HOPELESSNESS OF IMO PENSIONERS

~ He is inconsistent and trust deficient
~ As usual his pronouncements on 40% minimum wage and gratuity payments to workers and pensioners have turned illusive

Imo workers and pensioners, again have been ridiculed by Uzodinma and his 3R group of scammers. The faithless and inhuman administration has unscrupulously made a mincemeat of our revered senior citizens and the totality of the state government workforce.

It is unfortunate that when most progressive states particularly in the Southeast, are busy building capacity and restructuring their workforce in line with global best practice, the 3R administration in the state is rather playing pranks and toying with the sensibility of the people. Uzodinma has cheapened and made lmo workers and pensioners hungry and beggarly.

If one may ask, how really have lmo senior citizens offended the state governor? Right from day one of this government, workers and pensioners have been the prime target of the Senator Uzodinma. They have suffered great deprivations and humiliations in his hands.

As soon as he was sworn into office on the 15th of January, 2020, his first port of call was the public service. Soon after his kangaro verification exercises, he descended on lmo workers and indeed peppered them. Most of his victims from the exercise have not received salaries till date. Yet they go to work and perform their duties diligently. They have not been officially disengaged but their names have been delisted from the workers payroll. Reason according to him, is that they are ghost workers.

The same fate is suffered by the pensioners. These aged and frail looking senior citizens of the state, who spent their youthful energies in contributing to the development of the state, have passed through hell in the hands of Uzodinma and his contrived shared prosperity administration. Most of them still do not have their names on the payment vouchers of pensioners. These have also been tagged ghost pensioners.

It could be recalled that earlier in 2020, lmo pensioners who peacefully were protesting the exclusion of their names in the payment vouchers were physically and brutally assaulted by trashing and dragging on the streets of Owerri by some state sponsored thugs. The sight was woeful. Men and women at their late seventies and eighties were flogged with fulani canes like cows and donkeys. It was really a sorry sight.

Uzodinma, sorry to say, is pathologically inconsistent and trust deficient. His words at dawn are not same at dusk. In one of his stakeholders fora in the last quarter of 2022, he rang it even into the ears of the deaf that he will be clearing the arrears of gratuity owed lmo retirees. Of course, to some of the experienced senior citizens, the statement was seen yet as one of those gimmicks the cock will play to the hen when it is in need. They received the news with pinch of salt, knowing that it is one of the strategies for the elections.

Not withstanding the series of woeful experience they had in the past, the pensioners decided to give it a chance. Still they were dribbled, forced to run helter-skelter, spending money to copy and photocopy piles of document, necessary and unnecessary, just to give an erroneous picture that something is happening. Physically fragile and sickly old men and women were forced on the road, some of them on wheelchairs, coming all the way from distant Okigwe and Ideato in Orlu zone.

To further strangulate them, the pensioners were subjected to a number of unnecessarily stressful trips. At one time they are made to take their documents to the pension house on Orlu road, at another it was to the Accountant Generals office, yet at another, they were directed to the office of the Head of Service. At one time they will ask for one document, at the other they will call for another. These were all ploys to ensure that they adequately stress and strain the already weary pensioners.

About the 24th of July, information came from government, directing all state pensioners to go to the office of the Head of Service on the 2nd of August and look up their names for the payment of gratuities. Can you imagine what, pensioners trooped out from far and near, in their numbers and besieged the office of the HOS. Alas, it was another April fool day. Even officers of the office of the HOS were embarrassed and feigned ignorance of the announcement. Government on its part, has not made any clarification about the failed display of names.

This is the lastest about Uzodinma, Imo pensioners and payment of gratuity. When a man is brazenly as inconsistent as the governor, he should not be taken seriously. Leadership is not about guymanism, it is a serious business that deserves serious mindedness.

On saturday, 15th July, 2023, in what he tagged a stakeholders meeting at the Rockview Hotel, Owerri, Senator Hope Uzodinma in his boisterous nature, announced according to him, a fuel subsidy palliative package of N40,000 minimum wage for lmo state workers. The very few gullible ones, jumped at it and sang halleluya songs. But the generality of the workers knew it was business as usual, another scam. They chose to feel flat and indifferent about it. While his contrived faction of the NLC were busy orchestrating and hyping the news, the workers were more like waiting to see before believing.

To make it look real, the governor announced that the package will take effect from the month of July. Lo and behold, July salaries have been paid and what they did was to add to each workers salary, paltry sums, ranging between N800 and N1000, as 40% of their monthly salaries. What else can be more dubious than this?

Well, the workers have received the salaries but the impression are there. At the fullness of time, they will count.

Ndiimo are wiser and cannot be fooled again. Soon the campaigns will commence and lot of sweet talks will flood the media space, some of them, imaginary and others quite real.

Yes, we know that there are some of the candidates who do not believe in campaigns. It is known that they have never canvassed for votes. They strongly believe in their benjohnson way and depend on Nigeria judiciary. Let us see how far these can take them.

Meanwhile, lmo workers and pensioners have dipped their chaplets in water, praying fervently for SamJones combination. It is the only saving grace for the Ndiimo. SamJones combination will make lmo safe again and rejig our economy to provide the needed jobs and improve on the standard of living of workers and the generality of lmolites.

Musician, Azeez Fashola aka Naira Marley, has lambasted the Chairman and Chief Executive Officer of Executive Jets Services Limited, Sam Iwuajoku, for calling his team “a bunch of useless people”.

The PUNCH had earlier reported that the airline was suspended by the Federal Government for flying the musician and his team to Abuja to attend a concert.



The Minister of Aviation, Hadi Sirika had announced the suspension during a Presidential Task Force briefing in Abuja on Monday.

Subsequently, the Chairman of the airline wrote a letter of apology to the minister explaining the circumstances surrounding the flight.

In the letter dated June 15, 2020, Iwuajoku said he gave the approval for the flight thinking the passenger was the Minister of Works and Housing, Babatunde Fashola.

The letter read in part, “Please the flight was to carry a judge to Abuja on Sunday, 14th, June 2020 as requested and the permit was granted based on the application but unfortunately, when I called the Judge on Saturday morning to inform him that we have the permit, he then said he has reached Abuja already with a different flight that someone gave him a lift to Abuja.

“So, on Saturday morning, 13th June 2020, my staff called me that they have a charter flight to Abuja, and that the passengers are already in the lounge. As a rule, passenger manifests are always sent to me before departure.

“When I went through the manifest and saw FASHOLA BABATUNDE, I thought it was the Honourable Minister of Works going to Abuja with his men. So, we decided to do the flight since he is a serving minister of the Federal Republic of Nigeria. I didn’t know that it was a bunch of useless people.”

But reacting via his Twitter handle on Tuesday afternoon, Naira Marley said, “Do you know that over 20,000 Marlians travel with executive jets a month? We won’t be using your useless airline again for calling us useless.



“Thank God we didn’t crash on that flight because we nearly did.”

The artiste added that his crew didn’t book the flight directly.

Earlier, Iwuajoku told our correspondent in a telephone interview that the flight was booked by a broker.

Meanwhile, a copy of the manifest of the flight sighted by our correspondent confirmed that the name, Babatunde Fashola, was a passenger on the flight.

Chairman of the All Progressives Congress Imo State Governorship Primary Committee, Ahmed Gulak, has alleged that he narrowly escaped being kidnapped in the state.

Gulak said this in an interview with reporters in Abuja, on Tuesday.

He explained that he and other committee members conducted a peaceful exercise which produced Senator Hope Uzodinma as the party’s standard bearer for the 2019 governorship election for Imo State.He said Uzodinma won after securing “He alleged to have left Owerri “under the cover of darkness at about 4:00 A.M.” to make his way to Abuja.

Gulak said, “Myself, Col. Igbanor and Hon Bernard Miko were the only three doing this job, as others disappeared, and we learnt that they were at the Government House.

“So, when we sensed that something was fishy, by 4.00 A.M., we left Owerri after concluding the entry of the results.423,895 votes to defeat eight other aspirants, including Governor Rochas Okorocha’s son in-law, Uche Nwosu.”

Gulak alleged that about nine out of the 12-member committee were “kidnapped,” by persons he described as “agents of the governor” who were led by a team of policemen to the hotel where the committee members were lodged.

HIGHLIGHTS
THE CONSTITUTION
Initiate action to amend our Constitution with a view to devolving powers, duties and responsibilities to states and local governments in order to entrench true Federalism and the Federal spirit;
Strengthen INEC to reduce/ eliminate electoral malpractices;
Attract the best and brightest into our politics and public service by aggressive recruitment of private sector people, academics and professionals within Nigeria and in the Diaspora through internships, fellowships, executive appointments and special nomination to contest elective offices;
Prevent abuse of executive, legislative and public offices through greater accountability, transparency and strict enforcement of anti-corruption laws whilst strengthening the EFCC and ICPC;
Amend the Constitution to remove immunity from prosecution for elected officers in criminal cases;
Restructure government for a leaner, more efficient and adequately compensated public service;
Require full disclosure in all media outlets of all government contracts over N100m prior to award and during implementation at regular intervals;
Reform and Strengthen the Justice System for efficient administration and dispensation of justice along with the creation of special courts for accelerated hearing of corruption, drug trafficking, terrorism and similar cases of national importance;
Ensure full implementation of the Freedom of Information Act so that government held data sets can be requested and used by the media and the public at large, and then published on regular basis;
Seek to amend the Constitution to require local governments to publish their meeting minutes, service performance data and items of spending over N10M.
NATIONAL SECURITY – APC Will:
Urgently address capacity building of law enforcement agents in terms of quantity and quality as this is critical in safeguarding the sanctity of lives and property;
Establish a well-trained, adequately equipped and goals driven Serious Crime Squad to combat terrorism, kidnapping, armed robbery, militants, ethno-religious and communal clashes nationwide;
Begin widespread consultations to amend the Constitution to enable States and Local Governments to employ State and Community Police to address the peculiar needs of each community. This would mean setting boundaries for Federal, State and Community Police through new Criminal Justice legislation to replace the Criminal Code, the Penal Code and the Police Act.
Push for more support in the security and economic stability of the sub-region [ECOWAS] and AU as a whole and maintain a strong, close and frank relationship with West Africa, South Africa, UK, USA, Canada, and other African countries.
CONFLICT RESOLUTION, NATIONAL UNITY, SOCIAL HARMONY – APC WILL
Establish a Conflict Resolution Commission to help prevent, mitigate and resolve civil conflicts within the polity;
Bring permanent peace and solution to the Niger Delta and other conflict prone areas such as Plateau, Taraba, Bauchi, Borno and Abia in order to engender national unity and social harmony;
Initiate policies to ensure that Nigerians are free to live and work in any part of the country by removing state of origin, tribe, ethnic and religious affiliations and replace those with state of residence.
JOB CREATION AND THE ECONOMY APC Will:
Maintain sound macro-economic policy environment, run an efficient government and preserve the independence of the Central Bank;
Restore and strengthen financial confidence by putting in place a more robust monitoring, supervising and regulating of all financial institutions;
Make our economy one of the fastest growing emerging economies in the world with a real GDP growth averaging 10% annually;
Embark on vocational training, entrepreneurial and skills acquisition scheme for graduates along with the creation of Small Business Loan Guarantee Scheme to create at least 1 million new jobs every year, for the foreseeable future;
Integrate the informal economy into the mainstream and prioritize the full implementation of the National Identification Scheme to generate the relevant data;
Expand domestic demand and consider undertaking associated public works programmes;
Embark on export and production diversification including investment in infrastructure; promote manufacturing through agro based industries and expand sub-regional trade through ECOWAS and AU;
Make Information Technology, Manufacturing, Agriculture and Entertainment key drivers of our economy;
Balance the economy across regions by the creation of 6 new Regional Economic Development Agencies (REDAs) to act as champions of sub-regional competitiveness;
Put in place a N300bn regional growth fund (average of N50bn in each geo-political region) to be managed by the REDAs, encourage private sector enterprise and support to help places currently reliant on the public sector;
Amend the Constitution and the Land Use Act to create freehold/leasehold interests in land along with matching grants for states to create a nationwide electronic land title register on a state by state basis;
Create additional middle-class of at least 2 million new home owners in our first year in government and 1 million annually thereafter; by enacting a national mortgage system that will lend at single digit interest rates for purchase of owner occupier houses.
AGRICULTURE AND FOOD SECURITY APC Will:
Modernize the sector and change Nigeria from being a country of self-subsistence farmers to that of a medium/commercial scale farming nation/producer;
Create a nationwide food inspectorate division with a view to improving nutrition and eliminating food-borne hazards;
Inject extra N30bn to the Agricultural sector to create more agro-allied jobs by way of loans at nominal interest rates for capital investment on medium and commercial scale cash crops;
Guarantee a minimum price for selected crops and facilitate storage of agricultural products as and when necessary.
INDUSTRIALIZATION : APC WILL:
Formulate a robust industrialization policy and provide a conducive environment for a private sector led industrial base for the economy, promote entrepreneurship that would help usher in new industries, new jobs, new knowledge and utilization of information and communication technologies;
Create growth centers through the promotion of industrialization in all regions by encouraging the use of local resources.
Promote innovation by investing heavily in research, development, science and technology.
Support diversification of our economy from export of primary materials to value added goods through supporting the establishment of a solid industrial base.
Ensure that key agricultural products such as cocoa and rubber go through value addition as opposed to exporting raw materials for industries in other countries.
INFRASTRUCTURE: APC Will
Undertake an urgent review of the Public Private Partnership(PPP) enabling environment with a view to addressing the legal, regulatory and operational challenges including introducing enabling legislation where necessary. In addition, we shall create a National Infrastructural Development Bank to provide loans at nominal interest rates exclusively for this sector to help rebuild our infrastructure and provide gainful employment;
Generate, transmit and distribute from current 5,000 – 6,000 MW to at least 20,000 MW of electricity within four years and increasing to 50,000 MW with a view to achieving 24/7 uninterrupted power supply within ten years, whilst simultaneously ensuring development of sustainable/renewable energy;
Embark on a National Infrastructural Development Programme as a PPP that will ensure the (a) construction of 3,000km of Superhighway including service trunks and (b) building of up to 4,800km of modern railway lines – one third to be completed by 2019;
Enact new legal and regulatory frameworks to establish independent regulation and incentives to accelerate public and private sector investment in seaports, railways and inland waterways;
Embark on PPP schemes with a view to ensuring that at least one functioning airport is available in each of the 36 states.
OIL AND GAS INDUSTRY APC WILL:
Make the industry and Nigeria one of the world leading/cutting edge centers for clean oil and gas technologists, scientists, mega structure installation, drilling, processing, production engineers supported with best services and research facilities;
Fully develop the sector’s capacity to absorb more of the nation’s new graduates in the labour market. The sector will produce more home-grown world class engineers and scientists;
Modernize the NNPC and make it the national energy champion. Consider breaking it up into more efficient, commercially driven units and strip it of its regulatory powers and enable it tap into international capital market;
Enforce the government master plan for oil companies to end flaring that pollutes the air and damages people’s health and ensure that they sell at least half of their gas production within Nigeria;
Speedily pass the much-delayed Petroleum Industry Bill (PIB) and ensure that local content issues are fully addressed;
Make Nigeria the world’s leading exporter of LNG through the creation of strategic partnerships.
EDUCATION: APC Will
Fully implement and enforce the provisions of the Universal Basic Education Act with emphasis on gender equity in primary and secondary school enrollment whilst improving the quality and substance of our schools;
Targeting up to 15% of our annual budget for this critical sector whilst making substantial investments in training quality teachers at all levels of the educational system;
Implement performance based education as against the current certificate based qualification;
Enhance teacher training and improve the competence of teachers along with vigorous national inspection;
Make learning experiences more meaningful for children and make education more cost-effective;
Develop and promote effective use of innovative teaching methods/materials in schools;
Ensure a greater proportion of expenditure on university education is devoted to Science and Technology with more spaces allocated to science and technology oriented courses;
Establish at least six new universities of science and technology with satellite campuses in various states;
Establish technical colleges and vocational centers in each state of the federation;
Provide more conducive environment for private sector participation in all levels of education;
Establish six centers of excellence to address the needs of special education;
HEALTHCARE – APC WILL:
Prioritize the reduction of the infant mortality rate by 2019 to 3%; reduce maternal mortality by more than 70%; reduce HIV/AIDs infection rate by 50% and other infectious diseases by 75%; improve life expectancy by additional 10 years on average through our national healthy living program;
Increase the number of physicians from 19 per 1000 population to 50 per 1000; increase national health expenditure per person per annum to about N50,000 (from less than N10,000 currently);
Increase the quality of all federal government owned hospitals to world class standard within five years;
Invest in cutting edge technology such as telemedicine in all major health centers in the country through active investment and partnership programs with the private sector;
Provide free ante-natal care for pregnant women, free health care for babies and children up to school going age and for the aged and free treatment for those afflicted with infectious diseases such as tuberculosis and HIV/AIDS;
Boost the local manufacture of pharmaceuticals and make non adulterated drugs readily available.
SENIOR CITIZENS, YOUTH SPORTS AND CULTURE APC Will
Ensure timely payment of retirement benefits for all pensioned senior citizens and create a poverty safety net for all aged citizens above the age of 65;
Provide the opportunities for youths to realize, harness, and develop their full potentials and to facilitate the emergence of a new generation of citizens committed to the sustenance of good governance and service to the people and the country;
Establish world class sports academy and training institutes and ensure that Nigeria occupies a place of pride in global sports and athletics;
Revive the Nigerian football league and put incentives in place to make it as competitive as other national leagues;
Put in place measures to identify talents early and ensure their participation in local and international games to enable them become professionals;

WOMEN EMPOWERMENT APC Will
Ensure the rights of women are protected as enshrined in our Constitution;
Guarantee that women are adequately represented in government appointments and provide greater opportunities in education, job creation and economic empowerment;
Recognize and protect women empowerment and gender equality with special emphasis on economic activities in development and in rural areas;
Promote the concept of reserving a minimum number of seats in the National Assembly for women.
ENVIRONMENT – APC Will
Ensure compliance with policies and measures to halt the pollution of rivers and waterways in the Niger Delta and other parts of the country;
Create shelter belts in states bordering the Sahara Desert to mitigate and reverse the effects of the expanding desert;
Support and accelerate the implementation of regional water transfer initiatives across the country;
Adopt a holistic approach to erosion and shoreline protection across the country;
Create teams of volunteers to plant and nurture economically viable trees in arid regions;
Restructure the Ecological Fund Office to enable it meet today’s environmental challenges;
Regulate the timber industry to ensure that double the number of trees felled are planted by the loggers;
Ensure full compliance with town-planning and environmental laws and edicts.
FOREIGN POLICY – APC Will
Make regional integration a priority within ECOWAS including free trade with a view to ensuring that a common tariff and currency are achieved by 2020 under Nigeria’s guidance and leadership;
Maintain strong, close and frank relationships within the Gulf of Guinea, the Commonwealth, South Africa and the rest of the world;
Establish a new special relationship with the leading emerging markets like Brazil, Russia, India and China (BRIC) and other strategic partners around the world

Nigeria has begun a process to exit 90 of 310 international organizations memberships.

The decision is coming after accumulating backlog of $120 million in membership dues and other financial commitments which costs the nation an average of $70 million annually.

Minister of Finance, Mrs. Kemi Adeosun disclosed this to State House Correspondents at the end of Wednesday’s Federal Executive Council (FEC) in Abuja, chaired by President Muhammadu Buhari, the first since he returned from the United Nations General Assembly in New York.

Adeosun, who briefed alongside the Minister of Foreign Affairs, moderated by the Senior Special Assistant on Media and Publicity, Garba Shehu, said the cabinet considered the report of an inter-ministerial committee which made the recommendations.

The minister did not name the particular organisations Nigeria will be withdrawing from but disclosed that the committee was given two weeks within which to review the recommendations after which a final decision will be taken by FEC.

Adeosun explained that the decision was taken because of the huge debts Nigeria was accumulating by her membership of some many of them with little or no benefits.

She said, “Basically Nigeria is a member of 310 international organizations and a committee was set up to review the rationale of our continued membership of such a large number of our organizations, particularly in the light of the fact that in many cases we are not actually paying our financial obligations and subscriptions which is causing some embarrassment to Nigeria and our image abroad. In particular, it was discussed that there are some commitments made to international organizations made by former presidents which were not cash backed. So when our delegations turn up at those organizations we become very embarrassed. So that was what drove the committee.

“The committee made some recommendations: That out of the 310 organizations, 220 organizations should be retained and the rest we should withdraw membership from.

“But council directed that more work needed to be done, particularly there was a dispute as to the figure of how much is owed. The committee had a figure of about $ 120 million but we are clear from Ministry of Finance and other ministries that is far more than that. Our subscriptions are in arrears in a number of major organizations.

“So the directive of the council was that we should go and reconcile those figures and come back to council and have a payment plan for those figures to avoid Nigeria being embarrassed internationally. And also circulars needed to be issued on who can commit Nigeria because it was discovered it would be a director or an ambassador who attended the meeting who committed subscription on behalf of Nigeria. Of course then the international organization then begins to chase us for its money,”, she said.

Adeosun added that “We need to tighten up the procedures of committing Nigeria to any form of subscription or donations to international organizations.

“The committee are due to come back in the next two weeks with the final figures. And then ministers were then asked to look at the recommendations of those international organizations which we want to withdraw from and ensure that they are in support of those decisions before we will finalize the work on this issue. So basically, this is just prudence and value for money. Nigeria doesn’t need to be a member of every single organizations but those we are members of, we have made a decision as FEC that we must prioritize and pay our obligations because that is part of the nation’s image. That is what gives Nigeria as a country the right to sit up very straight at international meetings, when you haven’t paid up your subscriptions you can’t necessary do so.

“The subscriptions is $70 million per annum and there are lots and lots of arrears.”

According to Wikipedia some of the international organizations Nigeria is a member are which include: African, Caribbean and Pacific Group of States, African Development Bank(ADB), African Union (AU), Commonwealth of Nations, Economic Community of West African States (ECOWAS), Food and Agriculture Organization (FAO), Group of 15, G-19, Group of 24 and Group of 77.

Others are International Atomic Energy Agency (IAEA), International Bank for Reconstruction and Development (IBRD), International Chamber of Commerce, (ICC), International Civil Aviation Organization, (ICAO), International Criminal Court (ICC), International Development Association (IDA), International Finance Corporation (IFC), International Fund for Agricultural Development (IFAD), International Hydrographic Organization (IHO), International Labor Organization (ILO), International Monetary Fund (IMF), and International Maritime Organization (IMO).

Others are International Mobile Satellite Organization (IMSO), International Olympic Committee, (IOC), International Organization for Standardization (IOS), International Red Cross and Red Crescent Movement (IRCRCM), International Telecommunication Union (ITU), Interpol, Non-Aligned Movement, Organization for the Prohibition of Chemical Weapons (OPCW), Organization of Petroleum Exporting Countries (OPEC), Permanent Court of Arbitration, United Nations Organization (HNO), United Nations Conference on Trade and Development (UNCTD), United Nations Economic Commission for Africa (UNECA), United Nations Educational, Scientific and Cultural Organization (UNESCO), United Nations High Commissioner for Refugees (UNHCR), United Nations Industrial Development Organization (UNIDO), United Nations Iraq-Kuwait Observation Mission (UNIKOM), United Nations Institute for Training and Research (UNITR) and United Nations Interim Administration Mission in Kosovo (UNIAMK).
