Pls i think nnpc is the sole importer of fuel? These are more like fuel distributors
NNPC is a government owned national body that regulate the movement and exportation/importation of petroleum and its products but this other bodies are associations which is some cases private owned though they are given licence of operation by NNPC. so if the government should get loan from them it must pay back else their actions may not come with considerations

Oil marketers are about to shut down their depots and embark on a strike. If this happens, Nigerians may just be in for another season of petrol scarcity.
Oil marketers have issued a seven-day ultimatum to the federal government, stating that they will embark on a strike and shut down all depots across the country if their outstanding debts totaling N800 billion in subsidies, are not paid them.
The marketers comprise Major Oil Marketers Association of Nigeria (MOMAN), Depot and Petroleum Products Marketers Association (DAPPMA) and Independent Petroleum Products Importers (IPPIs).
Patrick Etim, legal adviser to IPPI said that nothing has been done several months after assurances received by government saying it would pay off the outstanding debts. The oil marketers have requested that Forex differential and interest component of government’s indebtedness to marketers be calculated up to December 2018 and be paid within next seven days from the date of the letter sent to the government.”
