SANA, Yemen — Anwar al-Awlaki, the radical American-born cleric who was a leading figure in Al Qaeda’s Yemen affiliate and was considered its most dangerous English-speaking propagandist and plotter, was killed in an American drone strike on his vehicle on Friday, officials in Washington and Yemen said. They said the strike also killed a radical American colleague who was an editor of Al Qaeda’s online jihadist magazine. Many details of the strike were unclear, but one American official said that Mr. Awlaki, whom the United States had been hunting in Yemen for more than two years, had been identified as the target in advance and was killed with a Hellfire missile fired from a drone operated by the Central Intelligence Agency. The official said it was the first C.I.A. strike in Yemen since 2002. Yemen’s Defense Ministry confirmed Mr. Awlaki’s death. The strike appeared to be the first time in the American-led war on terrorism since the Sept. 11, 2001, attacks that an American citizen had been deliberately killed by American forces, a step that has raised contentious constitutional issues in the United States. It was also the second high-profile killing of an Al Qaeda leader in the past five months under the Obama administration, which ordered the American commando raid that killed Osama bin Laden in Pakistan in May. Mr. Awlaki was an important member of Al Qaeda in the Arabian Peninsula, regarded by some antiterrorism experts as the most dangerous branch of the Al Qaeda network. He was considered the inspirational or operational force behind a number of major plots aimed at killing Americans in the United States in recent years, most notably the deadly assault at an American army base in Fort Hood, Tex., and attempts to bomb Times Square and a Detroit-bound jetliner. “The death of Awlaki is a major blow to Al Qaeda’s most active operational affiliate,” President Obama said in remarks at a swearing-in ceremony for the new Joint Chiefs of Staff, Gen. Martin E. Dempsey, outside Washington. Mr. Obama said the cleric had taken “the lead role in planning and directing the efforts to murder innocent Americans.” Mr. Obama also called Mr. Awlaki “the leader of external operations for Al Qaeda in the Arabian Peninsula” — the first time the United States has used that description of him. Yemen’s official news agency, Saba, reported that the attack also killed Samir Khan, an American citizen of Pakistani origin who was an editor of Inspire, Al Qaeda’s English-language Internet magazine. An American official said the United States government believed Mr. Khan had been killed as well. It was not clear whether Mr. Khan, who proclaimed in the magazine last year that he was “proud to be a traitor to America,” was also a deliberate target of the strike. A Yemeni Defense Ministry statement said that a number of Mr. Awlaki’s bodyguards were also killed. Neither the Americans nor the Yemenis explained precisely how they knew that Mr. Awlaki had been confirmed dead. The strike came in the midst of a deepening political crisis in Yemen, the Arab world’s poorest country, where President Ali Abdullah Saleh has been resisting repeated calls to relinquish power — including from the United States. Mr. Saleh has argued that he is critical to the intensifying American efforts to battle Al Qaeda here. An Awlaki family member, reached by telephone, said Mr. Awlaki’s father, Nasser al-Awlaki, was en route from Yemen’s capital, Sana, to the site of the attack in northern Yemen on Friday afternoon to identify the body. “We don’t know anything aside from the news that has been released,” the family member said. “Obviously Mr. Awlaki is very upset and wants very much to find out if it is truly his son that has been killed. We don’t know if any relatives died with him.” The White House decision to make Mr. Awlaki a top priority to be hunted down and killed was controversial, given his American citizenship. The American Civil Liberties Union, which fought unsuccessfully in the American court system to challenge the government’s legal justification for its so-called targeted killings program, which was used to take aim at Mr. Awlaki, condemned that program in reaction to the news of Mr. Awlaki’s death. “As we’ve seen today, this is a program under which American citizens far from any battlefield can be executed by their own government without judicial process, and on the basis of standards and evidence that are kept secret not just from the public but from the courts,” Jameel Jaffer, the A.C.L.U.’s deputy legal director, said in a statement. Physiotherapists could soon have the right to prescribe medicines to patients, in the same way that nurses and pharmacists are allowed to. At present, physiotherapists can only prescribe medication when working with the written authority of a doctor. A Department of Health consultation exercise envisages them being able to prescribe medication for pain relief and conditions such as asthma. The Chartered Society of Physiotherapy says this will improve patient care. In 2002, specially trained nurses were given the right to write prescriptions for a wide range of drugs, including antibiotics for infections. In 2004, the then Health Secretary John Reid started the push to give prescribing rights to optometrists, chiropodists, physiotherapists and radiographers. Under the current proposals, physiotherapists would be able to prescribe a range of medication for respiratory diseases such as asthma, neurological conditions such as the effects of a stroke, and for pain relief. 'Best placed' Ann Green, chairwoman of the Chartered Society of Physiotherapy, said the consultation was a major step towards improving patient care by physiotherapists. "This is about making things better for patients, so they can get the appropriate medicines from the health professional who is best placed to help them." "It is important to bring us into line with professions like nurses and pharmacists." She added that not all physios would get the right to prescribe medication. "Physiotherapists would have to undergo a training course and be approved before being allowed to be an independent prescriber. "This is really only for experienced physios who are specialists." At present there are 35,000 registered physiotherapists with The Chartered Society of Physiotherapy, but only 200 of them are "supplementary providers". Mr White said this number would grow if the proposals were given the green light. A full government review will take place after the consultation. If enough support for the plans is shown then amendments to the Medicines Act 1968 and the Misuse of Drugs Regulations 2001 would be required. LAGOS — Microsoft co-founder Bill Gates has arrived in Nigeria to take stock of a campaign to rid Africa's most populous nation of polio following a resurgence this year, his foundation said Tuesday. Gates held talks with government officials and influential traditional leaders in Nigeria's worst-hit northwestern region on Tuesday, his first of a three-day trip, Michal Fishman, spokeswoman for the Bill & Melinda Gates Foundation, told AFP. In 2009 and 2010, polio cases fell by 95 percent in Nigeria. The foundation said Nigeria's commitment to eradicate the crippling, but vaccine-preventable disease was at its peak during that period. But in 2011, it said, "attention to polio waned" and the disease has now re-emerged as a serious threat to children's health, with 30 polio cases reported in six northern states. However Gates was upbeat that Nigeria would win the war against the disease. "Nigeria has achieved important success with polio over recent years and we are confident it can finish the job," said Gates. Nigeria is one of four countries -- including India, Pakistan and Afghanistan -- where polio transmission has never been stopped. The UN has blamed the resurgence of polio in Nigeria on a drop in the number of vaccines while vaccination campaigns have also been met with resistance in parts of the country on suspicion the serum could be harmful to children. The disease once crippled children worldwide and killed 350,000 children in 1988. That was the year that a global effort was kicked off to try to make the disease only the second after smallpox to be eradicated. |

George Stinney, Jr. was only 14 years-old when he was murdered by the state of South Carolina at the height of the Jim Crow era on June 16, 1944. He was accused of killing two white girls, ages 8 and 11, with a rail-road spike. According to Attorney Steve McKenzie, who says that he is haunted by the case, George was allegedly offered ice-cream by detectives as they coerced a confession out of him: McKenzie is a member of a collective of legal professionals, including attorney Shaun Kent, George Frierson, and attorney Ray Chandler, who are fighting for a posthumous pardon for young George and to rectify other injustices levied against Black Americans in the Deep South during Jim Crow. According to records, over 1,000 people packed the courtroom. The trial lasted one day and no Black people were allowed to enter the building; there is no transcript of the proceedings. As reported by the Associated Press: “Guards walked a 14-year-old boy, Bible tucked under his arm, to the electric chair. At 95 pounds, the straps don’t fit, and an electrode was too big for his leg. The switch was pulled and the death mask fell from George Stinney’s face. Tears streamed from his eyes. Witnesses recoiled in horror as they watched the youngest person executed in the United States in the past century die.”

ST. AUGUSTINE, Fla. — A 96-year-old northeast Florida woman has been charged with killing her nephew. Jail records show that Amanda Rice Stevenson was booked on a homicide charge early Monday morning. St. Augustine police say 53-year-old Johnny Westley Rice was found dead Sunday, shot in the chest with a .357-caliber handgun. The St. Augustine Record reports that Stevenson had moved in with Rice and his wife earlier this year. A neighbor said the woman suffered from dementia, and Rice had been concerned about her outbursts. Police records show the Rices called authorities Sept. 8 to report Stevenson. Responding officers reported that the woman was in good health and aware of her surroundings. They determined she was not a danger to herself or others. Stevenson is being held without bond. Jail records didn’t say if she had an attorney.

Kenya's former president called her a mad woman. Seen as a threat to the rich and powerful, Wangari Maathai was beaten, arrested and vilified for the simple act of planting a tree, a natural wonder Maathai believed could reduce poverty and conflict. Former elementary students who planted saplings alongside her, world leaders charmed by her message and African visionaries on Monday remembered a woman some called the Tree Mother of Africa. Maathai, Africa's first female winner of the Nobel Peace Prize, died late Sunday in a Nairobi hospital following a battle with cancer. She was 71. Maathai believed that a healthy environment helped improve lives by providing clean water and firewood for cooking, thereby decreasing conflict. The Kenyan organization she founded planted 30 million trees in hopes of improving the chances for peace, a triumph for nature that inspired the U.N. to launch a worldwide campaign that resulted in 11 billion trees planted. Maathai, a university professor with a warm smile and college degrees from the United States, staged popular protests that bedeviled former President Daniel arap Moi, a repressive and autocratic ruler who called her "a mad woman" who was a threat to the security of Kenya. In the summer of 1998, the Kenyan government was giving land to political allies in a protected forest on Nairobi's outskirts. Maathai began a campaign to reclaim the land, culminating in a confrontation with 200 hired thugs armed with machetes and bows and arrows. When Maathai tried to plant a tree, she and her cohorts were attacked with whips, clubs and stones. Maathai received a bloody gash on her head. "Many said, 'She is just planting trees.' But that was important, not only from an environmental perspective, to stop the desert from spreading, but also as a way to activate women and fight the Daniel arap Moi regime," said Geir Lundestad, director of the Nobel Institute, which awarded Maathai the peace prize in 2004. "Wangari Maathai combined the protection of the environment, with the struggle for women's rights and fight for democracy," he said. Maathai said during her 2004 Peace Prize acceptance speech that the inspiration for her life's work came from her childhood experiences in rural Kenya. There she witnessed forests being cleared and replaced by commercial plantations, which destroyed biodiversity and the capacity of forests to conserve water. After arap Moi left government, Maathai served as an assistant minister for the environment and natural resources ministry. Although the tree-planting campaign launched by her group, the Green Belt Movement, did not initially address the issues of peace and democracy, Maathai said it became clear over time that responsible governance of the environment was not possible without democracy. "Therefore, the tree became a symbol for the democratic struggle in Kenya. Citizens were mobilized to challenge widespread abuses of power, corruption and environmental mismanagement," Maathai said. Maathai's work was quickly recognized by groups and governments the world over, winning awards, accolades and partnerships with powerful organizations. Meanwhile, her dedication to nature remained, as could be seen in her role in a movie called "Dirt! The Movie," where Maathai narrated the story of a hummingbird carrying one drop of water at a time to fight a forest fire, even as animals like the elephant asked why the hummingbird was wasting his energy. "It turns to them and tells them, 'I'm doing the best I can.' And that to me is what all of us should do. We should always feel like a hummingbird," she said. "I certainly don't want to be like the animals watching as the planet goes down the drain. I will be a hummingbird. I will do the best I can." Recognizing that never-say-die attitude, Kenyan Prime Minister Raila Odinga said Maathai's death "strikes at the core of our nation's heart." Odinga said Maathai died just as the causes she fought for were getting the attention they deserve. The United Nations Environment Program called Maathai one of Africa's foremost environmental campaigners and recalled that Maathai was the inspiration behind UNEP's 2006 Billion Tree Campaign. More than 11 billion trees have been planted so far. "Wangari Maathai was a force of nature. While others deployed their power and life force to damage, degrade and extract short term profit from the environment, she used hers to stand in their way, mobilize communities and to argue for conservation and sustainable development over destruction," said Achim Steiner, the executive director of UNEP. Tributes poured out for Maathai online, including from Kenyans who remember planting trees alongside her as schoolchildren. One popular Twitter posting noted that Maathai's knees always seemed to be dirty from showing VIPs how to plant trees. Another poster, noting Nairobi's cloudy skies Monday, said: "No wonder the sun is not shining today." Her quest to see fewer trees felled and more planted saw her face off against Kenya's powerful elite. At least three times during her activist years she was physically attacked, including being clubbed unconscious by police during a hunger strike in 1992. Archbishop Desmond Tutu on Monday called Maathai a "true African heroine." The Nelson Mandela Foundation also expressed sadness. The foundation hosted Maathai in 2005, when she headlined the foundation's annual lecture. "We need people who love Africa so much that they want to protect her from destructive processes," she said in her address. "There are simple actions we can take. Start by planting 10 trees we each need to absorb the carbon dioxide we exhale." The spokesman for U.N. Secretary-General Ban Ki-moon said Maathai was a "pioneer in articulating the links between human rights, poverty, environmental protection and security." In a statement released by the U.S. State Department, Secretary of State Hillary Clinton said she was inspired by Maathai's story and "proud to call her my friend." "Her death has left a gaping hole among the ranks of women leaders, but she leaves behind a solid foundation for others to build upon," she said in the statement. A long time friend and fellow professor at the University of Nairobi, Vertistine Mbaya said that Maathai showed the world how important it is to have and demonstrate courage. "The values she had for justice and civil liberties and what she believed were the obligations of civil society and government," Mbaya said. "She also demonstrated the importance of recognizing the contributions that women can make and allowing them the open space to do so." Njeri Gatonyo, a member of the Green Belt Movement board, said Maathai's organization will continue with the work that Maathai began in 1977. Mbaya said work would continue to establish a Wangari Maathai Institute for Environmental Studies and Peace at the University of Nairobi. Maathai was the first woman to earn a doctorate in East Africa — in 1971 from the University of Nairobi, where she later was an associate professor in the department of veterinary anatomy. She previously earned degrees from Mount St. Scholastica College — now Benedictine College — in Atchison, Kansas and the University of Pittsburgh. The Green Belt Movement said on its website that Maathai's death was a great loss to those who "admired her determination to make the world a more peaceful, healthier and better place." Edward Wageni, the group's deputy executive director, said Maathai died in a Nairobi hospital late Sunday. Maathai had been in and out of the hospital since the beginning of the year, he said. Maathai is survived by three children. Funeral arrangements were to be announced soon, the Green Belt Movement said.

Men get all kinds of dating advice -- some smart, some stupid. If you're a guy, it's hard to know who to believe when it comes to us women. Honestly, as women, sometimes we're not even sure what we want half the time, but you knew that already. In any case, sometimes it's easier for us to say what we don't want. So if you don't want to send a woman screaming in the opposite direction, don't commit a single one of these "gross" mistakes when you are truly trying to win our hearts. 1. Trying too hard Think you don't try too hard with the ladies? Think again. There is nothing that sends a woman running like a man who reeks of desperation. She didn't call you back? She didn't return your email? She wandered off to talk to her friends? Dude, she's just not that into you. Chill out and find another woman. 2. Coming on strong We know you want to sleep with us. All men want to have sex -- all the time. This is obvious. That is just how you are wired. Don't think we don't already know this. But, if you come on extra strong from the get-go, we may be prone to throwing up on your shoes. Try turning down the slime factor and break out a few subtle moves or tamer language, and we just might get with you. 3. Laid-back dude At the same time, being a stone-cold chiller can be equally ineffective. If you act so laid-back that we ask you if you're still awake, you're probably not trying hard enough. We don't want you climbing all over us all the time, but you've got to put some effort into courting us if you're ever going to get anywhere. 4. The tune-out OK, we like to talk! We admit it. We like to talk about our feelings, our day, what's going on at work, those shoes we bought today, and where our relationship is going, and, and, and , You name it, we'll have a discussion about it. We don't care if you actually care. We do care if you actually listen. Pay attention to at least half of what we're saying, and we won't spend so much time trying to get your attention. 5. Mr. Tight Wad Being cheap is so not sexy. Taking her out on a first date? Try this: pay. Who cares if it's politically correct and if she reaches for the bill. It doesn't have anything to do with money. It has everything to do with generosity. Chicks like it when you pay for stuff. Go figure. 6. Insecure much? We understand you may not be 100 percent confident, that you, like us, have faults, that you're as unsure as to how to do this as we are, but do not put your insecurities on parade. It doesn't matter how manly you act. A gross lack of self-confidence telegraphs weakness -- and no girl wants a 99-pound mental weakling. 7. Flattery will get you everywhere Compliments will score you: a happy girlfriend, great sex, everything you ever wanted. It works two ways. Remember: happy wife (or girlfriend), happy life. 8. Our toilet, our rules If you come over to our house, spend the night, and leave the toilet seat up, we will get up in the middle of the night, sit on the toilet, and fall into the cold, wet water. After that moment, we will always associate you with that moment of falling in the toilet. This is not the message you want to send. Put down the toilet seat. It's better than sending roses. |
