Budget: FG outlines 34 priority projects

The Federal Government has set out “34 strategic priority programmes and projects” that it intends to achieve beginning with the 2016 budget.
Minister of State for Budget and National Planning, Zainab Ahmed disclosed this to reporters after a cabinet meeting presided over by Vice President Yemi Osinbajo.

She said President Muhammadu Buhari was expected to receive the corrected version of the budget details from the National Assembly today or tomorrow.
Sources said the President would sign the budget immediately before he travels to France on Friday.
The minister said the 34 specific areas, which were grouped into four major objectives are governance and security; diversification of the economy; creating support for the poor and the vulnerable: as well as reflating the economy through investment.
She added that they were presented with “clear deliverables, targets and indicators to ensure that ministries, departments and Agencies deliver on implementation.”
According to the minister, the 34 priority areas needed to be implemented in 2016‎ are categorised into thematic areas are:
* To achieve and maintain a capital spend minimum of 30 percent annually with the objective to reflect the economy and enhance employment generation capacity for the productive sector.
* To achieve an appropriate exchange regime to achieve a predictable exchange rate by the end of 2016.
* To increase low interest lending to the real sector at single digit “maybe nine percent” in order to increase output and growth.
* (On diversifying the economy) To attain self-sufficiency in tomato paste in 2016 and rice production by 2018.
Nigeria spent $2.41 billion on rice importation between January 2012 and May 2015 and another $1bn on tomato paste importation.
*To increase local production of maize, soya beans, poultry and livestock and to stop import. The deadline for these to be announced later in the year.
*To expand the agro- allied sector to intensify local production of cassava, cocoa, cashew nuts, fruits and sesame seeds.
* To make use of 5,000 hectares arable land ‎in 12 River Basin Development Authorities and to utilise 22 dams for commercial farming.
Priorities under power, rails and road
*To optimise up to 7,000 megawatts installed capacity with the associated infrastructure in order to enhance investment, productivity and employment.
*To complete the Kaduna-Abuja-Ajaokuta ‎railway lines in 2016.
*To commence the construction of the Lagos - Kano standard gauge rail line and also to finalize the negotiation regarding the Calabar-Lagos rail line.
The objective of this is to increase availability of mass transit, to relief pressure on road infrastructure.
*To undertake the rehabilitation and construction of 31 major projects and restore the degraded sections of some major high ways and improve connectivity over a distance of 210,093 kilometres through public works maintenance, Public Private Partnership (PPP) and other interventions.
*To adopt and execute comprehensive national oil and gas policy which is supposed to be the road map for the petroleum industry development diversification as well as privatisation.
*Sets a three-year deadline to achieve self-sufficiency in refined petroleum products‎ and to become a net exporter of petroleum products.
*To push for the passage of the Petroleum Industry Bill (PIB).
*(Ease of doing business) Sets target to move 20 places up the ranking from 169 to 149 by fast-tracking business approvals, acquisition of land titles, issuance of visas for persons seeking to come into the country do business.
*To invest in the lives of our people by implementing various social projects covering health and education.
* Government to rehabilitate 5,000 primary health centres in 5,000 wards this year to deliver affordable health care services to Nigerians as close as possible to their homes.

I am from Benue state and my local government is next to Agatu. You need to visit Agatu to know what we are talking about. Before now, we lived with Fulani for several decades in peace. They are like time bomb.

I'm fed up, I'm having problem sleeping.
Right from my childhood days, sleeping in the aftnoon had always been impossible, not even a siesta.
At nights, its always after lying-in for about 1:15m to 1:30m before finally sleeping off and if i should get up to urinate before daybreak, my eyes will become clear; no sleep again no matter how hard i try.
Trams, Coddein, Valium5, Cenpain night, just mention it does not make me sleep, it only makes me high or intoxicate me.
Although i always feel sleepy whenever am depressed, bored, alone or in a cool breezy environment, the momment i lie down or get ready to sleep then the urge is gone.
what could be my problem.
what can i do to get over it.

You are suffering from insomnia. Asides, stress being it psychological, physical and otherwise may be factors too. Have you tried Garlic? Yes, I mean Garlic. buy some, peel one or two, wash them, and chop them into tiny pieces. Just swallow them as you would tablets,. Do that at about 0600pm and go about your normal business till bed time. You would be surprised. Thank you.

Fellow country men, the intervention of the military at the end of 1983 was welcomed by the nation with unprecedented enthusiasm. Nigerians were unified in accepting the intervention and looked forward hopefully to progressive changes for the better. Almost two years later, it has become clear that the fulfillment of expectations is not forthcoming.

Because this generation of Nigerians and indeed future generations have no other country but Nigeria, we could not stay passive and watch a small group of individuals misuse power to the detriment of our national aspirations and interest.

No nation can ever achieve meaningful strides in its development where there is an absence of cohesion in the hierarchy of government; where it has become clear that positive action by the policy makers is hindered because as a body it lacks a unity of purpose.

It is evident that the nation would be endangered with the risk of continuous misdirection. We are presently confronted with that danger. In such a situation, if action can be taken to arrest further damage, it should and must be taken. This is precisely what we have done.

The Nigerian public has been made to believe that the slow pace of action of the Federal Government headed by Major-General Muhammadu Buhari was due to the enormity of the problems left by the last civilian administration.

Although it is true that a lot of problems were left behind by the last civilian government, the real reason, however, for the very slow pace of action is due to lack of unanimity of purpose among the ruling body; subsequently, the business of governance has gradually been subjected to ill-motivated power play considerations. The ruling body, the Supreme Military Council, has, therefore, progressively been made redundant by the actions of a select few members charged with the day-to-day implementation of the SMC’s policies and decision.

The concept of collective leadership has been substituted by stubborn and illadvised unilateral actions, thereby destroying the principles upon which the government came to power. Any effort made to advise the leadership, met with stubborn resistance and was viewed as a challenge to authority or disloyalty.

Thus, the scene was being set for systematic elimination of what, was termed oppositions. All the energies of the rulership were directed at this imaginary opposition rather than to effective leadership.

The result of this misdirected effort is now very evident in the country as a whole. The government has started to drift. The economy does not seem to be getting any better as we witness daily increased inflation.

The nation’s meager resources are once again being wasted on unproductive ventures. Government has distanced itself from the people and the yearnings and aspirations of the people as constantly reflected in the media have been ignored.

This is because a few people have arrogated to themselves the right to make the decisions for the larger part of the ruling body. All these events have shown that the present composition of our country’s leadership cannot, therefore, justify its continued occupation of that position.

Furthermore, the initial objectives and programmes of action which were meant to have been implemented since the ascension to power of the Buhari Administration in January 1984 have been betrayed and discarded. The present state of uncertainty and stagnation cannot be permitted to degenerate into suppression and retrogression.

We feel duty bound to use the resources and means at our disposal to restore hope in the minds of Nigerians and renew aspirations for a better future. We are no prophets of doom for our beloved country, Nigeria. We, therefore, count on everyone’s cooperation and assistance.

I appeal to you, fellow countrymen, particularly my colleagues in arms to refrain from any act that will lead to unnecessary violence and bloodshed among us. Rest assured that our action is in the interest of the nation and the armed forces.

In order to enable a new order to be introduced, the following bodies are dissolved forthwith pending further announcements: (a) The Supreme Military Council (b) The Federal Executive Council (c) The National Council of States. All seaports and airports are closed, all borders remain closed.

Finally, a dusk to dawn curfew is hereby imposed in Lagos and all state capitals until further notice. All military commanders will ensure effective maintenance of law and order. Further announcements will be made in due course. God bless Nigeria.
