Two cities – one in Iran and
another in Nigeria – can
claim title because WHO
measures pollution in two
different ways.

The new WHO database of
worldwide air pollution
measures it in two different
ways, and as a result two
cities – one in Iran and
another in Nigeria – can lay
claim to the unenviable title
of world’s most polluted city.

It all comes down to which
minute particles, or
particulate matter (PM), in
the air are being measured.
These particles are between
2.5 and 10 microns in
diameter, roughly 30 times
smaller than the width of a
human hair.

The coarser PM10s include
dust stirred up by cars on
roads and the wind, soot
from open fires and partially
burned carbon from the
burning of fossil fuels like
coal, oil and wood. The
particles are small enough to
be inhaled deep into the
lungs.

But the ultra-fine particles
known as PM2.5s can only
be seen with microscopes
and are produced from all
kinds of combustion. These
are small enough to get from
the lungs into the blood
supply and are possibly more
deadly because they affect
the cardiovascular system.

Many cities in developing
countries traditionally
monitor only PM10s. But
increasingly PM2.5 pollution
is seen as the best measure
of how bad air pollution is
for health. Richer countries
usually have higher levels of
PM 2.5s, while low income
countries have higher levels
of PM10s. Both, says the
WHO, are deadly.

Onitsha: highest for PM10s
In 2013, two people died of
heat exhaustion after a six-
hour gridlock on the city’s
bridge over the river Niger.

Cars and trucks on the main
road to Lagos belch fumes
from burning low-quality
diesel, and the air often
stinks of burning waste from
rubbish dumps, the smoke
from old ships on the river
and discharges from the
metal workshops.

But people did not expect
Onitsha in Anambra state on
the eastern bank of the mile-
wide river Niger, to be named
the most polluted in the
world.

According to the WHO, an air
quality monitor there
registered 594 micrograms
per cubic metre of
microscopic PM10 particles,
and 66 of the more deadly
PM2.5s. Onitsha’s figures
are nearly twice as bad as
notoriously polluted cities
such as Kabul, Beijing and
Tehran and 30 times worse
than London.

“We know pollution is very
bad here. But this city must
be much better than Lagos,”
said Solomon Okechukwa, a
sceptical Anambra state
official, on Wednesday.
But Onitsha, say academics,
is a textbook example of the
perils of rapid urbanisation
without planning or public
services creating a sustained
pollution assault on its water
and air.

As a tropical port city which
has doubled in size to over 1
million people in just a few
years, it is frequently
shrouded in plumes of black
diesel smoke from old ships;
it has no proper waste
incineration plants; its
construction sites and
workshops emit clouds of
dust and its heavy traffic is
some of the worst in Nigeria.

A recent study of Onitsha’s
water pollution found more
than 100 petrol stations in
the city, often selling low-
quality fuel, dozens of
unregulated rubbish dumps,
major fuel spills and high
levels of arsenic, mercury,
lead, copper and iron in its
water. The city’s many metal
industries, private hospitals
and workshops were all said
to be heavy polluters emitting
chemical, hospital and
household waste and
sewage.

“The level of pollution in
Onitsha is getting
increasingly serious,” said
the authors.

However, the WHO also said
on Wednesday that the
pollution data from Onitsha
was not necessarily reliable
because it came from a
single monitoring station.

“It is difficult to get accurate
measurements in Africa. You
can get super-high readings,
but ideally the measurements
should be done over a year
to include different seasons
and times of day.
The reading in Onitsha may be
representative but not
altogether reliable,” said a
WHO spokeswoman.

Finally the 2016 budget controversy is over
with the signing of the Appropriation Bill into
law by President Muhammadu Buhari last
weekend after a four-month delay.

With the budget in place, the fiscal policy
and plans of the administration are now up
and running along with the traditional
complementary role it plays with monetary
policy in economic stability and
development.

The prolonged lack of fiscal policy direction
is accentuated by a harsh business climate
in the country with a huge cost to the
economy.

Only last week the National Bureau of
Statistics (NBS) reported that in the first
quarter of 2016, the economy recorded a
73.39% year-on-year decline in capital
imports to USD710.97 million, particularly as
foreign direct investment decreased by
55.97% to USD173.73 million. There was
also 82.30% year-on-year plunge in portfolio

investment to USD201.69 million.
Last week also, the Central Bank of Nigeria
(CBN) published the Purchasing Managers’
Survey results for April 2016, which showed
worsening contractions in both the
manufacturing and non-manufacturing
sectors.

All these come against the backdrop of
rising inflation which, had surpassed the
CBN’s single-digit red line of 9.6% to peak
at 12.8% in March 2016 with April readings
forecast to be out next week at over 13%,
the highest in several years.

The Naira value has seen its worse position
in the first quarter of this year at the rate of
N322/ USD1.0 in the open market segment.
And the lead indicator – the gross domestic
product – (GDP) which has seen one of the
worst positions in recent years, is predicted
to be worse than the low level 2.1%
recorded in the fourth quarter of 2015.

All these point to worsening standards of
living for an average Nigerian who had
expected so much from the new
administration that assumed power a year
ago.

The key thrust of the budget is reflating the
economy through bullish capital expenditure
and investments. This is a needful bailout,
and we applaud it. We believe that the huge
financial injection into the economy and the
vote for the most vulnerable will boost the
purchasing power of the people.

On the macro-economic front, the
government in conjunction with CBN, should
plan to achieve an appropriate and
predictable exchange rate regime by the
end of 2016 without necessarily effecting a
de-facto devaluation of the local currency.

It is important that a harmony of fiscal and
monetary policies should be in place to
address and achieve low (single digit)
interest rates for the real sector while
containing inflation rate also at a single
digit.

Rapid implementation of the capital
component of the budget could generate
enough impulse to effectively lift aggregate
demand in the medium term, thus raising
the GDP.

The Federal Government will today
commence the release of capital
expenditure for the 2016 Budget just as it
explained the timeline for implementation
of the fiscal policy document.

Minister of Budget and National Planning,
Udo Udoma, announced this yesterday at
the Presidential Villa while giving a
breakdown of the 2016 budget, christened
‘Budget of Change’.
He said “by tomorrow, some releases
would be made. We are ready to start
releases as far as the budget is
concerned”, adding that his ministry
intends to work closely with the Federal
Ministry of Finance to ensure cash
backing for the capital projects.
He also clarified that the 2016 budget will
run concurrently until May next year
as government intends to return to the
January- December financial year.
According to him: “We intend to take the
budget to where it ought to be, the
January to December financial year which
is much better for implementation. So for
the next year’s budget we intend to get it
to the National Assembly so that it is
passed by the year end”.
Udoma disclosed that the 2016 budget will
include six strategic areas including,
economic diversification, critical
infrastructure and reforms in the oil and
gas sector. Others are the ease of doing
business; policy environment; national
security;
governance and social investment.

“The Strategic Implementation Plan forms
the basis for the preparation and
implementation of the 2016 Budget, as it
documents the key
short-term priorities of the incumbent
administration to place the economy on
this upward trajectory as it is re-
positioned for change,
inclusive growth and sustainable
development”, he said.

A breakdown of the 2016 budget
projections shows that the
fiscal document envisages a net
distributable revenue of N5.72trillion
comprising of main federation account
revenue of N4.303 trillion
and N1.416trillion from the value added
tax pool account.
Of the distributable revenue, net oil
receipts amount to N1.48trillion or 25%
while net non-oil revenue accounts for the
balance of
N4.22trillion or 75%.
The states and local government share of
the distributable pool amount to
N3.24trillion while the federal government
will receive N2.48trillion.

Federal Government’s budgeted revenue is
projected at N3.855trillion largely
contributed by the Internally Generated
Revenue (IGR) of N1.51 trillion, which is
35% increase over the N2.855 trillion for
the 2015 budget.

Growth in government’s revenue is mainly
to be derived from the growth in non-oil
resources from Corporate Tax; VAT and
dividends from government corporations
and independent revenue.

A projection of N1.88 trillion was made on
corporate taxes in the 2016 budget as
against N1.42 trillion in 2015, and VAT
collection of N1.48 trillion in 2016 from
N1.28 trillion last year.

Provisions for expenditure of the N6.06
trillion 2016 budget shows a 35% increase
over the 2015 budget of N5.067 trillion.
Statutory transfer (inclusive of N157
billion capital component is put at
N352.37billion, Debt Servicing including
sinking fund of N1.48
trillion, recurrent (non debt ) expenditure
is put at N2.65trillion.

Capital expenditure (excluding share of
capital in statutory transfers) is put at
N1.59 trillion while the Capital Expenditure
(including share of capital expenditure in
statutory transfer) is put at N1.7trillion.
Some key allocations in the 2016 budget
include: Ministry of power, works and
housing, N456.93billion, transpiration,
N202.34billion,
defence N443.07billion, interiors
N513.65billion, education N403.16billion,
health, N250.06billion, agriculture and
rural development, 75.80billion, solid
minerals N16.73billion, youth and sports
development, N75.79billion, water
resources, N53.30 billion and special
intervention programmes of N500billion.

The budget is predicated on an oil
production benchmark of 2.2million barrels
per day at $38 per barrel and an exchange
rate of N197 naira
to a dollar.

The Budget and National Planning Minister
said government had a plan to actively
support the use of public private
partnerships in the development of
infrastructure and would encourage
ministers to explore concessioning
arrangements for projects like airports,
major roads and other major infrastructure
works.
The government, he said is working to
raise $25billion for the establishment of
an infrastructure fund within three years.
Among priority listed for implementation
by government are: Dualisation of the
Kano-Maiduguri road (sections I-V) for
N13billion;
Lagos-Ibadan Expressway (section1) for
N40billion; N1.1billion for the generation
of 700MW from Zungeru Hydro Power
Project; N18.3 billion for the completion
of Abuja (Idu) – Kaduna 186.5KM single
track rail line; N60 billion counterpart
funding for Lagos- Kano Standard Guage
rail line; N60 billion counterpart funding
for Calabar-Lagos Standard Guage rail line

I have been quiet since on this trend. It pains me to see how graduates are suffering just to get a job. Faan wanted to conduct a free and fair recruitment for all eligible, but it's obvious that some politicians have high jacked this process. Guys let's not continue to act dump, and naive. This FAAN Online Aptitude Test is designed to assess your logical reasoning or thinking performance. The test consists of 50 multiple-choice questions and is administered under a restricted web-based exam conditions. The test is strictly timed for 30 minutes after which you must submit your answer sheet. Your results are immediately made available once you submit your test. A pass mark of 50% has been established for this test.
