UMAHI SCORES ANOTHER FIRST IN GOVERNANCE AS HE BECOMES THE FIRST SOUTH EAST GOVERNOR TO COMMENCE PAYMENT OF THE NEW MINIMUM WAGE - MONICA.... Government officials, Civil servants, artisans and members of the general public have continued to pour accolades and encomium on the performing governor of Ebonyi State, Apostle Dave Nweze Umahi, over the commencement of the implementation of the new minimum wage in the state for the benefit of Ebonyi workers.

Attributing the success of the implementation to effective and prudent management of resources for general good, Technical Assistant (TA) on Media to the Governor, Lady Monica Ada Chidinma Eze, described the move as a welcome development, stressing that Ebonyi workers are the first in the entire South East to reap the fruit of the new salary regime. She maintained that the new minimum wage will effectively impact on workers' welfare and boost their morale for effective input in the smooth pilot of the ship of state through the workforce.

Recall that Gov. David Umahi had earlier directed that workers' salaries be paid with the new salary structure adopted between Organized Labour in the state and government with effect from January 10, which was properly implemented to the glory of God.

Monica quoted the Governor as saying that the early payment was to aid the workers commence the New year in good note after the spending they may have done during the yuletide and to ensure that the school materials of their children are well catered for.

In a press statement issued and circulated to media houses in Abakaliki, the State capital of Ebonyi State, Lady Monica wondered how an individual can belong to two big political parties like APC and PDP at the same time if not that those behind such a fallacy are exhibiting their ignorance and lack of understanding of how individuals can operate in a democracy like that of Nigeria.

Dismissing the rumour as fallacious and a mere tale of fanciful fantasy, Lady Monica described the propagators as men of the underworld who do not mean well for the good people of Ebonyi state, stressing that the rumor mongers will arrive at nothing in their works of mischief against the governor owing to the fact the the basis of their onslaught is obviously anchored on cocktail of lies and falsehood.

Lady Monica Chidinma Ada Eze, who also doubles as the Founder and President of David Umahi Nweze Akuburoah Ebonyi Transformation Agenda (DUNAETA), a Non Governmental Organisation (NGO), commended the PDP Governors Forum, which through her Director General, Osaro Onaiwu, stated that the report that Umahi was now a member of both the PDP and the APC was incorrect and further highlighted thus "this is about 2023, but may we hasten to add that there are more civilised and cultured ways to go about it. Yes, he like every other key player in the political arena, may have his ambitions and dreams at the end of his current service, aspire for any of the offices at the Presidential Villa, which of course he is constitutionally fit and qualified for, but that will certainly be on the platform of the PDP.”

The governor only said in the course of his speech that "those who are in the habit of hiding under partisan politics to peddle lies against the state government were on a frolic of their own as people of different political colourations including the APC know the virtues of his administration.”

Lady Monica Ada Chidinma Eze, AKA Ada Ebonyi, noted that what Umahi has achieved both for the South East region and Ebonyi State and for becoming the political leader by his office as the Chairman of the South East Governors Forum and the shining Star of the South East in the politics of Nigeria coupled with his unique relationship with President Muhammadu Buhari who he sees as his political father and boss is giving sleepless nights to a lot of people, particularly those who are aware that they stand no chance to match this great Iroko and Lion of South East in the politics of 2023, so they have no alternative than to concoct the idiotic idea that Umahi belongs to both APC and PDP with hope of sowing seed of discord between him and his colleagues in PDP and the Presidency.

Monica expressed that by the virtue of the governor's divine anointing and his commitment to the things of God, particularly for turning Ebonyi State into one of the fastest growing States in all ramification of development, enemies of progress will do everything possible to slow him down, and if possible tarnish his rising political height but they are not God who has destined Umahi to play a key role in the politics of Nigeria come 2023.

Ada Ebonyi further highlighted that in politics it's not your hating that attracts federal projects and presence, it is keeping a good relationship with the presidency, lobbying and working without bitterness, this is the area that Umahi is a specialist. It is a fact that Umahi has advised his Commissioners and Aides never for any reason insult or abuse President Buhari whom he described as a boss as anyone who acts otherwise stands suspended.
"If that is what prompted mischief makers to begin concocting, propagating and deceiving the reading public with the false idea that Umahi is now an APC Member let it be" Lady Monica opined.

This notwithstanding, Apostle David Nweze Umahi through his office as the Political Leader and Chairman of the South East Governors Forum has, through his relationship with President Buhari and the wisdom of God not only brought political peace, unity and understanding amongst the political leaders, but brought unprecedented development to the region. Today, works have not just commenced, but at a high speed on the renovation/reconstruction of Akanu Ibiam International Airport, Enugu. Secondly, the speed and quality of work on the Second Niger Bridge is unprecedented. Thirdly, works on the Enugu/Port Harcourt Express Road (two lanes) is progressing speedily coupled with other numerous projects that are funded and executed by the present administration of President Buhari in the S'East region.

Lady Monica pointed the following as some of the fruits of what Umahi and President Buhari relationship has impacted on Ebonyi and her people:

1. President Muhammadu Buhari approved Federal college of Education to be situated in Ebonyi state.

2. President Buhari approved Federal technical college to be built in Ebonyi state.

3. President Buhari approved "National park" for Southeast, and it is to be sited in Ebonyi state.

4. President Buhari approved Federal housing units of 5000 houses for Ebonyi state, and it is ongoing in Uburu.

5. President Buhari approved, built and commissioned the independent solar power at AE-Funai

6. President Buhari commissioned the Ecological project built at Alex Ekwueme Teaching hospital, Abakaliki.

7. Ultra modern complex built and commissioned at AE-Teaching Hospital, Abakaliki.

8. The biggest Emergency complex at AE-Teaching Hospital, Abakaliki at 85% completion.

9. Dualization of Abakaliki - Enugu expressway, Abakaliki - Afikpo road

10. Reimbursement of Flyover funds built at Federal roads by the Ebonyi state government.

11. ...and many more.

The fact remains that Umahi has become an enigma and has earned himself much respect across all classes of people in Nigeria, turning the once mocked State into one huge construction site, with the construction of the Ebonyi International Shopping Mall, the biggest shopping mall in West Africa, the new Government House which is a site to behold, five best flyovers in Nigeria, etc., thus, transforming Ebonyi state into an Elderado.

Technical Assistant (TA) on Media to the Executive Governor of Ebonyi State, Lady Monica Ada Chidinma Eze, has taken a swipe at the Spokesperson of the Ebonyi State Chapter of the All Progressives Congress (APC), Mr. Nwoba Chika Nwoba, over recent paradoxical and absurd comments credited to him, condemning the appointment of over 4,000 Ebonyians as Aides to the Executive Governor of Ebonyi State, His Excellency, Apostle David Nweze (FNATE, FNSE), the Lion of South East and Chairman of South East Governors’ Forum,

Mr. Nwoba, had in a statement said the historic recruitment of over 4,000 aides is not something one should praise the governor for. Who are these aides and what impact are they going to make in the state? Nwoba had queried. "The governor should have used the money he is using to pay them to upgrade facilities at Ebonyi State University. He should have used the money to attend to the infrastructural needs of the state", Nwoba further opined.

Lady Monica Ada Chidinma Eze, in a press statement she personally signed and issued on Tuesday, and circulated to media houses in Abakaliki, the State capital of Ebonyi State, bemoaned the Ebonyi State APC image maker, stressing that since the creation of Ebonyi State, no administration has made a better impact in infrastructural development of the State than Gov. Dave Umahi have made, whose quest for transformation has turned the state into a construction site. Lady Monica said, it is not for nothing that the governor was recognised and awarded the "Best Governor in Nigeria award". She said commitment to service delivery through infrastructural development which is a critical element of governance further earned Gov. Umahi the sobriquet " Mr. Infrastructure".

While advising Nwoba and the State Chapter of the APC to criticize constructively, as such falls within their rights as allowed by the Constitution and other Regional and International Human Rights Instruments, Lady Monica warned the opposition APC not to misconstrue the privilege as such may result to hate speech. She counselled Nwoba and his sponsors to toe the line of patriotism rather than turning themselves into enemies of the state.

Lady Monica Eze said, Nwoba, in his zealousness to please his paymasters went ahead to castigate the Governor for constructing an Ecumenical Centre that is billed to be the best decorated, furnished and largest place of worship in the entire West African region by a State Government. According to Nwoba, "Ebonyi does not need an Ecumenical centre”. "Such comment calls for a serious concern, "Lady Monica said.

By this stand, if Nwoba is given an opportunity to live at the time of King Solomon he would have queried God for commissioning King Solomon to build a temple for him. The likes of Nwoba fail to understand that Apostle David Nweze Umahi is not only on a divine mission but have demonstrated that he is a tool in God's hands to change the fortunes of Ebonyi State and take Ndi-Igbo to greater heights.

One may not blame the APC Spokesperson as him and his sponsors are bereft of critical insights over the steaming revolution in Ebonyi State and sadly, still lives on the past, not knowing that Ebonyi State has moved ahead. According to him, “We have questioned the rate at which he appoints people who are from his party (PDP). We have condemned it because Ebonyi is a young state that lacks required basic facilities". Are the PDP members appointed aides indigenes of Ebonyi State? if yes, why is the APC angry with it? The governor's aide queried.

The attention of Ebonyi State Ministry of Information and State Orientation has been drawn to fake online posts credited to National Bureau of Statistics (NBS) which contain fake poverty index of ten States including Ebonyi State whereof they shamelessly listed Ebonyi State as the 7th poorest State in Nigeria in 2019.

We submit that this report which is in circulation in many media platforms, is fake and fallacious. The report is in its entirety fraudulent, malicious and mendacious, and deliberately orchestrated to brainwash gullible members of the public and beat their imaginations as to the actual impact of the modest achievements of the Divine Mandate administration of Governor Umahi to the living standard of the people.

As a Ministry saddled with the mandate of informative engagement of stakeholders on policy impacts of state government projects and Programmes, we hold that the report is non-existent, ill-conceived and illogically concocted to deceive members of the public as it has no traces with nor contemplations by any official or institution of the National Bureau of Statistics. The Bureau has never released any statistics about poverty index or human capital development index concerning any State of the Federation since 2015 till date. It is ridiculous that these online busy bodies went ahead to claim that they referred to a data from National Bureau of Statistics, using infrastructural development, State economy, literacy level, security and governance indicators, to compile the list of the poorest states.

Ebonyi State Ministry of Information and State Orientation has concluded arrangements to flagg -off staff reward initiative for its workers.

This reward system is available not only to its staff but also to the staff of the various Parastatals including the Ebonyi State Broadcasting Corporation EBBC, the Government's Printing Press and the Ebonyi Patriot.

The ceremony which will take place this Thursday, 31st October,2019 at the EBBC premises Nkaliki by 11am will witness unveiling of the brand-new Vision Statement and Mission Statement of the Ministry. This is a remodelled vision and mission statement aimed at raising the morale of the information officers and indeed all staff of the Ministry and it's Parastatals to tackle the challenge of the new trends of information management and information dissemination

All the Ministry's Staff, the PROs of MDAs, the Information Officers of the various LGAs, the staff of Government Printing Press and the staff of the Ebonyi State Patriot are required to attend in their Information Uniform.

The South East Governors’ Forum (Segf) Is Mobilising Other Political And Socio-cultural Leaders In The Region For A Two-day Leadership Retreat In Abakaliki, Ebonyi State, In November, To Chart A New Course For Ndigbo.


Organised in collaboration with Nzuko Ummuna, an Igbo Think Tank of committed professionals at home and the Diaspora, the “Igboezue leadership retreat” is expected to attract National Assembly members; members of the state Houses of Assembly, former top public officeholders; the Igbo intelligentsia and captains of industry.

A statement by the Secretary of the Media and Publicity Committee, Collins Ugwu, said Governor Umahi as the host, will roll out Ebonyi’s hospitality to welcome his brother governors to the epoch retreat.

The statement indicated that the governors had all individually been engaged and they endorsed the programme as timely and, one that should be supported to produce enduring outcomes.

It also said that former President General of Ohanaeze Ndigbo, Chief Enwo Gary-Igariwey who is chairman of the main organising committee, will next week fully unveil the concept of the retreat.

However, the statement quoted Igariwey to have “revealed that aside all the governors and all federal legislators of Alaigbo expected, other critical stakeholders of the entire Igbo collectives are upbeat about the prospects of this gathering, because they are being reached methodically and comprehensively.”

Meanwhile, the Association of South East Town Unions (ASETU), a major Igbo grassroots umbrella and advocate of regional development through economic integration, has queued behind the noble idea, calling for all hands to be on deck to give it the success it deserved.

ASETU in its emphatic goodwill message to Nzuko Umunna, stated that the synergy being pioneered by the retreat organisers was in tandem with their declared philosophy to accelerate the development of South East region with a purpose-driven, think-home investment initiative otherwise called Aku ruo ulo.

Lady Monica Ada Chidinma Eze the President of DUNAETA and Technical Assistant (TA) on Media to Governor Umahi made this remark in a press statement she personally signed and issued on Sunday and circulated in Abakaliki the State capital of Ebonyi State further highlighted that the epoch event took the peaceful town of Nsukka by storm as she has never witnessed such a mammoth crowd for a long time. The historical event took place at the prestigious Princess Alexandria Auditorium and Unity Hall, Nsukka Campus of University of Nigeria Nsukka.

Monica Eze stated that Governor Umahi once described as the wisest Governor in Nigeria and winner of the Zik's award for leadership is the Chairman of the South East Governors Forum and Vice Chairman of Southern Nigeria Governors Forum in his lecture described as one of the most outstanding lectures ever delivered in the University used the opportunity to expose his political and economic agenda for Ebonyi State.

According to the erudite and eloquent Guest Speaker and Governor of Ebonyi State the Salt of the Nation, Dr Umahi highlighted that Nigeria must shift from single oil economy expressing optimism that with proper investment in both physical and human development, Nigeria’s economy can survive without relying on oil exposing three vital areas Nigeria needs to pursue for a zero oil economy.

The three vital areas include insulating the economy from the risk of being vulnerable to a single commodity; creation of jobs that can raise the living standard of an average Nigerian and preparing for life beyond the oil revenue.

Lady Monica Aka Ada Ebonyi further highlighted that the Governor in his Lecture which he titled: “ *Preparing Ebonyi State for zero oil Economy* ”, Umahi stated that Ebonyi has started laying the foundations for sustained economic growth and prosperity beyond the era of oil.

The TA on Media to Governor Umahi quoted the Governor as saying that the oil economy breeds low standard of living and widens the gap between the poor and rich; economic imbalance as well as encourages unemployment, said that Nigeria must “use oil to move beyond oil; our large population of 180 million people means we do not have enough oil to meet the needs of all our citizens. Nigeria, therefore, cannot expect to only stick to exporting oil, and become a major economic engine, or deepen the size and resilience of its economy.

To achieve this, the governor explained however that the Government must provide opportunities for Nigerians to have easy credit access for small business, opportunities for medium-sized business, modernization in the agriculture sector, development of textiles industries and development of tourism and creative industry.

Ada Ebonyi further quoted her boss thus “in Ebonyi, we have made the modest strides we have made in our state through a combination of prudence, preparation for the future and diversification of our economy beyond oil. We stretch out our hand in partnership to everyone that is willing and able to partner with us on this journey, including this reputable university”.

The event was witnessed by the National Vice Chairman of the People's Democratic Party (PDP), Chief Deacon Austin Umahi, Secretary to State Government SSG , Ebonyi State, Ugbala Kenneth (PhD), the Chairman People's Democratic Party (PDP), Ebonyi State, Barr Onyekachi Nwaebonyi, Members of Ebonyi State Executive Council including the Principal Secretary to the Governor, Chief Clement Alobu Nweke,

The Governor of Ebonyi State, His Excellency Engr. Dr. David Nweze Umahi, FNSE, FNATE has expressed dissatisfaction with the quality and standard of construction work being done by some Contractors handling roads, drainages and other big structural projects in the State.

Consequently, the Governor has directed that all concrete works for such projects must be of grade 40, meaning one bag of 3XXX Cement to 3 head pan of River Sharp Sand, 3 Head pan of ½ inch (0.05mm) of well graded chipping and 3 head pans of ¾ inch (0.075) of well graded chipping, all from approved tested sites and the head pans must be at water level. All concrete must be properly vibrated with poker rod of 3 inches and curing period must be a minimum of two weeks.

He has further directed that other big buildings like those in Hospital College, Mall, Stadium, Retaining walls, Culverts and pilling works must observe same with grade 25 concrete of mix 1:2:4. Vibration of all foundation and DPC in respect of these structures must be with 2 Nos of 3” poker rod while other elements like columns, beams and slabs shall be deploying 2 pokers at the same time with 2 inches rod.

The Ministry of project monitoring and evaluation is by this announcement directed by His Excellency the Governor to post one person to every batching plant or mixer to enforce this directive and shall be rotated from plant to plant as may be decided by the ministry.

All concerned are to comply strictly with this Quality Assurance initiative of the State Government.

Today marks the 5th occasion in which His Excellency, Engr Dr David Nweze Umahi, is celebrating the 57th independence anniversary of Nigeria and commemorating the creation of Ebonyi State 23 years ago. The Ebonyi of 1st October 2015 was structurally, physically, psychologically, socially and economically different from the Ebonyi of 1st October 2019. This fact is indisputable.


Chairman Mao of China, Lee Kuan Yew of Singapore, Paul Kagame of Rwanda and Khalifa bin Zayed Al Nahyan of United Arab Emirates are world leaders who enacted similar transformative revolution in their respective nations. They took much longer than 5 years to get there. And they were all authoritarians. Even Kagame had to amend the term limit imposed by his nation's constitution in order to extend his two-term tenure. Still, their systematic and laser focus agenda on development are almost the of the same magnitude and order as Governor Umahi has brought to bear in a previously obscure corner of Nigeria known as Ebonyi State in less than five years.

For purposes of comparative perspective, and to disabuse the minds of those who might be wondering about my audacity to place Ebonyi on the same pedestal as these nations, I invite you not to lose sight of the following empirical evidence: Singapore has a population of just 5.6 million people, slightly higher than Ebonyi; a landmass of only 725 square kilometres, about the same size as Izzi Local Government Area and slightly more than Ohaukwu which is 517 square kilometres. Yet, it features on the top 5 of ALL positive development indices in the world!

Conclusively, therefore, if so much accolades must accrue to Singapore and the principal protagonist of its radical evolution from a third world to a first world country within the historical leap of one generation, then an equal, if not greater, accolade should accrue to the chief protagonist of the Ebonyi transformation who has wrought a miracle with virtually his bare knuckles! He needs more leverage in resources to complete his masterpiece. And a larger national canvass beckons,Ekubaroha is working.

According to Lady Monica Eze the President/Founder of David Umahi Nweze Akubaraoha Ebonyi Transformation Agenda (DUNAETA) a vibrant, virile grassroots NGO whose inputs and mobilisation towards the reelection of His Excellency Second Term bid is in the open and acknowledged widely both within and outside Nigeria highlighted that by every October 1st, Nigerians roll out drums to celebrate the country’s independence from the British colonialists. In Ebonyi State, October 1st, provides her own celebration as the state was equally created on the same day. Thus as the country marked its 59 birthday, Ebonyi also celebrates 23 years of its creation. This year’s celebration of both the Nigeria’s Independence 59 anniversary and 23rd anniversary of the creation of Ebonyi State is a bit unique and different as it falls within the periods most State Governments in Nigeria are also celebrating the 100 days in office of most of State Executive Governors that were sworn in by May 29th 2019.

She opined that Ebonyi State at the age of 23 has come of age to take its rightful position among the comity of States in Nigeria courtesy of the remarkable impacts and innovative leadership that the current Governor have brought to bear on the leadership of the State.

Ebonyi and all Ebonyians are truly in festive spirit as apart from celebration of the 59th independence anniversary of Nigeria and the 23rd anniversary of the creation of Ebonyi State, Ebonyians are also celebrating the remarkable feats of Governor Umahi within the past four years in areas of healthcare, education, security, agriculture, prompt payment of salaries to civil servants and pension to pensioners, infrastructural revolution which was showcased during the 100 Days magical days in which most State Governors in Nigeria were expected to present their scorecards to the public. “Ebonyi is truly blessed with an enigma and innovative leader as her Governor that one can easily postulate that the modernization of Ebonyi State have been achieved in our life time through Apostle Dr. David Nweze Umahi

Ebonyi State in the eyes of the world was a State infested and known for the menace of the deadly Guinea-worms and water borne diseases with a Local Government Secretariat as its Government House but since the coming of Governor Umahi all these negative thoughts about Ebonyi State has become things of the past.

“Those who have visited Ebonyi State before the coming of this Infrastructural Bulldozer cannot know the State if they visit the State now as the changes in the State is even more visible to the blind. Apart from the approval of the request by the administration of Governor Dave Nweze Umahi of Ebonyi State to construct an International Airport by the Federal Government at a time when the only International Airport in the South-East, Akanu Ibiam International Airport, Enugu, had been shut down by the Federal Government for repairs” Monica averred.

She stated that, “It is on record that Governor Umahi is the first Governor from Ebonyi State to embark upon construction of over five gigantic flyovers in the State and completed them. To make the State a truly modern State, Governor Umahi is planning to construct the first Olympiad size Stadium and the Ebonyi Ring Road linking almost all the Local Government Headquarters of the State. The construction of one of the best Government House in Nigeria is 85% completed. The Ecumenical Centre initiated and 98% completed one of the best in entire West African countries. The best motor park in the entire Nigeria is under construction in the State capital coupled with the electrification of all the Local Government Headquarters of the State including major towns in the State. All the major roads to major towns and Local Government Headquarters are all being constricted.

The Water-Scheme in the State is being developed to supply water to all areas of the State coupled with all other major developments that has placed the State as the most developing economy in Nigeria.

All these feats to make Ebonyi State one of the most developed States in Nigeria, Dr. Umahi scored another first amongst all the Governors that have governed Ebonyi State to become the South-South Vice-Chairman of the Governors’ Forum and Head the South East Governors Forum.

Lady Monica Eze AKA Ada Ebonyi furthet stated that if what makes a State modern are the provisions of quality and drinkable water scheme, good roads, electricity, quality infrastructural facilities then one can conclude without fear of contradiction that with all that Gov. 1) A total of 385 Executive Assistants (EAs), Senior Technical Assistants (STAs) and Technical Assistants (TAs) have so far been appointed.

2) By His Excellency's grace, 3×171 wards= 513 EAs, STAs, and TAs will be appointed by the Stakeholders on equality of wards. Nominations of the 3 per ward shall be:
Party-one person
Stakeholders- 2 persons one must be a woman.

3) State Exco approved :
a- EAs...N150,000
b) STAs...N120,000
C)TAs.....N100,000
as monthly salary+ allowance for each category. Deployment of the above appointees shall be based on professional inclination and passion. Payment shall be via the Ministries, Departments and Agencies of deployment.

4)Two laison officers ×171 wards will be appointed. One must be a widow.

5) 8 management members per Development Centre× 64 DCs = 522 MCM.

6)All those appointed or to be appointed as above must each have a farm as Government is ready to Empower them further in line with the State Empowerment and mentorship Programmes.

*Note that* 50% of the Management Committee memberd must be women, while the greatest number of males must be youths.

7)All Coordinators and Coordinators-Designates must play the following roles:
a) Schools supervision
b) Supervision of Primary Health Care Centres, including ensuring that schools, DCs, Health Care Centres are kept clean.

Coordinators and Coordinators-Designates are to comply with EB-BESDA policy on out of school children by ensuring that the DC mobilizes out of school children back to school so that Government can take care of them. DCs shall have a minimum number for mobilization as follows:

a) Abakaliki- 350 per DC
b) Afikpo North-200 "
c) Ebonyi- 500"
d)Ivo- 200"
e) Ohaukwu- 250"
f) Onicha- 350"
g) Ohaozara- 250 etc"

9)Proper documentation of these out of school children must be made including details of parents, school & head teacher with the child's photograph. Children between Primary to Junior Secondary School age are contemplated here.

10) Stakeholders of each Development Centre must meet at the instance of their Coordinator or Coordinator-Designate and scrutinize the names of out of school children of their DC and sign same before the Coordinator takes it to His Excellency via the SSA State and Local Matters for BESDA implementation which His Excellency has slated to do on 1st October, 2019 (less than 15 days now)

11) Every DC Coordinator that meets this target shall be rewarded. Also it shall be a parameter to determine the capacity of the Coordinators- Designates.

12) Every Development Centre must hold monthly Stakeholders' meeting, which must include their major stakeholders from the National Assembly, EBHA and Exco. Members.

13 Council Chairmen to:
a) supervise General Hospitals
b) in charge of herdsmen/ farmers conflict resolution
c) supervise forest guards

14) Coordinators and Coordinators designate are to mobilize 50 adults for the adult education after which they will undergo agric school so that when they receive training, they will be empowered to go into agric business.

15 The DC Coordinators and Designates are to mobilize artisans, technicians, craftsmen and other talented youngsters in the area of engineering etc to attend the vocational school, where we also have boarding school.

16) e-governance and auto pilot system shall be promoted. Laison officers will have adjustment in their earlier salary package while Management members shall be the same as the previous tenure.

17) Meanwhile the Governnor has reiterated his commitment to make Ebonyi State capital the cleanest in Nigeria. He said there is no going back in the plan to relocate the Abakpa and building material market come15th October 2019.

By 16th October, all the Exco members, EBHA Members, LGA Chairmen and DC Coordinators and Designates as well as the Akubaraoha Youth Assembly will be at the said markets on 16th October 2019 to clear all the dirts and keep the place clean.

The erstwhile commissioner for information,Distinguished Sen .Emmanuel Onwe has vigorously taken up the one man one hectare agricultural policy of Governor Umahi of Ebonyi State seriously and turned it into a multimillion naira enterprise.

His detailed analysis on the outcome of his journey so far as a rice farmer in 2016 produced over 150 hectares of cultivated land under rice production, In 2017, 350 was produced, in 2018 and 2019 it was 300 and 200 respectively.

At the moment, the processing of over 500 metric tons of paddy rice at one of the mega rice processing plants is taking place in the state.

He stated clearly that his ambition is to hit 500,000 metric tons annually over the next couple of years and 1,000,000 by 2023 in preparation of the harvest season.

In conclusion, Onwe has provided cyclical employment for over 4,000 people, particularly rural women."

She made known that the Minister of Aviation, Hadi Sirika conveyed the approval for the construction of the Airport in a letter to Governor David Umahi signed on his behalf by the Director of Safety and Technical Policy, Capt T. A. Alkali, the Minister said the approval followed the report of the technical team from the ministry which inspected the proposed site of the airport, “I am directed to convey approval of the Minister of Aviation for the construction of a state-owned/financed international airport on the inspected site.”

The airport is to be sited on the boundary between Ezza South and Ezza North local government areas of the state.

Monica noted that the approval came at a time when the only International Airport in the South-East, Akanu Ibiam International Airport, Enugu, had been shut down by the Federal Government for repairs.

The new airport is expected to help boost the economy of the State and open up the zone as well as neighbouring Cross River and Benue states to International businesses.

Apart from this, he scored another first by planning to construct the first Olympiad size Stadium and the Ebonyi Ring Road linking almost all the Local Government Headquarters of the State. The construction of one of the best Government House in Nigeria is 85% completed. The Ecumenical Centre initiated and 98% completed one of the best in entire West African countries.

Dr. Umahi scored another first by becoming the first Governor from Ebonyi State to Head the South East Governors Forum.

Justice Abdulkarim in his sound judgement dismissed the petition by Peoples Democratic Movement (PDM) for lacking merit saying “PDM did not submit the name of their candidate to INEC when they were supposed to do so by submitting the name of Chief Agha three days after the closure of submission by INEC.

Monica wonders and describes as very unfortunate for a political party that did not organise primaries as to produce a candidate according to INEC’s guideline should attempt to deceive the Tribunal and the people of Ebonyi State by fielding Chief Agha as her candidate without following the normal procedure thereby making their petition as lacking in merit.

When Sen. Emmanuel Uzor Onwe appeared in Ebonyi, nay Nigerian, political scene in 2006, he was received with mixed feelings by the polity. While the masses opened their arms to receive him, the political elites who were thrown into panic by the presence of Onwe built thick walls of conspiracy and exclusion against him. As a man of the people and political meteor who surveyed the Nigerian political terrain before stepping into it, Onwe rode on the tide of massive goodwill, metamorphosing into a political phenomenon whose strength of appeal dwarfed contrary political structures and sentiments as well as competing hegemonic political forces lined up on his way. Attempts to shortchange Senator Emmanuel Uzor Onwe failed as he reclaimed his mandate at the Court of Appeal and represented Ebonyi Central senatorial district at the Senate of the Federal Republic of Nigeria, albeit for six months before a mercantile decision of the Supreme Court of Nigeria reversed his Court of Appeal victory. However, the donations in Onwe's brief duration in the Nigerian Senate have conferred on that period the permanent label of "the golden political era" in the history of the district.

To the chagrin of Onwe's political adversaries whose intention was to ward off the new and better political song which Onwe personified, Senator Emmanuel Uzor Onwe returned home to Ebonyi State and involved himself deeper with the masses through extravagant charity works like scholarships to indigent undergraduates, status-enhancing empowerment of the ordinary masses with bias on youths, free medicare programmes for the poor and sponsorship of community development projects like roads, bridges and town halls. Onwe's charity works are distinct from others' because they are unpretentious, meaningful and the beneficiaries are spared the usual embarrassment before camera lenses. For this professional and unconditional giver who has been described in various edifying epithets by different classes of people, charity works are matters between him and God Almighty. A thorough-bred public affairs analyst and connoisseur of wisdom and foresight, Onwe equally designed profitable political and business strategies for well-meaning politicians and business men for the benefit of the society at large.
In 2015 when the battle for the political soul of Ebonyi State pitted the hegemonic political cult in Ebonyi State against the masses led by Engr. David Nweze Umahi, Senator Emmanuel Uzor Onwe fought on the side of the masses. The victory of the masses bequeathed Ebonyi State with the Divine Mandate administration of Governor David Nweze Umahi which was inaugurated on 29th May, 2015. As expected, the mantle of the Honourable Commissioner for Information and State Orientation rightly fell on Onwe. Onwe inherited a gigantic broadcasting station - Ebonyi Broadcasting Corporation, EBBC - which lacked experienced manpower. Senator Emmanuel Uzor Onwe, a radical investor in mankind, exposed the staff of EBBC to standard broadcast trainings oftentimes at personal costs until he built a rich and experienced manpower base to power the modern station. The result of this is that EBBC is about the only government-owned broadcast station in Nigeria that is self-sustaining with meaningful revenue returns to the government and an 18-hour daily broadcast schedule.

Onwe is a talent-hunter who has nurtured many young talents in Ebonyi State into full blossom. This firebrand commissioner for information and state orientation united the entire media constituency in Ebonyi State which included professional journalists in EBBC and other broadcast stations, print media, members of the correspondents' chapel, and sundry online media practioners under his "Strategic" group which was literarily a "refinery" for media practitioners. Through the strategic platform, hyperactive Onwe monitored and mentored the media practitioners individually and collectively; correcting them with filial love where necessary; defending them with his clout, guts and humongous goodwill; and encouraging and empowering them with his personal resources in times of need. Through Onwe's intervention, 90 per cent of media practitioners in Ebonyi State got either a laptop or an i-phone from Ebonyi State Government.
A man to whom words bend and bow in order to effectively beam his thoughts to his audience, Onwe enriched Ebonyi as well as Nigerian political and media interactions with electrifying imageries that do not only appeal to the senses but equally soothes them. This way, Senator Emmanuel Uzor Onwe who is an orator by birth and inclination, effortlessly communicated Ebonyi State Government policies and programmes to an ever receptive audience. In oral, written and non-verbal communications, Onwe is regarded as a Grand Commander of Attentions, GCA, whose power and skill of communication are coveted by all and emulated by none for obvious reasons! When Senator Emmanuel Uzor Onwe, a man who deploys his fully-functional head, heart and hands into whatever he chooses to do, was to preach Ebonyi State Government's radical Agricultural revolution programme which Governor David Umahi tagged "One man, one hectare" farming programme, he preferred to "walk his talk" by preaching through practical farming. This cerebral lawyer and London School of Economics alumnus ventured into rice farming and has comfortably cultivated 350 hectares each farming season for five years in a row, thus becoming the greatest rice farmer in the present Ebonyi State. An avid schorlar and experimentalist, Onwe successfully developed reliable templates for land preparation, rice cultivation, harvesting, processing and preservation; such that he has become a resource person at symposia on Agriculture.

Senator Emmanuel Uzor Onwe's sense of humilty, discipline and contentment is unrivaled. This man of many firsts, unconditional giver and firebrand information commissioner who successfully mirrored Ebonyi State to the world; and the world to Ebonyi State for a full term of four years without blemish made yet another history by opting out of Governor David Umahi's second term Executive Council to create room for younger ones and to enable him concentrate in his farm. He was the first to take this type of sacrificial decision in the history of Ebonyi State. Speaking about Onwe's altruistic decision, his former boss and dear friend, Governor David Umahi of Ebonyi State commended Onwe for his exemplary decision. According to Umahi, "Senator Onwe though opted out of executive council with our understanding remains in our government to perform greater assignments for the benefit of the state especially in agriculture, training of our youths and empowerment - more responsibilities now and tomorrow. Example of how leaders should behave. We must sometime create space for others especially the younger ones. Some of us have been in different offices in the past twenty years... We must learn to try business and wealth creation. Onwe is around".

Senator Emmanuel Uzor Onwe has no doubt excelled in scholarship, charity, humility, discipline, diligence, agriculture, mentorship and service to God and humanity. The testimony of the Governor of Ebonyi State in whose administration Onwe served and the deluge of hearty encomia that trail this divine gift to humanity and personification of excellence are clear signs that Onwe is a riddle that will be solvedled in time to come.
