In awarding N3.6 billion contract to own firm, Bauchi Governor duplicates purchases

A N3.6 billion contract awarded to Adda Nigeria Limited to supply official vehicles to Bauchi government officials included vehicles already purchased and paid for by the government.

PREMIUM TIMES has investigated how the Bauchi governor, Bala Mohammed, awarded the contract to a company in which he is a director, in clear violation of federal code of conduct laws and the state’s procurement law.

In addition to being a director in the company, Adda Nigeria Limited is also being controlled by Mr Mohammed’s close ally, Abdullahi Yari.

In September, the governor approved the contract for the supply of 105 vehicles for top government officials, legislators and judges. Officials familiar with the deal and documents seen by PREMIUM TIMES indicate that the contract was actually awarded earlier than September.

The government did not fully account for how the 105 vehicles would be shared and who benefit from them.

A document obtained by PREMIUM TIMES show that under the contract the governor will get two Land Cruiser V8 jeep with a contract value of N49 million each.

The deputy governor will also get a Prado jeep V8 at N49 million.

For the secretary to the state government (SSG), a Prado jeep V6 valued at N39 million was ordered. In addition to the SAG, the party chairman, who holds no official government position was scheduled to receive a similar car.

A similar vehicle is also slated for use as “convoy lead car” and one other for use as “Convoy H.E’s guest”.

The bill of quantity also shows a purchase of 31 Prado jeep V6 for the 31 members of the state’s House of Assembly.

Twenty commissioners were also billed to get black Toyota Camry, without giving further specifics. Deputy chairman of the state’s ruling party, according to the document, will also get a similar vehicle.

Chevrolet 2018 vehicles were also ordered for 27 judges in the state, costing tax payers N1.02 billion.

DUBIOUS DUPLICATION
Evidence found by PREMIUM TIMES show that prior to the award of the procurement, the state government had bought at least four sets of the same vehicles.

Records of the state government’s contracts for 2019 obtained by this newspaper show at least four instances of the purchase of exotic vehicles between May and and September, 2019.

In the runoff to the handover, the outgoing government on May 9, 2019 issued contract for the supply of vehicles at the sum of N75,757,000 to Westwood Motors Limited. The purpose of the vehicles were not stated.

In a May 20 contract to the same company, the outgoing administration ordered for new vehicles for use of the incoming governor and his deputy. The vehicles cost N419,055,000.

On July 10, at the heat of crisis in the state’s House of Assembly, Mr Mohammed’s government awarded two contracts for the supply of vehicles for use of members of the state House of Assembly.

One of the contracts was awarded to Web-Mag Services Ltd at N238,300,000.

The other one, awarded Bagah International Limited at the cost of N75,870,000, was for the supply of Toyota Land Cruiser V8 and one 2018 Toyota Hilux van.

Adda Nigeria Limited was also awarded a separate contract in September of that year to supply two Toyota Camry V6 at the cost of N72,555,000.

Curiously, the N3.6 billion vehicle supply contract for Adda Nigeria Limited is omitted from the awarded contracts for the year.

A spokesperson of the governor, Mukhtar Gidado said he was unaware of the earlier purchase.

“You know I didn’t join the government from May (2019) so I wouldn’t know,” he told PREMIUM TIMES through telephone on Wednesday.

But a staff working at the Bauchi Government House who is not authorised to speak confirmed the delivery of the new vehicles for the governor, his deputy and a few officials immediately Mr Mohammed came to office.

Former Deputy National Publicity Secretary of the All Progressives Congress (APC), Comrade Timi Frank, has called on the visiting Prime Minister of the United Kingdom, Theresa May, not to be deceived by the lies and propaganda being spewed by the President Muhammadu Buhari-led government concerning the political, social and economic health of the country during her visit.

Nigerian are glad because they believe your presence in Nigeria will enable you to see things as they are and not how they had hitherto been presented to you in Downing Street, London. I also believe that after observing the harsh conditions under which Nigerians daily make their living, you will be better placed to advice the government led by President Muhammadu Buhari, on how to proceed with his change agenda in such a way that will make it beneficial to the masses of this country economically, socially and politically.

We are glad that as a Prime Minister who is at the verge of making history with Brexit in Britain, you are well acquainted on how to lead a major national reform without compromising on the rule of law and fundamental human rights of citizens. It is the hope of majority of Nigerians that following the role of the U.K. in Nigeria up to Independence in 1960, your presence in Nigeria will kickstart a fundamental change in the hostile attitude of the present administration towards Nigerians. 6. Why has Buhari kept the Leader of the Islamic Movement of Nigeria (IMN), Sheik El-Zakzaky in detention for over three years despite several court rulings granting him bail?

7. Similarly, why has Buhari refused Col. Sambo Dasuki to go home after six court judgements, including the ECOWAS Court of Justice, that have granting him bail?

8. How can Buhari claim to champion an anti-corruption fight when the APC under his leadership continues to compromise the nation’s electoral process through open vote buying to win elections?

Why has Buhari continued to gag the press through arrests and long detentions as witness in the case of Jones Abiri - a Port Harcourt based journalist - who was detained without trial for two years and a Premium Times reporter, Samuel Ogundipe who was incarcerated for failing to disclose his sources to the police?

10. Why has Buhari refused to name murderous Fulani herdsmen as a terrorist organization just like he did to the Indigenous People of Biafra (IPOB)?

It is important for you to ask Buhari the above questions and get clear cut answers instead of being fed with propaganda and lies for which this government is now reputed.

The APC government lead by President Muhammadu Buhari using state security apparatus of the DSS, Army and the Nigerian police have attacked the National Assembly with the aim of forcibly overthrowing the National Assembly leadership and rendering the third arm of government comatose. The Senate President Dr Bukola Saraki, his deputy Ike Ekweremadu and other distinguished senators are currently under severe assault from security agencies. It now a known fact that democracy have now collapsed in Nigeria and we are now under a totalitarian and fascist government with no appetite for opposition.

President Muhammadu Buhari is a beneficiary of democratic election into power and since he took over on May 29th 2015 he has done nothing but destroy every fabric of democracy and the rule of law. Mr Dickson stated,“Nigerians are right to demand for protection. They expect the security agencies to arise to the occasion and put an end to the killings that are moving from one state to the other.

“If the people are under attack by gunmen, that is the more reasons why the security forces and the President as the Commander-in-Chief-of-Armed-Forces should lead the security agencies to repel this attack. We have lost enough innocent lives. Instead of these killings abating, it continues to be spreading.

“That is why I said what is going on in the Middle Belt, North East, Niger Delta and other regions of the country is clearly the most potent National Security and essential threat our country has faced since the civil war.”

He said to address insecurity in Nigeria, there was also need for the government to invest more in education, stressing that the options are clear: “it is either you build more schools or you build more prisons and cemetaries.”

The governor included that tending to the circumstance and building up the nation, there was need to perceive and regard morals and social contrasts in the nation

Mr Dickson, notwithstanding, said that regardless of the contemporary security challenge confronting Nigeria, the nation has the potential of getting to be nation of great capability.

The Bayelsa State Government says its multi billion naira international airport is one of the legacy projects that will change the economic fortunes of the state and bring about prosperity for the people.

The airport which is over 95 percent complete will be commissioned by President Muhammadu Buhari next month.

The State Commissioner for Information and Orientation, Daniel Iworiso-Markson came out with this on Thursday while conducting some journalists around the airport.

Iworiso-Markson said the airport will create massive job opportunities for Bayelsans and will be a leading investment destination as well as a hub for business when it becomes fully operational.

‘’There will be more business opportunities, more investment opportunities and more revenue. It is indeed a dream come through for us as a government. We are so excited about this project because of the massive benefits the state and our people will derive from it.

‘’The airport is a testament of the commitment and dedication of the restoration government of His Excellency to open up this state and show to the world our huge potential. This is the heart of the Niger Delta, this is the Jerusalem of the Ijaw Nation and this airport will give us a new narrative’’.

‘’I want our people to know that this is not politics, it is development, and we have often said that we don’t play politics with development. This airport will be used by both PDP and APC members, so nobody should politicize this project’’.

The Bayelsa Government spokesman stated that the airport is fully funded by the state government after the federal government pulled out from an earlier agreement which would have seen it provide counterpart funds for the construction of the terminal building, control tower, hangar and fire bay.

He expressed gratitude to Governor Seriake Dickson for his vision and foresight.

Dear Sir,

JUNE 12 AND THE BURDEN OF GOOD GOVERNANCE

It is with great delight that I write this open letter to you, Mr. President, and wish to congratulate you and all Nigerians for the great honour done to late chief MKO Abiola and his running mate, with the conferment of GCFR and GCON on them respectively, whilst not forgetting others who stood gallantly in reclaiming the JUNE 12 MANDATE against all odds. Indeed, this great gesture has soothed the open sore of the June 12 struggle and has began the process of healing the wounds of those dark days, whilst bringing succour to the souls of the departed who fought against dictatorship and tyranny in a bid to reclaiming the lost mandate of the Nigerian people. Suffice to say, Mr. President, that it is no coincidence that this laudable gesture has been achieved 25 years after all hopes of restoring the mandate appeared to have been dashed indefinitely.

Having recognised the need and finally put to rest this dark episode in our country’s history, I humbly urge you to take the subsequent step in declaring Chief Abiola as President (Posthumously) and further recognising all the key players who played different roles in the actualization of democracy during those trying times, and of course, those who also paid the ultimate price for freedom with their sacred lives. It is no gainsaying to say the least that Nigerians will forever remain grateful to you for standing up and putting to rest the June 12 imbroglio, irrespective of dissenting opinions. It will be wise to conclude, therefore sir, that this great feat will usher in a new Nigeria where all the main ingredients to sustaining and entrenching democracy will become the norm in our daily lives, spearheaded by those in power at all times. The lessons of June 12 and what it meant to Nigerians should be the bedrock of our democracy, as anything short of this will rubbish the very intention for which the honours were conceived ab initio.

Furthermore, Mr President, having been a lone voice in criticizing the activities of your administration, despite being a member of the APC, many will wonder what the true intent of this Open Letter may convey, but be rest assured sir, that only those who mean well for this country will speak up when wrong is being painted as right. The CHANGE mantra upon which this administration was voted into power massively by Nigerians, irrespective of ethnic, religious and social affiliations, is fast eroding away and I’m afraid, sir, that if nothing is done to Right the Wrong, then the Hopes and Aspirations which had ushered in a brighter tomorrow will end up in Regret and Despair. That I have decided to speak up against the current ills in the system attest to the fact that, it is only when people speak up that True Change will eventually occur. The resilience and belief in the June 12 Struggle attest to the fact that those who fought for democracy in Nigeria believed in the truest meaning of democracy in all its ramifications. A country where the RULE OF LAW, FREEDOM OF SPEECH AND ASSOCIATION, UPHOLDING THE RIGHTS OF EVERY CITIZEN AND ABOVE ALL RESPECT FOR FUNDAMENTAL HUMAN RIGHTS was and is the very pillar upon which Chief MKO ABIOLA and several others paid the ultimate price with their lives. Anything short of this will amount to MILITOCRACY or DICTATORSHIP as it were. The lack of adherence to these social rights, I must admit, are very prevalent in this administration and seems to be growing larger by the day. These ills are reminiscent of and a sad reminder of the Junta days, with many regretting their actions of voting the APC into power. It will be pertinent, Mr. President sir, to proceed on a personal fact finding mission to the Nigerian streets, irrespective of bias, to find out the true reflections and opinions of Nigerians toward your administration.

The flagrant disregard for the Rule of Law, Disobeying of Court Orders, Acute Nepotism, Selective Persecution, and Lack of Transparency are some of the ills very prevalent in the nation today. The various reports from Amnesty International and the U.S. Department of State have gravely indicted this administration. It is in this vein, Mr. President, that I urge you to give regard to the Rule of Law as the continuous incarceration of perceived enemies, without obedience to court orders, has become an enormous albatross confronting your government. Many a people believe that the duo of Sheikh EL Zak Zaky and the erstwhile NSA, Colonel Sambo Dasuki (rtf), are some of the personal witch-hunt of your administration, and therefore having preached peace and reconciliation during the Holy Month of Ramadan, Nigerians would be interested to see if they will be set free, to at least allow for the Rule of Law take its course.

The infighting within the National Assembly and the clamp down on opposition voices is clearly in sharp contrast to the democracy that was envisaged and clamoured for by Nigerians before your inception. As we draw near to another election year, it will be beneficial to your administration that these concerns are vigorously addressed, so as to usher in a ray of hope for a better Nigeria as envisioned by MKO Abiola himself. The EKITI and OSUN elections will be a litmus test for all Nigerians to attest, if indeed, what is to come in 2019 will be anything to go by. Having preached peace and perseverance to all Nigerians, your actions or inactions will be very vital as we approach these elections.

I would conclude by leaving you with this words that: "If the position is that the June 12th sensationalism is beyond the personification of Chief MKO Abiola GCFR, and more about the memorial and honour of the protagonist that advocated and sacrificed for democratic tenets, then the moral, socio-political, and emotional modus operandi of its proponents must unequivocally demonstrate the Rule of Law, which is intrinsically the Blood of Democracy. Any move, in whatever class, shade, or shape that is short of upholding the Rule of Law is simply shenanigans. No matter who and how many people approve of the gesture. God loves, because He is Love. Gombe State Governor, Ibrahim Hassan DanKwambo has dissociated himself from a video that has now gone viral where he was said to be campaigning for President Muhammadu Buhari ahead of the 2019 presidential elections.

While reacting to the said video which is now in circulation in the social media, Hassan DanKwambo through his Special Assistant on Media, Junaidu Usman Abubakar declared that there is no reason for him as a leader of the Peoples Democratic Party (PDP) campaign for a presidential candidate of another political party.


The Governor pointed out that the video is the “handiwork of political detractors within and outside the state who are bent on destroying the political career built over the years which is visible in the performance of the PDP led administration in the state.”

While confirming the authenticity of the video, the Governor through his media aide explained that, “No, this was his 2015 swearing in speech at the stadium when President Muhammadu Buhari was elected as the new in-coming President of Nigeria. What is happening is the sponsorship of Abuja based nPDP members who want to discredit the personality of Hassan DanKwambo.”

He added that, “the detractors decided to use the video now because of the growing political influence of Hassan DanKwambo. The developmental projects executed by the administration are testimonies to his growing political influence.”

The Governor however reiterated his determination to remain in the PDP and work for its success in the general elections expressing confidence that the party is now reformed and ready to face the electorates in the 2019 general elections.


On the 2019 presidential race, Hassan DanKwambo through the Media aide explained that consultations are on-going and at the appropriate time a definite pronouncement will be made publicly.

He then called on the people of Gombie State to remain committed to the ideals of the PDP which he said has taken the state to greater heights assuring that the party will not let them down in terms of development.

It is true that a golden fish has no hiding place. The professional, political and public service career of national and global leaders are always in public domain. Their performance or lack of it stands them out as the populace, public affairs analysts and social affairs commentators are wont to publicly and vocally assess their varied contributions to the socio-economic wellbeing of the citizenry at large.

The above musing aptly describes the dynamic and highly resourceful Governor of Gombe state, Dr Ibrahim Hassan Dankwambo, FCIB, FCA, OON, (Talban-Gombe) within the backdrop of a higher calling that is currently tolling its bell on him ahead of 2019. For the consummate technocrat, cerebral chartered accountant and super-achieving administrative helmsman par excellence, much has been written and chronicled on his superb and superlative infrastructural and developmental exploit as well as his groundbreaking reforms both in Gombe state as the incumbent chief executive officer and the office of the Accountant General of the Federation that have repositioned and recalibrated the said offices for a more credible, responsive and efficient service delivery to the people and the nation at large.

Much of the publicity has been unsolicited as the unassuming and largely self-effacing Talban Gombe believes in silent and unheeded achievements, with solid and indelible administrative reforms and infrastructural projects on ground to speak for themselves rather than engaging in undue media hype or sensational headlines that are the province of many a politician.

In an unequivocal and straightforward celestial pontification, Father Mbaka predicted that the savvy and articulate Dankwambo will inherit the presidential crown in order to repeat the magic that he has performed in Gombe state and at the federal level in order to bring the country closer to the standard of living and economic attainment of advanced countries in the global comity of nations; no more, no less. With the pronouncement of the Catholic priest who is renowned for the authenticity and fecundity of his prophecies and who has never for once met Dankwambo in person, the whole political configuration, calculation and permutations for 2019 has been inexorably altered.

All the eleven local government areas of the state have felt the impact of the visionary leadership of the governor. For instance, immediately after the 2015 elections, the first set of roads that were constructed Dankwambo where in the enclave of his defeated APC gubernatorial rival, Alhaji Inuwa Yahaya This was in consonance with admirable mantra of Politics Without Bitterness of the Talban Gombe.


Indeed, the infrastructural revolution embarked upon by the indefatigable governor has been unprecedented throughout the nation, dwarfing those of Lagos, Rivers, Akwa Ibom among others, on an income per capital ratio, given the fact that Gombe State receives a paltry N2 billion per annum as federal allocation compared to the over N15-N30 billion naira received annually by the aforementioned oil-producing states.


Tens of thousands of kilometers of urban and rural roads have been completed while a lot more are under construction. Hundreds of hospitals, maternity and health centres, primary, secondary and Arabic schools have been either constructed or rehabilitated with adequate supply of hospital equipment, drugs, desks, chairs and laboratory equipment respectively. In the agriculture sector, tremendous progress has been attained with fertilizer, seedlings, farm implements, tractors, harvesters, planters, sprayers and many more supplied or leased to agrarian farmers at highly subsidized rates to boost agricultural production in the Jewel of the Savannah.

Dankwambo’s youth and women empowerment programme is also a complement to his development agenda for the state as tens of thousands of women and youths have been trained in fish farming, rabbit and poultry production, bee keeping, hair dressing, barbing, sewing, tying and dying, soap making, as well as confectionary skills.

All these are geared towards enhancing their income-generating and self-sustenance status. Thousands of graduates and other categories of staff have been employed in the Gombe State public service ever since the Talban Gombe assumed office on May 29, 2011.

Indeed, to catalogue the length, breadth and scope of the landmark administrative, infrastructural and developmental exploits of the Last Man Standing is beyond the breadth of this treatise, but it is fair to surmise that the nation needs, as a matter of urgency, the leadership sagacity of Governor Dankwambo, as well as his depth of experience, vision, vigour and fortitude to pilot the ship of the Nigerian State to safer and calmer shores come 2019.
