The Minister of Power, Works and Housing, Babatunde Fashola, has called on importers to utilise Warri and Calabar sea ports to decongest the current traffic challenge in Lagos.

Mr. Fashola, who made the call on Tuesday in Abuja while addressing journalists, blamed the traffic challenge on the ongoing rehabilitation work on Apapa-Wharf road on congestion.

He said the reduction of cargo movement through Lagos sea port would reduce traffic on the ever busy Apapa-Wharf road, being rehabilitated.

“What we can do also is to perhaps, for now, move our cargo to other ports if the content is not to be delivered to Lagos.

“If the content is to be delivered to the east, the Warri and Calabar ports are there, so, we have all of this access, let us also be very flexible about using them.

“Our appeal to importers is to also bear in mind that we are constructing a built up area, therefore, their flexibility will help us improve service delivery,” he said.

Mr. Fashola said the ministry was aware of the challenges faced by motorists as a result of the ongoing project but called for patience.

“Recently, we heard the licensed custom agents complaining about the same road, we hear you loud and clear, we have started work, so bear with us.

…As commission pledges to support state govt’s bid
Lagos State Governor, Mr. Akinwunmi Ambode, on Friday sought a no objection letter from the Nigerian Electricity Regulatory Commission (NERC) for the State Government's Embedded Power Programme.
Governor Ambode, who led some members of the State Executive Council, lawmakers and other critical stakeholders to a meeting at the NERC’s headquarters in Abuja, said the embedded power project was designed as his administration’s flagship programme for direct intervention in the power value chain towards achieving a 24-hour power for Lagos.
He said the proposed power programme would generate up to 3,000MW of power through accelerated deployment of various power plants in strategic locations across the State by private sector power providers within three to six years.
He noted that Nigerians' aspiration to create a secured and prosperous nation that is globally competitive will be difficult to achieve without stable power supply.
Governor Ambode posited that while efforts are ongoing to resolve the power crisis, it had become increasingly clear that the problems in the energy sector could no longer be left to the Federal Government alone to solve.
"Embedded power was designed as our flagship programme for direct intervention in the power value chain towards achieving a 24-hour power for Lagos. Lagos State has always demonstrated its capacity and willingness to play a leading role in resolving the power sector challenges in the state, subject to the limit of the federal authority allowed regulations.
"Having succeeded in powering government facilities, the next level of intervention for our government is to collaborate with other stakeholders in the power sector to design and implement a roadmap for uninterrupted power supply to homes and businesses in Lagos State.
"The draft of the Lagos State Embedded Power Bill was finalised in May 2017 and submitted to the National Electricity Regulatory Commission for clearance before same can be forwarded to the State House of Assembly.
"The stakeholders meeting holding today is a continuation of the ongoing engagement between NERC and the Lagos State Government on the Lagos State Embedded Power Programme.
"We are convinced that the offer by our government to deploy the state's balance sheet in support of power generation, transmission, distribution, gas supply, metering, collection and enforcement in Lagos State will significantly relieve the national grid and free more energy for distribution to other parts of Nigeria.
"The proposed power programme will generate up to 3,000MW of power through accelerated deployment of various power plants in strategic locations across the state by private sector power providers within three to six years."
He said the State Government would issue guarantees in support of the Power Purchase Agreements that will be signed between the distribution companies and the private sector embedded power providers to enhance bankability of the projects.
He added that the power generated under the programme will be distributed through the networks of Eko and Ikeja Distribution Companies while the state would support the distribution companies in upgrading their distribution infrastructure for embedded power areas in line with NERC guidelines.
"The State Government will support the distribution companies in installation of smart prepaid meters in the areas where embedded power is deployed. We will institute a cost-reflective tariff regime that is fair to all stakeholders, sustainable and capable of attracting private capital to the sector on a continuous basis.
"Other areas of collaboration include support for revenue collection, legislation and establishment of an agency for enforcement of power theft laws in Lagos.
"Our prayer today is to seek the commission's no objection letter for the Lagos State Embedded Power Programme, based on cost reflective tariff regime that is fair to all parties and capable of unlocking private sector investments into the power sector on a sustainable basis,” the Governor said.
Responding, the NERC's Commissioner in charge of Legal License and Compliance, Dafe Akpeneye, who stood in for the Commission's Vice Chairman, promised that the NERC would work with the Lagos State Government to ensure the success of the programme.
"Within the ambit of the law and existing regulations, you have our unflinching support in this project.
"So in response to what you said in your prayers to us, Your Excellency, I reaffirm the support of NERC towards this project. Our commitment is to create a viable electricity industry that works for Nigeria and Nigerians.
"As the laws and regulations permit us, we will work with you on this project to ensure that it does see the light of the day," Akpaneye promised.
Akpeneye however called the Governor's attention to some safety issues that concern the state.
He spoke about the right of way, standards and designs, electricity theft as well as customers' enumeration.
He noted that a situation where the Commission's record indicates that there are only 1.2million registered electricity customers in Lagos State is not tidy enough when almost all the houses in the state are connected to national grid.
Representatives of both Eko and Ikeja Distribution Companies at the meeting declared their support for the project, saying that it would be detrimental to the progress of Nigeria if they opposed it.

The Federal Government in conjunction with the German Energy Partnership Project on Thursday formally flagged off its independent power supply initiative to all the 40 federal universities in the country with the Ground-breaking ceremony of a 10-Mega Watts Solar Power Plant at the University of Ibadan.
Performing the ceremony on behalf of President Muhammadu Buhari at the Ajibode Extension location of the University of Ibadan, the Minister of State for Education, Prof. Anthony Anwukah, described the event as “an historic occasion in the life of the university and of our nation” adding that it is in line with the national energy policy.
“That the project is commencing at the University of Ibadan should not surprise anyone. This is where the story of University education in Nigeria started,” the minister stated. He added the fact that UI, with its huge staff and student population had necessitated a corresponding high energy requirement which is in the region of 6 to 8 Mega Watts.
Anwukah remarked that the Federal Government, in its bid to replicate the gesture to all the 40 federal universities in Nigeria, envisaged that the project should be achieved through the utilization of off-grid Independent Power Plants (IPPs) which falls under the Public Private Partnership (PPP) initiative.
He noted that “it was in this respect that the Federal Government, under the able leadership of President Muhammadu Buhari, recently launched the Energizing Education Programme Initiative (EEPI), a collaborative effort of the Federal Ministry of Education and Federal Ministry of Power, Works and Housing to ensure self-sufficiency in power to all the 40 Federal Universities in the country.”
The EEPI is aimed at providing reliable power supply which, in turn, will promote economic growth and sustainable development in our Universities, the Minister further clarified.
The minister said further: “This is why the Federal government, through the Tertiary Education Trust Fund (TETFund), has committed itself to this project with the provision of Funds. It clearly attests to government’s commitment to supporting a robust educational system. The project, when completed, will also ensure the realization of the vision of the University of Ibadan in becoming a world-class University, in the sense that academic activities will be boosted, and ground-breaking researches can be conducted.
“For our universities to be highly rated in Africa and the world, we must have a good research infrastructure, and a provision of energy is very key in the process. The plant will also have the multiplier effect of providing electricity to neighbouring communities. Government is keenly interested in this project, and its timely completion and effective utilization will inform an extension of the project to other Universities. We shall, therefore, be monitoring the progress of the project. It is expected that the faculties of Science and technology and the Centre for Petroleum, Energy Economics and Law would take advantage of his project to enhance the capacity of their staff, while embarking on further research in renewable energy resources.”
Also speaking at the event, the German ambassador to Nigeria, Mr. Bernard Schlagheck, assured that the project, which is a culmination of more than two years of negotiations involving the University of Ibadan, the Government of the Federal Republic of Nigeria and the German Government, would be completed and ready for commissioning within the next six months.
In attendance at the ground-breaking ceremony were dignitaries including the Minister of Health, Prof. Isaac Adewole who is also the immediate past Vice Chancellor of the University of Ibadan; the Vice Chancellor of the institution, Prof. Abel Idowu Olayinka; as well as the Olubadan of Ibadanland, Oba Saliu Adetunji Ajeogungunniso I

Activities at all government health facilities across Ondo town were today paralized as health workers staged a protest against their 5 months unpaid salaries.
The workers in their hundreds including doctors, nurses, pharmacists, and a host of others gathered at the specialist hospital Ondo with different placards and leaf branches chanting solidarity songs.

The health workers who abandoned their various duty posts carried placards with various inscriptions including “Pay our salaries ” “shall we die before you pay us?” “we are saving lives, pay our salaries and save us from hunger.”

Some of them who spoke with DAILY POST said lives had become so unbearable as they can no longer feed their families due to their unpaid salaries while the men said they could longer be the good husbands at home again.

Some doctors and nurses from Mother and Child hospitals and Trauma Center said despite their professional contributions to the medical village which had accorded it international recognition, the state government had refused to pay their wages.

The workers later moved en-mass to the palace of the paramount ruler of Ondo, Oba Victor Kiladejo to further express their grievances

Addressing the worried health workers, Oba Kiladejo explained that he felt their pains and discomforts and he will discourse with the state governor on how to provide a quick solution so as to pay their salaries.

Some of the patients who had come to mother and child as well as general hospitals were left to their own fate as there were no health workers to attend to them.

The workers, however, vowed to continue the protest until their five months salaries are paid.

The Federal Government is proposing to spend N65.03bn for the acquisition of various military aircraft, combat equipment, trucks and maintenance of boats among others in the 2016 fiscal period.

Details of this amount are contained in the 2016 budget which President Muhammadu Buhari presented to a joint session of the National Assembly in December, 2015.

A copy of the budget for the military was obtained by our correspondent in Abuja on Tuesday.

The N65.03bn, according to an analysis of the budget document, is part of the total sum of N311.38bn allocated to the Nigerian Army, Navy and Air Force for the 2016 fiscal year.

Out of the N311.38bn, the sum of N139.8bn, made up of capital expenditure of N120.01bn and recurrent expenditure of N19.78bn is allocated to the Nigerian Army.

For the Nigerian Navy, the sum of N85.97bn is allocated for its operations. This amount is made up of N60.33bn for recurrent expenditure and N25.64bn for capital spending.

The Nigerian Air Force has a total budget of N85.61bn, made up of N62.15bn for recurrent expenditure and N23.46bn for capital expenditure.

Giving details of the weapons to be acquired for the operation of the Navy, the fiscal document states that the sum of N5bn is budgeted for the procurement of three JF-17 Thunder-multi role combat aircraft.

The government, according to the document, has also allocated the sum of N11.6bn for the procurement of two MI-35m helicopter, while N2.06bn is being proposed to acquire 10 Super Mushak trainer aircraft.

Other operational equipment to be acquired for the Navy are aircraft spares, N1.7bn; combat equipment, outfits and training for Quick Response Force, N350m; arms and ammunition such as 30MM Canon, 68MM SNEB live rocket, F3 and F4 practice bomb, N480m.

Also being proposed for the Navy is infrastructural development at the newly established Forward Operational Base and NAF Units at a cost of N2.2bn.

For the Nigerian Army, the budget document states that the sum of N5.64bn has been budgeted for the purchase of defence equipment; N2bn for kitting of armed forces personnel; and N1.96bn for the purchase of trucks.

Similarly, the sum of N2.07bn is being proposed for security votes including operations while N7.24bn has been budgeted for the construction of military barracks.

For the Navy, the budget document states that the purchase of defence equipment will gulp N18.29bn while the sum of N372.95m and N734.06m are budgeted for the maintenance of aircraft and sea boats respectively.

In the same vein, the document indicates that the government is planning to spend N1.7bn to purchase surveying equipment, N296.88m to fuel aircraft; N645.35m for sea boats and N706.07m for security votes, including operations.
