Hello Guys, I am setting up Joomla for the first time and went through it successfully but got choked on the Administration login. It is requesting a username and a password. I remember entering only a password but not a password.

Former military president , General Ibrahim Babangida (rtd), yesterday in Abuja, lent his weight in pursuit of one of President Umaru Yar’ Adua’s 7 point Agenda: The Rule of Law, saying he understands and agree with the present administration’s commitment to the rule of law.
"Indeed, no democracy can be viable or genuinely legitimate if it does not insist on the rule of law.
Indeed, no society can survive if its citizens are not bound by law, the true observance of due process and have confidence in the rule of law,” Babangida said while extolling the virtues of Justice Anthony Aniagolu, an eminent jurist of the Supreme Court and a reknown advocate of the rule of law.
The occasion was the launch of a biography on Aniagolu titled: ‘The Great Judge’.
Babangida underscored the roles of detribalised Nigerians such as the celebrated Hon. Justice Aniagolu who have played critical roles in the nation’s development, saying they ought to be celebrated.
He pointed out that often role models in Nigeria are never accorded their proper place in history, saying he believed every Nigerian generation should identify its role model in the society so that a proper linkage between the past and the present can be built as an inexhaustible source of knowledge between the past and the present .

NIGERIA'S quest to join the league of 20 industrialised nations by the year 2020 got a boost yesterday as the Federal Government unveiled a blueprint to attain this objective.

After about nine months of intensive work by over 1,000 experts, the Presidency yesterday unfolded the draft Vision 20:2020 document. The Vision 2020 blueprint, as the document is known, was presented to stakeholders from different spheres of the country for final vetting.

With a strong belief that Nigeria could make it, a Vice President of Accenture France and a client senior executive for the European Commission, Mr. Antoine Brugidou, has charged Nigeria to borrow from the experiences of France and vigorously implement the Vision 2020 document to win back the confidence of Nigerians in their nation.

Speaking with The Guardian at the presentation of the draft blueprint in Abuja, he asked the current administration to ensure quick results to enable successive governments to adopt the plan wholeheartedly.

A copy of the draft document obtained by The Guardian is anchored on two specific targets: Gross Domestic Product (GDP) of not less than $900 billion and national per capita income of not less than $4,000 per year by the year 2020.

The following critical priority areas were identified for immediate attention: Decentralisation of governance; sustainability; electoral reforms; land use/property reforms; public service reforms; national security; human capacity development and critical infrastructure (with particular emphasis on power and transportation).

From the draft blueprint, government aims to generate 60,000megawatts (mw) of electricity to make Nigeria truly among the league of the 20 great countries by focusing on renewable and sustainable energy sources.

By the plan, government projects that in 2019, Nigeria's per capita would reach $1,700 tripling the figure of 2005, while it projects that at current levels, Nigeria's population by 2020 would rise to over 200 million.

Addressing stakeholders in the economy at the validation workshop on Vision 2020 at the State House in Abuja, Vice President Goodluck Jonathan praised the experts who worked diligently to chart a path towards the realisation of Nigeria's development goal towards the year 2020.

He stressed that the document represented the articulation of the nation's collective aspirations.

Assuring that the plan, when approved by the Federal Executive Council and the National Assembly, would be implemented judiciously, he noted: " I cannot lose sight of the fact that given our national history, and in spite of our unflinching patriotism, many of our people are still understandably pessimistic and skeptical about our ability to attain our Vision 2020.

"Let me at this juncture state that a vision is not a prediction of the future. Rather, what we are saying through this blueprint we are reviewing today is that, given our immense and well-recognised potential, we are no longer content to be where we are today as a country and we are prepared to take the necessary steps to place us in our rightful place in the comity of developed countries."

Noting that though the year 2020 targets were realistic, he, however, pointed out that they could be achieved earlier than that.

He stressed: "We are targeting 2020, but it may come sooner or later. It is far better we define our national aspirations and articulate and implement the necessary steps to achieve them now, rather than continue to waddle in pessimism and skepticism, leaving us where we are or worse."

Minister of National Planning, Dr. Shamsudeen Usman, who unveiled the blueprint at the validation workshop, stressed that after the workshop, the plan would be presented to the National Economic Council on October 6 for approval and to the Federal Executive Council by October 14. The approved copy would be launched by the President on October 15. Subsequently, it would be put in the National Development Plans. The actual implementation of Vision 2020 and the fifth National Development Plan is scheduled to start on January 2, 2010.

Usman said emphatically: "By 2020, Nigeria will be one of the 20 largest economies in the world able to consolidate its leadership role in Africa and establish itself as a significant player in the global economic and political arena."

The governor of Anambra State, Peter Obi, is facing a rebellion from his former political allies. He has been expelled from his party by a group led by party heavy weight, Chekwas Okorie,

The troubles in the party, the All Progressive Grand Alliance, APGA, however, are not the only issues that are likely to make the elections in Anambra extremely volatile.

The PDP, which is Nigeria’s ruling party, is determined to win back Anambra from the opposition. To do this however, they must first get their house in order and select a candidate to run for the seat of governor. As of the last count, more than 40 people have picked up nomination forms from the party secretariat in Abuja, indicating they will be contesting for the right to represent the party during the election.

At least one of these candidates, the former governor of the central bank, Chukwuma Soludo, is thought to have the blessing of the wife of the president.

The political manoeuvring that is going on in the state is not limited to the big players, those on the fringes are dipping into the mix and confusing things even further. Some of them include the former state governor, Chris Ngige and the current deputy governor, Virginia Etiaba.

The beginning

The genesis of Anambra’s very complicated, and potentially violent politics can be traced to the 1999, elections that restored democracy in the country after 16 years of military rule. Anambra blazed the trail of what was to become known as political ‘godfatherism’ when Emeka Offor, to all intents and purposes, imposed Chinwoke Mbadinuju on the state.

Having spent a lot of money to get Mr. Mbadinuju into the Awka State House, Mr. Offor, being the businessman that he is, expected returns. He wanted direct access to the state’s treasury, a request that, to his credit, Mr.Mbadinuju refused. That was the beginning of the end for him. In 2003, he failed to get the PDP’s nomination for a second term in office.

While Emeka Offor was dissipating energy fighting the man he had put in the state house, another ‘godfather’ was preparing the ground for his ‘godson’ to get there. Chris Uba, brother to a close confidant of the then President Olusegun Obasanjo, Andy Uba, had set the wheels in motion for his protégée, Chris Ngige, to become the governor. His thugs made sure that the 2003 gubernatorial elections were heavily rigged in Mr. Ngige’s favour, while the APGA candidate, Peter Obi, could only watch more or less helplessly as his own vigorous campaign efforts were wasted.

That lasted until Chris Ngige fell out with his godfather. In typical Nigerian style, Mr. Uba, in an effort to forestall any kind of ‘betrayal’ had prior to the elections , hauled Mr.Ngige before a shrine in the now infamous Okija incident, to swear an oath of loyalty; not to the people of Anambra State, but to him. Apparently, Mr. Ngige had agreed and sworn to the oath, so Mr. Uba was confident that unlike Mr. Offor before him, he would have unfettered access to the state’s treasury.

But there is no honour among thieves, and Mr. Ngige reneged on his oath, claiming to be an upstanding Christian. An enraged Mr. Uba had the recalcitrant Mr. Ngige kidnapped. Unfortunately for Mr. Uba, and fortunately for the people of the state, the Federal Government intervened in the crisis on the order of the then vice president, Atiku Abubakar ( President Obasanjo was away at the time).

Mr. Ngige was released and his removal declared illegal. Mr. Ngige’s tenure was cut short, however, when the courts decided that his election had been a farce, and that Peter Obi was in fact the lawfully elected governor of the state. That opened a new chapter in the drama that is Anambra State.

Edo State governor, Adams Oshiomhole has expressed his willingness to personally ensure the resumption of talks between the Federal Government and striking university lecturers. He offered to intervene after a two-hour meeting with the Minister of Education, Sam Egwu, in Abuja on Thursday.

“ I am concerned about the dispute between ASUU and the federal government. So the essence of this visit is to have the issues resolved in order to restore some integrity back into the academic calendar of universities. It is necessary to know that the future of Nigeria depends on human capital development, not on liquid (oil) resources.” The governor met with Mr. Egwu in the minister’s office, before holding a joint briefing together.

After the meeting he said “What can be problem is if the parties are not ready to talk.Let’s talk on the issues in the interest of the nation. I want to assure you that over the next couple of days, we will have the parties come back to the negotiation table.’’

Open to negotiation

Mr. Egwu, who has been criticized for his role in the nation’s longest union strike in three years, said the Federal Government is willing to reconsider its stand.

“I am appreciative of the governor of Edo state who had come to contribute his quota in trying to resolve this problem which has been lingering for a long time,” he said. “Government is worried like every other Nigerian , we never thought this problem will linger on till this moment. This problem started between ASUU and Government many years ago, since 2001, and renegotiation in 2002 to 2009.’’

Airports employees under the various aviation unions in the country on Thursday resumed work, saying there would be no further action until President Yar’Adua returns to the country.

The workers, in a one day strike on Wednesday, refused to carry out their duties in protest over the handover of the General Aviation Terminal (GAT) to Bi-Courtney Aviation Services Limited (BASL).

“We have resolved to suspend action pending the return of the president from Saudi Arabia,” said Benjamin Okewu, president of the Air Transport Services Senior Staff Association of Nigeria (ATSSSAN).

According to Mr. Okewu, the unions, Bi-Courtney and delegations from the presidency at Abuja on Wednesday resolved that the parties involved in the scuffle for the terminal are to put their grievances on hold, as they await the return of the president.

The association’s president said the unions are hopeful that Mr. Yar’Adua will be briefed on the decisions agreed by the parties upon his arrival, stressing that, by Monday, the unions expect to receive an invitation from the president for a final declaration.

“We hope that by Monday when the president arrives and gets to know our resolutions, he will finally handle the situation,” he said.

Meanwhile, Gideon Ogbuji, general secretary of the National Union of Air Transport Employees (NUATE), disclosed that the unions will not hesitate to embark on another strike if the government fails to properly resolve the handover.

“If due process is not followed in addressing this situation, then they are asking us to down tools again,” he said. “We are saying that the law must be followed to the letter; GAT is not included in the concession agreement, and that is the true position.”

The Code of Conduct Tribunal on Wednesday, adjourned hearing till October 2 on the asset declaration trial of Nuhu Ribadu, the former Chairman of the Economic and Financial Crimes Commission.

The Appeal Court had, on its part, earlier, adjourned its initial sitting on the case brought by Mr. Ribadu, after the prosecution counsel made no appearance in court. The request to disallow the trial which Mr. Ribadu filed, will now be heard on December 15, 2009, the judge said.

At the Code of Conduct Tribunal sitting, Mr. Ribadu’s counsel, Femi Falana, requested that further hearing on the case be suspended while awaiting the outcome of the appeal.

The trial Judge, Constance Momoh, said the Tribunal will decide on the defense application and also on the progress of the case bin October.

The Code of Conduct Bureau is accusing the former EFCC Chairman of failing to declare his assets while serving as the head of the anti-corruption agency.

But Mr. Ribadu has rejected the claim through his counsel, and has kicked against his trial by the Conduct Tribunal.

The former EFCC Chairman had argued on the constitution of the Tribunal and also questioned the timing of the trial, which he said came after he had left office.

But Ms Momoh said his tribunal was properly constituted as demanded by law, with two of its three members enough to form a quorum. She also ruled that the Tribunal could hold charges against past office holders whom Mr. Ribadu argued are protected by the law that demands the declaration of assets. She had, on June 24 ordered Mr Falana to ensure that his client appeared at Wednesday’s sitting.

But Mr. Falana appealed against the order and filed a three-legged counter motion, praying for leave, extension of time as well as stay of proceedings.

“As it stands, this tribunal cannot entertain this matter until the pending motions are dealt with in the Court of Appeal,” he said. “We are doing this because the life of my client is not safe in the country under this government; a manhunt has been declared for Ribadu by the state; we have all the pieces of evidence. The tribunal lacks the power to make any pronouncement on the arrest of Ribadu while our application of stay is before a superior court; doing this is tantamount to a “fait accompli.” “The motion of the prosecution is simply a dangerous invitation to bring the two courts on a collision cause,” Falana added.

The Police in Lagos confirmed yesterday that another dead body had been recovered from the Lagos lagoon. The latest recovery has pushed the total number of persons said to have died at the Lagos Bar Beach to nine.
No fewer than ten teenagers who went to mark the end of the Ramadan were said to have been swept away by the ocean tide on Monday, Remains of four of the victims were recovered few hours after the incident occurred while the Marine police and some local fishermen continued the search and rescue operation.
Two of the victims, whose corpses were recovered on Tuesday were deposited at the Lagos Island General Hospital.Parts of one of the victims had been eaten up by some aquatic animals.
Lagos State Police Public Relations Officer (PPRO), Mr. Frank Mba, told THISDAY that the latest body so far recovered was that of a teenage boy. Mba, a Superintendent of Police (SP), added that all the dead bodies have since been deposited at the mortuary.
“About ten teenagers were on Monday swept awy by a tidal wave. Immediately after the incident occurred , the Lagos State Police Commissioner, Mr. Marvel Akpoyibo , called for a search and rescue exercise. It was those who went on the search and rescue that first fished out two bodies on Tuesday, while the third corps was recovered yesterday, ” he added
He advised parents and guardians to supervise their wards who go picnicking at the beach to avoid such ugly incident.

Before a mammoth crowd of party faithful and supporters estimated at over 80,000, former Central Bank Governor (CBN), Prof. Charles Chukwuma Soludo, last night at  Awka,  Anambra State, formerly declared his aspiration to be governor of the state in 2010.

He also promised to create over 300,000 jobs in the state within the first year of his administration, if his party, the Peoples Democratic Party (PDP) nominates him as its flag-bearer. Soludo also pomised to make security of lives and property a top priority.

Although Soludo said he was not in Awka to flag-off his campaign but to formally declare his aspiration, yet party faithful and supporters who  thronged the arena as early as 10a.m., turned the event into a carnival of sorts, singing his praise.

An obviously elated Soludo, who arrived at about 3.45p.m.,  mounted the  dais immediately after the traditional breaking of kolanuts and introduction of dignitaries, to pay homage to past leaders of the state.

He promised to take Anambra State beyond their expectation,  and turn "the beleaguered state into the  Dubai of Africa,” if given the nod to fly the party’s flag and go ahead to win the election.

He also enjoined party faithful to go back to their wards and ensure their membership through registration, participate in the ward congress, contest to be delegates and on the day of the state congress, vote for him. Soludo said if he wins, he would conduct local government elections within two months, and upgrade the mega-cities of Awka, Onitsha  Nnewi, Ekwulobia, Otuocha and Ihiala into modern urban areas the people would be proud of.

He said he was not ashamed to serve the people at the level of state governor, after a meritorious career as CBN Governor, adding that it was because he wanted to uplift the state, create jobs, ensure security, give education its deserved attention and ensure a healthy environment, that he shunned entreaties to the contrary.

Soludo said a vote for him would translate into the beginning of the birth of new Anambra, which had been encapsulated in the 'Soludo Solution'.

Barely five months after a Canadian woman was kidnapped in Kaduna State, the Secretary to the State Government (SSG), Mr. Waje Yayok, was allegedly abducted Monday night by unidentified persons demanding a ransom of N40 million.
THISDAY learnt that the 60-year-old left his residence around 8pm to give out invitation cards for the wedding ceremony of his daughter taking place on October 10th. He never returned.
The family was said to have informed the police later that night. The abductors rang and informed his wife yesterday morning that the SSG was in their custody. He was briefly allowed to speak to his spouse after which a ransom of N40 million was demanded.
“He personally drove himself out of the house. But when he did not come back we started getting anxious and tried his phone without getting him as the phone was switched off. It was unusual as he never stays out unless he is not in the state," said the daughter.
She went on to add that her mother was called very early by somebody who claimed to have her husband and asked for N40 million before his release.
When THISDAY contacted the state Commissioner of Police, Tambari Mohammed, he requested a period of two hours to enable him gather information. Mohammed later said the police was "on top" of the case. He also stated that he was not informed of the N40 million ransom by the family.
The commissioner of police refused to confirm the abduction story, saying that Yayok would not be declared missing until after 48 hours (which is today).
But the Police Public Relations Officer (PPRO), Aminu Lawal, stated that the state government had promised to issue a statement regarding the issue.
The Special Adviser to Governor Namadi Sambo on Media & Public Affairs, Umar Sani, in a signed statement declared that the SSG travelled to the southern part of the state on official assignment. He added that a person could not be declared missing until after 48 hours.
The statement reads: “We have been inundated with inquiries as to the whereabouts of the Secretary to the State Government (SSG) of Kaduna State, Mr. Waje Yayok, over a case of abduction. These inquiries necessitated that we respond appropriately to these rumours in order to set the records straight.
“While it is true that the SSG was on official assignment to the southern part of Kaduna, we are yet to get in contact with him over his supposed location. We believe he will get in contact with us soon. However, the gravity and intensity of the rumours require us to take steps to ensure that everything is in order. The security agencies have the details of the place, the nature of the assignment and all his contact details to enable them trace his whereabouts and douse the tension created by such rumours.
“Members of the press, in line with the internationally accepted standards, a person cannot be declared missing until after 48 hours."
Asked the nature of the SSG's trip, Sani refused to comment. He further said he did not believe the N40 million ransom demand until the abductors get in touch with the state government or the police.
According to him, the family is raising dust unnecessarily. When he was told that many prominent people had gathered at the SSG’s house, the special adviser stated that they were wasting their time.
Meanwhile, the car in which Yayok left his home is yet to be found. Virtually all the commissioners in the governor's cabinet have paid a visit to his residence. Others who visited included the wife of the Deputy Governor, Mrs. Amina Ibrahim Yakowa, state chairman of the Nigeria Labour Congress (NLC), chairman of Kaura Local Government Area, civil servants, friends and relatives.
The police have also stationed a police van with eight armed policemen at his house.
When THISDAY visited Yayok's home, his family and friends expressed concern about his health. He is said to have been ill for sometime so much that he walks with a limp.
On 17th April 2009, Mrs. Anne Mulligan, a Rotarian who was in the state on an exchange programme was kidnapped. N20 million was demanded but she was released two weeks after her abduction.
One of the kidnappers was arrested while trying to collect the money. The woman was held in an uncompleted building at Goningora, a suburb of Kaduna.
His colleague who ran away in the car was arrested later in Abuja while trying to sell the car. Both of them, including two other people that were caught at the uncompleted house have since been arraigned at a magistrate’s court.
Travel / Aviation Unions Warn International Affiliates Not To Fly Into Nigeria by kok(m): 6:16am On Sep 23, 2009
Preparatory to a planned strike, two Nigerian aviation unions on Tuesday disclosed that they have warned their foreign associates not to fly into the country as from today, stressing that any aircraft that flies into Nigeria will do so at its "own peril".

The unions, composed of employees of various agencies at the airport, are the National Union of Air Transport Employees (NUATE), and the Air Transport Services Senior Staff Association of Nigeria (ATSSSAN).

"The situation tomorrow (today) will be too bad, it will be just too bad tomorrow in the industry," Sefiyanu Mohammed, the NUATE president, said, on Tuesday, at the Murtala Mohammed Airport, Lagos.

"We have now informed all our international affiliates including WFTU (the World Federation of Trade Union), ITF (the International Transport Forum), as well as others that no aircraft should fly into Nigerian airspace, if they do that, they do it at their own peril."

Mr. Mohammed said that the union is not going back on its decision to embark on an indefinite strike.

"With the kind of reactions that I am seeing from members, I don't think the Union will compromise its stand. That will never happen. You will see it with your eyes," he said.

The president of ATSSSAN, Benjamin Okewu, last Sunday, declared that employees in the aviation sector will begin the strike today.

The unions are protesting against the handover of the General Aviation Terminal at the Murtala Muhammed Airport to Bi-Courtney Aviation Services, stressing that the handover is not legal and not included in the concession agreement signed between the Federal Government and the company.

The Tunisia 2-2 draw I prophesied at least a week before and actually placed a bet that Nigeria will not win the match.

I hereby prophesy this day that our next qualifying match will be a 1-1 draw.  I have seen two trees behind a thick fog on a large green field filled with farmers who tried to protect their crops from flying eagles. after a period which seemed like 90 minutes, the Eagles came to land and the farmers gathered to talk, then the commotion began as in the start of the vision. after a period which seemed like 2 minutes, the eagles went to the side of 1 tree and the farmers to the other tree.

I hereby declare that the next qualifying match will be a 1-1 draw. I must mention here that I did not identify any Nigerian player, just faces through a thick fog. It could be the Carthage Eagles or The Super Eagles. so please be notified.

Nice poem! If only every member of the police can appreciate their individual talent and take it upon themselves to with-hold their integrity, we would have a better force. But majority of them dont even know what the job "as a police" entails. Its all about the money!
