I like to correct the impression that these unscrupulous elements were scooping from the spilling from the so called ship. Because, spilling won't be tolerated by the ship and Marine Pollution monitoring agency in the country. It's a common practice at the NNPC Apapa terminal for these guys to always tamper and steal from the cargo line whenever any ship call at the port to discharge.
