representatives, Rt. Hon. Yakubu Dogara; Principal Officers and the entire members of the National Assembly, for ensuring that this all-important Bill got an accelerated passage.”

Dr. Akoh assured Nigerians that the corps will adequately empower, develop and provide alternative employment for the youths with a view to facilitating peace, volunteerism, community services, nation-building and other related matters, when signed into law.

“We are confident that, the President of the Federal Republic of Nigeria, His Excellency, Muhammadu Buhari will grant a speedy assent to this Bill, even as we are mindful of the present excruciating economic realities confronting our beloved country,” he added.

Highlights of the event was the colourful Christmas Carol performance by the Peace Band; Keynote Address by Femi Falana (SAN); unveiling of the 2017 Peace Corps Calender; presentation of Senior Advocate of Peace (SAP) Awards and International Peace Medal (IPM) Awards to the Senate President, Speaker of the House of Representatives, Chief of Army Staff, governors, members of the National Assembly, Traditional Rulers and Captains of Industry.

The rumours making the rounds that the embattled Secretary to the Government of the Federation (SGF), Mr. David Babachir Lawal might be among those who would be removed from President Buhari’s cabinet in 2017, took a different turn on Wednesday when Senator Dino Melaye (Kogi West) openly referred to him as “the outgoing SGF”.

The SGF has been caught by the anti corruption web of the Senate, when he was accused of awarding contract of grass clearing at the IDPs camps in the North-East to his own company, to the tune of N220m.


The revelation which was contained in the report of the Senator Shehu Sani led Adhoc Committee on Humanitarian Crisis in the North East region of Nigeria, also got the attention of the Presidency, with the security agencies mandated to investigate the allegations.

Senator Dino, had raised a point of order during a Senate plenary last week to tender more evidences against Babachir, after it was ale ged that the SGF referred to the Senators as “talking rubbish”; the Senate consequently frowned at the allegation and insisted it must be investigated by relevant agencies.

Dino Melaye however, took the campaign further when he, on Wednesday, during his speech at the Gala Night organised by the Nigerian Peace Corps in Abuja; insisted that corrupt persons under President Buhari’s government must be shown the way out.


He said “I saw that the outgoing Secretary to the federal government, Babachir Lawal is taking the Nigerian youths to protest against his investigation, spending millions of naira on pages of newspapers and sponsoring commentators on programmes on TVs.

“But I want to say that, those the gods want to kill, he first make mad. That will not help him; neither will it help any other corrupt person in power. Either by fire or by force, we will fight corruption in Nigeria”

He charged the Nigerian youths to be a change agent and not to be used by corrupt elements; even as he added that the Nigerian Peace Corps would be part of the revolution that would soon start in Nigeria, against those whom he described as “financial scavengers and economic cankerworm”.

Senator Dino also tasked the youths to wake up to the realities and take necessary positions on salient issues, so as to rescue the Nigerian Democracy from those who want to turn it to “greedocracy”, which he defined as “government of the greedy, by the greedy and for the greedy”.

The Peace Corps of Nigeria also on Wednesday conferred on Senator Dino Melaye, the Senior Advocate of Peace Award which was presented by the Honourable Minister of Youths and Sports, Barr. Solomon

In every success there is always a problem to hinder it n so out of 41 stakeholders includin 8 ministties n agencies of govt plus other bodies lik d civil societies who were among those that were xpected to participate either tru oral presentation or paper work in d public hearing d police n d civil defence more xpecialy was nt in suport of it cos they r of d opinion dat d pcn is out to tk more of there job bt at x end of d day 35 bodies were in suport as against 7 so majority carried d day n it was succesfull. Nobi small jubilation st d national headquaters n by nxtwk tuesday n wednesday d senate committe on interior is holding there own public hearing dough it might nt b elaborate lik d house of representative whc at d end we r xpecting a positive outing cos d senate majority leader sen ndume is sponsoring d bill. insha allah we will succeed come june when d presidency must hv sign it into law.

The senate passed d second reading on d 10th of dis mnth n has giving d commite on interior n special duties 1mnth dats 7th of april to gv them feed bk for reccomendations whcafter d bill will b sent to d presidency for consent n approval as an executive bill. House dis is my first time on this thread dough i hv been following u guys up regularly, well i would lik u guys to follow up wiht d Naigerian peace corps dat will soon be passed into law very very soon so that u guys will nt be left out when it will finally cm to pass. Senator Alli Ndume d senate majority leader is d sponsors of d bill n he us untop of it. Both house of Rep n d Senate has passed d second reading on it. Public Hearing to cum up on d 23 n 24th of march dats nxtwk. Atleast when passed into law d teaming youth n graduate will be employed massively.
