I am convinced that Taltech admission, tuition waiver and scholarships are given on first come -first served basis. Submit your application on time!

Not sure, I asked from them and they told me that only the best candidates will get the scholarships. My brother applied last year in the beginning of admission but still didn't get the tuition waiver.

When applying for a Bachelor's programme:

West African Senior School Certificate issued by the West African Examinations Council (WAEC) or Senior School Certificate issued by National Examinations Council (NECO)
Note: The Examination Certificate must include 5 subjects for at least result Credit “C4” (including mandatory Mathematics and English)

it also depends on the programme you want to apply. they have quite hard online tests , I have tried one

I think that you can't. This is too low for them. I asked from taltech and it seems that they are raising the requirements every year... they also require to pay the application fee 100 euros. so I don't recommend to apply there if you have second class lower or third class.

The deadline for Tallinn University of Technology is passed. It was until 1st of April for non-Eu students..

This is to inform you that the preliminary evaluation of your application has been positive. This means that you would be eligible to continue in the application process.

However, please note that all the applicants are required to pay the application fee of 100 €. Kindly upload the payment receipt once the task is completed. Read the instruction here: www.taltech.ee/admission (Step 2 – Application fee).

Only after the application fee has been collected, the application will be reviewed and forwarded to the faculty for the evaluation.
The final deadline to fulfil necessary requirements is 01 April 2019.

I don't think this is true. For instance, Taltech sent me a mail to pay that my application had passed preliminary evaluation. After I paid, another mail was sent that my documents will now be sent for evaluation by admission committee.

Some also reported that that Tallinn University told them to pay.

This is true - you have to pay application fee if you want to get feedback about your application. I wrote to Taltech and they told me. They have made some changes on their website as well.
