yes ,but the expenses will be determined by the country he wishes to study. Estonia expenses will be high cos he needs to travel to India for visa, but there is an issue of Estonia planning to open an embassy in Nigeria to help students.So let's keep our finger's crossed,if that happens then the 400k will do .

abeg I have a close family friend dat intends travelling to Europe... I advised studying in Germany . but the main issue now , Na block account... he has a very low budget... should he apply for studikellong? ( I mean the German language programme), do dey require for block account?.

The tread is majorly for Masters but u can visit the studyinfo portal for more details but I doubt he will meet up cos from observation Finland admits once a year for intl students.
