Even though I really feel like saying Shame on the PDP, I will rather hold it to myself and instead say that President Buhari has done well. This current administration has done so well that every well meaning Nigerian could see and relate with. I, as a well meaning Nigerian choose to see the good parts of my Nigeria and talk about them as well. The fact that light went off doesn't mean that the project wasn't commissioned or launched. The fact that the light went off didn't stop the trains from taking the president to the airport and back, the fact that the light went off didn't stopped the President from declaring it open to the general public from Monday next week and ofcos a free ride for a month.

The apex cattle breeders’ organisation, Miyetti Allah, has distanced itself from reports that it justified the recent killings of over 100 people in Plateau State.

The group’s leader in the North-central, Danladi Ciroma, was reported as saying the killings were a retaliation of previous acts of deadly aggression against Fulani residents and pastoralists in the state.

“These attacks are retaliatory. As much as I don’t support the killing of human being, the truth must be told that those who carried out the attacks must be on revenge mission,” Mr Ciroma was quoted as saying in a statement June 25. “Fulani herdsmen have lost about 300 cows in the last few weeks – 94 cows were rustled by armed Berom youths in Fan village, another 36 cows were killed by Berom youths. In addition to that, 174 cattle were rustled.”

PREMIUM TIMES published the alleged statement, which was the first to be attributed to Miyetti Allah in the wake of the chilling massacre.

But Mr Ciroma has now strongly protested the quotes credited to him in a follow-up conversation with PREMIUM TIMES, and there appears to be no documented evidence to counter his rebuttal.

Multiple accounts said the killings occurred between the afternoon of June 23 and the early hours of June 25 in several communities in Barkin Ladi Local Government Area, about 50 kilometres south of Jos, the state capital. About 100 have been confirmed killed by the police. The Christian Association of Nigeria (CAN) said its findings revealed at least 218 people were killed as at June 27. The police could not immediately corroborate CAN’s figures, telling PREMIUM TIMES their own counts have not been updated.

Unlike in recent past when authorities attributed killings to herdsmen, no agency has openly blamed herdsmen for the latest violence in Plateau. But there are already widespread insinuations that herdsmen were responsible for the killings, and President Muhammadu Buhari has once against been called on to act decisively to end atrocities linked to herdsmen, which had seen over 1,500 killed beginning with the January 1 attacks on two local government areas in Benue.

Demands also intensified for Mr Buhari to order a full-scale crackdown on Miyetti Allah from those who interpreted Mr Ciroma’s comments as an admission of responsibility for the carnage. They said Mr Ciroma’s comments were enough to declare Miyetti Allah a terrorist group and proscribe it like the separatist Indigenous Peoples of Biafra in South-east Nigeria.

While Mr Ciroma acknowledged speaking with a reporter on Monday in Jos, he insisted to PREMIUM TIMES that he did not make the statement credited to him. In fact, he said what he told the reporter was the opposite of what was reported.

“I told the reporter that leaders at the local and national levels should come together and resolve this crisis before it is too late,” Mr Ciroma said by telephone Wednesday night, protesting strongly the comments attributed to him.

Tracing the error

An internal investigation by PREMIUM TIMES found that there was no recording of any interview in which Mr Ciroma made the statement, neither was any statement signed or circulated by him that contained the quotes.

The error was traced to our outstation reporter based in Jos, whose failure to properly attribute the source of the purported statement by Mr Ciroma misled the editors into believing that it was e-mailed to the reporter.

The reporter filed the story on Monday morning based on ‘a statement’ from Mr Ciroma. But checks by PREMIUM TIMES following Mr Ciroma’s protest on Wednesday afternoon showed that the quotes were lifted from The Nation Newspapers.

The Nation’s reporter in Plateau State also circulated the quotes in the WhatsApp group of reporters on the government house beat in Jos, telling his colleagues they were the full transcription of his interview with Mr Ciroma.

The reporter later admitted to PREMIUM TIMES that he did not have a recording of his call with Mr Ciroma, but said the quotes mirrored the Miyetti Allah leader’s position on the latest killings in Plateau State.

The Nation published the purported quotes by Mr Ciroma hours before our reporter in Jos lifted it without attribution, thus misleading his editors in Abuja.

PREMIUM TIMES management has initiated an ethics and professional review of the reporter’s work; how it came to be that his sourcing for the story fell below house standards, and how his documentation fails to measure up to expected standards for verification and accuracy.

Even if Mr Ciroma made the purported statement, newsroom managers agreed yesterday, the expectations would be to report it with proper recording or digital footprints, for the simple reason that ethical journalism places the onus on the reporter to document proof of sources’ contribution to a story.

When one of the editors on duty called our reporter to find out how the story was sourced shortly before passing it on Monday morning, he said it was personally sent out by Mr Ciroma. This turned out to be the WhatsApp group broadcast by The Nation reporter, which several other Jos-based print and electronic correspondents sent to their respective media organisations throughout Monday.

Accountability And Remediation

This again brings to fore the limits of a common culture in Nigerian beat reporting where correspondents share stories amongst themselves in the manner of pool reporting. While journalists cannot be at two or more events simultaneously, standards in ethical reporting require reporters to ensure thorough verification of any second-hand information.

PREMIUM TIMES publisher, Dapo Olorunyomi, admitted in a meeting with newsroom senior editors yesterday that the paper was substantially in error with respect to its reporting on Mr. Ciroma’s role in the conflict in Jos. “This is very much below the standards of verification we strive to maintain and for which we have come to earn the trust of our readers. As a first step, we are sending an apology letter to Mr. Ciroma regretting the mischaracterisation of his role, and assuring him that a disciplinary process is currently apace to ensure accountability for the breakdown in our editorial procedures.

The controversial attribution to Miyetti Allah comes as the media were facing allegations of bias in its coverage of the ongoing killings in the country.

In February, presidential spokesperson, Garba Shehu disparaged the media for its coverage of the killings. PREMIUM TIMES largely restrains from using potentially harmful stereotypes or slurs save for where authoritative references have linked an incident to a group pattern.

I would like to thank the leadership of the National Assembly, particularly the Senate President and the Speaker of the House of Representatives, as well as all the Distinguished Senators and Honourable Members, for passing the 2018 Appropriation Bill, after seven months.

When I submitted the 2018 Budget proposals to the National Assembly on 7th November 2017, I had hoped that the usual legislative review process would be quick, so as to move Nigeria towards a predictable January-December financial year. The importance of this predictability cannot be overemphasized.

While the Federal Government’s budget represents less than 10% of aggregate yearly expenditures in the economy, it has a very significant accelerator effect on the financial plans of other tiers of government, and even more importantly, the private sector, which mostly operates on a January-December financial year.

Notwithstanding the delay this year, I am determined to continue to work with the National Assembly towards improving the budgeting process and restoring our country to the January-December fiscal cycle.

I note, with pleasure, that the National Assembly is working on the enactment of an Organic Budget Law, so as to improve the efficiency of the nation’s budgetary process.

As I mentioned during the presentation of the 2018 Appropriation Bill, we intend to use the 2018 Budget to consolidate the achievements of previous budgets and deliver on Nigeria’s Economic Recovery and Growth Plan (ERGP) 2017-2020.

It is in this regard that I am concerned about some of the changes that the National Assembly has made to the budget proposals that I presented. The logic behind the Constitutional direction that budgets should be proposed by the Executive is that, it is the Executive that knows and defines its policies and projects.

Unfortunately, that has not been given much regard in what has been sent to me. The National Assembly made cuts amounting to 347 billion Naira in the allocations to 4,700 projects submitted to them for consideration and introduced 6,403 projects of their own amounting to 578 billion Naira.

Many of the projects cut are critical and may be difficult, if not impossible, to implement with the reduced allocation. Some of the new projects inserted by the National Assembly have not been properly conceptualized, designed and costed and will therefore be difficult to execute.

Furthermore, many of these new projects introduced by the National Assembly have been added to the budgets of most MDAs with no consideration for institutional capacity to execute them or the incremental recurrent expenditure that may be required.

As it is, some of these projects relate to matters that are the responsibility of the States and Local Governments, and for which the Federal Government should therefore not be unduly burdened.

Such examples of projects from which cuts were made are as follows:

a. The provisions for some nationally/regionally strategic infrastructure projects such as Counter-part funding for the Mambilla Power Plant, Second Niger Bridge/ancillary roads, the East-West Road, Bonny-Bodo Road, Lagos-Ibadan Expressway and Itakpe-Ajaokuta Rail Project were cut by an aggregate of 11.5 billion Naira.

b. Similarly, provisions for some ongoing critical infrastructure projects in the FCT, Abuja especially major arterial roads and the mass transit rail project, were cut by a total of 7.5 billion Naira.

c. The provision for Rehabilitation and Additional Security Measures for the United Nations Building by the FCT, Abuja was cut by 3.9 billion Naira from 4 billion Naira to 100 million Naira; this will make it impossible for the Federal Government of Nigeria to fulfill its commitment to the United Nations on this project.

d. The provisions for various Strategic Interventions in the health sector such as the upgrade of some tertiary health institutions, transport and storage of vaccines through the cold chain supply system, provision of anti-retroviral drugs for persons on treatment, establishment of chemotherapy centres and procurement of dialysis consumables were cut by an aggregate amount of 7.45 billion Naira.

e. The provision for security infrastructure in the 104 Unity Schools across the country were cut by 3 billion Naira at a time when securing our students against acts of terrorism ought to be a major concern of government.

f. The provision for the Federal Government’s National Housing Programme was cut by 8.7 billion Naira.

g. At a time when we are working with Labour to address compensation-related issues, a total of 5 billion Naira was cut from the provisions for Pension Redemption Fund and Public Service Wage Adjustment.

h. The provisions for Export Expansion Grant (EEG) and Special Economic Zones/Industrial Parks, which are key industrialization initiatives of this Administration, were cut by a total of 14.5 billion Naira.

i. The provision for Construction of the Terminal Building at Enugu Airport was cut from 2 billion Naira to 500 million Naira which will further delay the completion of this critical project.

j. The Take-off Grant for the Maritime University in Delta State, a key strategic initiative of the Federal Government, was cut from 5 billion Naira to 3.4 billion Naira.

k. About seventy (70) new road projects have been inserted into the budget of the Federal Ministry of Power, Works and Housing. In doing so, the National Assembly applied some of the additional funds expected from the upward review of the oil price benchmark to the Ministry’s vote. Regrettably, however, in order to make provision for some of the new roads, the amounts allocated to some strategic major roads have been cut by the National Assembly.

Another area of concern is the increase by the National Assembly of the provisions for Statutory Transfers by an aggregate of 73.96 billion Naira. Most of these increases are for recurrent expenditure at a time we are trying to keep down the cost of governance.

An example of this increase is the budget of the National Assembly itself which has increased by 14.5 billion Naira, from 125 billion Naira to 139.5 billion Naira without any discussion with the Executive.

Notwithstanding the above stated observations, I have decided to sign the 2018 Budget in order not to further slowdown the pace of recovery of our economy, which has doubtlessly been affected by the delay in passing the budget.

However, it is my intention to seek to remedy some of the most critical of these issues through a supplementary and/or amendment budget which I hope the National Assembly will be able to expeditiously consider.

I am pleased with the success recorded in the implementation of the 2017 Budget. A total sum of 1.5 trillion Naira has been released for the implementation of capital projects during the 2017 fiscal year. In response to this and other policy measures implemented, we have observed significant improvement in the performance of the Nigerian economy.

To achieve the laudable objectives of the 2018 Budget, we will work very hard to generate the revenues required to finance our projects and programmes. The positive global oil market outlook, as well as continuing improvement in non-oil revenues, make us optimistic about our ability to finance the budget.

However, being a deficit budget, the Borrowing Plan will be forwarded to the National Assembly shortly. I crave the indulgence of the National Assembly for a speedy consideration and approval of the Plan.

The 2018 Budget I have just signed into law provides for aggregate expenditures of 9.12 trillion Naira, which is 22.6% higher than the 2017 Appropriation. Further details of the approved budget will be provided by the Minister of Budget and National Planning.

I thank the Ministers of Budget and National Planning, the Budget Office of the Federation, and everyone who worked tirelessly and sacrificed so much to bring us to this day. However, the job is only partly done.

I am sure you will remain committed to advancing our Change Agenda, not only in the preparation of the national budget, but also in ensuring its effective implementation.

Actually you don't need to think of the answer too much. It is natural for these things to happen except otherwise.

In the same way, I am not surprised about the types of comments I'm seeing here. People calling the VP names, people talking out of sense just to prove unreasonable points. I am not surprised because these people are meant to talk this way. Critics who will always find fault in good things, and in areas where they don't see a genuine fault they make one.
I also believe that only a fraction of these people have actually read through the published document by the VP because seeing the Good Things is of no concern to them. I urge you all to see the good in anything, talk the good and believe the good. This administration under President Buhari has done us well and that is a fact.

Before you make post like this you should also make good research on what this administration have been able to accomplish < things they've been able to attain even with the collapsing economy they meet.
Let me remind you that your rail project was already on the forgotten list before president Buhari stepped in.
As we all know, the federal reserves was as low almost like a room left to rodents and dust before this administration came in to rescue it.
Today we have a reasonable power supply in Nigeria and the issue of "chop make I chop" is no longer the order of the day here.
These are just a few of what I know even though I've not done deep research on their achievements.

So learn to speak well and not posts that could tarnish a particular group.

GEJ (Goodluck Ebele Jonathan) needs to explain to Nigerians how he managed to:

- pay fuel subsidy and yet sold fuel at N86per litre.

- control our borders and yet a bag of rice was sold for 8k.

- build 17 federal universities in 17 states in Nigeria.

- build almajiri schools in all the Norther Local governments.

- hold $1=N165 for 4years

- push Nigeria's economy to be number1 in Africa.

GEJ (Goodluck Ebele Jonathan) need to apologize to Nigerians for accepting defeat even when we all knew that they rigged against him in the North.

If you are angry at GEJ (Goodluck Ebele Jonathan), I am more angrier than you on why he accepted defeat and paved way for this 'nincompoop' we have today as president.

I believe that you are entitled to your opinion but I also am just wondering if you're actually in Nigeria currently to see how things have changed. NO WAY! Kenya is not better than Nigeria. Our electoral process right now is more transparent, did you followup Kenya's last general election Also talk about Power, Works and the huge gain we have gotten from the anti-corruption drive by our Government.
