Here is a clearer version of my GCMS notes. I was refused on just personal asset and financial status.
I am a funded applicant with funding of 16,500cad of which I am to pay 5,030 as school fees and would be left with 11,000cad.

I do not also think my sop was poorly written.

The 5,030 cad fees might be for a semester only. So for two semesters in an academic year, you're looking at 10,060 cad/year for tuition. And if medical insurance is not covered in this figure (5,030), you're looking at about 1500 cad in addition for one year. So taking these into consideration your fees may actually amount to 11,560 cad per year. If you now deduct this amount from your research assistantship allowance you have only 4,940 cad left for accommodation and other miscellaneous. This is way below the 10,000 cad living expense required. So I'll suggest that you clarify from your supervisor whether or not the 5,030 fees is for a semester or an entire year. If it is not, then you'll have to find a way to build your finance to be able to meet the minimum living expense required. Use a table in your sop to show the breakdown of funds available to you from the school and any other source and do all the necessary expenditure estimates. Best wishes.
