Thanks for your reply Bracha. I received my GCMS in January and I got a more detailed explanation as to why the visa was refused in the first case. I made a lot of mistakes on the first application and I believe that I can address the concerns raised. Thank you very much.

Hi,
Sorry for your denial. A rebuttal letter would come in handy if the actual reasons for the denial is known to you (you'll know this by ordering the gcms note for the application). When the reasons are known, then, you include your rebuttal in your application, in the form of a Letter of Explanation (LOE); where you explain how you tackled the reasons for the refusal raised by the visa officer. Please don't mistake it for a statement of purpose (sop). SOP is a norm for every application, while LOE addresses the reasons for the refusal and how you've solved them.

I hope this helps.

PS: people have been known to apply w/out sop and their applications approved. But everyone is advised to include one.

Apparently, It is meant to be like a cover letter addressing the concerns raised by the Visa officer.
