The Nigerian Army has announced the upward review of Ration Cash Allowance for its personnel.

The RCA takes care of the feeding of Nigerian military personnel in lieu of “central feeding”.

Where the central feeding arrangement is available, the affected personnel are fed centrally.

“RCA is applicable under the following conditions: 1. Military personnel on residential courses at military institutions outside their normal place of abode.

“2. Military personnel on 24-hour guard.

“3. Military personnel on hospital admission in military hospitals.

“4. Military personnel on approved military exercises and operations.

“5. Military personnel on escort or temporary duty lasting 24 hours or more outside their duty station.”

In the signal exclusively obtained by SaharaReporters, the army said the move was sequel to the recent removal of fuel subsidy by the Nigerian government which had caused increment in prices of goods and services across the country.

The signal was dated July 28 and signed by E.E. Emekah, a Major General on behalf of the Chief of Army Staff.

“Sequel to the recent removal of fuel subsidy by the Federal Government of Nigeria, with its attendant rise in the prices of goods and services across the country, the COAS has graciously approved upward review of Ration Cash Allowance (RCA) for troops from One Thousand Naira (N1,000:00) to One Thousand Two Hundred Naira (N1,200.00) with effect from August 2023,” it read.

“Relatedly, requisition for Petroleum, Oil and Lubricants (POL) are to be subsequently calculated as 30 litres of PMS/Vehicle/Day and 50 litres of AGO/Vehicle/Day.

“I am to respectfully add that you forward your sustenance requirements to this Headquarters not later than 15 of every month in line with the new rates for necessary action. Please acknowledge receipt.”

Meanwhile, more soldiers in Northeast Nigeria and other theatres of operation have applied to the Chief of Army Staff for voluntary retirement.

The action comes amid security challenges the military is currently combating in most parts of the country.

The soldiers, drawn from various formations of the army across the country, are all junior cadres who are mostly fighting against terrorists and insurgents.

The Chief of Army Staff has since approved their formal disengagement.

“Reference A conveyed the COAS approval for the voluntary/medical discharge of the above named SNCO and 18 others listed at Annex A. The soldiers are to proceed on terminal leave WEF 15 Jan 24 while their disengagement dates take effect from 15 Feb 24 in accordance with the NA Administrative Policies and Procedures Revised (March 2023),” a signal dated July 28 and signed by one M Haruna, Lieutenant Colonel read.

“Accordingly, I am directed to request formations and units to release all affected soldiers to report at the Headquarters, Garrison, with their unit service documents for documentation.

“All forms of military-controlled items, arms, ammunition, and items of combat kits are recovered from the soldiers prior to their disengagement date and certify that they are properly de-kitted. Please acknowledge.”

The list of the exiting soldiers numbered 19 did not distinguish between those embarking on voluntary retirement and those leaving the army on medical grounds.

However, none of them had attained retirement age or the mandatory years of service.

In the last 12 months, over 1,000 soldiers in Northeast Nigeria and other theatres of operation have resigned from the Nigerian Army.

Some of the affected soldiers who spoke to SaharaReporters had cited loss of interest, intimidation by superiors, corruption in the army, and low morale as their reasons for their actions.



There have been allegations of corruption in the Nigerian Army which some of the soldiers have blamed on their loss of interest.



According to them, the army is the epitome of deep-seated corruption.



They noted that corruption is affecting the fight against the anti-terrorism war in the Northeast.



To stop such a move, army authorities in December 2022 said citing “loss of interest” and “low morale” as reasons for the disengagement by soldiers would no longer be accepted as the basis for approval of voluntary retirement.



Immediate Chief of Army Staff, Lt. Gen. General Faruk Yahaya in a signal had said service personnel discharging at will does not augur well for the Nigerian Army.


The signal had read, “Military service in Nigeria is a voluntary service. Accordingly, able-bodied men and women apply to join to serve the colour after which, they apply for re-engagement or choose to voluntarily discharge. Others in the course of service decide to go on retirement or discharge before their Run Out Date (ROD).

“Admittedly, service in the NA is voluntary and since it’s not a conscript army any personnel could opt to leave at different times. Conversely, considering the resources and efforts that have been put into training most of the applicants which requires that skills and expertise acquired is utilized for the benefits of the system opting out without serving the length prescribed in the colour is inimical to the system.

“Also, in order to ensure the expertise acquired is not easily let off by the service and to recoup the investment made to the benefits of the Nation, Service personnel discharging at will does not augur well for the NA. However, it was observed recently that most at times soldiers come out with various excuses to go on retirement and discharge which are not cogent enough or professional. In light of the forgoing, you are kindly requested to educate troops under command that henceforth, reasons such as loss of interest in military service will no longer be tolerated as basis for discharge.

“This reason is to say the least lame and therefore not accepted. Personnel are expected to explain the reason behind lack of interest e.g. I do not want to fight for the country again, I have not been promoted etc. to enable the service make necessary amendment for the betterment of the system. Accordingly, other cogent reasons could be made for discharge from service otherwise such request would not be granted.”

The House of Representatives has appointed at least five former state governors’ children serving in the lower chamber as heads of major standing committees.

Mohammed Bello El-Rufai, son of former Kaduna State Governor; Erhiatake Ibori-Suenu, the daughter of former Delta State Governor, James Ibori, and Olumide Osoba, the son of Segun Osoba, the former Governor of Ogun State were among the 134 chairpersons of committees announced by Speaker Tajudeen Abbas on Thursday, July 27.

Others are Adegboyega Adefarati, the son of Adebayo Adefarati, a former governor of Ondo State and Olamiju Akala, the son of Alao Akala, a former governor of Oyo State.

According to PremiumTimes, the junior El-Rufai, a first-timer who represents the Kaduna North Federal Constituency of Kaduna State, was appointed to serve as the chairman of the House Committee on Banking Regulation.

His father served as the Kaduna governor from 2015 to 2023 and was on Thursday nominated to serve as a minister by President Bola Tinubu.

Mr Abbas appointed Ms Ibori as the new Chairman of the Niger Delta Development Commission (NDDC). While Mr Adefarati, who represents the Akoko South-East/South-West Federal Constituency, is the chairperson of the House Committee on Labour, Employment and Productivity.

The Osun State Muslim Community (OSMC) has called on the State Governor, Senator Ademola Adeleke to recognize the Islamic Personal Laws system known as Shariah in the state.

The President of OSMC, Alhaji Mustafa Olawuyi made the call during the 1445 new Hijrah Islamic year celebration in Osogbo, the state capital.

Muslims in the state thronged the Osogbo City Stadium for the celebration where school children and students of Islamic schools participated in a match pass parade.

Governor Adeleke was represented at the event by his Commissioner for Special Duties, Mr BT Salam. Traditional rulers and dignitaries in the state also grace the occasion.

Olawuyi urged Adeleke to recognize Shariah Law in the state in accordance with the constitution of the Federal Republic of Nigeria, which guarantees freedom of religion without prejudice.

He also called on the governor to urgently recruit Arabic and Islamic teachers into all public schools across the state, saying that the current number of teachers in the schools falls well below the required number.

The OSMC President also urged the state government and the Federal Government to revive all dormant industries in the state, such as the Steel Rolling Mills, Machine Tools Industry in Osogbo and the Cocoa Industry in Ede.

Olawuyi said these efforts will provide employment opportunities for youths and boost the economy of the state.

He appealed to the state government to address the concern of the residents on the health hazards arising from emissions from the iron and steel recycling factories in Ikirun and Ile-Ife.

The Muslim leader said these industries have caused unnecessary deaths and infections of hepatitis diseases among the workers and residents.

President Bola Tinubu, on Thursday, in Abuja, declared a state of emergency on food security.⁣

Tinubu also approved that all matters pertaining to food and water availability and affordability, as essential livelihood items, be included within the purview of the National Security Council.⁣

This is followed by an immediate release of fertilizers and grains to farmers and households to mitigate the effects of the subsidy removal.⁣

Special Adviser to the President on Special Duties, Communications and Strategy, Dele Alake, disclosed this to State House Correspondents on Thursday evening after consultations with key stakeholders in the agricultural sector at the Presidential Villa, Abuja. ⁣

Alake said “We will immediately release fertilizers and grains to farmers and households to mitigate the effects of the subsidy removal.⁣

“There will be an organic synergy between the Ministry of Agriculture and the use of water resources to ensure adequate irrigation of farmlands and to guarantee that food is available all year round. ⁣

“As a country, Mr. President has made it clear that we are no longer comfortable with seasonal farming. We can no longer afford to have farming downtime.” ⁣

The Presidential aide explained that the Federal Government will partner with states to create ranches in those that are willing to avail lands. The ranches will have sections dedicated as grazing reserves, he added. ⁣

“We will establish ranches in collaboration with state government and the federal government will pay for the land,” he said. ⁣

Alake explained that the FG will activate land banks nationwide, which currently stand at 500,000 hectares mapped “to increase the availability of arable land for farming which will immediately impact food output.”⁣

Meanwhile, the Central Bank has advised middlemen withholding grains to release supplies at their disposal as prices are likely to fall when the FG begins to distribute grains.⁣

A total of six students scored 01 in the 202: National Common Entrance Examinations conducted by the National Examinations Council, The PUNCH reports.

The Permanent Secretary of the Federal Ministry of Education, Andrew Adejo, made this known while giving a breakdown of scores in Abuja on Wednesday.

Adejo said, “A total of (72,865) pupils registered compared to 71,738 for 2022 with Lagos State having the highest number of 18,644 and Taraba with the lowest of 102. With 38,801 female registrants against 34,064 males, we are making progress with bridging the gender parity; Sixty nine thousand, eight hundred and twenty nine (69,829) pupils sat for the examination;

“3,036 pupils were absent; 76 pupils had the highest score of 203; The lowest score was 01 mark and this was scored by six pupils.”

“I would like to thank everybody that have contributed to making this day possible, starting from the examination council the examination monitors, markers, pressmen who were with us. The conduct of the exam was hitch-free and it indicates that NECO is improving in the delivery of its examinations

Licensed Customs agents have said that the removal of the import adjustment tax by President Bola Tinubu would boost car importation by 15 per cent.

According to the founder of the National Council of Managing Directors of Licensed Customs Agents, Mr Lucky Aniwero, while reacting to the recent order by the President for the suspension of the five per cent excise duty on telecommunications and the import tax adjustment levy on vehicles from 2,000 cubic capacity upwards, said the removal of the tax would increase importation of vehicles by 15 per cent.

“You know the exchange rate has been affected. So, the boost in car importation won’t be much. We are looking at between a 10 per cent to 15 per cent boost because the exchange rate would actually reduce importation,” he explained.

Amiwero said the tax removal would also increase the movement of vehicles into the country.

“It is for specific vehicles, I think it is from 2,000 cubic capacities upwards vehicles like Toyota Corrolla are going to enjoy that. And it means it is going to increase the movement of vehicles into the country. So, the removal of this tax will boost the importation of vehicles because Nigeria needs vehicles.


“It will help to stabilise the system and increase the importation of vehicles.”

Also speaking, the Acting National President of the Association of Nigerian Licensed Customs Agents, Mr Kayode Farinto, lauded the President for the removal of vehicle tax.

He urged the government to also ensure the review of the 7 per cent port development levy.

He said, “Because we have been having forex challenges, the government is supposed to bring out palliatives. It is one of our prayers that the government should bring out palliatives to reduce the suffering of the people. So, this is one of them. The import adjustment tax that has been removed is also one of them.

“We also want the government to look at the 7 per cent port development levy so that it will ameliorate the suffering of the people.”

According to Farinto, market forces are now determining the foreign exchange.

The reason the Southwest progresses more than other geopolitical zones is not due to their seaports. If it were by seaport, the South-South would be at par with the Southwest.

It is actually due to their Omoluabi culture of respect. Let me explain before you crucify me.

In the Southwest, a Governor would usually serve his eight years and bring in a younger man to succeed him. Because of the Omoluabi culture, that younger man will remain loyal to his godfather and continue his policies. And that continuity of policy brings political stability, economic prosperity, and social harmony.

But in some zones that pride themselves in never bowing to anyone, there has never been one successful case of a Governor bringing in his successor, and that successor stays loyal to him. It has never happened.

Instead, due to ego and hubris, the new Governor, who was helped to that position, by his benefactor, and who would never have been Governor but for that mentor, starts fighting his godfather from day one. And instead of continuing his predecessor's policies, he begins to destroy them. And his focus on destroying his godfather means there is no political stability because the ex-Governor will fight back. And when two elephants fight, it is the grass that suffers.

And of course, "God opposes the proud but shows favour to the humble.”-James 4:6.

That Yoruba culture of respect permeates every level of their society and leads to harmony. And money loves places where there is harmony. Unfortunately, money is also a coward and will run from anywhere there is acrimony.

So you see, in the end, respect does not just beget respect. It also begets cooperation, continuation, industrialisation, remuneration, and felicitation.

When you stand on the shoulders of your elders, you will see farther than your peers. That is why the farther backwards an arrow is shot, the farther forward it will go.

When Abiola was in jail, the Yorubas did not destroy their region to force Abacha to release MKO Abiola. Rather, they used diplomacy to turn Abacha into an international pariah until Abacha was forced to offer Abiola bail (which Abiola ultimately refused). Mohammed Abacha was in prison for three years. How was he released? Kano elders sought an audience with Obasanjo in 2002 and publicly prostrated to him. The next month, the court freed Mohammed. Asari Dokubo was in prison for treason for two years until Niger Delta elders used diplomacy to get President Yar'adua to release him in 2007. What militancy could not do, diplomacy did! I cannot imagine any truly intelligent person saying until you release our son, we will keep destroying our region. Who loses? Fight intelligently, not forcefully. You are cutting your nose and thinking you are spiting those in power? And nobody can even counsel you guys. It is either you know better than those who want to counsel you and start to lecture them, or you insult them. The Yorubas used diplomacy as leverage. Kano people used it. Niger Delta used it. You, too, use it. It will serve you better than this path of self-destruction.

No government can give in to force. The minute they do, they are finished, because others will smell weakness and engage in their own violence.

Expectations on the ministerial list have heightened as President Bola Tinubu clocks over 40 days in office.

By law, Tinubu is required to name his cabinet within 60 days after taking the oath of office on May 29 and transmits it to the Senate for confirmation.

With less than 18 days to submit his cabinet list to the National Assembly as recommended by the constitution, lawmakers and other Nigerians are anxiously waiting for the list of ministers who would help to deliver the President’s renewed hope agenda.

Multiple NASS Assembly sources said the federal parliament was awaiting Tinubu’s ministerial list, with some expressing worry over the delay.
The lawmakers, who chose to speak on condition of anonymity to avoid possible backlash, said they did not expect a further delay in the list.

Meanwhile, The PUNCH confirmed on Sunday evening that the Economic and Financial Crimes Commission, Department of State Services, and some security agencies were on the verge of completing their mandatory checks on the list.

It was gathered that the Department of State Services and members of the Presidential Strategic Team were running final checks on the people who had been listed as possible ministers.

Multiple Presidency sources said the list would be released very soon.

Meanwhile, Hon. Alex Egbona, Deputy chairman, House Committee on Petroleum Resources (Downstream) in 9th Assembly, said that the President was still within the timeframe, unlike before when there were delays.

He hopes that the president will submit this Tuesday or upper Tuesday.

Also, Hon Ugochinyere Ikenga, a member of the House of Representatives from Imo State, said Nigerians were worried but believed that the President would send the list soon.

He also said he believed it would not be like the past when ministers were appointed after six months.

Meanwhile, a former Chief of Staff to the former Imo Gov. Rochas Okorocha, Mr Uche Nwosu, has advised President Bola Tinubu, to ensure that his ministerial list is made up of 60 per cent of technocrats from the private sector and 40 per cent of politicians.

He gave this advice during a virtual news conference on Sunday in Abuja. He noted that this would ensure a productive and vibrant cabinet.

He said, “What I expect from Mr President is to ensure the nominees are people that have competence, character, patriotic, with no atom of nepotism.”

Nwosu added, “We believe that we would have ministers who will represent Nigeria and not ministers who are coming to say they are ministers representing their states.”

He further stated that Nigeria has many competent individuals residing in the country that could serve as ministers, but those in Diaspora could also make the list.

He said, “We have a lot of competent Nigerians residing in Nigeria that can do the work of a minister in different fields and there is nothing wrong in having a former governor occupy a ministerial post if he has done well.

“I don’t see anything wrong in that, and also if Mr President wishes to add people in the Diaspora to his ministerial list, there is nothing wrong in that also.”

Also, the United Nations Women Country Representative to Nigeria and ECOWAS, Beatrice Eyong, has called for 50 per cent women representatives in the ministerial list.

She said this during the maiden edition of ReportHer Awards, in Lagos, said, “We are advocating 50 per cent women representation in public offices as President Bola Tinubu prepares to release names of ministers and heads of agencies and parastatals of the government.

She said, “We call on the President to make this a reality. We are partnering with the media in order to achieve the sustainable development goals because if gender equality and women empowerment are not achieved, we are never going to achieve the Sustainable Development Goals and reduce poverty.”

This came as the Federal Government drew up a list of 41 confidential secretaries that would work with the federal cabinet members at the various ministries.

The list of the confidential secretaries on Grade Levels 13 to 14, which was compiled by the Head of Service, Folashade Yemi-Esan, has been sent to the security agencies for screening and vetting.

Though the President has appointed some Special Advisers and new service chiefs, Nigerians expected him to announce the Federal Executive Council members without much delay in keeping with his promise to hit the ground running from day one.

But speculations have been rife about the identities of the ministerial nominees with bookmakers making permutations about possible appointees.

In response to the speculations and anxiety sparked by the delay in announcing the ministers, Tinubu’s Special Adviser on Special Duties, Communications and Strategy, Dele Alake, told journalists last week that the list of ministers would be unveiled soon.

He said, “About the ministerial list, the simple truth is this is an executive presidency. We’re not running a parliamentary system. So the President, the bucks stop on his table, and he decides when it’s fit and proper for him to make his cabinet list.”

However, in readiness for the unveiling and resumption of the ministers, the FG has posted the confidential secretaries to various ministries where they are expected to work with the ministers whose names would be sent to the National Assembly for screening any moment now.

The memo with reference number HCSF/CMO/CPA/908II/101 exclusively obtained by our correspondent on Sunday revealed that 41 confidential secretaries have been chosen by the Federal Government to serve in the offices of ministers.

The circular dated July 5, 2023, noted that the secretaries will resume latest July 11, 2023.

It was titled, ‘Posting of Confidential Secretaries (SGL 13-14) in the pool of the Office of the Head of the Civil Service of the Federation’ and signed on behalf of the HoS, Yemi-Esan, by the Permanent Secretary, Career Management Office, Dr Marcus Ogunbiyi.

The memo was addressed to the Chief of Staff to the President, Femi Gbajabiamila; the Secretary to the Government of the Federation, George Akume; all permanent secretaries, the Department of State Services and the National Drug Law Enforcement Agency.

It was also copied to the service chiefs and the Inspector- General of Police, the Governor, Central Bank of Nigeria and the chairmen of the Independent Corrupt Practices and Other Related Offences Commission; Economic and Financial Crimes Commission; Code of Conduct Bureau; Police Service Commission and Federal Character Commission.

Others who were also notified included the chairmen of Revenue Mobilisation, Allocation and Fiscal Commission; Independent National Electoral Commission, National Population Commission; Federal Inland Revenue Service, Clerk of the National Assembly, among others.

A list attached to the memo said 13 of the secretaries had been posted to the ministries of works and housing, youths and sports development, education, industry, trade and investment, humanitarian affairs, OSGF, among others, to fill vacancies while the rest were posted to vice confidential secretaries who were earlier deployed in the ministries.

Some of the confidential secretaries are Oju Inyima who was deployed from the Ministry of Niger Delta Affairs to the office of the Minister of Communication and Digital Communication; Osemeke Ogor of Agric and Rural Development Ministry who was posted to Water Resources; Onaivi Justina (Works and Housing) now posted to Petroleum Resources; Noimot Adewale (Transportation) but redeployed to Agric and Rural Development Ministry and Mbadiwe Cordelia (Education) but dispatched to Agric and Rural Development.

Also on the list are Nwosu Christiana (Communication and Digital Economy) who has been mobilised to Police Affairs; Adesina-Abioye Ololade (Youth and Sports Development) who was moved to Transportation ministry; Ikade Aina (Science Tech and Innovation) who has been transferred to the Education ministry; Evan-Helen Igbokwe (Works and Housing) and Yusuf Sadiq (Water Resources) who have both been sent to the Education ministry.

The memo read partly, “I am directed to convey the approval of the Head of the Civil Service of the Federation for the deployment of the following Confidential Secretaries SGL. 13-14 in the Federal Civil Service. Please note that this posting takes immediate effect.

“All Directors of Human Resources Management/Administration are required to submit details of compliance to this posting instruction to the Office of the Head of the Civil Service of the Federation no later than Wednesday 12th July, 2023.

“Please note that all deployed officers must be accepted and documented by the respective ministries as rejection of officers would not be condoned by the office of the Head of the Civil Service of the Federation. All handling over and taking over processes must be completed on or before Tuesday 11th July, 2023.

“All officers concerned are reminded that failure to adhere to this posting instruction contravenes the provisions of the Public Service Rules 030301 (b) and will be met with appropriate sanctions.”

The PUNCH reports that the Public Service Rules 030301(b) states that refusal to proceed on transfer or to accept posting is misconduct which is inimical to the image of the service and which can be investigated and proved. It can also lead to termination and retirement.”

Speaking in an interview with our correspondent, a high-placed civil servant noted that confidential secretaries were posted to work alongside ministers in their day-to-day activities.

He also noted that the confidential secretaries would be dispatched to the ministries this week.

The civil servant, who spoke under the condition of anonymity out of respect for civil service rules which prevent civil servants from speaking to the press, said, “In every ministry, you have a confidential secretary posted to the office of the minister. A minister may choose to work with the secretary or may decide to work with his or her own confidential secretary and in such cases, the confidential secretary may be moved to another office but will still be referred to as a confidential secretary.’’

“It is the Office of the Head of Service that posts confidential secretaries but other times, someone may be appointed from a ministry to be the confidential secretary in the ministry.

“The ones that are posted will work with the minister, that is if the minister wants, but it will be on record that the Head of Service posted someone there because anytime there is a vacancy, a ministry will request,’’ the official added.

Strong indications have emerged more Nigerians may relocate from the country in 2023 and beyond as the nation’s socio-economic conditions worsen, and hope remains bleak.

This came on the heels of the recent removal of fuel subsidy, further depreciation of the naira, impending increase in electricity tariff, and the introduction of Value Added Tax on diesel amid an already battered economy.

The Nigerian economy has been exposed to numerous economic shocks in recent times and this has led to a surge in the number of Nigerians leaving the shores of the country in search of greener pastures overseas.

Multiple travel agency officials confirmed to The PUNCH on Friday that ticket booking showed several Nigerians would leave the country during this summer.


According to them, several intending travelers are relocating to London, Canada and the United States of America via study route while others are leaving to take up new jobs in the Western countries.

The National Chairman of the National Association of Nigerian Travel Agents, Susan Akporiaye, confirmed to The PUNCH that there has been a massive increase in the number of Nigerians travelling outside the country lately.

According to her, most travel bookings have ranged from Nigerians looking to relocate for educational to professional reasons.

Susan said, “A lot of countries, especially Canada, have made it clear that they need more hands. There is a crisis in the UK, where they don’t have enough hands to take care of the elderly. So, they opened up that they want caregivers. So, there is a massive movement in that angle, for caregiving. So this has contributed to a large number of people who want to migrate.”

The Founder of Travels N Tours, Biola Abimbola, said more people were leaving Nigeria than ever before.

He said, “Yes. More people want to travel now because the state of the economy is bad and the youths are looking for where there are opportunities, especially the middle class. The problem is that more people are leaving than ever before.”

Relocation plans

One of the Nigerians seeking to relocate abroad, who spoke to The PUNCH, said, “Not having a job is what is motivating my Japa. I am leaving for a better chance of finding work.”

The lady, who only gave her name as Doyin because she didn’t want her name in print, stated that she was set to proceed to the United States later this month to find better work and improve her life.

She added, “The day I went for my visa interview, there were about a hundred people there.”

A customer care representative with Sterling Bank, Chiamaka Steven, who is set to move to the United Kingdom by the end of the year told The PUNCH that the decision to leave Nigeria was inspired by the high cost of living and a dwindling standard of living in recent times.

She said, “You don’t need to look very far. Look at inflation. Look at the high cost of living and the low standard of living.

“Also, even if they pay you N1m today, in the next ten years, they will employ another person who is younger than you to replace you. They know that your clock is ticking. So, it’s better I save what they are paying me, and use it to Japa instead of waiting for them to tell me that my services are no longer needed.”

Victor Thompson, an Uber driver who recently had his application for temporary residence in Canada approved, said the present cost of living crisis was a major factor that influenced his decision to leave Nigeria.

According to him, the e-hailing business has become unprofitable. He said, “I bought fuel N15,000 yesterday and it was just a half tank. Before the removal of fuel subsidy, I needed about N12,000 to N13,000 to fill my tank.

“I worked yesterday and made about N31,000 but the fuel finished and got to reserve. I had to go and buy another N15,000 fuel today. I have just closed from work. I made N20,000.

“This my Japa plan started before Covid in 2020, but I abandoned it. But with everything that is happening now, I started pursuing it more seriously, and thank God there’s headway now.”

A senior lecturer in a private university who pleaded to be quoted anonymously revealed to The PUNCH that he has relocated his family to the UK and would be joining them soon.

He said, “My family is no longer in this country. I took them out of the country last month. So, as we are speaking, I am planning to leave.

“The truth is that things are quite unbearable for people, and when things are unbearable, people will want to go to climes or environments where they can have a better life. My family is in the UK as we speak. I have a very big house here and I’m relocating into one small two-bedroom apartment in the UK. The tendency is that when people leave, they know that there is going to be better security, healthcare, and education.”

Poor economic growth

Data obtained from the National Bureau of Statistics and the Central Bank of Nigeria showed that Nigeria was struggling with poor economic growth.

The Gross Domestic Product growth has hovered below five per cent, The PUNCH has learnt.

The World Bank recently warned that Nigeria’s economic growth was too slow to address the challenge of extreme poverty in the country.

Meanwhile, the bank retained its economic growth forecast of 2.8% for Nigeria in 2023, citing challenges of high inflation, foreign exchange shortages, and shortages of banknotes caused by currency redesign.

The PUNCH also observed that the country has been battling with rising inflation, which has led to a decline in consumers’ purchasing power.

Data from the NBS put the inflation figure at 11.61 per cent in May 2018, but this has increased by 10.8 percentage points, hitting 22.41 per cent in May 2023, which was the most recent data.

In its December 2022 Nigeria Development Update, the World Bank said that inflation pushed five million Nigerians into poverty between January and October 2022.

During his presentation of the reports, the World Bank Lead Economist for Nigeria, Alex Sienaert, noted that the Nigerian minimum wage, which was worth N30,000 in 2019, could be valued at N19,355 today.

In the June 2023 Nigeria Development Update, the World Bank said that the accelerating inflation pushed an additional four million Nigerians into poverty in the first five months of 2023.

This means that between 2022 and 2023, not less than nine million Nigerians have been pushed into poverty as a result of inflation.

The NBS recently stated that 133 million Nigerians are multi-dimensionally poor. According to the World Bank, Nigeria’s GDP only grew by 1.1 per cent between 2015 and 2021 and it would take about a decade for Nigeria to return to the level of GDP per capita seen in 2014.

Amid the rising poverty, a number of Nigerians are still unemployed, according to available data.

The NBS put the unemployment figure at 23.13 per cent in Q3 2018, and by Q4 2020 (which was the most recent by the NBS), the unemployment rate was 33.28 per cent.

The NBS, despite stating that it would release an updated figure in May 2023 has failed to release any new unemployment figure since 2020.

New policies’ challenges

However, the new administration has introduced a number of policies, which have had a significant impact on many Nigerians.

Such policies include the removal of fuel subsidy and the unification of multiple exchange rates.

Since President Bola Tinubu affirmed the removal of fuel subsidy, the price of petrol has risen from less than N200 per litre to almost N500. Also, since the CBN adopted a more market-friendly foreign exchange regime, the naira has lost about 40 per cent of its value, falling from about N463/dollar to N750/dollar.

The increase in the price of petrol has boomeranged into an increase in the cost of food, other goods and services. Since Nigeria is an import-dependent country, the devaluation of the naira has led to further hardship for many Nigerians.

The World Bank has disclosed that 7.1 million Nigerians would become poor because of the removal of subsidy if the government doesn’t provide palliative.

According to the bank, this would take the total number of poor Nigerians in the country to 100.9 million. It noted that many households would lose N5,7000 per month from their income.

World Bank said, “Petrol prices appear to have almost tripled following the subsidy removal. The poor and economically insecure households, who directly purchase and use petrol as well as those that indirectly consume petrol, are adversely affected by the price increase.”

It added, “Among the poor and economically insecure, 38 percent own a motorcycle and 23 percent own a generator that depends on petrol. Many more use petrol-dependent transportation. The poor and economically insecure households will face an equivalent income loss of N5,700 per month, and without compensation, an additional 7.1 million people will be pushed into poverty.”

The hardships have fuelled a situation where more Nigerians are planning to leave in 2023 and beyond as inflation rose to 22.41 per cent as of May 2023, a 17-year high.
This is coming as purchasing power decreases, and a cloud of uncertainty hovers over the Nigerian economy.

Studies reveal

A recent survey by the Africa Polling Institute revealed that 69 per cent of Nigerians would relocate if given the opportunity. A 2023 report by Phillips Consulting disclosed that over 52 per cent of professionals in Nigeria are contemplating leaving their current jobs for opportunities overseas within the next year.

It stated that this is due to market uncertainty, inflation, digitisation acceleration, changes in consumer behaviour, increased operational expenses, and complexity.

According to SAP research, 80 per cent of Nigerian companies expect to experience a skills gap in the next year. Rising unemployment, which is predicted to hit 40.6 per cent in 2023 according to KPMG will be a large contributor to this.

Medical professionals leave

The President of the National Association of Nigeria Nurses and Midwives, Michael Nnachi, recently told The PUNCH that over 57,000 nurses migrated from Nigeria between 2017 to 2022.

He noted that this had led to a dire outlook for health professionals. He said, “But if you’re looking at the statistics of Nigeria, it is one nurse to 1,660 patients, looking at the population of Nigeria.”

The PUNCH report recently stated that 6,068 medical doctors moved to the United Kingdom between 2015 and 2022.

The report disclosed that +the number of migrating doctors increased by 375.1a per cent from 233 in 2015 to 1,107 in 2022. Data obtained from the Higher Education Statistics Agency of the UK by The PUNCH, disclosed that 128,770 Nigerian students enrolled in universities in the United Kingdom between 2015 to 2022.

In 2022, the number of dependents (i.e. spouse/family relations of migrating students) increased to 66,796 from 27,137 in 2021. Yearly, these Nigerian students and their dependants in the United Kingdom contribute about £1.9bn to the UK economy, according to an analysis by SBM Intelligence.

Par another The PUNCH report, about 28,358 Nigerians received invitations to apply for Canadian permanent residency from 2015 to 2021. The Nigeria Immigration Service recently announced that it issued 1.83 million passports between 2020 and 2021.

According to the Executive Director of Adopt A Goal Initiative, Mr Ariyo-Dare Atoye, the rising number of Nigerians obtaining passports was connected to the high emigration rate caused by the harsh economic realities and security challenges in the country.

He told The PUNCH in a recent interview, “Numbers don’t lie.”
He added, “Check the statistics of the Nigerian Medical Association and see how many doctors have left in the last two years.”

Banking sector suffers

Every sector of the economy has been hit by the Japa wave, and one of the most glaring effects of this wave has been the increasing number of failed electronic transactions in the banking sector. A massive brain drain in this industry, particularly in IT departments, has frustrated the digital plans of many banks.

A Bloomberg report, quoted the Chief Executive Officer of Sterling Bank Plc, Abubakar Suleiman, “So many of our very experienced talents especially in the area of software engineering are either leaving the industry or leaving the country.”

An IT professional in one of the tier-one banks confirmed to The PUNCH that banks are losing their best hands to the Japa movement.

He said, “People just want to leave because of the economic situation of the country, The banks are trying in terms of increasing salaries to keep staff. Basically, every September and January, we have people leaving in droves. Last January, my department, the technology unit, lost about 20 of our best hands. It is much.”

Recently, the Country Manager of Tek Experts Nigeria, Olugbolahan Olusanya, disclosed that many banks are now relying on outsourcing talents to fulfill their IT needs.

The Co-founder and Chief Operating Officer of truQ, Foluso Ojo, noted that it is easier for tech talents to get global opportunities than others.

She told The PUNCH, “Since the inception of the Japa boom, it is easier for tech talents to get global opportunities than any other skill set.”

She added, “The tech sector is not left out of the negative impact of people leaving, what we really need to do is create opportunities for more people to be able to learn, create more STEM courses for people to learn.”

She explained that the people leaving are also contributing to remittances and improving the country in their way.

Experts react

According to an economist at the Olabisi Onabanjo University, Prof. Sheriffdeen Tella, the purchasing power of the average Nigerian household has been negatively impacted by the recent economic reforms because no buffers have been provided to mitigate the consequences of the decisions.

Tella stated that given the harsh economic environment in the country, the proposal to increase electricity tariffs as well as introduce new taxes was ill-timed and would consequently impoverish more Nigerians.

He told The PUNCH, “The fact is that the government has to think of what to do to make sure that the effect is not prolonged.

“They should start thinking of what to do immediately and in the long run. If we say the government should start giving people more money, if there is no production, the money will worsen inflation.

“We pay a lot of taxes in this country. I don’t believe that the government should be looking for ways to tax the common people now. It is not the proper thing to do.”

He warned that if deliberate and intentional efforts are not taken to address the economic hardship in the country, more Nigerians would be motivated to seek greener pastures outside the shores of the country.

On his part, the Head of Economics Department at the Pan-Atlantic University, Lagos, associate Professor Olalekan Aworinde, noted that while the recent economic reforms of the government have been a necessary evil that could benefit the economy in the long run, measures ought to have been put in place to contain the hardship that would follow in the immediate aftermath of these reforms.

According to him, with more people being pushed into the poverty net, there is a high likelihood of an increase in unemployment which could further worsen social vices such as armed robbery and other forms of organised crime.

He said, “Of course, the situation will affect the expenditure pattern of Nigerians. If you look at someone who is a fixed-income earner who was earning the same salary before all these policies are made. There are no palliatives. The cost of living is on the increase. The implication of this is that it will drive down their consumption expenditure.

“Once their income does not increase and the prices of goods and services are increasing, it means that they will have to reduce their consumption to manage the little resources at their disposal. We are going to see a situation whereby the level of consumption expenditure, for the consumers and organisations as well. You’ll find out that the expenditure for the firms, which is investment expenditure, is also going to reduce.”

The Chief Executive Officer of the Centre for the Promotion of Private Enterprise, Muda Yusuf, lamented the hardship that Nigerians are currently facing due to the fallout of the removal of fuel subsidy.

He urged the government to reverse some of its newly introduced tax measures as this would further exacerbate the hardship of the citizens.

He said, “They should reverse this new vehicle tax, this proof of ownership tax that they announced because these things can even provoke the citizens.

“They also said they want to start taxing the informal sector. All these things should be put on hold because there is only so much sacrifice that the citizens can make at a time; because whether you like it or not, this fuel subsidy situation is really biting hard. It is affecting a lot of people, especially the vulnerable people.”

Recently, a member of the House, Philip Agbese, moved a motion titled, ‘Need to Declare Emigration of Young Nigerians Abroad A.K.A Japa Syndrome a National Emergency,’ and urged the government to “convene a national summit with key stakeholders to effectively address the ‘Japa Syndrome.’

He said, “The House is concerned that the growing statistics of young Nigerians leaving Nigeria… portends a grave danger for our nation in many ways from economic to intellectual and social aspects.”

The Director-General, Budget Office of the Federation, Ben Akabueze, on Wednesday, raised the alarm that Nigeria was fast exceeding its limited borrowing space.

Akabueze who spoke at the induction of newly-elected lawmakers of the 10th National Assembly at the International Conference Centre in Abuja, said the nation’s debt profile was becoming unsustainable.

He said, “We now have very limited borrowing space, not because our debt to Gross Domestic Product (GDP) is high, but because our revenue is too small to sustain the size of our debt. That explains our high debt service ratio.

“Once a country’s debt service ratio exceeds 30 per cent, that country is in trouble and we are pushing towards 100 percent and that tells you how much trouble we are in.

“We have limited space to borrow. When you take how much you can generate in terms of revenue and what you can reasonably borrow, that establishes the size of the budget. The next thing would be to pay attention to government priority regarding what project gets what.

“You may have heard that we have one of the lowest GDP to debt ratios in the world. While the size of the federal government’s budget for 2023 created some excitement, the aggregate budget of all governments in the country amounted to about N30 trillion.

“That is less than 15 per cent in terms of ratio to GDP. Even on the African continent, the ratio of spending is about 20 per cent.”

The former Lagos State Commissioner, pointed out that in South Africa, “it is about 30 percent, Morocco is about 40 percent and at 15 percent, that is too small for our needs. That is why there is a fierce competition for the limited resources. That can determine how much we can relatively borrow.”

Akabueze noted that for Nigeria to be able to fix the infrastructural needs of the country, “we need to be spending about $100 billion annually as a country, including private spending on infrastructure.”

He noted that, “the aggregate budget of the federal government is only about $30 billion and the aggregate of the states and FCT budget don’t even add up to the federal budget.

“This means that even if we spend everything, we will still be left with a huge infrastructural deficit.”

The Federal Ministry of Information and Culture has budgeted N336 million to campaign against hate speech and fake news.

This is contained in the 2021 budget proposal presented to the National Assembly by the President, Major General Muhammadu Buhari (retd.), on Thursday.

It reads in part, “ERGP9124023 Special enlightenment campaign on government policies and programmes; testimonial series to gauge the impact of government policies on the citizenry, advocacy against fake news, hate speech, farmers-herder clashes, banditry, rape etc. ongoing- N336,015,959.”

The Federal Government has in recent times put in place several strict measures to tackle hate speech and fake news amid criticisms from rights groups that it is a ruse to stifle free speech.

The National Broadcasting Commission had recently amended the Broadcast Code, hiking the fine for hate speech from N500,000 to N5 million, a move which has been challenged in court.

A bill that imposes the death penalty on “any person found guilty of any form of hate speech that results in the death of another person” is currently before the Senate.

Tagged “National Commission for the Prohibition of Hate Speeches”, the bill is sponsored by the Deputy Chief Whip of the Senate, Abdullahi Aliu Sabi (APC, Niger State).

It states in part, “Any person who commits an offence under this section shall be liable to life imprisonment and where the act causes any loss of life, the person shall be punished with death by hanging.”

On offences like harassment on the basis of ethnicity, racial contempt, the bill proposes not less than a five-year jail term or a fine of not less than N10 million or both.

BREAKING: IGP bans FSARS operatives from ‘routine’ patrols, ‘stop and search’ duties

The Inspector-General of Police, Mohammed Adamu, has banned the personnel of the Federal Special Anti-Robbery Squad from routine patrols.

He also banned and other Tactical Squads of the Force including the Special Tactical Squad, Intelligence Response Team, Anti-Cultism Squad and other Tactical Squads operating at the Federal, Zonal, and Command levels, from carrying out routine patrols.

They were also banned from conducting other conventional low-risk duties – stop and search duties, checkpoints, mounting of roadblocks, traffic checks, etc – with immediate effect.

This was contained in a statement by the Force Public Relations Officer, Frank Mba, on Sunday.

The statement titled, IGP bans FSARS, other police tactical squads from routine patrols’, added that “In addition, no personnel of the Force is authorised to embark on patrols or tactical assignments in mufti. They must always appear in their police uniforms or approved tactical gear.”

The statement came a few hours after condemnations greeted the alleged shooting of a young man in front of a hotel in the Ughelli area of Delta State by some SARS operatives.

The statement read in part, “The IGP’s directives come against the backdrop of findings by the leadership of the Force that a few personnel of the Tactical Squads hide under these guises to perpetrate all forms of illegality, contrary to the Standard Operating Procedure, Code of Conduct and Rules of Engagement establishing the squads.

“Specifically, the IGP has warned the Tactical Squads against the invasion of the privacy of citizens particularly through indiscriminate and unauthorised search of mobile phones, laptops, and other smart devices.
“They are to concentrate and respond only to cases of armed robbery, kidnapping and other violent crimes when the need arises.

“The IGP notes that the FSARS and other Police Tactical Squads remain a critical component of the Force in confronting prevailing and emerging violent crimes in the country.


“The IGP has equally warned, that henceforth, the Commissioner of Police in charge of FSARS, Commissioners of Police in charge of State Commands and the FCT as well as their supervisory Zonal Assistant Inspectors General of Police, will be held liable for any misconduct within their Area of Responsibility.

“He therefore charged them to ensure effective supervision and mentoring of the personnel of the Tactical Squads under their jurisdiction.”

The Federal Government says it spent N30.5 billion on efforts to curtail COVID-19 between April and July this year.

The Accountant General of the Federation, Ahmed Idris, who disclosed this, said the amount represented 84 per cent of the N36.3bn public funds and donations received by the Federal Government to tackle the pandemic.
He said there was a balance of N5.9 billion.

Idris said this in response to a Freedom of Information request jointly made by Socio-Economic Rights and Accountability Project; and Connected Development.
SERAP’s Deputy Director, Kolawole Oludare, said in a statement on Sunday that Idris, in his undated response, also indicated that “the Presidential Task Force on COVID-19 spent N22 billion; while 36 states spent N7 billion on COVID-19.”

Idris, according to the statement, added that the Nigerian Air Force spent N877 million on the deployment of assets in support of COVID-19 operations; the police spent N500 million on personal protective equipment; while N17,865.09 was paid as bank charges.

While commending Idris for honouring the FoI request, SERAP and CODE, however, urged him to respond to other information requested in the FoI letter, including the specific projects on which the Presidential Task Force on COVID-19 spent N22bn and the list of Nigerians who benefitted from the projects.
The groups said, “It is refreshing to note that 115 ordinary Nigerians donated between N1 and N100 to support the authorities’ efforts to fight COVID-19, despite the fact that it is the country’s poorest and most disadvantaged sectors of the population that continue to bear the brunt of the COVID-19 pandemic.

“Of the N36.3 billion public funds and donations received, N1.4 billion came from Nigerians and companies through accounts at the First Bank; Access Bank; GTB, Zenith, and UBA, while N536 million donations were made through the Central Bank of Nigeria. The N536 million donations comprise of N89 million and N279 million from the Senate and House of Representatives, respectively.

“In addition, China General Chambers of Commerce in Nigeria donated N48 million; the Petroleum Equalisation Management Board gave N50 million while the Nigerian Content Development and Monitoring Board donated N70 million.

“We would be grateful if the requested details and additional information are provided to us within seven days of the receipt and/or publication of this letter. If we have not heard from you by then, SERAP and CODE shall take all appropriate legal actions under the Freedom of Information Act and the African Charter on Human and Peoples’ Rights to compel you to comply with our request.”

The purpose of the meeting was to inform the Students'Representative of the new step the school management is about to take for the sustenance of the Institution even without the Subvention. It was established that the Institution is facing an acute financial imbalances that has led to her being unable to pay Lecturers' salary in the month of August. Prof. ***** cry was co-cried by all the other Deans present. He submitted that the financial struggles has led the school management to come up with a plan that will help to keep the school running optimally as well as help improve the learning quality for the students. He pointed out that it is needed for Differential fees to be included in the fees paid by students. According to him, the additional fee is to fill the void that is observed in our learning quality. He lamented on how some of our courses haven't been accredited and the fear that even the accredited ones may become unaccredited. This lamentation seem to be the same for all the deans as they all nodded in affirmation to his submission.
Proffessor ****** stated that the new fee called *PROGRAMME NEEDS FEE* is to cater for the peculiar needs of various courses. He asserted that the fee paid by a student from Aeronautic and Astronautic should obviously be different from that of a student from History Department. This differential fee is arrived at after a critical survey of the Needs Analysis of each course hence their increment. The varied differential fees ranges from the least been #25,000 to the highest been #50,000.

I ordered since 19th of May..and since I heard it might take as long as 2month I decide to be patient. I never got a mail from them concerning d arrival of my delivery..

when I went to track my order I saw it has arrived Nigeria since and yet I was never contacted! how do I know where my order is now. the address I used was Ilorin. are they not supposed to mail me where to pick my item?
