The issue of zoning, not development programmes of aspirants, has been a major issue in the build-up to the 2023 general elections.

The battle for the Enugu State Government House, the Lion Building, has assumed a new dimension as members of the State House of Assembly are reportedly being bribed by a cabal in the state government to say that there is a subsisting governorship zoning arrangement in the state.

The issue of zoning, not development programmes of aspirants, has been a major issue in the build-up to the 2023 general elections.

Whereas some of the state's political leaders like a former governor, Okwesilieze Nwodo, claim there is a zoning arrangement, which favours Enugu East senatorial zone, another former governor, Sullivan Chime had in a November 23, 2018 interview with a newspaper (not SaharaReporters), dismissed such as a fallacy.

"In 2013, when we were holding a town hall meeting in Nike Lake Hotel, one journalist asked that since I was leaving office, which zone will succeed me as governor. When Chimaroke Nnamani became governor, it wasn’t zoned to Nkanu, he won against somebody from the West, even in his re-election bid. When I contested, it was free for everybody, people from the North, from the East, from the West, the same thing during my re-election. Then I said fate had made it that the East had done their two terms, myself in the second term at the time, I said it will only be fair that we take it to the North to reduce tensions and I promised to work towards it. That was how it happened. We zoned it to the North, not that there was any agreement; it was common sense to reduce problems. I was the leader and I took that decision," he had said.

Former Deputy Senate President, Ike Ekweremadu, who hails from Enugu West zone, had at the weekend declared his intention to vie for the governorship election, saying there was never a zoning agreement in the state 

He said he headed Chimaroke Nnamani's campaign organisation in 1998/1999 and knew that there was no time they discussed succession order noting, however, that the good thing was that power had rotated around the three senatorial districts.

“Whoever is talking about zoning has interest and candidates that they want to put in power.

“Besides, I don’t want to be a zonal governor, but the governor of the entire people of Enugu State,” he said.

However, reliable sources said there are plans to launch a media campaign to push the narrative that there is a zoning arrangement for the governorship position in the state.

One of the sources, a member of the State House of Assembly from Enugu North revealed: "We were summoned up today (Monday) at the Majority Leader's (Hon. Ikechukwu Ezeugwu's) house to sign a document prepared for House Members and LGA Council Chairmen of our (Enugu North) zone to the effect that there is zoning. 

"They will be publishing it soon. They are paying each lawmaker N5 million to sign the document." 

Another lawmaker who confirmed the situation said, "Unfortunately, we thought by now all aspirants should be encouraged to table their programmes on how to end insecurity in Enugu State. There is no water anywhere in the state. The unemployment rate is very high and we're being harassed by our constituents."

SaharaReporters also learnt from sources that the state government is moving to zone governorship to Enugu East to rule former Deputy Senate President, Ike Ekweremadu out of the race. 

It was learnt that Ekweremadu is a dominant force in Enugu West and some prominent people in government, including the state governor, Ifeanyi Ugwuanyi. 

"You know Ekweremadu was the Deputy Senate President and is serving his fifth term in the Senate. He is a powerbroker in the state and was also instrumental to the emergence of Governor Ugwuanyi. The idea is to cut his wings," another source said. 

Calls put across by SaharaReporters to the leader of the House, Ezeugwu Ikechukwu were not answered nor returned. He also did not reply to a text message sent to him.

Multichoice Nigeria has announced that season six of the Big Brother Naija (BBNaija) reality show will begin on July 24.

Martin Mabutho, Multichoice Nigeria customer officer, broke the news on Monday during a press briefing with journalists.

The reality show will premiere with two opening ceremonies on Saturday and Sunday and will air from 7 pm on DStv channel 198 and GOtv channel 29 with a simulcast on Africa Magic Showcase, Africa Magic Urban, and Africa Magic Family.

The organisers also disclosed that there will be no SMS voting for this season, adding that fans will now be able to vote for their favourite housemates for free on BBNaija’s official website and mobile app as well as on the MyDStv and MyGOtv apps.

This year’s edition of BBNaija will run for 72 days and end on October 3, 2021.

Multichoice Nigeria had earlier announced a whopping N90 million as the grand prize for the winner of season six.

This makes it the highest grand prize a winner of the reality show will be receiving — since the BBNaija debuted in 2006.

TheCable Lifestyle had reported how Olamilekan ‘Laycon’ Agbeleshe won last year’s edition of the show.

Laycon had received the N85 million grand prize which includes a cheque of N30 million, Sport Utility Vehicle (SUV) from Innoson Motors, and a luxury two-bedroom apartment by Revolution Properties.

The fifth edition of the show was characterised by several controversies including a face-off between Laycon and Erica.

Lionel Messi and Barcelona have reached an agreement for the forward to sign a new five-year deal with the Catalan club, sources have confirmed to ESPN. Sources added Messi has accepted a significant wage reduction to prolong his stay.
Messi was a free agent after his contract at Barca expired and he had courted interest from Paris Saint-Germain and Manchester City since first revealing a desire to end his 20-year relationship with Barca last summer. The 34-year-old’s previous contract was worth over €500m and that expired at the stroke of midnight on July 1.
However, with the return of Joan Laporta as president in March, Messi grew more open to staying at Camp Nou. An official announcement is expected in the coming days.
Laporta had hoped to finalise an agreement before Messi’s previous terms expired. Barca’s financial problems made that impossible, though, with their gross debt over €1bn. Cutbacks have been essential, in terms of transferring players out, reducing the wage bill and getting Messi to accept a lower salary.
La Liga president Javier Tebas had warned Barca they would not be allowed to register Messi’s new deal if they were unable to reduce spending to comply with the league’s financial fair play rules. Barca’s spending limit has been reduced from over €600m to €347m since the coronavirus pandemic, with further reductions expected to be imposed for the upcoming season.
Messi is on holiday with his family following his Copa America glory with Argentina last weekend, which was his first senior trophy with his national team.
He will link up with Ronald Koeman’s squad later in the summer, with Barca’s league campaign kicking off on Aug. 15 against Real Sociedad at Camp Nou.
Messi had first expressed a desire to leave Barca last August after the 8-2 defeat to Bayern Munich in the Champions League. His relationship with then-president Josep Maria Bartomeu had reached a breaking point. In a September 2020 interview with Goal, after Barca had blocked his departure, Messi called Bartomeu a “liar” and said the board had been “making things up as they go along” and “plugging holes” for years.
Bartomeu, facing a vote of no confidence, resigned last October and was eventually replaced by Laporta in March. Laporta has a good relationship with Messi and his family. He was Barca’s president when Messi made his first-team debut and when he signed his first professional contract with the club.
Sources told ESPN in April that Laporta was working on a contract renewal for Messi that included the option of playing in Major League Soccer before returning to Barcelona.
In public and in private, Laporta had always maintained that he was “convinced” he could persuade Messi to stay. The club have already made a series of signings this summer, bringing in Sergio Aguero, Memphis Depay and Eric Garcia, as well as recalling Emerson Royal.
Messi first joined Barca’s academy in 2000 and has gone on to play 778 games for the club, breaking Xavi Hernandez’s appearance record last season. He has scored 672 goals, another club record, and has helped Barca win, among other trophies, 10 La Liga titles and the Champions League on four occasions.

The House of Representatives is billed to pass amendments to the Electoral Act, 2010 today (Thursday) barring any last-minute change in plan.

The Committee on Electoral Matters laid its report on the Electoral Act, 2010 (Amendment) Bill at the plenary on Wednesday.

The Chairman of the committee, Aisha Dukku, prayed the House to receive the report on: ‘A Bill for an Act to Repeal the Electoral Act No. 6, 2010, and enact the Electoral Act, 2021, to Regulate the Conduct of Federal, State and Area Councils in the Federal Capital Territory Elections; and for Related Matters.’

The bill was referred to the committee on November 24, 2020.
The Speaker, Femi Gbajabiamila; and Chairman of the House Committee on Media and Public Affairs, Benjamin Kalu, had separately stated that the bill would be passed before the National Assembly embarks on its two-month annual recess, which begins today (Thursday).

 In the report, a copy of which was obtained by our correspondent on Wednesday, the committee recommended that electronic voting and transmission of results should be left at the discretion of the Independent National Electoral Commission.

Section 48(2) of the bill reads, “Voting at an election and transmission of result under this bill shall be in accordance with the procedure determined by the commission.”
Several members of the House, who were contacted after plenary, said they had yet to receive a copy of the bill to confirm the final recommendations.

One of them, who spoke to our correspondent around 9pm, said, “Let me tell you what I know: it is the Senate’s version that has the provision ‘shall not’. The version of the House was silent on that and only gave INEC the discretion to either go electronic or not. The Senate version specifically barred INEC from electronic transmission. I know that for certain.”

Section 50(2) of a leaked version of the bill had generated wide criticisms
The section states that INEC could make use of electronic voting, but it should not transfer the results by electronic means.

The section reads, “Voting at an election under this bill shall be in accordance with the procedure determined by the commission, which may include electronic voting, provided that the commission shall not transmit results of elections by electronic means.”
Section 87 reads, “(1) Election expenses shall not exceed the sum stipulated in subsections (2) (3) (4) (5) (6) and (7).

“(2) The maximum election expenses to be incurred by a candidate at a presidential election shall not exceed N5,000,000,000.00.

“(3) The maximum amount of election expenses to be incurred by a candidate in respect of the governorship election shall not exceed N1,000,000,000.00.

“(4) The maximum amount of election expenses to be incurred by a candidate in respect of senatorial and House of Representatives seats shall not exceed N100,000,000.00 and N70,000,000.00, respectively.

“(5) In the case of a state Assembly election, the maximum amount of election expenses to be incurred by a candidate shall not exceed N30,000,000.00.

“(6) In the case of a chairmanship election to an area council, the maximum amount of election expenses to be incurred by a candidate shall not exceed N30,000,000.00.

“(7) In the case of councillorship election to an area council, the maximum amount of election expenses to be incurred by a candidate shall not exceed N5,000,000.00.

“(cool No individual or other entity shall donate to a candidate more than N50,000,000.00.”
Meanwhile, the House also on Thursday reconsidered two bills from the preceding 8th National Assembly. These are the Electoral Offences Commission (Establishment) Bill, 2020 (HB. 753); and Harmonised Retirement Age for Teachers in Nigeria Bill, 2020 (HB. 1340).
