The National Executive Committee of the Colleges of Education Academic Staff Union (COEASU) has directed its members nationwide to resume work Monday next week following the ratification of the suspension of the eight month strike.

The National President of COEASU, Comrade Emmanuel Asagha who spoke with newsmen at the end of a meeting with the Minister of Education, Mallam Ibrahim Shekarau in Abuja Thursday formally announced a three month suspension, to allow government time to live up to its part of the agreements.

The Union, after a meeting with Chairmen of Governing Councils of Federal COEs on Tuesday has suspended the strike in principle, to be upheld following the outcome of yesterday's meeting.

The Colleges of Education Academic Staff Union has suspended its nine-month strike in principle, following the intervention of the Chairmen of Governing Councils of Federal Colleges of Education.

The union said it agreed to persuasions to suspend the industrial action, following assurances that the outstanding issues would be resolved.

The strike suspension is expected to be upheld after Thursday’s meeting with the Minister of Education with officials of the union.

I think They promised cos they thought yesterday's meeting would be the one to finally iron out issues on ground but for the second week running, govt officials refused to show up. So I highly doubt it would be called off.

The Chairman, Senate Committee on Education, Uche Chukwumerije, has expressed disappointment at the Federal Government over their response and unwillingness to negotiate with the leadership of the Academic Staff Union of Polytechnic (ASUP) to bring to an end the lingering strike rocking polytechnic education in Nigeria.

He stated this at the committee meeting with the leadership of ASUP, in which the Minister of Education, Minister of Labour and the Secretary to the Government of the Federation were absent.

The leadership of ASUP had narrowed down their demands from 10 to 2 and were willing to call off the strike had it been the Government representatives were at the meeting.

Mr Chukwumerije further encouraged the ASUP leadership to be steadfast in their struggle and see that the education sector in the country doesn’t suffer any longer.

ASUP have resolved to continue its nine months old strike pending the outcome of the meeting with the Senate Committee on Education on July 1.

President of the union, Chibuzor Asumogha, made the statement at the end of ASUP’s 77th National Executive Council (NEC) meeting in Lagos, adding that a meeting of the committee and some education stakeholders scheduled for June 24 did not hold because no Government official came.

The Senate said on Tuesday that more than half of the fuel subsidy savings raised by the federal government since 2012 may be missing. The amount would be at least N500 billion, the Senate Committee on Subsidy Reinvestment and Empowerment Programme, SURE-P, said.

The sum is derived from calculable amount that should have accrued to the government, as removed fuel subsidy funds since January 2012 till September 2013.

The government scrapped the subsidy it paid on each litre of petrol consumed in the country, claiming it was costing too much to sustain the programme and would prefer to redirect the savings to development.

After grounding public demonstrations greeted the decision, the government later retained a part of the subsidy while it removed about N32 per litre, raising petrol pump price by the same amount (from N65 to N97 per litre)

But speaking to journalists at the Senate meeting Tuesday, a member of the committee, Kabiru Marafa (APC, Zamfara) said N800 billion had been generated so far from subsidy, while the government has released only N300 billion for the SURE-P, and has provided no reason for the difference.

The senator said the committee had written to the Nigeria National Petroleum Corporation, NNPC, to state the quantity of fuel imported since January 2012 to September 2013, and the NNPC replied within the 21 months about 25 billion litres per had been imported.

“Now, if you multiply 25 billion by 32, you get about N800 billion, and what SURE-P told us when they came here when we invited them, they told us that they collected about N300 billion at 15 billion flat rate per month,” Mr. Marafa said.

“So if you multiply 21 by 15 billion, you will get about 315 billion. So what we are talking about is the amount involved which is 500 billion, where is it? That is what we wanted NNPC to tell us,” he said.

The committee expressed anger that none of the responsible government officials, including the finance minister, Ngozi Okonjo-Iweala, CBN governor, Sanusi Lamido, attended its meeting to clarify the huge differential.

“They are the ones importing the fuel, they are the custodian. I was surprised that CBN was not here because they are the custodian but if anything, if their top management was here, the question of how they came about the N15 billion they are remitting to SURE-P would have been asked,” Mr. Marafa said.

“Since CBN are the custodians of the money, so how did CBN come about remitting to SURE-P, then, we will be told. Maybe, CBN will tell us this is what NNPC is remitting to them; maybe NNPC will say no, we have been remitting this amount of money but CBN is remitting on N15 billion. So, they are remitting only N15 billion, then we will ask CBN how did you come about the N15 billion flat rate, because this thing can’t be a flat rate.”

The four top leaders of the National Assembly have snubbed a set of government-provided homes that have already gulped more than a billion naira in construction, asking instead for new houses at a more secure location.

The Federal Capital Territory Administration said weekend that the construction of four posh homes for Senate president, David Mark, Speaker of the House of Representatives, Aminu Tambuwal, and their deputies, Ike Ekweremadu and Emeka Ihedioha respectively, has been suspended after they rejected the location of the buildings, citing insecurity.

Authorities will now convert the structures to guest houses for the four lawmakers, the FCDA said.

Speaking weekend, FCT minister, Bala Mohammed, who was represented by the FCDA Director of Public Building, Bernard Lot, said work was ongoing at the project before the lawmakers made it clear they will not accept the houses.

“You will recall that we had started that project, and there is a contractor carrying out the road work. You can actually access the place because the contractor has actually commenced work and has also done reasonably well on that,” Mr. Lot told journalists.

“But that too was affected by budgetary provisions. You know government has dwindling resources, but there is an issue there because development is not taking place fast in that area. And so the principal officers of the National Assembly have said that they don’t want that place because of the current security situation in the country.”

An ambitious plan by the FCTA to complete the lavish homes for the principal officers of the National Assembly, was already controversial, as the four lawmakers currently reside in houses constructed by the government, which they later bought for themselves under a contentious monetization policy.

Since the inception of the project in 2010, a minimum of N1.5 billion in appropriation have been made annually for the work. But the FCT minister said only a fraction of the amount was released to complete the project located at a new extension of Maitama district, called Goodluck Jonathan district.

The district is right behind the Lungi barracks in Abuja.

But despite the security, the lawmakers said they needed a safer location with the current situation in the country, and already one has been selected for them in the Three Arms Zone in the city centre.

The FCTA said the request has been granted with the approval of President Goodluck Jonathan, for the project to be started anew, this time within the Three Arms Zone, supposedly Nigeria’s most secure area, where the president himself lives.

“Though it is behind the army barracks, we cannot isolate them there, and government in its own wisdom has said that since they don’t want it, the authorities have decided to convert the buildings to guest houses and scale down the initial cost of the project. That is what we are doing now. We are scaling down the cost of the project to serve as guest houses to the principal officers of the National Assembly,” Mr. Lot said.

“As for their new residences, you are all aware that we have already cleared a new site located in the Three Arms Zone in the Central Area. The President has already given his anticipatory approval and the contractor has been asked to commence work on the project.”

The initial project involved opening up the previously fallow area, building new roads and facilities, and constructing four choice homes for the lawmakers.

The area was to also be made available for all classes of Nigerians, and the contract for the entire new district was N44 billion, Mr. Bala had said last November.

But PREMIUM TIMES has long confirmed in a previous investigation that the exclusive area is far out of the reach of ordinary Nigerians, with plots going for between N250 million and N400 million.

As of July 2013 when PREMIUM TIMES reporters visited the district, the area was under tight security and construction works were still ongoing.

The legislators currently live alongside other senators and members of the House of Representatives at the Apo Legislative quarters in Abuja.

In 2011, the FCT minister, Mr. Mohammed, himself a former senator, told the National Assembly the Apo area was insecure for the top lawmakers and said the government could not guarantee the safety of the four officers, hence the need for new houses.

“The National Assembly is the highest democratic body we have apart from the presidency. And the National Assembly complex at Apo has been sold out to the public. The place is being inhabited by all sorts of people. Leaving them there will expose them to the vagaries of the society. And anybody can be a principal officer; so whoever is there and you leave him there, you are not being fair to him,” Mr Mohammed had said.

“Our decision is taken out of a sheer sense of responsibility. But with responsibility comes the issue of security, the issue of the latitude and leverage which officers holding certain offices must have.”

The chosen new location was the Maitama extension.

Mr. Lot said weekend the lawmakers’ homes, costing N3 billion, and handled by Julius Berger, had been discontinued.

The FCT authorities said the project was delayed due to shortage of funds.

In 2011, Mr. Bala said while N324 million was appropriated, only N146 million had been expended, leaving a balance of N178 million.

The FCT is also constructing a multibillion naira new home for Vice President Namadi Sambo. The initial cost for the project was N9 billion, but was raised to N16 billion by the FCDA, a move that was blocked by the National Assembly.

Mr. Bala said the project was also affected by shortage of funds.

“For a whole year (2012), there was no budget for that project but under 2013, we had an appropriation and the contractor is working. We had a cause to seek a variation on the contract to implement the second phase of the project. But it was stood down on the grounds that no project will have a variation above 15 per cent,” he said.

“So, we are having an implementation strategy to ensure that we complete that project on time, including the very essential aspects of the work, including the holding, gatehouse, bedroom, storage, among others.”

He said work was however ongoing.

Nigeria is constructing these new multi-billion naira posh homes for its five officials, who are already accommodated in comfortable government buildings, at a time that poverty appears to be growing in the country, with majority of its people living on less than a dollar a day.

The Samsung Galaxy S4 runs an Exynos 5 Octa central processing unit with multiple cores and a GPU, or graphical processing unit, that hums along at 480 MHz GPU.

Unless, of course, you’re running benchmarking applications.

In February a forum member at Beyond3D suggested that Samsung overclocks the GPU to 532 MHz while running benchmarking tests that are intended to demonstrate how powerful the processing unit is, while throttling it to just 480 MHz when in actual use. AnandTech recently tested and researched the claims, and discovered code that Samsung uses to speed up the processor when — and only when — running popular speed testing suites such as GLBenchmark, AnTuTu, or Quadrant.

Samsung Galaxy S4 Zoom Some might call that optimization. Others might say it’s battery-saving. And some are saying it’s just plain cheating. You can count the original discoverer, Andrei F., in that last category:

“Oh hell Samsung, shame on you!” he wrote, adding in a tweet that Samsung was “cheating GPU benchmarks,” again.

The switch has real, everyday consequences, especially for mobile gamers who might be choosing a device based on how well they can play their favorite games. Faster GPUs push more polygons, making gameplay smoother, more realistic, and more immersive.

It’s not just the GPU, AnandTech discovered. It’s also the CPU.

Certain benchmarking suites, such as GLBenchmark, trigger the CPU to jump to 1.2 GHz, while others, such as GFXBench, are not triggered, and use a default CPU speed with lower performance, at just 250 MHz. Other benchmarking apps trigger different CPU speeds, with Linpack inspiring Samsung to offer up 1.6 GHz and Snapdragon hitting the same heights as GLBenchmark, 1.9 GHz.

Samsung apparently uses a settings application, TwDVFSApp.apk, which includes hard-coded CPU settings for the different benchmarks, among them a “boost mode” that kicks the CPU and GPU into high gear.

Gaming benchmarks is no new game; it’s been happening ever since enthusiasts starting comparing Apple’s PowerPC processors to Intel’s x86 CPUs. In most cases, however, what’s going on is a deliberate attempt to maximize the attractiveness and perceived power of a particular chip while reserving that power only for artificial testing situations.

As such, it’s ethically questionable, at least.

I’ve asked Samsung to explain what’s happening here. As the company responds, I’ll update this post.

NEW YORK CITY – When Nokia announced its 41-megapixel 808 PureView last year, the prevailing  hope was that the company would eventually bring that camera tech to Windows Phone.

Well, Nokia has finally made that happen. At an event in New York City, the company announced the Lumia 1020, a 4.5-inch device that combines a 41-megapixel camera, Xenon flash, and a plethora of other features. It may just be the smartphone photographer’s dream device.

“With the Lumia 1020 you will see things you’ve never seen before,” Nokia CEO Stephen Elop gushed.

While “41 megapixel” is largely vague, marketing-heavy jargon, essentially the Lumia 1020′s tech lets you take high-quality, noise-free shots and zoom into them in great detail. (41-megapixel shots are also massive, which is why the 1020′s software also downsamples photos to offer more reasonably sized 5-megapixel shots.)


Nokia shows off how the Lumia 1020 can capture motion shots in low-light situations. Pretty impressive.

That camera tech goes beyond just hardware, however. Nokia has also furnished the 1020 with Pro Camera, a new app that will give users more control over how the phone takes pictures via settings like ISO, white balance, manual focus, and shutter speed. The device also comes with Nokia’s optical image stabilization (OIS), which should allow it to take better, non-blurry photos in low light.

Alongside the Lumia 1020, Nokia announced the Camera Grip shell, an $80 add-on for the 1020 that adds extra battery life, a dedicated shutter button, and a rubberized grip for one-handed shooting. It even has a tripod.

One drawback, potentially, for the Lumia 1020 is that Nokia clearly isn’t deviating from the tried-and-true designs of devices like the Lumia 920. But whether that’s a good thing or bad depends entirely on what you think of Nokia’s previous devices, of course. It’s also not clear where the 1020 improves on previous devices. While Nokia is making a big deal about the 1020′s camera, the company doesn’t seem to be intent on pushing any of the phone’s other features.

As with previous Lumias, the 1020 will be an AT&T exclusive in the US  – at least for a little while. Expect it July 26 for $300.

BlackBerry cut prices for its flagship smartphone to $49 and $99.

The BlackBerry Z10 is now selling for $99 at  AT&T and Verizon, while Amazon is selling it at $49. The price drop is aimed at breathing life into sales for the Canadian company, which lost $84 million in the most recent quarter.

“Now is the right time to adjust the price,” a BlackBerry spokesperson told the Wall Street Journal. “It’s part of life cycle management to tier the pricing for current devices to make room for the next ones.”

That could mean that the company is selling the stock on shelves now before it launches a second-generation smartphone with the same Z10 DNA. The price cut from the original $199 price just four months ago isn’t a good sign for BlackBerry, formerly known as Research in Motion.

Thorsten Heins, chief executive of BlackBerry, acknowledged that the launch of the latest smartphones in the U.S. didn’t go as well as it hoped. BlackBerry also let go its head of U.S. sales, Richard Piasentin last month. It’s an uphill battle for BlackBerry to gain market share in a field crowded with devices based on Apple’s iOS, Google Android, and Windows Phone.

Kantar Worldpanel, a market researcher, said that in the three months ending May 2012 that BlackBerry had 4.6 percent market share, compared to more than 50 percent a few years back.
