hello guys, Can anyone please help, I joined the forum quite late.

I am expecting a reply for my administrative review this week, applied 10 Oct, I expect the refusal to be turned and need to prepare for what to do next as there's no time, my programme started 18th sept. (I was refused for not providing an official Birth Certificate which I actually provided - NPC attestation of birth, no need to go into details on that).

So 1st question(s): What are the next steps to take if refusal is overturned? Will I send my passport to Sheffield or TLScontact? Will priority service make any difference in this case? Will I need to resubmit all documents for fresh scanning? (I live in ph‎ so I can begin to make travel arrangements) Will there be any fees/charges? etc, anything to know to prep me,

Secondly, I also noticed the eco stated my application was NOT ASSESSED as it already falls on other grounds for refusal.
2nd question: does this mean if I resubmit my passport, the application will now be assessed for the first time and can still be refused for other reasons, or does the ECM do a complete assessment before overturning refusal and one can be rest assured of getting the visa?

because I read somewhere about the reasons for someone's refusal on this blog, and it was because during interview they gave generic answers to questions about why study this course in the UK, I also gave quite generic answers too, like a UK degree provides many opportunities in Nigeria, the schools have updated curriculum in the subject matters, the degree adds some color to your CV (still can't believe I said that), bla bla bla etc and I fear this might affect me.

Any help is appreciated pls

I take it you submitted to vac, did you pick an AVS?

When did NPC start issuing that?


The National Population Commission in 1992 or thereabouts was assigned the function of registering births, deaths, marriages divorcees etc and issuing Certificates. This was done by decree of the Federal Military Govt then (do your research).

Birth certificates are issued to persons 0-17 years while an "attestation of birth" for persons 18 and over.

It's a very valid document recognised nationwide and as ujugirl88 said internationally, so any eco that rejects it must be ignorant

Thanks ujugirl88, that's reassuring, personally I was shocked at the eco's statement.

In my AR, I addressed the validity of that document, I hope and pray that the refusal is overturned.

Hello guys,

Can anyone tell me whether an NPC attestation of birth, is acceptable to UKVI. I submitted one with my application but the ECO refused me entry clearance on the basis that I did not provide a Birth Certificate, making me wonder if they don't recognise the NPC attestation of birth document.

Use their complaints platform, though it takes up till a week before they reply. I used it once and got a reply after I have sorted it out myself.

I think so, I searched tirelessly for any contact to no avail. I was denied entry for not providing a Birth Certificate according to ECO, after I submitted NPC birth attestation, so I need to find out from them whether that document was omitted, before applying for A.R

I have been searching for any TLS contact phone number for 24 hours straight, I think they deliberately didn't provide one to avoid any form of contact.

Have you tried replying to one of there emails? With the hope that they might read and respond. It's just a shot in the dark

Does the software version 10.3 series have radio turner, and is it possible to update to one that has this feature and not necessarily the latest version, I still use a 10.2 embarassed and would like to update to one that has this feature
