If you have never been licensed in the US before you would need to apply through the Examination process.

A completed application for licensure through Exam for International applicants includes:
(1) NCLEX-RN/NCLEX-PN application and $100 fee*
(2) A fingerprint submission either on a fingerprint card or electronically through MorphoTrust USA. Applicants must be living in Texas to submit fingerprints electronically otherwise a fingerprint card is required.
(3) CES Course by Course/Professional Report. The Board only accepts CES reports from ERES (www.eres.com), IERF (www.ierf.org) or CGFNS (www.cgfns.org). The CES report will verify if the applicant's qualifications are comparable to Texas educated nurses and if there is anything lacking (specific classes or hours). Applicants are notified by letter if the report indicates something is missing.
(4) Passing results of an English proficiency exam. The Board accepts TOEFL, TOEFL ibt, IELTS, both TWE & TSE, and PTE. An English proficiency exam is required if the CES Report verifies the applicant was educated in a language other than English. The required minimum passing scores are listed on the BON website.
(5) Verification of Licensure (VOL) from every country/state an applicant was granted authority to practice nursing. The VOL must be sent directly to the BON by the licensing authority.*
(6) Registration with Pearson Vue (www.vue.com/nclex; $200 fee)*
*expires after 1 year

Once all of the above is received an applicant is ready to be deemed eligible to test. There is no specific order the paperwork must be submitted but all paperwork must be received before an applicant can be deemed eligible to test. A social security number is not required to receive a license; however, without an SSN applicants are not eligible to apply online and the background check may take longer to complete.

Applicants must also take the Nursing Jurisprudence Exam (http://www.bon.state.tx.us/olv/je.html) Applicants must take the Jurisprudence Exam prior to taking the NCLEX

As of July 2016 international applicants will be ineligible to test for Texas if they have not practiced within the past four years and are more than four years past their graduation date.

English test is not need, get the explanation right and dont go and waste your money doing it.This is what they said.
An English proficiency exam is required if the CES Report verifies the applicant was educated in a language other than English.LANGUAGE OTHER THAN ENGLISH. I REPEAT OTHER THAN ENGLISH.
