Insurance has become expensive but jolly well worths it if you understand its true concept. It doesn’t just work the way we think in this part of the world where you are given choices of third party because you don’t want to run fowl of the law against motor users. In the actual sense, insurance is meant to be comprehensive (excess buy back inclusive) but because insurance companies are trying to retain their market, they come up with the third party insurance cover for people who can’t afford the actual comprehensive cover. Now why won’t the bus driver Rafiu or Uche who struggled to pay 700k for golf 3 Naija used vehicle say insurance is a scam when he paid 5k for third party and can’t claim payoffs in the eventuality of a accident involving his vehicle because his own vehicle is not insured at the slightest. But I doubt Celestine, Mr. James, Ms Ronke and Bro Ahmed would not mind paying that hefty 15% of the total cost of their vehicle(56million) for a full comprehensive cover because they understand that either theft of the car, total right off, partial accident, flooding, fire, either by mistake or act of God or carelessness, would result in the cost (total cost + associated costs) of replacing the affected part of insured vehicle and the other vehicle and or (persons hospital bill , towing cost, agberos money, etc) affected by the insured vehicle is reimbursed in full. Oh they would also replace the vehicle in the event that the insured is a total loss. That one you won’t get the total amount except for taxes. But you’re sure of 90% after tax. chadrain: Kashif:I also have this issue. At first I noticed my Camry 2006 (4Plug) won't shift properly without a small jerk which is un-noticeable. The last time I changed their gear oil was around May 2020 and I decided to change the oil (last week in September, 2022) when I noticed that the frequency of the jerk is becoming noticeable. This morning, it started normally and I have made at least 17 miles when I realized it wont shift normally again.. it would rev up and then with a big jerk shift to the next gear. although I am suspecting the ECU but need to be sure. A quick background, sometime in December, 2021the vehicle suddenly stopped working. It would start up then go off if I attempt to move it. I was told it was fuel pump, then it was nozzle, then it was coil, then it was ultimately brainbox.(all which I changed). ever since I changed the brainbox, it works and normal but then the jerk started. Prior to December, 2021, the ABS suddenly started smoking and got burnt but didn't affect any other component in the car based on fast intervention. While replacing the ABS, the first one that was brought, the speedometer wont move at all while the vehicle is in motion. It was changed and then everything was working again. Then December 2021 happened. Observation: the check engine light comes on and goes off at will. I've been using the mini OBDII scanner which is connected to my phone's Bluetooth to scan it and the errors I get are Cynlinder 2 Misfire and O2 Sensor. GAZZUZZ: Boss GAZZUZZ of Life. Good Morning oo. I am in the process of servicing my toyota camry 2006 (4 Cylinder, 2.4L engine) which i bought in february, 2020. I have not carried out a service before i started using but i feel the need to do so immediately being that i have started smelling that awful smoke smell while the car is on. Also i notice that it take a little more than 2 seconds after igniting the car before it starts (although im attributing that to the security feature of the car (my own opinion though and i might be right or wrong)). Now i want to have it serviced for the first time in my possession but dont know which engine oil grade i should use. I currently dont have the financial muscle to get the Mobil 1 engine oil i hear almost every one recommend still i would love your recommendation for a good quality engine oil for my car. P.S recommendation is also needed for Transmission fluid and Brake oil fluid. Thank you. Cc: Othe Gurus in the house. |

blackjack21: Proper corporate policy doesn't allow couples to work in the same environment. Probably you have blabbed about your salary package and wouldnt want scraps of what you get every time she asks. I will tell you a few things that would happen if and when she gets in; 1. She would act as though you guys are just friends or don't know yourselves and then find someone who ranks higher than you to be with or plan your exit (worst case scenario) 2. The moment she gets in and you guys decide to tie the knot(proper) both of you would be served with documents containing your staff handbook, operational policy (extracts about office affairs called amorous relationship) and then the conclusion would be that either or both of you tender your resignations. 3. Except you are the overall boss, you would lose respect from your colleagues and staff members. Recall that just yesterday PMB declined assent to five Bills. With reasons, of course, per usual. We have a problem, people, and I’ll explain why. Hopefully the 9th NASS (incoming) can help. The reasons for the withholding of Presidential Assent tend to be similar. I’ll highlight the common ones: One is that a good number of these bills tend to be rent-seeking in nature. They seek to carve out a special ‘Fund’ for the exclusive benefit of an Agency. So, 1% here, 2% there, 0.5% there, too many Bills have clauses that are designed to corner some money. 1% of total tax paid on the Oxygen in the atmosphere, for an Oxgyen Development Fund that will be managed by the Nigerian Atmospheric Management Commission. You get the drift. Some of the Taxes/Levies are new, others are meant to be taken from existing Taxes/Levies, like VAT. Problematic. For example the Nigerian Film Commission Bill sought to take 5% of all VAT on “all film related activities”, for a “National Film Development Fund.” A Nat. Film Devpt Fund is of course a great idea, but there’s a constitutional problem that comes up when you try to corner a portion of VAT for it. VAT does not belong exclusively to FG; States & LGAs take the bulk of it. So how do you justify using it to fund a Federal Agency? Another issue with the NFC Bill, & which the President explained in his letter to NASS, is that it sought to take from TV license money generated by the National Broadcasting Commission (NBC), & allocate it to the new Film Commission. In contravention of the Act establishing NBC Which leads to another major reason for the withholding of Presidential Assent: Bill conflicting with OR duplicating existing legislation. That is, a Bill gets passed that contains provisions that contradict or duplicate provisions of one or more existing Acts. One of the Bills the President declined to assent to yesterday is the Chartered Institute of Pension Practitioners Bill. The Institute is similar to and duplicates the objectives of the Certified Pension Institute of Nigeria (CPIN). Pres highlighted this in his Letter to NASS. Another major reason for the withholding of Presidential Assent is the quality of the drafting of some of these Bills. Poorly/clumsily worded, containing internal contradictions, lending self to confusing interpretation. At least one of the Bills declined yest had this problem. Some of the versions of the declined Electoral Bill had this problem. Drafting issues. Which makes one wonder - surely NASS have the Budget to produce high(er) quality drafts of Bills. Surely. It’s a shame when a Bill has to be declined because it was poorly/clumsily worded. Two things to note: 1. The President can only consider the versions sent to him, as sent. He cannot make any amendments or corrections on behalf of NASS. Can’t even remove a comma or add a full stop. 2. Bills declined are returned with explanation. It’s a documented process. Many of the declined Bills of course combine elements of the various challenges listed above The one I find most intriguing is the ‘rent seeking’ element. Agencies get NASS to add a clause that guarantees them a percentage of a Tax/Levy or existing Fund. Sweetest thing ever, lol Problem is someone has to foot the Bill (apologies for the pun). The money has to come from somewhere: the private sector, elsewhere in the public sector, or citizens somehow have to pay for it. It’s predatory behavior, let’s be honest. Effortlessly Cornering other people’s sweat We must have these conversations, about how Government works and how decisions get made. And there’s a massive education gap in here - the media and CSOs have an important mediating role here, letting Nigerians know the implication of assenting to or declining these Bills. And of course by shining light on the Bill-making process, we can hopefully discourage ‘rentseeking’ clauses from being baked into them. We can also hopefully prevent duplication/overlap. The time & energy spent working on producing defective Bills must be seen a a needless COST. Let nobody be tempted tomorrow to introduce a Chartered Institute of Social Media Overlords (CISMO) Bill, to be funded by a ‘small’ Levy of 0.5% of all Telco Data revenues, and 0.25% of the Universal Service Provision Fund. One of the more egregious instances: 2016/17, NASS (Senate and HOR) swiftly passed one particularly weird Bill, which sought to convert someone’s personal NGO, into a Government paramilitary organization, with Govt funding etc. PMB wasted no time declining Assent. Meanwhile, instead of focusing on the real issues behind the rejections, this is how our papers decided to spin the story: Rejected Bills now 26 bla bla bla. Haven’t seen any in-depth exploration of the reasons adduced for the rejections, and of the Bill-making process generally Picture 1....... We can’t talk about rejected Bills without talking about the ones that have been signed into law. A couple of landmark ones. Let’s start w the Constitutional Amendment Bills: 1/Not Too Young To Run Bill 2/Bill granting financial autonomy to State Houses of Assembly & Judiciaries 3. The Nigeria Centre for Disease Control and Prevention (Establishment Act) 2018. Signed into law Nov 2018. Very significant because it gives long overdue legal backing to @NCDCgov - which was established in 2011 and for 7 years had no Establishment Act. (Yes you heard right). 4. Another landmark Bill the President has assented to is the Federal Competition and Consumer Protection Act, 2019 (FCCPA), on January 30, 2019. For the first time in Nigeria’s history we have unified and comprehensive Competition legislation. See #ALevelPlayingField for more. 5. In January 2019 PMB signed into Law the Discrimination Against Persons with Disabilities (Prohibition) Act, 2018. Another very significant piece of legislation: Picture 2..... Kudos to @nassnigeria for passing these Bills the President has assented to. There are a number of other important Bills requiring swift conclusion: - Amendment of the Deep Offshore & Inland Basins PSC Act - Repeal and Re-Enactment of the Companies & Allied Matters Act (CAMA) A few people have asked about the Petroleum Industry Governance Bill (PIGB), from which PMB withheld assent in 2018. One reason was that the draft Bill allocated an unjustifiable amount of funding to the new Petroleum Regulatory Commission (PRC), and PEF Picture 3.... See Section 26 SubS 3 of the declined Bill: It allocated to the NPRC a whopping “10% of the revenue generated by the Commission for the Govt of the Federation.” That’s coming from oil monies that should be shared by the 3 tiers of Govt o. For the new Commission to spend. Picture4 ...... Here’s one Bill @nassnigeria should be expediting work on passing before May 2019 (I believe it’s an Executive Bill, which means it’s originating from the Executive arm of the Federal Government): The Deep Offshore and Inland Basin Production Sharing Contracts Act, 1993 Failure to pass this Bill has cost Nigeria Billions of dollars in unearned oil revenues over the years - one estimate says $21 billion, and up to $2bn annually. Here’s what’s at stake: This is Section 16 of the Deep Offshore Act (promulgated 1993, amended 1999) It says that if oil exceeds $20/barrel, the revenue sharing formula under the PSCs will be adjusted in favour of @AsoRock. Therein lies the wahala. It’s never been done, and oil has been >$20 forever Picture 5.... Keep in mind that when the Act was promulgated in 1992/1993, oil prices were sub-$20 per barrel. Here’s Minister of State Petroleum speaking on the matter, in 2017, just after he got FEC approval to commence amendment of the Act: Picture6...... I’m told that the Amended Act has been with NASS since mid-2018. It went through first reading in the HoR on June 7, 2018, as an Executive Bill nass.gov.ng/document/downl… It’s such an important (and in my opinion unambiguous) Bill that it should be passed ASAP. Picture 7...... Here we go: The Deep Offshore Act I tweeted about yesterday. Picture 8..... Okay so among the Bills most recently declined by the President (Letters read out in @NGRSenate today) are: - Ajaokuta Steel Company Completion Fund (this one was meant to mandate @AsoRock to take $1bn from ECA to Fund Ajaokuta project) - National Housing Fund Bill, 2018.
