China's leapfrogging capabilities in terms of technology development are well documented. Now, scientists from China claim to have developed the world's fastest programmable quantum computers. Created by researchers from the University of Science and Technology of China (USTC) and led by Pan Jianwei, the quantum computing system called "Zuchongzhi 2.1" is at least a million times more powerful than its nearest competitor. Named after a mathematician from 5th century, Zuchongzhi 2.1 performs quantum computing 10 million times faster than Google's Sycamore computing system. The series of quantum computers developed by Chinese scientists also include the "Jiuzhang 2", which can compute calculations at least 100 trillion times faster than Google Sycamore, the world's fastest existing supercomputer, scientists claimed in a different study published in the Physical Review Letters on Monday. |

I’d wanted him for months, but I knew he was attached, so I never acted on it. When he initiated, we eventually began to swap flirtatious messages until he was due to visit my city for a work conference. He told me the address of his hotel, and we arranged to meet at a bar close by. It wasn’t his first rodeo. He was older than me, and I knew for a fact that he had cheated before. He was candid about being quite unhappy in his marriage. The knowledge of this was key for me. If he’d never strayed previously, I wouldn’t have gone through with it; I didn’t think of myself as someone who would or could tempt away someone else’s husband. I rationalized that since he had cheated (many times) before, this one night was not the thing that would make or break his struggling marriage. It was destined to be a one-night-only encounter — we would hook up and then both put our crushes away for good. And that’s exactly what we did. In the days, weeks, and months after our evening together, conversation petered out. If he’d never strayed previously, I wouldn’t have gone through with it; I didn’t think of myself as someone who would or could tempt away someone else’s husband. Several years later, he got back in touch and asked me to have dinner with him. Once again, he was traveling for work. In the years since we had last seen each other, he had separated from his wife and gotten serious with someone new. He told me that he had recently asked his new girlfriend to move in with him. He seemed happy and I was happy for him. I hoped that he had left his cheating days behind. We spent an enjoyable evening together before platonically hugging goodnight. But cheaters tend not to change. I realized this sad truth a year after our pleasant platonic reunion dinner. He found himself in my city again and suggested meeting for drinks. He seemed simultaneously restless and tired of life. His passion for his partner had evidently faded. I suddenly sensed his clear ulterior motive for the evening. It was clear that he was trying to pick me up — again. I made my excuses and left. His unspoken offer of round two was the wake-up call I needed. It saddened me to see the big picture. My old flame had cheated on his wife, divorced her, willingly settled down again, and then seemed prepared to repeat the same pattern once again. He had not learned lessons or changed; he simply continued to satisfy his immediate whims without regard for consequences. It proved to me that for so many people who cheat, it’s not a uniquely unfortunate situation that drives them to do so, but rather who they are as people. How much blame truly sits with those that help others to cheat? This is a question that I’ve grappled with a lot over the years. I have always believed — and still do believe — that the lion’s share of the blame must always lay at the feet of the cheater themselves; the person who is, in fact, breaking a promise that they have made to somebody else. During the last decade, I’ve also lowered my tolerance for the willing partners of cheaters, as I once was myself, if only for one evening in my entire life. These days, anyone who is currently cheating would be a hard no for me. I would also be incredibly unlikely to date anyone who has a history of cheating on a loved one in the past. Witnessing cheaters over the years has shown me that cheating is almost always a cowardly way of putting off solving a problem. Plus, it’s lying. And lying to people you claim to care about is hurtful and shitty. It’s been ten years since our night together. I don’t think about him often, but whenever I do, the memory is tinged with sadness. I find myself hoping that he has found peace, that he is with someone that makes him happy and that he treats well in return, and that his former wife has found a more honest partner who deserves her love. “When people show you who they are, believe them the first time”. This saying is among my favorites, and it’s especially apt here. Although people can change, not everyone does. When they do, it takes a lot of self-work and humility, not just the passage of a few years, and definitely not simply the arrival of a shiny new partner. My advice to anyone in a similar position as I was ten years ago? Try to tune out the butterflies for a moment, and see your crush for who they really are. If I’d been able to step back from the fluttery, lusty excitement in my stomach when I first met him, I’d have been able to see that he was a bad egg. But that feeling can really take hold of you and it can be difficult to resist temptation. By putting a little distance between yourself and the person who is probably a bad idea — with friends, other dates, or any other harmless distraction — you can put more energy into meeting someone more honest and decent. I’ve been following this advice myself a long while now. It would be great to be able to give this same advice to my younger self. But I cannot go back in time; instead, I have to learn from my experiences. I don’t regret my actions, but I do feel relieved that I am able to choose to surround myself with better people now. We really do find happiness and peace when we’re ready. For me, it was a lot sooner than my wayward married one-night-stand. 1 Like |

Excessive makeup turns most decent and serious-minded men off- if you have observed, you will discover that most men dislike excessive makeup, and more don’t even like it at all; reason they often times discourage their true loved ones to do away with it cos it speaks ill of a lady even though so many men will applaud and complement you for looking like an Egyptian mummy. A slight makeup is okay; but if you are out for marriage, try always to look simple and natural, it will attract better men, decent and serious-minded, except you are still living in your high school life and not thinking towards marriage. 4. Stop Giving Your Number Out To Every Dick & Harry! No man would want to propose marriage to a lady whose phone is always talking and laughing with unserious calls. You may not be a playgirl, but he would judge you as one, and will likely flee at the slightest chance or disagreement. 5. You Don’t Bring Any Value Into The Life Of Men You Date or Are Dating- because your best friend married without contributing anything to the man that finally married her, doesn’t mean it will work for you that way. Think, work towards equipping yourself so that you can be a value and also add value to his life to convince him that you are worth committing to. Adding value to his life isn’t by giving him money, or material gifts, nope….good counsels, being his best friend, helping him attain his goals in life, lending him moral, mental and spiritual support, and by not just being a liability that only bring requests and problems to be solved. 6. Your Friends Run Your Life- how do you expect to find a husband when you still allow your clique of friends to be dictating which man you meet is worthy of your love and which is not? When will you wake up and face the fact that those your best friends even though they cherish you, wouldn’t want you to marry before them or to marry the best man? 7. You Give Everything Out During Dating- As a single lady who has not been taken to the altar, you need to reserve some things for your husband to be, especially your body, respect it and preserve it at all cost. In the past, men rushed to marry to get certain things or privileges they had been constantly denied while being single. Such privileges include and not limited to: constant sex and companionship, good food and tidied home, etc. But today, a single man gets even the best and of course more of constant sex, good food and excellent home-keeping more than his married counterparts, so tell me how the hell you want him to desire to marry you when you have given him virtually everything he desires from a wife while being his girlfriend? And the most painful part of it all is that he knows that you are prepared to cut down on sex supply, cooking, home- keeping, etc once he marries you, so why would he not want you to remain his girlfriend for life? 8. You Package Yourself Wrongly- in your attempt to look sexy, adorable and maybe appealing to guys, you have derailed from appealing to appalling. In fact you look more whorish than modest; more unatractive than attractive, and more disgusting than adorable. Your dressing style determines who gets attracted to you most times. If you dress high school, only high school-thinking guys will be attracted to you, and if you dress excessively sexy and provocative, only randy men will come to you for urgent satisfaction of their immediate sex urge, so don’t be fooled by media hyping of certain kinds of dressing, they are meant for certain set of ladies you wouldn't like to be associated with, be careful. Remember, not all clothes that look sexy are good for a seriously searching for a soul mate single lady. 9. You Lack Manner, Character, Wisdom and Good Home Upbringing- definitely, your ‘hot girl’, ‘pretty girl’, ‘sexy girl’ looks will win you so many men; both the good, and the bad, but your inner beauty, your character and manner are the things that will determine whether any of those men would stay or run after accomplishing their evil missions. The planet may be more sensitive to warming that previously thought, making climate goals more difficult to meet The ocean is warming much faster than previously thought, new research has found, suggesting that global climate goals may be even harder to reach. The new study published yesterday in the journal Nature concluded that the global oceans may be absorbing up to 60 percent more heat since the 1990s than older estimates had found. Previous estimates from the U.N. Intergovernmental Panel on Climate Change found that the oceans were taking up around 8 zetajoules of energy each year. That’s an “8” followed by a whopping 21 zeros. The new research, though, put it at around 13 zetajoules. For comparison, total energy consumption around the world is around half a zetajoule annually, according to the International Energy Agency. This suggests that the Earth, as a whole, is more sensitive to climate change than previous estimates would imply. And that means the planet may respond more strongly to future greenhouse gas emissions than expected. “For a given level of emissions, the Earth has warmed more than we thought,” said lead study author Laure Resplandy, an ocean and climate expert at Princeton University. “For the same amount of emissions, some of the heat is going into the ocean, so we missed it, kind of.” This may have some grave implications for global efforts to meet the climate targets outlined under the Paris Agreement. Currently, world nations are striving to keep global temperatures within 2 degrees Celsius of their preindustrial levels, or a more ambitious 1.5 C if possible. Just last month, the IPCC released a much-anticipated report on the 1.5 C threshold, concluding that meeting the target will require an “unprecedented” effort from world leaders and net-zero carbon emissions by 2050. If the Earth is more sensitive to climate change than previously thought, those temperature targets could approach more quickly. That means nations may have to work harder or cut emissions more quickly to stay on track. In fact, the study suggests that the maximum amount of emissions humans could still emit without overshooting the Paris targets would need to be reduced by about a quarter. “If the Earth is actually more sensitive than we thought, it closes the window for those easier pathways,” Resplandy said. “It makes it harder to get to the temperature target, to stay below 1.5 or 2 degrees.” ‘MUCH-NEEDED INDEPENDENT CONFIRMATION’ Scientists know the ocean plays a critical role in the global climate, helping to absorb excess heat from the warming atmosphere. Oceans may store as much as 90 percent of the globe’s extra heat. Exactly how quickly the oceans have been warming, though, has been subject to some debate. In the past decade, scientists have significantly beefed up a large global network of ocean floats—part of an international program known as “Argo"—that measure temperature and salt content. But before 2007 or so, ocean floats were much more sparse, and scientists also widely relied on measurements taken by passing ships. That made it a little difficult to estimate ocean changes throughout the world, because these data tended to be concentrated mainly in major shipping routes. Still, multiple studies have attempted to hone global estimates of ocean heat uptake before 2007, often using various statistical methods to evaluate data from ships and floats collected before the Argo network kicked off. The new study isn’t actually the first to suggest that the IPCC’s previous estimates may be too low. In the past few years, other research has also suggested that the oceans may be warming faster—although the exact rate varies from study to study. Because of the issues with collecting direct ocean data in decades past, the new research attempted to solve the problem without using direct ocean measurements at all. Instead, it relied on measurements of oxygen and carbon dioxide in the atmosphere, dating back to 1991. There’s a strong relationship between ocean heat and the amount of dissolved gas from the atmosphere that oceans can hold. As the ocean warms, its ability to take in oxygen and carbon dioxide decreases, and more of those gases remain in the atmosphere. By looking at changes in atmospheric oxygen and carbon dioxide levels—controlling for other factors, like human emissions of greenhouse gases—the scientists were able to estimate how the ocean’s heat content had changed over the last few decades. “The idea was, can we find an independent way of estimating warming that would give some independent constraint on the ocean warming?” Resplandy said. The new findings, the authors wrote, provide a “much-needed independent confirmation” of other recent studies suggesting higher rates of ocean warming. The research only focused on 1991 to the present. If compared with estimates from earlier decades—which do still rely on shipping and float data—the study seems to suggest that the pace of ocean warming has significantly increased in the last few decades. This is generally in line with other recent research. Another study, published last year in Science Advances, used updated methods to evaluate the older shipping and float data from the 1960s to now. It found that ocean heat uptake has mainly increased since 1990 or so, and that the warming has also crept into deeper and deeper parts of the sea. John Fasullo of the National Center for Atmospheric Research, one of the co-authors of that study, noted that the new research may provide “a useful corroborating approach” when it comes to the question of ocean heat uptake—another way of looking at the problem and coming to the same conclusion. Kevin Trenberth of NCAR, another of that study’s co-authors, noted that because the new research constitutes a novel approach, there are some uncertainties that still need to be resolved. But he said the results are generally compatible with those of his own research. The findings “have implications, because the planet is clearly warming and at faster rates that previously appreciated, and the oceans are the main memory of the climate system (along with ice loss),” he told E&E News by email. “The oceans account for about 92% of the Earth’s energy imbalance. This is why we are having increased bouts of strong storms (hurricanes, typhoons) and flooding events.” While the exact values of ocean heat uptake may be up for debate, more studies are all coming to the same general conclusion—that it’s a bigger problem than scientists previously thought. And that’s something to be taken seriously, the authors say. “That’s what we want in science,” Resplandy said. “We want to have the same answer by different ways.”

ABUJA- House of Representatives on Thursday mandated its Committee on Works to investigate the nature of the Contracts and concession arrangements on the Second Niger Bridge and Lagos-Ibadan Expressway contracts. They also urged the Federal Ministry of Power, Works and Housing to include funds in the 2018 budget for the completion of the projects. The lawmakers also urged the Armed Forces Council and the Federal Ministry of Defense to halt the plan to stop admission of Combatant Female cadets into the Nigerian Defence Academy, NDA. The resolutions were taken after two separate motions on them were considered at the plenary presided over by Deputy Speaker, Hon. Yusuff Lasun. Presenting the first motion titled: “Need to Investigate the Nature of the Contract and/or Concession Agreement on the Second Niger Bridge and the Lagos-Ibadan Expressway”, Hon. Solomon Maren (Plateau State) said that unless the projects were completed, commuters would continue to experience difficulties in transportation. He said: “The House notes that contracts for construction of the Second Niger Bridge and reconstruction of the Lagos-Ibadan Expressway have continued to feature in the annual budgets without any seeming signs of their completion or the amount required to do so. “Also notes the revelation by the Hon. Minister of Power, Works and Housing, Mr. Babatunde Fashola while commenting on the 2017 Appropriation Act that monies for the projects were reduced and they may become elephant projects as they are not under any concessional or Public Private Partnership (PPP) Arrangement. “Aware that the Nigeria Sovereign Investment Authority (NSIA) had spent about N18 billion on the projects as the financier during their early stages “Cognizant that the completion of the projects is pivotal to national development as they have potentials to douse tension across the country, especially in the face of the widespread agitations for restructuring of the governance mode of the country and separation by some pressure group “Concerned that the manner of the execution of the projects is not in accordance with defined methods for executing projects and/or contracting procedures “Believes that unless proactive steps are taken to ensure completion of the projects, the efforts that have been made to ease the transportation difficulties of the people would have been in vain, business would continue to suffer heavy losses and operational costs, while the originally intended aim of galvanizing the various interests of Nigerians through the execution of the projects will remain unfulfilled”. Contributing to the motion, Hon. Mohammed Sani (Bauchi State) said it was necessary to ascertain whether the projects were concessioned or subsumed under direct funding by the federal government. He said: “We should define a particular form of contract. Federal Ministry of Works will decide on the form of contract”. It was later established that Lagos-Ibadan road was under concession while the Second Niger bridge was not. Making further clarification on the matter, Hon. Ali Madaki (Kano) said that “There is a concession agreement which was signed on the Lagos-Ibadan road in the previous government of President Jonathan which I believe is still binding on this government.” Ruling on the motion, Hon Lasun heeded the prayer, asking the Committee on Works to investigate the nature of the Contracts and concession arrangements and report back within 4 weeks for further legislative action. On the same note, the House also mandated the Committees on Defence, Army, Navy and Air Force to investigate the plan to stop admission of female cadet into the Nigerian Defence Academy. Moving the motion titled “Call to halt the proposed Plan to stop admission of combatant femal cadets into the Nigerian Defence Academy” which prompted the decision, Hon. Omosede Igbinedion (Edo) said that the media had been awash with stories of such plan. She said the plan was against the affirmation action for women, urging the military to reconsider their position. “The House notes that Section 42(1) of the Constitution of the Federal Republic of Nigeria, 1999 prohibits discriminatory practices against any person on the basis of sex, etc; “Also notes that Nigeria is a signatory to the Beijing Declaration of 1995 and the Follow Up Summit on Strengthening the Institutional Arrangements for Support of Gender Equality and Empowerment of Women which also coincided with Agenda 113 of the 7th session of the United Nations General Assembly of 2012 “Further notes hat Affirmative Action means positive steps be taken to increase the representation of women and minorities in areas of employment, education and all such other areas from which they have historically been excluded “Informed that in 2011, the Nigerian Defence Academy admitted the first set of twenty female cadets into the Regular Combatant Commission which will afford the cadets the opportunity to aspire to head any of the Armed Forces in the future; “Aware of a report in the Punch Newspaper of Monday, 13 November, 2017 captioned “Military Stop Admission of Combatant Female Cadets” which if true amounts to a major policy reversal of monumental proportion and a set back because scrapping the course for women will deny them the opportunity of heading any Arm of the Nigerian Military “Cognizant that institutions are usually established to promote the provisions of the Constitution and not to breach them as the move to end the admission of female cadets seems to suggest “Urge the Armed Forces Council and the Federal Ministry of Defense to halt the plan to stop admission of Combatant Female cadets into the Nigerian Defence Academy”, she said. The Committee was given 4 weeks within which to conclude its assignments and report back to the House for further legislative action.

Help needed urgently. I went to a cyber cafe to register and submitted my details. They guy opened the site and started the first part of the registration. An email was sent to my email to continue with the registration, the operator filled out the form and submitted. He forgot the password he used and even the answer to the security question. Help needed urgently. I went to a cyber cafe to register and submitted my details. They guy opened the site and started the first part of the registration. An email was sent to my email to continue with the registration, the operator filled out the form and submitted. He forgot the password he used and even the answer to the security question. Now i cant log in to continue with the registration and i can't retrieve the password cos he cant remember the answer to the security question. Please what do i do..... Help please.
