Politics / Tanzania President Sacks Ministers Amid Corruption Scandal, Jonathan Should Copy by iGuru1(m): 6:41am On May 05, 2012
He has been under pressure to deal with the scandal following a report by a body overseeing public finances.
The inspector of the government's accounts noted the rampant misuse of funds in at least seven ministries.
The ministers who have been dropped from cabinet all hold high-profile portfolios: Finance, energy, tourism, trade, transport and health.

'Taken to task'
In November, the ruling CCM party promised to implement anti-corruption measures, but there have been heated calls from the opposition for heads to roll.
Announcing the cabinet reshuffle, President Kikwete said that accountability would be taken seriously and ministers' subordinates and even executives working for state-owned companies would also be held responsible over any embezzlement.
"It is not enough for a minister to take responsibility alone but the new approach is that even those who caused the mishap will be taken to task as well," Mr Kikwete told journalists at State House in Dar es Salaam.
The BBC's Hassan Mhelela in Dar es Salaam says the ministry of energy, which oversees the lucrative mining sector, and ministry of tourism - two of the major revenue generators for the government, were criticised most in the Controller and Auditor General's annual report.
There have been mixed reactions to the sackings, our reporter says.
Many are pleased that the government has acted at last but some feel there should be prosecutions too, he says.
Mr Kikwete was re-elected in 2010 for a final five-year term.
His government has struggled to tackle corruption which has adversely hampered economic growth in Tanzania where the rate of inflation rate stands at 19%.
Last year, donor countries cut funding pledges to Tanzania after expressing concern about corruption and the slow pace of reforms.

Politics / Despite UN Sanctions Deadline, South Sudan Keep 'bombing' by iGuru1(m): 6:36am On May 05, 2012
The two Sudans have swapped accusations of continuing to fight as a UN deadline has passed for them to cease hostilities or face sanctions.
South Sudan says Khartoum is continuing to bomb its territory - charges it denies.
Sudan says that until the South withdraws from territory it has occupied it has not "stopped hostilities".

Both sides have promised to comply with a UN Security Council resolution.
The two-day UN ultimatum was passed on Wednesday and expired at 15:00 GMT on Friday, amid fears of an all-out war between the neighbours.
The Security Council backed an African Union plan called for a written commitment by both governments to stop fighting, and threatened sanctions, such as asset freezes and travel bans, if its terms were not met.
South Sudan has already said it accepts the terms of the roadmap.
Under the roadmap, the two countries have until next Tuesday to restart negotiations and three months to reach an agreement.
Meanwhile, the International Organisation for Migration (IOM) has confirmed that the Sudanese government has extended the deadline for the return of thousands of South Sudanese refugees to their home country until 20 May - they had been given until 5 May.
High tension
In a statement, Sudan's foreign ministry spokesman said Sudan would "fully commit to what has been issued in the resolution about stopping hostilities with South Sudan according to the time limits issued".
But Sudanese army spokesman Sawarmi Khaled Saad said that the South must withdraw from areas it had occupied otherwise "this means they haven't stopped hostilities", reports the AFP news agency.
South Sudan's army (SPLA) spokesman Philip Aguer told the BBC the border state of Unity had again been shelled on Friday morning, after first being attacked on Thursday afternoon.
A woman and child are now in a critical condition in Bentiu hospital after being wounded when an Antonov plane dropped 12 bombs in Lalop, he told the BBC's Focus on Africa programme.
Army base Teshwein was also shelled - and again on Friday morning with shells hitting "deep into SPLA positions", he said.
Sudan's information ministry denied the allegations, Reuters news agency reports.
Col Aguer said the forces would only react and break the ceasefire if they faced a ground offensive.
"We'll protect ourselves if we're attacked," he said. "Only Jesus Christ didn't react, but human beings like us will react."
"We'll see in the next 48 hours whether Khartoum will be credible this time."
The BBC's James Copnall in Sudan's capital, Khartoum, says Sudan pointed out in its statement the numerous ways in which it considers it has been attacked by South Sudan in the last few days.
But our reporter says both sides appear to have been brought back to the negotiating table by committing themselves to the roadmap, despite the high tension.
Travel by air
Some 15,000 South Sudanese people are stranded in the Sudanese border town of Kosti in White Nile state.
Last month, Khartoum told South Sudanese living in the north - estimated to number about 500,000 - to either regularise their residency papers or leave the country, so thousands of them began their journey home.
But they have become stuck at the river port of Kosti as the authorities refused to allow barges to go and take them across the river because of concerns that the boats would carry military equipment or militia northwards.
A spokesman for the IOM in Geneva, Jean Philippe Chauzy, told the BBC that the deadline had been extended to give the IOM time to organise a land and air bridge for those stranded.
Mr Chauzy said he expected the first transports by bus to Khartoum and then by air on to Juba, to begin "quite soon".
The rights of each other's citizens is one of a number of issues still to be resolved by both countries since South Sudan became independent in July last year.
Sharing the oil revenue is the biggest one, which has led the two countries to the brink of all-out conflict.
The crisis came to a head in April, after months of border skirmishes, when South Sudan seized an oil field at Heglig, which is internationally accepted to be in Sudan, saying the area was being used as a base for Sudanese attacks on its territory.
South Sudan took most of the oil reserves when it seceded, but relies on pipelines to seaports in Sudan for distribution.
In January, it decided to shut down oil production, which provides 98% of the government's revenue, after Khartoum impounded South Sudanese oil shipments amid a dispute over transit fees.
Last year Southern Sudanese voted overwhelming in favour of independence from Sudan in a referendum promised as part of a peace deal in 2005 which put an end to the 22-year civil war in which some 1.5m people died.

Webmasters / Hackers Takes Soca Crime Agency Website Down by iGuru1(m): 8:17am On May 04, 2012
The website of the UK's Serious Organised Crime Agency (Soca) has been taken offline following a cyber-attack.
Soca confirmed to the BBC that soca.gov.uk had suffered a Distributed Denial of Service (DDoS) attack.
A spokesman said the site was taken offline at 22:30 on Wednesday, but that the attack did not "pose a security risk to the organisation".

Soca has recently shut down 36 websites believed to be selling stolen credit card information.
'No security risk'
"We took action to limit the impact on other clients hosted by the [same] service provider," the spokesman said.
"DDoS attacks are a temporary inconvenience to website visitors but do not pose a security risk.
"Soca's website contains only publicly available information and does not provide access to operational material."
Soca would not confirm if it knew the source of the attack or the motive.
A DDoS attack is a common technique in which sites are overloaded with data requests, causing them to fall over.
Last month, Soca was part of a joint effort with the US Federal Bureau of Investigation to shut websites associated with selling stolen financial information.

Soca said 2.5 million items of compromised data were recovered, preventing a potential fraud estimated at £500m.
Wasps and ice cream
The website has been targeted in the past by members of "hacktivist" group LulzSec. In June 2011, they forced the site offline using similar tactics.
Alleged members of the group were subsequently arrested in connection with the attack.
Security expert Rik Ferguson, from Trend Micro, said that while DDoS attacks could be prevented for many sites, including Soca, the cost may not be justified.
"Is it worth the expense of large-scale DDoS mitigation technologies? Probably not," he said.
"Does it harm the Soca brand to be seen to do nothing or very little to stop these attacks from happening? Again, probably not - Soca are treating the attacks with the contempt they deserve.
"The sensible person doesn't walk around in a beekeeper's outfit to keep the wasps away from their ice cream in summer. The sensible person accepts that wasps are attracted to ice cream and that wasps will always outnumber ice creams."

Science/Technology / Microsubmarines Could Clean Oil Spills, Researchers Say by iGuru1(m): 8:13am On May 04, 2012
Tiny submarines that are 10 times smaller than the width of a human hair could be used to clean up oil spills, researchers have suggested.
The self-propelled microsubmarines are able to gather oil droplets and take them to collection facilities.
The team from the University of California San Diego's nano-engineering department said their tests showed "great promise".

Similar technology is able to deliver drugs through a person's bloodstream.
The research, which appeared in journal ACS Nano, suggested that the microsubmarines were capable of "a facile, rapid and highly efficient collection" of motor and olive oil droplets.
The tiny motors are propelled by bubbles created from internal oxidation of hydrogen peroxide.
This means they require small amounts of fuel and can move very quickly.
Self-propelled
Although currently just a lab-based proof of concept, it gives hope to improved methods of dealing with future spill disasters - a requirement made more pressing following painstaking attempts to deal with spills in the Gulf of Mexico.
"This is the first example of using nanomachines for environmental remediation," lead researcher Joseph Wang told the BBC.
"We had earlier developed self-propelled nanomachines.
"Here, we coated them with a superhydrophobic layer that offers strong 'on-the-fly' interaction with oil droplets."
Superhydrophobic materials are designed to be extremely hard to make wet, while also able to absorb oil effectively.
Last year, researchers at Penn State University demonstrated micromachines capable of bringing drugs to certain areas of the body via the bloodstream.
The research drew humorous parallels with 1960s science fiction film Fantastic Voyage in which a submarine and its crew are shrunk in order to get into the bloodstream of a key informant.

Phones / Samsung: Finally Unveiled Galaxy Series 3 by iGuru1(m): 6:25am On May 04, 2012
The handset has a 4.8 inch (12.2cm) screen, an increase on the 4.3 inch screen of its predecessor.
The device is perceived to be critical to how people view both Samsung's brand and the Android system it runs.
Analysts say the popularity of the previous Galaxy - the S2 - was a major factor in the firm overtaking Nokia to become the world's best-selling mobile phone maker.

Samsung said that the new Super Amoled (active-matrix organic light-emitting diode) display was 22% larger than its predecessor, but the actual device was not much wider since it had shrunk the size of the bezel.
The development allows Samsung to boast it has a slightly larger screen than the 4.7 inch dimensions of the HTC One X, the top of the range model from its Taiwanese rival.
Rory Cellan-Jones and CCS Insight's Ben Wood assess the new Galaxy phone
It is also significantly bigger than the 3.5 inch display of Apple's iPhone 4S and the 4.3 inch screen of Nokia's Lumia 900.
Samsung may have been influenced by the popularity of its phone/tablet hybrid, the Galaxy Note, which has an even bigger screen and has proved to be more popular than many industry watchers had forecast.
Eye recognition
The South Korean firm said that a mix of "intelligent camera features" and face recognition technology should also offer owners a more natural experience.
For example, it said that the front camera would identify the user's eyes and would not go dark or lock so long as they were looking at it.
Other features on the S3 include an 8 megapixel camera on the rear, and a 1.9 megapixel front camera for video calls.
The phone also uses what is described as a "natural language user interface" dubbed S Voice. The South Korean company said it was a major improvement on the voice control features it included on earlier models.

"It is more like a good friend and listens intently and responds effectively to you," a spokesman said at the launch event in London.

See how mobile phones evolved
The facility can be used to command the phone to play songs, adjust the volume, send texts or emails and take photographs.
The function is likely to be compared to Apple's Siri software.
Europe first
One expert attending the launch event said that the advances Samsung had made should help Google's Android continue to be the most used smartphone operating system.
"The importance of the Galaxy S3 to Samsung cannot be underestimated," said Adam Leach, principal analyst at Ovum.
"The company has built its reputation on producing the 'must-have' Android smartphone and in the process has become the poster child for the Android platform.
"However, Samsung's Galaxy S3 not only needs to stand out amongst a plethora of other Android-based smartphones, it will also go head-to-head with the next iteration of Apple's flagship smartphone, the iPhone."
Mr Leach added that Apple was not expected to release its new handset until much closer to the end of the year.
The S3 will be available in two colours, pebble blue and marble white, and the firm says that other options will be available at a later date.

Not everyone at the launch was convinced by the design.
"It is not an eye-catching device that will overwhelm consumers," said Francisco Jeronimo, European mobile devices research manager for IDC.
"It is a bit of a facelift of the Galaxy Nexus. It feels less 'plasticky' though."
The new handsets will be available from the end of May in Europe. Launches in Asia, the Middle East and Africa will follow.
A 4G version will go on sale in the US and South Korea in the summer.

Politics / Nigeria Fuel Subsidy Report 'reveals $6bn Fraud' by iGuru1(m): 2:26am On Apr 25, 2012
Nigeria's parliament has discussed a report said to reveal that $6bn (£4bn) has been defrauded from the fuel subsidy fund in the past two years.
The debate, which was televised live, made official findings that have been widely leaked in recent days.
The fuel sector probe was set up in the wake of angry nationwide protests in January after the government tried to remove a fuel subsidy.
Nigeria is a major oil producer but has to import most of its fuel.
Full-page adverts
"We are fighting against entrenched interests whose infectious greed has decimated our people," House of Representatives Speaker Aminu Waziri Tambuwal said as he opened the two-day debate.
"Therefore, be mindful they will fight back and they normally do fight dirty."
The 205-page parliamentary report uncovers a long list of alleged wrongdoings involving oil retailers, Nigeria's Oil Management Company and the state Nigeria National Petroleum Corporation.
According to the leaks, a total of 15 fuel importers collected more than $300m two years ago without importing any fuel, while more than 100 oil marketers collected the same amount of money on several occasions.
The leaked report also says that officials in the government of President Goodluck Jonathan were among those who benefited from the subsidy fund.
Many of the people named in the document have denied any involvement in fraud, with some taking out full-page adverts proclaiming their innocence in local newspapers.
The BBC's Bashir Sa'ad Abdullahi in Abuja says at least some of the findings are likely to be adopted by Nigeria's lawmakers because of the huge public anger over the attempt to withdraw the subsidy.
Many Nigerians were livid when they were told by their government that the fuel subsidy was economically unsustainable - only to now find out the scale of fraud in the operation of the fund, our correspondent says.
Despite being a major oil producer, Nigeria has not invested in the infrastructure needed to produce refined fuel, so has to import much of its petrol.
The annual $8bn subsidy means prices are lower than in neighbouring countries - and correspondents say many Nigerians see cheap fuel as the only benefit they get from their country's oil wealth, much of which is pocketed by corrupt officials.
After a week of street protests and a general strike, the government agreed to restore some of the subsidy - and reduce the pump price of petrol to 97 naira (about $0.60) per litre after it had doubled to 140 naira when the subsidy was removed without warning on 1 January.
But President Jonathan defended the subsidy cut, saying Nigeria must either "deregulate and survive economically, or we continue with a subsidy regime that will continue to undermine our economy."

Politics / Uganda Turinawe 'sexual Abuse' Police Officer Suspended by iGuru1(m): 12:55am On Apr 25, 2012
A Ugandan police officer has been suspended over the alleged sexual assault of an opposition activist, the authorities have said.
Footage shows an officer squeezing the breast of Ingrid Turinawe of the Forum for Democratic Change (FDC) as she was arrested last week.
"One officer has been suspended pending further investigation," Internal Affairs Minister James Baba said.
His statement did not say whether the police officer was male or female.
Ms Turinawe, who is the head of the Women's League of the FDC led by Kizza Besigye, was arrested on Friday as she tried to drive to an opposition rally just outside the capital, Kampala.
"The incident occurred during the arrest of a female who was suspected of committing a number of traffic violations and who failed to comply with the lawful instruction of a police officer," Mr Baba said.
"It is alleged that this lady suffered an assault as she resisted arrest," he added.
Ugandan television footage clearly shows that, as several officers tried to pull her out of her vehicle, another grabbed and squeezed her breast - and she is heard shouting out in pain.
The incident has sparked outrage - and on Monday a group of women stripped to their bras and marched through the centre of Kampala waving placards, including one that read "How would you feel if we squeezed your balls?"
Six protesters were arrested after they refused to put their tops back on - but they were released two hours later without charge.
Since President Yoweri Museveni's controversial re-election in 2011, opposition supporters regularly stage demonstrations - many of which have ended in violence and arrests.

Politics / Nigeria: 2015 Election Will Be Nigeria’s Best Said Jega by iGuru1(m): 5:09am On Apr 21, 2012
INEC Chairman Attahiru Jega said in Paris that the 2015 general election would be the best ever conducted in the country, based on strategies now in place. Jega, who spoke on Thursday at a luncheon in his honour by the staff of the embassy, said the Commission would spare no effort to make the general elections, not only the best in Nigeria’s political history, but also the most acceptable to the citizenry.

“Between now and 2015, INEC will put many structures in place to ensure that the 2015 elections are not only the best in the history of our country but also the most accepted by our citizens.”
Jega led an INEC delegation to Paris at the invitation of Franch Government to observe the French presidential election on Sunday,as part of the efforts to reform INEC electoral system.
According to a statement made available to the News Agency of Nigeria, NAN, by Kayode Idowu, Chief Press Secretary to INEC Chairman on Friday, he highlighted that among measures being put in place was the ongoing consolidation and updating of the voter register and the plan to issue a chip-based permanent voter cards to all voters.
“I assure Nigerians that INEC will achieve seamless integration of the data of voters and institutionalise continuous voter registration before the 2015 general elections.”
Jega said INEC had set up data bases at the national level and in all the states and the Federal Capital Territory aimed at institutionalising a system of continuous voter registration.
“We are now working very hard to clean up that data and consolidate it and to ensure that both the states’ data and the national data are well integrated.
“Our hope is that before the end of this year, we will have the technology sorted out so that people can register continuously.
“And it will not just be fresh registration; but people who have changed their addresses can apply, following a stipulated procedure wherever they are, to have their registration status updated.”
He said if INEC could achieve that there would be no need to continue to do a major registration before an election.
Commenting on Diaspora voting, Jega noted that it was a possibility, but there was need for adequate technology to be put in place.
He added that for that to be possible there must be a consensus of opinion about what methodology to use if INEC was to provide the opportunity for Diaspora voting.
“It is possible and we are not opposed to it as a Commission because whatever opportunity we can make available, so long as it can be done transparently and without any likely negative consequences.
“Luckily, 2015 is three years or so down the line, we will do our best as a Commission, we have not yet discussed the matter and decide how to go about it, but I’m sure we will have to confront it soon.”
Ahead of the Sunday presidential election, the INEC delegation was expected to meet with the Head of France’s Elections Committee and Political Studies, BEEP, for a briefing on the French electoral system.
On Election Day, the Jega-led delegation would be in Melun district outside Paris to observe the polling while the team would also meet with the Principal Private Secretary to the Prefect, Mr Bruno Pireyre, presiding Judge of the County Court and also Chairman of the Electoral Commission of the Department.
Jega would also hold bilateral talks on Monday with leaders of the French Ministry of Interior, which is responsible for conducting the country’s elections, before departing France to Nigeria.
Other members of the INEC delegation are Dr. Nuhu Yakubu, Mrs Thelma Iremiren , Dame Gladys Nwafor , Prof. Mohammed Kuna, Kayode Idowu and Mrs Blessing Obidiegwu.

Politics / N-delta Youths Vow To Protect Jonathan’s Presidency Against Boko Haram by iGuru1(m): 4:17am On Apr 19, 2012
Following recent threat by Boko Haram Islamic sect to bring down the Federal Government led by President Goodluck Jonathan, youths of the Niger Delta have vowed to protect the presidency.
South-South Youth Leaders Forum and Association of Ethnic Nationalities in Niger Delta, in a statement in Port Harcourt, Rivers State, yesterday, described the statement credited to Boko Haram as a grand design by some northern elders to destabilise the country.
The statement by Amachree Odiadom and Mike Udofia, vowed to counter any such move by Boko Haram and called on the Inspector General of Police to immediately declare the leader of the sect wanted and commence a massive man hunt for him.
The group expressed worry over the silence by the northern political leaders and elites on the said comment, stressing that it was becoming clear by the day that Boko Haram was set up by some political class in the north to forcefully take over power from President Jonathan.
Calling on northern leaders and elites to caution Boko Haram, the youths said they would not hesitate to cut supply of petroleum products to the north and occupy oil and gas fields in the South, if they fail to call their subjects to order.
The Niger Delta youths also urged the Federal Government to discontinue any plan to negotiate with Boko Haram.

Politics / How Far Can FG Go Educating 9.5m Almajirai? by iGuru1(m): 4:08am On Apr 19, 2012
One of the objectives of the Universal Basic Education Commission (UBEC) is to ensure the acquisition of appropriate levels of literacy, numeracy, manipulative, communicative and life skills as well as the ethical, moral and civic values needed for laying a solid foundation for life-long learning.
Resolute in achieving this objective and Education for All, EFA, by 2015, the Federal Government launched the Almajiri model school in Sokoto State, which would be replicated in other northern states of the country aimed at broadening the horizon of over 9.5 million almajirai on spiritual and moral values.
The term ‘almajiri’ is derived from the Arabic word ‘Almuhajirun’ which means someone who leaves his home in search of knowledge in Islamic religion. In Nigeria, the word has been used interchangeably to mean street urchins or one who abandons Quranic schools to beg for alms all the time.
President Goodluck Jonathan at the inauguration of the first Almajiri Model Boarding School in Gagi, Sokoto State, said his administration was aware that knowledge remains the pedestal on which a nation’s social cohesion and economic development depend, hence the need to cater for the educational needs of the Almajiris.
“It is alarming to know that there are 9.5million almajiri children in northern Nigeria. The almajiri system which started in the 11th century under the Kanem Borno Emirs leadership was aimed at training future scholars for the propagation of Islam.
“Unfortunately, it has become a platform for breeding vulnerable male children who live under some greedy Islamic scholars whose agenda are basically to financially exploit them while they fend for themselves through alms begging. Worse still, it has become a ground for radicalising children for misguided missions in recent times.”
Pointing out that its objective was drawn from the National Policy on Education and included the inculcation of national consciousness and national unity among the participants, the Minister of Education, Prof Ruquayyat Rufa’I, said the thrust of the policy are the acquisition of appropriate mental, social and physical skills, abilities and competences, as well as equipment for the individual to live in his society and to contribute to its development among others issues.
According to her, “Almajiri system is designed to build in young minds, sound doctrines of Islam as specified in the Holy Quran. Essentially, it was meant to teach children basic spiritual, moral and social values in order to enhance their sense of responsibility. Already, N5bn has been earmarked for this project.
“Its objective was principally drawn from the National Policy on Education and included the inculcation of national consciousness and national unity among participants, acquisition of appropriate skills, abilities and competences, as well as equipment for the individual to live in his society and to contribute to its development among others issues.”
The schools are equipped with six blocks of three classrooms each, 16 units of computers, science lab, vocational workshop, library, dormitory, dinning and recitation halls, Mallam’s quarters and a clinic. Under the programme, government plans to build a total of 400 schools in the 19 northern states, about 100 of which are expected to be delivered before the end of June this year.
Already, 35 of such model schools have been constructed, and states with large populations of almajirai will have both the boarding and day schools.
Commendations, knocks
Meanwhile, more commendations than knocks have continued to trail the policy, though some have expressed fears that the policy would go the way of the nomadic education policy initiated in 1989.
Established in 1989, the Nomadic education programme was to cater to the educational needs of nomads in the northern region. The programme, which has three major objectives of raising the living standard of the rural community; harnessing the potentials of the Fulani; and bridging the literacy gap between them and the rest of the society, recorded no meaningful development.
As education minister, Prof. Jubril Aminu facilitated the establishment of the Nigerian National Commission for Nomadic Education (NNCNE) to cater for an estimated nine million nomads. By the 1995/96 academic session, 890 nomadic schools existed in 296 LGAs of 25 states. Of that number, states ran 608, LGs ran 130, and local communities 152. Of an estimated 3.1 million nomadic school age children, only 88,871 could be catered for.
It is on record that less than 10 per cent of Fulani men and two per cent of their women are formally literate because the nomadic education scheme was hampered by faulty procedure, inadequate finance, incessant migration of students, obsolete data, and religious taboos.
Commending the federal government for taking calculated steps in ensuring equal access to education in the north, Policy Advisor, Civil Society Action Coalition on Education for All, CSACEFA, Mr. Wale Samuel, said the initiative is a policy aimed at using public funding of education to achieve the much needed equity in the society.
“There remains a huge gap between the rich and the poor and such education is useful in bridging this gap on the long run. However, we hope the initiative will be sustained and not suffer from ‘policy somersault’ which is the hallmark of policies and initiatives in Nigeria.”
The Sultan, Alhaji Sa’ad Abubakar, observed that the school system would provide succour and relief to millions who had been left out of the conventional school system as Nigeria cannot afford to allow the emergence of unequal societies and the adverse social consequences associated with it.
“We must endeavour to provide fair opportunities to every child and equip our school age population to lead productive lives and contribute their quota to national development. We must encourage self help and facilitate the establishment and sustenance of community schools by restoring the culture of endowment to support educational and religious institutions.”
Imams in some mosques in Gagi, Mallams Bello Shehu, Umar Naibi and Nasiru Mamuda, described the school as a welcome development, but lamented that the immediate community of Gagi was not adequately considered in enrolling the almajiris there.
“Government should have considered the almajiris in Gagi as well as recruited instructors from here, too. Government should also consider the attitude of the teachers that are being recruited to teach the almajiris,” Shehu said in the Hausa language.
“We are not sure of the credibility of the teachers that are being employed to teach the almajiris. The capability to impart knowledge is one thing and good characters of the teachers is another, but we are ready to cooperate if we are sure of the teachers’ characters.”
Calling on government to ensure adequate public enlightenment and restructuring of the Al-Mmajiri school system so as to ensure its success, former Governor of Kano State, Malam Ibrahim Shekarau, tasked government to embark on public awareness on the scheme as some people are still skeptical about the policy and its impact.
“The north needs qualitative and a holistic educational system for us to overcome the economic and security challenges facing us. There is the need for government to empower and carry the Al-majiri schools teachers (Ulamas) along in the design and teaching of the school curriculum. There is no need for government to build big schools equipped with chairs and tables before the scheme takes off. What is important is to empower the Ulamas and create the right environment for teaching and learning.”

Politics / Re: The Ibori Sentencing: Live Updates by iGuru1(m): 4:00pm On Apr 17, 2012
James Ibori, former governor of Delta state has been sentenced to 13 years in prison for corruption and money laundering charges at the Southwark Crown Court 9 in London.
His sentence was announced at about 3.20pm today by Judge Anthony Pitts.
Earlier on, his lawyers had tried to make a case for a lenient sentencing. His lawyer, Nicholas Pernellblamed Badrash Gohil and former Akwa Ibom state governor, Victor Attah, for the V-Mobile scam saying they were the architects of the fraud. He further credited his client with every development in Nigeria, and especially in Delta state, from the banking reforms, to peace in the Niger Delta, education, and building of low-cost housing. Also in his defence, he stated that his client, James Ibori, played a part in supporting British industry even before he became governor. As evidence, he cited a letter from British Airways, thanking Ibori for restoring direct flights between Nigeria and Britain.
Mr. Pernell, in his conclusion, asked the Judge to consider the pressure that his client has been under since investigatons began in 2005, and also the accused’s children who now have both their parents in custody before passing his sentence.
Also in his defence, veteran sportsman, John Fashanu, made an appearance in the court today. He testified saying the former governor achieved a lot in sports, and was instrumental to the end of militancy in the state. He told the court that Ibori built nine mini-sports stadia and three Olympic-sized stadia in Delta state and also built the first shooting range in Nigeria.
The court went for a recess at about 12.30pm and reconvened at 2.25pm after which his sentence was read.
James Ibori had earlier pleaded guilty to a number of corruption and money laundering charges against him put at about $250million before Judge Pitts. This includes the V-Mobile and Bombardaire scams which amounted to $50million. Ibori and Victor Attah, former Akwa Ibom state governor also formed a phantom company called ADF to siphon US$37.5million from Delta and Akwa Ibom states’ shares in V-Mobile. He was accused of embezzling these funds during his tenure as governor and using most of them to live a lavish lifestyle and acquire property and assets around the world.
Judge Pitts said that the sentencing will not be the end of the matter as his property will also be confiscated.

Nigerians are complaining about corruption, the white people are more corrupt than we.
they thought us how to be corrupt, if you can remember back in 1999 when naija is still 9ja, no issue like stealing of money as a governor or president.
But when this so called politians started travelling abroad, they went there to study corruption.

Politics / US Choice (jim Yong Kim) Is New World Bank Chief by iGuru1(m): 6:38pm On Apr 16, 2012
US nominee Jim Yong Kim has been chosen as the new president of the World Bank.
The Korean-American health expert is currently the president of Dartmouth University.
He faced a strong challenge for the post, which has traditionally gone to an American, from Nigerian Finance Minister Ngozi Okonjo-Iweala.
Dr Kim will succeed Robert Zoellick, serving a five-year term beginning on 1 July, the World Bank said in a statement.
Aged 52, Jim Jong Kim is a doctor lauded for his pioneering role in treating HIV/Aids and reducing the impact of tuberculosis in the developing world.
The bank hailed the selection process as competitive, saying that the challenge posed by Mrs Okonjo-Iweala, as well as by Colombian candidate Jose Antonio Ocampi, would benefit the institution in the long-run.
The three candidacies "enriched the discussion of the role of the president and of the World Bank Group's future direction" the World Bank said.
By convention, the US has always held the top job at the World Bank since it was founded in 1944.
The top job of its sister organisation, the International Monetary Fund, has also always gone to a European but there has been much pressure from emerging economies to open the processes of both organisations to competition.
