Toyosi - this is not bad. I guess he has fully adopted US as home - from the news, he graduated there in 1976, long time ago. The good news here is the boost to our image here in the States. Afterall, this particular news from Houston is not related to fraud.

Hopefully, it will motivate the rich folks in Naija (looters and non-looters) to copy this kind of good deed! The rich Naija folks always donate to churches (though I have heard of a few that helped rebuilt hospitals).

Can anyone comment on the issue of tax clearance and buying government land in Abuja?

On my last trip home, I have applied for land allocation in Abuja directly from the government - I used my US address on the application. My friend just called me that they need my tax clearance. How best can this be solved? Yes, I pay taxes here in the US, which should not really matter to the Nigerian government, I don't want to "buy" any tax clerance form in Nigeria. Do they give waivers to Nigerians living outside Nigeria?

Any comment will be appreciated. Thanks.

Atiku Visits Obasanjo In Preparation for Yar’Adua’s “Exit”

A shocking re-alignment of political forces took place today as former Vice President Atiku Abubakar visited former President Obasanjo at home in Abeokuta, Ogun State.

Atiku and Obasanjo have been archenemies ever since the former vice president opposed, and helped frustrate, Obasanjo’s bid to run for a third term in office. In reprisal, Obasanjo thwarted Atiku’s dream to run for the presidency on the ticket of the ruling Peoples Democratic Party (PDP).

A source familiar with the meeting, which took place at the former president’s hilltop mansion in Abeokuta, said it was part of a rapprochement by the two men who now want to work together to decide what happens in the event of the death or permanent incapacitation of “President” Umaru Yar’Adua. Inside sources within Abuja have revealed that Yar’Adua’s health is worsening. He has lost a lot of weight and close aides told us that he finds it increasingly difficult to handle the simple tasks of his job.

Obasanjo and Atiku declined to disclose the details of their meeting to reporters, whose questions they parried. But a source familiar with the discussion told SaharaReporters that Obasanjo stated, “When things are not happening the way they should, we have to sit down as stakeholders to review the situation.”

Governor Olagunsoye Oyinlola of Osun State accompanied the former vice president to Obasanjo's residence.

Saharareporters had earlier reported that Atiku was leaning towards returning to the PDP fold.

Our source added that the Abeokuta meeting signaled the beginning of serious political re-alignments on the heels of growing rumors that Yar'adua's health crises and “acts of betrayal toward Obasanjo” had forced the former president to begin wider consultations to “right the wrongs he committed against Nigerians by imposing Yar'adua on the nation.” The source, who is close to Obasanjo, said the former president was miffed that former Governor James Ibori and his group had supplanted his camp in terms of closeness to Yar’Adua. He also said Obasanjo felt betrayed that Yar’Adua did not put his foot down to stop members of the National Assembly, especially the House of Representatives who have unearthed some of the massive acts of corruption during Obasanjo’s eight-year presidency.

Obasanjo is scheduled to leave Nigeria tomorrow for Kenya to continue his peace mission in the Congo

Meanwhile, two Aso Rock officials independently told SaharaReporters that Yar'Adua plans to leave Nigeria on Monday for an extended medical leave that may take him to the US. Before traveling for medical treatment, Yar’Adua is billed to attend his daughter's wedding to Governor Isa Yuguda of Bauchi State on Saturday January 24 2009 in Katsina. “If the plan [for his medical trip] doesn’t happen, it may be because he is too weak,” said one source. He added that his German doctors had told Yar’Adua there was little they could do for him, but he is determined to seek additional medical help, possibly in the U.S.

The federal government has said it would shut down ticket sales offices of all foreign airlines nationwide to save the travel agency business in the country. This comes as the government plans a GPS satellite-based flight tracking system in the country this new year to avert in future the embarrassment it suffered in the missing Beechcraft 1900D aircraft which crashed in Cross Rivers State on March 15, 2008.
According to the Director-General of Nigerian Civil Aviation Authority (NCAA), Dr. Harold Demuren, government’s decision to close down the ticket sales offices is with a view to making it possible for the travel agents to create more jobs for Nigerians.

Some foreign airlines in Nigeria have been having a running battle with travel agents over the airlines’ preference for their own sales office than selling their tickets through them.
Demuren said at a briefing in Lagos : “ We are going to close down the ticket sales offices of all the foreign airlines in the country to restore the travel agencies’ business. This government has job creation as one of its major priorities.


“Therefore, if these sales offices are closed, the travel agencies will be able to create more jobs for Nigerians.”

On the flight tracking system, Demuren said the NCAA has completed work on it and would deploy the system in this new year.

He said as soon as the system was deployed, the NCAA would encourage all the local airlines in the country to adopt it in their fleet of aircraft.

Demuren said the embarrassment that confronted the country in the case of the missing Beechcraft 1900D could have been avoided had such a system been in place.

The flight tracking system, he explained, would make it possible for the aviation authorities and airlines to know the where about of their aircraft at any given point in time.

“It was difficult to tell where the missing Beechcraft was because, from what we saw of the wreckage of the plane, the impact of the crash destroyed the Emergency Locator Transmitter (ELT), hence it could not transmit any signal to give an indication of the whereabout of the plane.

“But with the flight tracking system, aircraft in flight can be tracked as they fly along and it become possible to track them whenever anything happens to them. We have completed the system; we will adopt it in 2009 and also encourage the airlines to adopt it,” Demuren said.

More stupid government decisions. Foreign airlines will be compelled to pay commissions to travel agents; and Nigerian travel agents are unregulated bunch that charges arbitrarily! What stops the foreign airlines from increasing their fares to make up for the lost revenue paid out to the travel agents? Foreign airlines can not sell their own tickets??

The rest of the world is going e-ticket for simple airfares and use travel agents only for "specialized" tours/vacation destinations. Just what we need - more regulations that will justify BA/Virgin to keep on charging us more money. No wonder Arik started their London flights, and all the fares were not published and travel agents made a lot of money!!!!

LEFT to prominent lawyer and human rights activist, Chief Gani Fawehinmi (SAN), Nigerians might as well put on their sackcloth and begin to mourn as the New Year is ushered in.

Sounding like a Prophet of Doom on Tuesday, he issued a damning prediction that "Nigeria is going to be in total mess in 2009. The year will be one of the most gruelling for the people. In 2009, the country will not be very rich. Corruption may even be upgraded and we will see less of electricity from Power Holding Company of Nigeria (PHCN)."

Speaking to The Guardian at his Lagos home on Tuesday, he said that things would be so bad in the energy sector that Nigeria will be worse than even countries at war like Israel and Palestine, which enjoy more stable access to electricity than the country.

"Those who are at war like the Israelis and Palestinians have more electricity than Nigeria. Israel has 10 times more electricity than Nigeria. Even the Palestinians enjoy more than five times the electricity we have in Nigeria and they are at war. We are not at war. The money is flowing but there is no good manager," he said.

According to him: "In 2009, we will see more poverty, more bad roads, decrepit medical institutions and incomes will be substantially reduced. The revenue that the government would have will be substantially reduced. We will have more crises because I don't see how the Nigeria Labour Congress (NLC) will not pursue its minimum wage crusade.

"The government may attempt to increase the price of petroleum products because of the loss it is sustaining from low revenue from oil."

Despite the picture of gloom, he said that "there are some people in this country who can virtually turn stone into water. It is not only Israel that we have Jews. We have Jews in Nigeria too. In the East, the easterners are extremely hardworking and also some people in parts of the West and North."

In the face of the depression, Fawehinmi said that "we need a very strong President in our country. We need a man who will do what is right for the nation as an entity and for the people. We need a man who will put programmes and policies that will lift the ordinary man from the doldrums of poverty to happiness. We need a man who will stand against all forms of social injustices; the most paramount is corruption.

"We need a man who will deal with corruption with his life. We need a man who will put God first. You put God first when you think of the interest of the man in the street. If you say you are a religious man and you want to put God first, you have to do what Prophet Mohammed did; you have to do what Jesus Christ did. Christ and Mohammed worked for the poor and died for the poor."

Adding further to the gloom, Fawehinmi said that the present leadership of "Yar'Adua is far from all those qualities and characteristics I have put forward. He is not putting God first. To put God first, a President should look at how the people are living, how families are dying from the fumes coming out from generators because there is no electricity.

"You should look at God first by ensuring that people don't die of hunger. You look at God first when you come to the hospital and every hospital is equipped with modern equipment that can diagnose problems and the people have access to the most modern treatment on earth. You look at God first when you don't pick dead bodies on the road as a result of accidents caused by potholes on our bad roads.

"You look at God first when people who want education will get education. You look at God first when you go to the universities, secondary schools and so on and you can say 'I am proud of these institutions. You put God first when the wealth of the nation is used to promote the interest and welfare of the people.

"You put God first from the way you behave and how people around you live. Nigerians are dying from poverty. Their children cannot get access to institutions they want to get to. The country is not being run. We are retrogressing; our country is retrogressing daily."

He noted that the country has found itself in these dire straits because of poor management and lack of foresight.

"A year ago, our major source of income, oil, was selling for $147 per barrel. A good President should have harnessed the proceeds to look at areas he can invest them to combat the poverty of our people. Nothing was done.

"Today, the price of oil is below $40 per barrel. When you cannot perform when oil was $147 per barrel, when money was streaming in and pouring in, will you perform when the stream is drying up? When resources are drying up, you cannot. If I did not perform when I was very strong in health, when I was 30, 40 years, what will I be living on now at 70? When we translate it to governance, it is more serious. There is no governance," he asserted.

According to Fawehinmi, "the country is retrogressing daily."

Citing examples from various sectors, he said that there was nothing to cheer the people about. He said that the government got its fight on corruption on a wrong footing when it sacked and has continued to hound the former Chairman of the Economic and Financial Crimes Commission (EFCC), Nuhu Ribadu.

He said: "This country has been very bad in terms of corruption and for the first time in many years, one man came, Ribadu came for the first time in the history of Nigeria and dealt with the corrupt people. You could accuse him of anything, but you cannot accuse him of corruption.

"When Ribadu was there, the fear of the EFCC was the beginning of wisdom. Nobody cares about the EFCC now. What is EFCC under Mrs. Farida Waziri? EFCC has lost its custom under Waziri. Ribadu's EFCC should not be treated like Waziri's EFCC. One was focussed, determined, courageous and ready to fight against the big shots. The other, which is Waziri, is prepared to wear the soft gloves: 'well, you know, our position is rule of law.'

"I don't know what they mean by the rule of law. There is something about the rule of law they are parroting. When they get stuck about doing what is right for the people and they don't know what next to do, then they need rule of law.

"Rule of law means the law must rule. The law rules when you have the courts and you have a system, you have the laws that are made, that will give the people hope about solving their problems and so on and so forth.

"But you are talking about rule of law and the President is not giving the workers hope. People have to queue for their pension and some die along the way; people don't have a living wage; people don't have access to good education or good health system. It is provided in sections 16 and 17 of our Constitution that you must give the people these things and you say you are practising rule of law."

The activist, who is fighting lung cancer and rejected the national award of Order of the Federal Republic (OFR) given to him by the Federal Government last month, said that he has no regret in turning down the award.

"All they do is to try to put you into their circle by offering you what they call Ole Federal Republic (OFR). I don't want to be Ole Federal Republic or take any honour from a government that has no honour. Honestly, we are in deep crisis. We will see the crisis more in 2009," he stressed.

The owner/publisher of ThisDay needs to sell the newspaper. I truly don't believe he is interested in real journalism. His constant sponsorship of Awards/Festivals is getting boring - his worship of Americans rappers is shocking (pictures still on the website a year after).

And I am sure he spends a lot of money to get the likes Kofi Anan and Bill Clinton. What are the benfits of the these Awards/"Festival of Ideas"! I am sure he is rich and probably have donated "things/buildings/" to his community, but he can do more charitable contributions rather then spend money on rappers and "past" world leaders that care more about their pockets than the plight of poor Nigerians!

Enough of these stupid awards. Hire more journalists for real investigative articles. For online presense, I think ThisDay is beginning to lag many of the other newspapers in terms of web layout and quality of news!

Siemens bribes paid through ex-VP’s wife’s US account– US SEC

The United States’ Security Exchange Commission, which investigated global telecommunications giant, Siemens, for using huge bribes to win multibillion dollar contracts in over 16 countries, has revealed that the bribes were paid into the US bank acoount of a former Vice President’s wife. It also reveals that a former Nigerian President, the former vice-president and his wife were some of the recipients of these bribes. The SEC also said that Siemens, accused of running an “annual bribery budget of about $40 million to $50 million” in 16 countries, gave at least $12.7 million in bribes to Nigerian officials between 2001 and 2006.

These revelations were contained in a US SEC complaint document made public last week when the settlement that the US Justice Department and the SEC reached with Siemens was announced. To reach the settlement, Siemens had to plead guilty to violating accounting provisions of the US Foreign Corrupt Practices Act, which outlaws bribery abroad, and agree to pay a fine of more than $2.6 billion. The amount includes $1.6bn in fines and fees to Germany and the United States and more than $1bn for internal investigations and reforms.

However, the SEC complaint, which Saturday Punch obtained from www. sec.gov only describes the recipients of the bribes. It does not mention their names. The document, which was submitted to Judge Richard Leon of the United States District Court for the District of Columbia on December 15, has the US SEC as the Plaintiff and Siemens as the Defendant.

Officials of the US Justice Department explained, in a statement, that the names, which were given to the judge in a sealed envelope, could not be made public because of what they described as ‘privacy laws in several countries’ and for the sake of ‘the integrity of continuing investigations’. But Lori Weinstein, the prosecutor, said the documents were deliberately left with clues to provide “sufficient clarity” for the court to figure out who was who. For example, the recipient of the bribes that Siemens officials reportedly gave to highly-placed Argentine officials during an identity-card contract is described as a “president of Argentina who left office in 1999;” an indication that former President Carlos Menem, who ruled Argentina from 1989 to 1999, is the recipient.

In Nigeria, in particular, Siemens, the complaint says, made approximately $12.7m in suspicious payments in connection with four projects, with at least $4.5m paid as bribes in projects involving the Nigeria Telecommunications Limited and the Ministry of Communications. According to the SEC, the total value of the four contracts was about $130m.

The portion of the complaint, which gave the recipients of the bribes, says that approximately $2.8m of the bribe payments was routed through a bank account in Potomac, Maryland, in the name of the wife of a former Nigerian vice-president.

“The Vice President’s wife, a dual U.S. Nigerian citizen living in the United States, served as the representative of a business consultant that entered into fictitious business consultant agreements to perform ‘supply, installation, and commissioning’ services but did no actual work for Siemens. The purpose of these payments was to bribe government officials. Other corrupt payments included the purchase of approximately $172,000 (N17.3m) in watches for Nigerian officials designated in internal Siemens records as “P.” and “V.P.,” likely referring to the

President and Vice-President of Nigeria.”

It says, “The practice of paying bribes by Siemens COM in Nigeria was long-standing and systematic. According to a high ranking official within Siemens Limited Nigeria, a regional company, corrupt payments in 2000 and 2001 commonly reached 15 to 30% of the contracts’ value. Bribe payments were typically documented using fictitious business consultant agreements under which no actual services were performed. The CEO of Siemens Limited Nigeria forwarded requests for ‘commission’ payments to Siemens headquarters in Germany.

“The illicit payments were then made through a number of means, frequently including large cash withdrawals from cash desks that were then hand-carried in suitcases to Nigeria.”

The complaint accuses Siemens of creating elaborate payment schemes to conceal at least 4,283 payments, totalling approximately $1.4bn.

“Among the transactions on which Siemens paid bribes were those to design and build metro transit lines in Venezuela; metro trains and signalling devices in China; power plants in Israel; high voltage transmission lines in China; mobile telephone networks in Bangladesh; telecommunications projects in Nigeria; national identity cards in Argentina; medical devices in Vietnam, China, and Russia; traffic control systems in Russia; refineries in Mexico; and mobile communications networks in Vietnam,” the document says.

The Siemens bribery scandal caused a stir in Nigeria in October 2007, after a Munich court had found the company guilty of bribing government officials in several countries and fined it 201 million Euros. The court also released some of the names of these officials, including Nigeria’s, while blacking out others.

Subsequently, the Federal Government suspended dealings with the telecommunications firm and the Economic and Financial Crimes Commission commenced investigations, but the progress of this probe has not been made public. nothing has been heard of the investigations, while the Federal Government has since gone back into doing business with Siemens without the firm being fined, as was done in the US and Germany.

Indications emerged on Friday that the delay in the submission of the widely speculated ministerial list to the Senate by President Umaru Yar’Adua is due to the unbearable pressure being mounted on the President by lobbyists. A source close to the President said he was confused as he would not like to offend the lobbyists who included some former governors, party chieftains and associates.

Our correspondent gathered in Abuja that the pressure was becoming unbearable for the President and had even made him to tinker with the list several times. A Presidency source told our correspondent that several interests were being taking into consideration by Yar’Adua. He added that anytime Yar’Adua felt that the list would no longer be tinkered with, another influential person would come asking that his or her candidates be considered.

According to the source, the pressure is the main reason why the President has been unable to submit a list to the Senate for screening. The source added that the list was almost ready when the Senate was on recess and that was the reason the Presidency claimed then that the break was the reason for the delay.

He, however, said that as soon as the godfathers of some of serving ministers learnt that the list had not been sent to the Senate, they swung into action to make sure that their nominees were not dropped. Some of them were said to have been shocked to learn that their nominees were not on the list, a negation of the assurances that the President had earlier given them.

The source said, “At this juncture, they swung into action, and mounted pressure on the President, who seems not to have made up his on mind on the quality of people he actually wants. As I speak with you now, the list is still being tinkered with. At a time, the President said he was shopping for technocrats and many people were suggested to him, which we believed he had worked on.

“But as it is now, many of us who are even close to him seem not to know what is happening. You may be surprised that many nonperforming ministers could find their way back to the cabinet. This is because the President seems to be listening to their godfathers and he is ready to do their bidding.”

The source said that a list that was brought to the President by a powerful influential person from the South-South was handed over to a former governor from the zone for vetting. It was gathered that the former governor, who was rumoured to have contributed heavily to the President’s electioneering campaign, had literally taken over the screening of the names of potential ministers.

The source said it was not certain when the list would be handed over to the Senate for screening “because the President has many people working on him.”

If you can afford the franchise fees, please go for it!!!! It can work - there is already a coffee shop in VI that is making a lot of money.

The main thing is location - airport would be perfect; VI/Ikoyi/Ikeja GRA/Apapa are also great locations b/c of the concentration of expatriates and Nigerians that relocated back home (I love coffee; and I don't like how it is served with tiny "tea cups" in Lagos hotels - now, I pack my big mug with me anytime I am coming home grin ).

Starbucks do have a lot of cold drinks that are as popular as the hot ones! There are snacks as well - cakes, muffins etc and they have eggs&English muffins in the morning as well sandwiches in the afternoon. Another good name in the coffe space is Costa.

If you can afford the franchise fees and get over the logistics, I think you will do very well.

From all the feedbacks on nairaland, this rule has been changed such that you can open your DOM account without current account or you can do open DOM&Current account at the same time. A lot of people have confirmed this.

Thanks to all that have provided answers to openning a domiciliary account. Here are additional questions:

(a) What are the necessary documentations to transfer money in/out of Nigeria?
(b) What are the EFCC/CBN limits on transfers? Is EFCC limit same/different from CBN?
(c) Are the documentations and amount limits different from personal/business use? (An example here is: if I need to transfer, say, $25,000 as partial towards buying a property. This is a high amount for personal transfer as opposed to a business transfer.)

I guess GTB is the consensus winner in terms of service with Ecobank running second for me. I will be arriving home in early September, can anyone recommend the best GTB branch to go to open a DOM account? Or are the staffs in all branches well trained that I can go to any branch? I would rather go to a branch that is familiar with the process of opening/closing DOM accounts, and can answer most of my question without having to make a call!

Open a domicilliary account that is dominated in $. You can Google nairaland to read up on domicilliary account (use search function at the bottom). There is tread not too far from yours with the question about the "best" domicilliary account. You may want to read that as well. Further, if you are going to use it for business, find out about the necessary documentation and EFCC/CNB limits on transfers (I don't know them, but I am setting up another post to ask that question).

This notification is being sent to you regarding a proposed settlement that has been reached in a class action lawsuit. The lawsuit alleges that British Airways Plc and Virgin Atlantic Airways, Ltd. unlawfully conspired to fix prices of fuel surcharges imposed on “long-haul” passenger fares. Long-haul flights include most flights between the U.K. and non-E.U. destinations (e.g. Nigeria), including flights to and from the United States. All flights on Virgin Atlantic qualify as long-haul. Tickets must have been purchased between 11 August 2004 and 23 March 2006[b][/b].

Attached to this email are copies of the court-ordered Notice and a Claim Form that you can file to apply to participate in the Settlement. Members of the Class who file a valid claim will be paid 33.3% of the passenger fuel surcharge they paid on qualifying coupons. Refund payments will range between £4 and £20 per passenger per round-trip ticket purchased in the U.K. and between $7 and $34 per passenger per round-trip ticket purchased in the U.S.

Since you are here in the States, why don't you try kayak.com? you can noy buy the ticket through Kayak, but you will get price(s) and links to the webiste with the lowest fares.

Even if you have to send money to Naija, you have an average price. However, I think she should buy her ticket in Naija b/c the tickets are different - they price tickets based on one-month, 3-month, 6-month etc and I think you don't have to pay to change flights as long as the date is within the period of the ticket. I will appreciate any recommendation for a "moderately" priced hotel or guest house in Ikoyi/VI.  Not asking for too much. Clean with A/C, water, and 24 hr electricity. Internet will be helpful (with bad traffic, and rain you never when you get stuck in the hotel). Moderate price: just about 20,000 naira a day. So, Protea, Eko hotel etc are out!

Food, club, and shopping are well covered online - we just need more people to post hotel reviews. Maybe poor reviews might hekp some to buckle up.
