What is *'School-Detective'*?
The School Detective initiative is an evidence-based program that harnesses the power of students to prevent and stop bullying and mistreatment.

The program, a student- centered model identifies and selects socially influential students from diverse groups across schools. Detectives are equipped and empowered to safely intervene when they witness bullying, cyberbulling and other forms of mistreatment and harmful behaviors. It is set to be the nation's most effective student-led bullying and other social vices prevention program.

The 'School-Detective' initiative program is set to relies on the "inside-out" approach to improving school climate. Student bystanders see, hear, and know things adults don't, and can intervene in the way adults can't and, are often on the scene of an incident before an adult. They are a critical and necessary resource for positively impacting the crisis of bullying in our schools.

These detectives are carefully identified through staff surveys. They must be selected based upon specific criteria, such as, strong position and influence in their peer group, good communication skills, and a history of standing up for friends and the school communities.

The recruited students participate in a two-day interactive training along with several adults who will serve as program mentors. The training gives the student detectives the skills and tools to resolve conflicts, defuse incidents, and support isolated.

PREAMBLE
Being prepared to respond to any negative occurrence is an important and necessary first step in safety and security matters. Hoping and praying that our churches and congregations are safe from victimization is not a viable option! Criminals do not respect the sanctuary; they seek out easy target that allows them the opportunity to commit crime. Doing nothing invites criminal opportunity.

ABOUT THE CHURCH INTERPOL
The initiative to create a Church-only Policing Squad was conceived by the Association of Nigeria Church Ushers’ & Protocols (ANCUP), the Coalition of Christian Security Officers in Nigeria (CCSON), and Church Safety Congressional Board (CSCB), with the aim to complement the effort of the church ushers, and to fight church crime on a larger scale.

The Church Interpol is an Interdenominational Church Defence Department, fused with Visible and Invisible intelligence personnel, and set to fight church crime on a larger scale. It is a non-uniform secret service enforcement squad with an outlook slogan that says: “Dismantling the tools of crime in the church”. The Department is set to cut across boarders in fighting church crime, and ready to up-tune other security challenges confronting churches in Nigeria. It will serve as the first layer of policing in the church, and will operate in the format of Secret Service Agent- a Visible and non-Visible Christian intelligence personnel. NOTE: Visible to deter any potential attacker from making a move, while invisible to be able to react to any security breach.

WHY CHURCH INTERPOL
The need for the Church Policing arose from the identified security challenges facing the Church in Nigeria- owing to the high incidence of theft, armed robbery, kidnapping, assassination, suicide bombing, arson, vandalism etc. Apparently, church ushers and protocol officers lack the necessary basic safety and security knowledge to effectively douse some certain exigent circumstance.

The Department is however expected to prevent crime before it occurs. It will complement security lapses, foresee security weaknesses, and to assist security agencies, especially in the area of community policing through an intelligence network that is built across the foundation. However, the Department is NOT and will NOT in any way compete with the regular security apparatus in Nigeria, but rather it is set to assist the security agencies by providing useful intelligence information to appropriate authorities, and facilitate the arrest of perpetrators of criminal activities either in the church or in the community.

The Department is with a mission that the safety of worshippers and their valuable items is not negotiable but rather the priority. It is set to integrate a variety of innovative technologies and maintain a highly skilled and motivated workforce –using advanced counter-measures to execute its security operations that will not only deter or minimize crime in the church, but will decisively respond to identified threats and vulnerabilities within the church. The Department personnel shall be members from various church denominations, a deliberate policy to build a comprehensive church safety intelligence network, balanced safety and privacy for church worshippers, and to identify Strength, Weaknesses, Opportunities and Threats within church circle.

It is set to rely on meticulous advanced work and threats assessments developed by its intelligence division so as to identify potential risks in the church. Already, the department has a tailor-made and formalized delineated roles and responsibilities for every recruited personnel.

It is set to have the following specialized resource personnel, and these include:

• The Counter Sniper Team
• The Airspace Security Team
• The Emergency Response Team
• The Counter Surveillance Unit
• The Counter Assault Team
• The Hazardous Agent Team
• The Medical Emergency Response Team
• The Magnetometer Operation Unit
• Chemical/Biological and Radiological Nuclear Materials
• The Explosive Devices Team

MISSION STATEMENT
1. Our mission is to develop a strategic foundation of security and protection against known and unknown threats to the worshippers of our Lord Jesus Christ during regular services and special events.

2. To establish and ensure effective guidelines are in place to secure congregations, pastors, ministers, the children’s department and church facilities.

3. To cut across borders by providing volunteer surveillance in regions that are most affected by security challenges i.e. gathering, collating and sharing information and intelligence with the intention of ensuring the safety and security of worshippers, and thereby producing an all-source safety information to churches of different denominations, conducting effective covert action as directed by the Department division, and safeguarding the secrets that help keep our churches safe”.

4. To partner with relevant Security Agencies at the local, state and federal levels, in an effort to serve our churches and communities, in preventing crime and eliminating unlawful and threatening issues.

5. To be diligent provide an inclusive environment for worshippers at every point in time.

6. To strive, meet or exceed all professional expectations and obligations. We are honorably dedicated to achieving the mission by providing peace of mind to every church worshippers.

7. To participate in efforts aimed at addressing the root causes of crime in the church while ensuring that any criminal act is duly investigated, and to bring any criminal perpetrators to justice in a fair way.

8. To engender an efficient, effective, well-trained and highly motivated workforce, with deliberate efforts aimed at improving the safety of church worshippers at any point in time.

9. To build a church friendly policing squad that will respect, uphold and abide with the fundamental law of the land

Our Vision
We envision a worry-free worship experience and safe environment for every worshipper of our Lord Jesus Christ.
Also, to be nationally recognized as a result-oriented Church-only Policing Squad with the highest standards of professionalism in security and safety management.

OVERSIGHT
The Department will be overseen by the Association of Nigeria Church Ushers’ & Protocols (ANCUP), Church Safety Congressional Board (CSCB), and Coalition of Christian Security Officers in Nigeria (CCSON). The oversight board shall afford the Department support and opportunity to continually ensure that the Department meets the safety and the security needs of the Church.

National Intelligence Department for School Safety (NIDSS) in conjunction with Your Voice Your Vote a Non-governmental organization (NGO) and Students’ Voice Initiative has concluded arrangements to host the first ever debate for Governorship candidates in Lagos State.
The programme is aimed at engaging students/youth in the democratic decision-making process and making public officers accountable as well as tracks their performances while executing their campaign promises to the electorates.
The Coordinator/Chief Executive Officer (CEO) of NIDSS, Oshunmakinde Adedayo, while briefing journalists about the project said the live programme which is to be beamed live in local stations from the state capital, will also be viewed in several social media platforms on 31st of January, 2018.
According to Mr Oshunmakinde, the programme which is tagged: “Students/Youth Host Governorship Debate in Lagos State” is expected to be the first in the entire South-West of Nigeria and is intended to provide an avenue for the students and youth of Lagos State to have direct interaction with the aspirants to political positions before they are elected.
Oshunmakinde also explained that “Eventually, the Governor-Elect, alongside the elected Senators/Federal House of Reps/state House of Assembly members will be placed on “Lagos Meter’. A timeline set to monitor monitor the implementation of campaign promises and party manifesto”.
He added that “Our digital screen will track and report unfolding developments to the Lagosian and the entire Nigerians at large through a pivoted Students’/Youth state of the art mediums of communication.
Key issues to be discussed during the programme will be on the Security, Education, Health and Empowerment among many others and it is hoped that by this innovative initiative, the quality of and standard of living will be improve.

We are pleased to announce the Safe School Year Campaign Awareness- an event being co-founded under the (The Nigerian Safe School Week Initiative), designed to foster collaboration amongst academic communities, the government, civil society organizations, religious groups, parents, and students on how to work together and make impact towards creating schools that are Welcoming, Safe and Inclusive.
The awareness is set to be a stepping up actions on how to better protect our nation’s schools against all sorts of violence, as well as other potential threats, which if no measure is taken, can endanger the education objective. Through this awareness, activities like training, community sensitization and emergency preparedness drills are being packaged for this programme, so as to prepare the academic communities for unforeseen challenges, awaken the courage of adults and children on school safety matters, and to coordinate the security of schools across the country and the communities in which they are located. Purportedly, this initiative defines everyone’s role as per school safety matters, and ready to connect voices as against any antisocial behavior within the school environment, and that of the security challenges confronting the society which children are the most vulnerable of.
This campaign awareness is being envisioned by NIDSS-an arm of MYK Crime Control Services, in collaboration with Women Advocate for Safer Schools Network and other security agencies. It seeks to mobilize parents, policymakers, school officials, students and religious groups across the nation. The goals of this campaign awareness is to educate the audience on the elements of school safety, engage all stakeholders in making more schools safer, and facilitate the development of strategic plans that will effectively address each school’s unique safety and security concerns. Intimidation, harassment, bullying, suicide bombing activities, kidnapping threat and other anti-social behaviors can serve as the foundation for lethal events in the future, if no serious action is been taken, and it is consider now to be predictors of more serious crimes in schools and elsewhere.
From statistics, as of September 2006, there were more than 1.7million internally displaced persons in the state of Borno, Yobe and Adamawa which was most affected by boko haram insurgency. Boko haram rejected western education and attacks public and private schools. On this note, educational facilities were destroyed, school teachers killed and students kidnapped. Between 2009 and 2015, attacks in northern Nigeria destroyed more than 910 schools and forced at least more than 1,500 to close. In April 2014, over 200 girls between age 16 and 18 were abducted from a secondary school in the Nigerian town of chibok by boko haram insurgents; also in April 2018, the same attack was carry out on the Dapchi Secondary School Girls’ were over 100 girls were kidnapped.
Furthermore, some shocking school attacks from the South-West of Nigeria cannot be left out, the likes of Turkish Int’l School, the Lagos Model College, Igbonla, Epe, and the Barbington Macaulay Junior School, Ikorodu, all of these attacks, are from the same underlying causes and makes no sense to consider each one separately, but can endanger the educational objectives of the government and deny the human right for education, for a large number of Nigerians boys and girls.
“No child should have to worry about their safety when in school”. The priority of this initiative is to adhere to people’s opinion by closely examine ways to better protect our nation’s students and school against violence and attacks. “While federal, state and local partners have primary responsibility for the physical security at schools, through training, best practices guide, workshops, and table top exercises loaded under this initiative, we hope to foster a culture of preparedness in our academic communities. However, we are working with partners around the country to harden these vulnerable targets and by ensuring administrators and stakeholders in the education community, teachers, parents, students, law enforcement, and first responders are parts of this effort, so as to better educate the academic communities on schools emergency preparedness.
The campaign awareness is set to mobilize 30 million ‘First Responders’ that will lead and drive the vision of Save-our-Schools/Be Safe and Sound in School to every community in the country. It will however provide a social networking platform that allows people to access urgent information, sharing of ideas, and to make PLEDGE towards an enabling environment for the school children. In addition, the initiative is set to motivate people to become active in school safety matters by positively contributing self-professional strategy and which collectively can the system in tackling potential harmful situations, and to respond in a way that could positively influence the outcome of any situations.
The campaign awareness is set to cut across the Six (6) geo-political zones of the country, with the participation of government officials, professionals from civil society organizations, religious groups, school staff, students and parents; all joining hands in championing the cause of children and school safety. Through this platform, students and school staff will have the opportunity to learn diverse of safety measures from spectrum of experts, genuine ideas and information that could positively contribute to the recent challenges confronting the academic communities, and a platform in which safety and security experts share practical steps on how schools can improve on emergency preparedness, emergency planning, and of it all, necessary drills that guaranteed safety at all times.
At the forefront of this movement, schools are placed at the driver’s seat, flagging the SAVE-OUR-SCHOOLS and Be Safe and Sound in School banner; this however, allows them to communicate the principles behind their declaration, and to make a demands from government, and seek support from whom it may concerns. While many effective programs and projects exist to end violence against children and improve on school safety, ‘Save-our-Schools’ and ‘Be Safe and Sound in School’, campaign awareness offers a unique opportunity, and provide a platform at which voices advocating for children and school safety are amplified at both federal, state and at local level respectively.
The initiative has a toolkit and will guide and assist schools in implementing a comprehensive all-round safety model in their schools. It include a step-by-step procedure for assessing school safety and security, forming action team, identifying problems, holding a forum with stakeholders to brainstorm solutions, developing an actions plan and building support for it, and evaluating the results. This campaign awareness will provides all the necessary materials that schools need to implement a better process starting from surveys, to identify the problems, to a sample press release, and schools media advisory to publicize their moves and efforts’.
This initiative is not a cookie cutter awareness program; it is a network of school-led, civil populace initiative and that share common belief on the importance of school and children safety. It however adherers to a few, powerful tenets which include:
• Identification of problems of intolerance, school threat and violence.
• Solutions defined by students and addressed through peer-to-peer actions, and
• A collective voice from the entire school community coming together to say “SAVE OUR SCHOOLS”- “Be Safe and Sound in School”.
• Preparedness drills and other counter-attack activities.
• Community enlightenment
In conclusion, our children are the most important resource. Ensuring that they are safe and secure in the schools across our country is our most important task.
