In April 2021, Anambrarians were excited about the opening of Umueri Airport.

According to the Governor, His Excellency, Willie Obiano, the Airport was built in fulfilment of his campaign promise during the 2017 elections. He further noted that the $2bn cost of the project was financed by Elite International Investments (75%), Orient Petroleum (10%), and Anambra State Government (5%).

First of all, I would like to say kudos to His Excellency for pushing this vision and not tying up State funds on a single project.
But beyond the buzz, I am curious: how did the major financier assess the project as being financially viable?

In Nigeria, having an airport within a state is considered a prestige, hence, the Governor could have tapped into this psychological mechanism to secure public acceptance of this project.

Currently, Anambra is served by three adjourning airports; Enugu International Airport, Sam Mbakwe Cargo Airport, Owerri, and Asaba Airport, the latter being the closest to Onitsha, the eastern commercial capital.

The new Anambra Airport has been designated a cargo airport. This is to serve the importation needs of Onitsha.
I presume that the project assessors would have forecast the expected imports into the city for the next fifteen years, the assumptions being that Nigeria would remain largely import dependent for a long time to come due to lack of industrialization policies. This assumption cannot be faulted.

Again, I am curious: did they take into cognizance the subset of this import that are air-freighted?
If one considered the imports into Anambra, one would notice that they are heavy goods. Heavy goods are mostly shipped rather than air freighted, to achieve cost savings. It can be argued that less than 10% of the imports into this region are air-freighted. This is evidenced by the traffic witnessed in Apapa port versus that in the cargo wing of Murtala Mohammed Airport Terminal II.

The next question is, which airline would fly the Anambra route—and how often?”
Before an airline takes a route, it would have to assess the economic viability of that route. Most imports into Anambra come from China. Will the airline that would do this long-haul flight charge competitive prices that would convince an importer to subscribe to them rather than continue with shipping?

I am predicting that such airline could be doing one flight in three or four weeks.

The income from managing the airport, which would offset Elite International Investments’ loan contribution would be subject to the flight traffic at the airport.

I am not unmindful that income would also be earned from local airlines and private jets that would be nesting at this airport, but we have to ask, how many airlines would sign up for this? Consider that Asaba Airport is closer to Onitsha than Umueri.

Now, I am left to ponder: over how many years would the investment break even, not in nominal value but in present value (i.e., taking cognizance of the time value of money)?

Based on above analysis, I am doubtful whether the airport project is economically sensible or is simply a political acrobatic

Post script:
FAAN, the agency managing 20 airports in Nigeria had a revenue of NGN30bn for the first 9 months of 2020. See here: https://punchng.com/faan-generated-n30bn-in-nine-months. This is approximately NGN3.3bn per month and NGN166m per airport. In a year, an airport is estimated to generate approximately NGN2bn.

Elite Investment financed 75% of the project with $1.5bn (75%*$2bn). This translates to NGN600bn (at exchange rate of NGN400 per $1). So, in nominal value, Elite Investment would recoup their investment in 300 years (NGN600bn/N2bn). This value does not take into cognizance operations cost and the time value of money.
Perhaps, there is something Elite saw that I might not be seeing, I may need new eye glasses to look at this matter again.

The lockdown that commenced this week means that we had to work from our hole again. In-order to avoid the loneliness that I felt during the March lockdown, I escaped to my friend’s house. So, na work and gist we go dey do.

We ran into Dr Dipo’s Insta-live talk on the above subject. The conclusion of our deliberation are thus;

The general definition of literate is “ability to read and write”. This skill required to be literate can be acquired through primary and secondary education. Basic education is fundamental human right. Hence, it is government’s responsibility to ensure fundamental human rights are provided. Primary and secondary education should be compulsory and mandatorily delivered by the government.

University education is a choice and not compulsory.

In Nigeria, primary, secondary and tertiary level education are ran both by government and private bodies. At all level, government heavily subsidize the cost. Most Nigerians subscribe to privately ran schools for primary and secondary because that of government is mostly dysfunctional while most tend to favour government’s tertiary institution because of the exorbitant cost of the private tertiary schools.

The government’s primary and secondary schools are dysfunctional because more of the education budget is channel to tertiary level.

Given that tertiary education is not compulsory, we are of the view that government needs to divest from this and use the whole budget to appropriately fund the primary and secondary education which are compulsory. To achieve optimal result, the curriculum of these basic education should be refined to include life related courses like philosophy, logic and introductory to vocational skills.

Students that graduate from secondary schools are to assess whether they would like to proceed to tertiary institution, go to vocational acquisition centres, learn a trade or join the emerging sector such as IT that does not require university education.

For those that need to go to the university, government could work out modalities for student loan with financial institutions. This move would have these benefits;

- Schools would no longer be shut because of loggerhead between ASUU and FG over funds that government claim they don’t have
- Indigent parents won’t have to bear the brunt of schools fees anymore. The kids that would assume this would be serious as they would be responsible for repaying for their education in the near future
- Private entities would manage the school better while government regulates it

Should government continue subsiding tertiary institution, Nigerians would see tertiary education as a right and would keep pushing kids to tertiary institution without thinking of other alternatives. It is expected that our population might hit 300m by 2050, this means government have to be expanding the public institution and increasing salary of lecturers. We all know that government’s revenue will not increase in proportionally with this expected population. Hence, we foresee further decay in infrastructure and more strikes as government would not be able to meet up with the liability of funding the school

Yes, in the 1960’s to 2000’s the best solution was for government to fund tertiary institution as more capable citizens with speciality were needed, however, now, we have to re-think the strategy as our revenue cannot support such anymore.

I paid for priority and I have called UKVISA. They confirmed that decision has been made however TLS is telling me stories.

Everyone has different capacity for studying and assimilating materials. One week may be enough time to prepare for the exam for one person but may be insufficient time for another person. It's all about knowing what works best for you and going with it.

In terms of getting your TOEFL result before your interview date, it's possible if you write the TOEFL exam right away. Typically, TOEFL results are available to view online approximately 10 days after your test date. The more important question, however, is whether you will be prepared enough to get a good score. Some folks study for the TOEFL exam for 2-3 weeks while others study for up to 6 months. It all depends on you; but it's possible to get your results before your interview date next month.

PhD Biochemistry and Molecular Biology. I have MSc. in Biochemistry from a Nigerian University. My practice Verbal was usually around that range but todays Verbal was something else, would not have complained if I reported 160. The free text completion questions were not simply there and I am sure I missed at least one Sentence equivalent. Not really about vocab, at times it felt like a puzzle.

I finally wrote the GRE yesterday.
Here are my takes/advise for forthcoming test takers;

Determine the score you aiming for: This can be determined if you have established communication with the school and have convinced them with your other profiles; LOR, SOP, CGPA, etc.

Identify your weakness and work on it: You will probably have few months to prepare for the test. The volume of materials in circulation might overwhelm you. The best way of overcoming this is by taking the Powerprep 1 (Diagnostic test) before setting out to study. This will review to you areas you are lacking and need to focus on during your study

Having identified your weak areas, study that topic using Manhattan 8 series (for quant) and afterward, solve all the questions in 5lb. Yes, solve ALL. MAKE I NO LIE, THE QUANT WAS HARDER THAN ALL THE PRACTICE TEST I TOOK. Take heart, you go overcome

For verbal, Official guide will be ok for TC and SE. Revision of Barron 333 will be cool. The most important is the amount of vocabulary you have built over the years. For passages, study crunchprep strategy on acing passages. Since I’m not a fast reader, I decided to first answer all TC and SE, then utilized the remaining time to reading all passages with exception of the long passage. My idea was; try answering 12 questions out of 16 rather than rushing to attempt 20 questions and score below par (I sha ticked an answer for the long passage as no be negative marking). This my model was applied to the first verbal section. The second session does not have long passage, so I gave preference to those passage that had more questions in this session

Finally, two days to the exam I realized that my verbal was no longer improving, I decided to work more on my quant. My matra was. IF YOU CAN’T STRENGTHEN YOUR WEAKNESS, STRENGTHEN YOUR STRENGTH.


At the end of the day, I was able to achieve my target score and went home happy
So Spring 2019 is getting set

I very much agree with you. GRE is a leeway for we Nigerians to easily get US schools.
Come to think of it, it they scrap GRE, they assessment will be skewed against us; professor's bias and not too good research skill.
