In the United States, 70,200 people died from drug overdoses in 2017, which was an increase of about 10 percent over 2016. Since 2000, the U.S. drug overdose death rate has gone from 6.2 per 100,000 people in 2000 to 21.0 per 100,000 in 2018. Psychological abuse is a form of abuse characterized by a person, exposing another person behaviour that may result in psychological trauma including anxiety chronic depression ( a long lasting depression) or post-traumatic stress disorder. Meanwhile Emotional abuse is any kind of abuse that is emotional rather than physical in nature. The Independent National Electoral Commission (INEC) has outlined six steps to resolve its logistics issues before the new date of the presidential and national assembly elections. The election, initially scheduled to hold February 16, was moved by INEC some hours to the election, citing logistics issues as the cause. President Muhammadu Buhari says his administration is slow in fighting corruption because the system is slow. The president said this when he received the Federal Capital Territory community, who paid him Christmas homage at his official residence on Tuesday in Abuja. A young man disguised as a woman was caught peeping at female students as they had their bath in their hostel in UNIBEN. LEADERSHIP - Experts have discovered the distribution of an unusual fraudulent scheme that tricks users into parting with their time and their data, for no return . By creating fake websites for the free generation of gift cards , cybercriminals are able to “sell ” users ’ data to third party partner sites , to which they redirect victims . While industry and law enforcement agencies from around the world are busy fighting against cybercrime, criminals themselves are constantly looking for new ways of earning money – other than just malware . Offering something valuable free of charge is always an enticing piece of marketing , and criminals can take advantage of this. Websites that offer customers the option of freely generating gift cards for well-known companies – like iTunes , Google Play, Amazon , or Steam – are nothing new . For example , legitimate apps like Tokenfire and Swagbucks buy card codes from vendors, to then give them to clients as a reward for certain activities . Criminals have apparently recognised the popularity of such websites and have decided to deceive users using a simple algorithm. When on the fake site, the user is asked to select the gift card he/ she wants in order to receive the code . After that, the fraudulent mechanism is set in motion . To get the generated code, however , the user needs to prove that he / she is not a robot . To do this , the user has to follow the suggested link and complete various tasks, the number and type of which are determined by the partner network to which the user is redirected. For example , he/ she may be asked to fill in a form , leave a phone number or email address, subscribe to a paid SMS-message , install adware , and so on . The result is predictable : either victims get tired of doing endless tasks , or they finally get the useless code. The earnings for criminals range from a few cents per every click on a desired link, to several dozen dollars for filling in a form or subscribing to paid services . Thus , the criminals make a profit virtually for nothing, getting paid from the user’s actions on the websites of third -party partners , who , for their part , also benefit by getting access to personal data which can be used for private purposes . “ The success of these new fraud schemes is based on criminals exploiting the drive of users to get something for free. However , at best they will spend hours of personal time doing worthless tasks , and at worst – lose money without receiving anything in return . So , if you want to get your hands on a free gift card, try to earn it on legal and trustworthy sites , ”said Lyubov Nikolenko , web content analyst , Kaspersky Lab. To avoid falling for cybercriminals’ fraudulent schemes and losing personal data, Kaspersky Lab researchers suggest that users follow a few simple rules: Remember that there is no such thing as a free lunch and always treat offers that seem too tempting to be true with skepticism . •Check the HTTPS connection and domain name when you open a webpage. This is especially important when you are using websites which contain sensitive data – such as sites for online banking , online shops , email, social media sites etc . •Never share your sensitive data, such as logins and passwords, bank card data etc ., with a third party . Official companies will never ask for data like this via email. •Do not spread questionable links among your friends. •Check with the company if it really is giving out gift codes , and whether the site is its official partner. Africa’s richest man, Aliko Dangote, has signed a $650 million loan facility with the African Export-Import Bank (Afreximbank) for his oil refinery project in Lekki, Nigeria. The seven-year term loan would attract a moratorium of five years, according to facility terms read out during the signing. Cairo-based Africa’s trade bank also signed a $750 million facility with Nigeria’s development bank, the Bank of Industry. The loans were signed on Saturday in Abuja, where Afreximbank is holding its annual general meeting and 25th anniversary. Dangote Group Executive Director Devakumar Edwin said that the oil refinery would cost around $10 billion and should be completed by December 2019. He said the company would borrow $3.3 billion for the project, arranged by Standard Chartered Bank. The remainder will be funded by equity and through export agencies. Dangote built his fortune on cement and now has interests in flour milling, agriculture and real estate. He is building the world’s largest single oil refinery and also expanding into fertilizer, aiming to address long-standing problems in Nigeria’s energy markets. The refinery and petrochemical complex is located on 25,000 hectares of swampy land with a jetty to ferry products by sea within Nigeria and abroad including an undersea pipeline to transport gas. It would account for half of Dangote’s sprawling assets when it is finished next year. Dangote intends to process different grades of crude to meet local demand for refined petroleum products and also target export markets abroad. ATLANTA (AP) - Seven Nigerians are facing charges after prosecutors say they targeted people on dating websites and swindled them out of more than $1.5 million. The U.S. attorney's office in Atlanta said in a news release Friday that the Nigerians created fake online dating profiles with photos of models or public figures. Prosecutors said they targeted people with financial assets, spending weeks or months courting them. Prosecutors said they would establish romance and then ask for money, saying it was for travel or business deals. After receiving the money, officials say the conspirators would transfer it to other accounts. The indictments charge the defendants with a total of 60 counts of wire fraud, money laundering, identity theft and use of false passports. Documents available at the Rules and Business Committees of the National Assembly have indicated that the government of President Muhammadu Buhari sent only 12 bills to the parliament in the last three years. These bills are outside the mandatory money bills (Appropriation bills), which the Constitution requires the President to present within every financial year. It has also been revealed that out of the 12 bills sent to the parliament for passage since June 9, 2015, only two were targeted at enhancing the much talked about anti-corruption war. The two included the Mutual Assistance in Criminal Matters Bill, 2016 and the Money Laundering (Prevention and Prohibition) Act 2011 (Repeal and Re-enactment) Bill, 2016. While the Mutual Assistance in Criminal Matters bill has been passed by the lawmakers, the Money Laundering bill has been withdrawn by the executive due to alleged disagreement between the Office of the Attorney-General of the Federation and Minister of Justice, Abubakar Malami, and the Chairman of the Economic and Financial Crimes Commission (EFCC), Ibrahim Magu. The Bills sponsored in both chambers of the National Assembly by the Executive included: Communications Service Tax Bill 2015; Money Laundering (Prevention and Prohibition) Act 2011 (Repeal and Re-enactment) Bill, 2016; Mutual Assistance in Criminal Matters Bill, 2016; Chartered Institute of Directors of Nigeria (Est. etc,) Bill, 2017; National Lottery Act (Amendment) Bill, 2017 and the National Water Resources Bill, 2017. Other bills by the executive are listed as including the National Centre for Disease Control and Prevention (Est. etc,) Bill, 2017; Chartered Institute of Forensic and Investigative Auditors in Nigeria (Est. etc,) Bill, 2017; Federal Institute of Industrial Research Bill, 2017; Raw Materials Research and Development Council (Repeal and Re-enactment) Bill, 2018; Nigeria Natural Medicine Development Agency (Est. etc,) Bill, 2018 and the Minerals and Mining Bills, 2018. But the lawmakers on their own have passed four other anti-corruption bills in the last three years. The four bills passed to enhance the anti-corruption war in the Senate include the Witness Protection Bill; the Whistle-blower Protection Bill; Federal Audit Service Commission Bill and the Nigerian Financial Intelligence Unit Bill (NFIU). Once a bill is passed in one chamber, the lawmakers follow the rule of concurrence and pass the same without going through the First and Second Readings. The lawmakers have recently laid the report of the Chartered Institute of Directors of Nigeria (Establishment etc,) Bill, 2017 and the bill is said to be awaiting final consideration and passage. The remaining executive bills are said to be at different stages of consideration. In the previous dispensations, executive bills usually form the bulk of legislative considerations. Sources have said that the paltry number of bills sent by the executive could be indicative of the relationship between the two arms of government. A source in the legislature however said that the development was unhealthy for a government that promised to change and the need to overhaul the system. But in the Senate alone, the lawmakers have passed 213 bills since inauguration on June 9, 2015, it has cleared 138 petitions among other assignments. Adedeji Soyebi, the INEC National Commissioner, who would be supervising the election, made the disclosure during a meeting with journalists in Abuja. Soyebi said that the 280,000 persons would be barred from voting on Saturday if they refuse to claim their PVCs. He also revealed that over 630,000 voters who had collected their own PVCs would be participating in the election. According to him, 35 political parties are fielding candidates, while there are 913, 334 registered credible voters in the record of the INEC. "About 630, 000 PVCs have been collected as of Wednesday, which means we have about 280, 000 uncollected in Ekiti," he said. “What this means is that out of the 913, 334 registered voters, about 630, 000 are eligible to vote. As usual, a few months to the election, we devolved registration to the registration centres. All the PVCs that need to be collected are already in Ekiti." Soyebi added that 11, 000 ad hoc workers, comprising members of National Youth Service Corps (NYSC), had been trained and would be deployed for the election. Rotimi Adeyeye and Adeoye Bukola bolted from detention with handcuffed hands during the week, SaharaReporters learnt. The two fugitives were said to be members of a notorious gang of daredevil armed robbers terrorizing the residents of the state. Two armed robbery culprits have escaped from the custody of the Special Anti-Robbery Squad (SARS) of the Police in Ondo State. Rotimi Adeyeye and Adeoye Bukola bolted from detention with handcuffed hands during the week, SaharaReporters learnt. The two fugitives were said to be members of a notorious gang of daredevil armed robbers terrorizing the residents of the state. It was gathered that both men had unleashed terror and robbed one Samuel Arifalo and his family at Odopo, off Ijoka Road, Akure. Items carted away during their robbery operation included a LED TV, four expensive mobile phones, bottles of wine and wrist watches. Kremlin spokesman, Dmitry Peskov, revealed this after the hosts dumped out the former world champions via penalties on Sunday. Plateau State Governor, Simon Lalong, on Saturday said he inherited the crisis between armed herdsmen and farmers. Lalong spoke when he played host to Speaker of the House of Representatives, Yakubu Dogara in Jos, the state capital. The governor also lamented that he thought his state’s adoption of cattle ranching would stop the crisis between herdsmen and farmers. He said, “The summary is that I inherited this problem. When I was in government earlier, we had such problems and we tackled them. “I thought we had proffered a practical solution which I was already selling to other states to copy, and with this solution we had peace in Plateau for over three years and we were in the mood of celebrating the peace when this one came.” The governor said when the recent killings occurred, he “realised that maybe something went wrong somewhere, and that is what we’re trying to find the immediate cause if this problem and try to settle it once and for all”. “For us, this event will not discourage us at all. We have taken our stand that we’re going to start from where they stopped and continue to build on it. We will revisit the architecture to solve our own local case, and then contribute to the national discourse on how to have peace in this country. “One of the things I said to Mr. President was that even the effect on people who have been displaced for a very long time is something that sends long-term grievance to people. “Any remote cause to bring back those bad memories tends to make people take laws into their own hands. You see people have IDPs in some places that haven’t been recognised for many years. “Each time we try to put them together, many of them their houses have been destroyed, they can’t get back to those places. Some people return only to see that others have taken over their houses. That’s why in my speech to Mr. President I said here, we’ll not allow anyone take over another’s land again. “The issue of land grabbing will no longer be there. At the forum, with the theme, ‘Woman…Your Health, Your Social Environment,’ Bolanle Ambode noted that sound health is one of life’s greatest blessings, hence the need to encourage and educate the women to always live in good health for long life and for optimal performance in all aspects of life. She said, “Good health is the gateway to everything. To have good health, we need to take care of our body, mind and soul. “It is when we have good health that we can run around for business and engage in other activities. While also condemning the spate of social vices in the state, Ambode urged the women to voice out their discontent with domestic violence, child abuse, rape and teenage pregnancies. Speaking at the event, the state’s Deputy Governor, Dr Idiat Adebule, said the forum provided a platform for women to say “enough” to challenges they were facing. “We should no longer be stereotyped into silence but become vocal advocates for an improved health delivery system and social justice for women in Lagos State and the country,” she said. Also speaking at the event, Public Relations Manager, Power Oil, Omotayo Azeez – Abiodun, who said Power oil is delighted to align with such a laudable health awareness and general wellbeing programme and particularly as it regards to the women in the society, said the programme happens to share similar values with what the brand stands for – “Healthy Living and general well being”.
