The song promotes the hair as a symbol as something that can be changed with you're life, and something so easily altered and expressing creativity. Asking "How would she feel if i stop cutting and combing my hair?" has no point, and doesn't even commute with your argument. It's about her expressing herself, about people not judging by looks. Not caring appearances, but instead the soul, the content of the people.

She has to stay fly, yeah - she has to stay fly for herself.
