There was an uproar in the Senate last week when a proposal to implement an APC campaign promise to pay a N5,000 monthly stipend to every unemployed youth in the country was voted down, ironically by APC members. Senator Bassey Albert Akpan (PDP, Akwa Ibom) had moved a motion tagged “Urgent need to curb unemployment in Nigeria.” Senator Philip Aduda (PDP, FCT) then proposed an amendment to Akpan’s motion asking the Federal Government to commence the payment of N5000 a month to each unemployed youth, as APC promised to do during the campaign.
APC senators saw Aduda’s amendment as mischievous and when Senate President Bukola Saraki put the question to a vote, APC senators voted against the motion while PDP senators supported it. The motion was thus defeated. Soon afterwards however, APC’s publicity secretary and minister-designate Lai Mohammed said his party will stick to the commitment it made during the campaign to pay N5000 each monthly to 25 million of the most vulnerable Nigerians. He also urged Nigerians to ignore “the mischievous attempt by PDP to confuse and mislead them on the issue.” APC, Lai said, will “devise creative means not only to pay the money but also to fulfill its other campaign promises.”
According to Lai Mohammed, the non-implementation of the policy so far is because it was not included in the 2015 budget which was prepared by the Jonathan Administration. If that is the case, then we expect it to be reflected in the 2016 Federal budget which will soon be forwarded to the National Assembly so that implementation could start early next year, but it is doubtful if this is about to happen.
Indeed, Vice President Professor Yemi Osinbajo said at the Tenth Anniversary Lecture of Crescent University, Abeokuta recently that there are ongoing plans by the Buhari regime to implement its campaign promise to pay N5,000 each to the poorest Nigerians across the country. He said the government is currently evaluating the best ways to collapse existing cash transfer and social welfare schemes to ensure consistency and alignment. Osinbajo said, “Once this is completed, we will implement the first phase of this program using recognized identification platforms and transparent payment solutions.”
In other words, we have assurances from both the Vice President and APC’s spokesman that the party is committed to implementing the promise it made to the poorest Nigerians and unemployed youths during the campaign. Such a promise must have garnered many votes for it but this promise requires deep thought and careful planning before it comes to fruition. While we are in full support of measures to alleviate grinding poverty in Nigeria, we must remind APC leaders of the old adage that teaching a man to fish is better than giving him fish.
Paying a monthly stipend to the poorest Nigerians will most certainly become a bottomless pit akin to petrol subsidy. For one, the figure of 25 million Nigerians that fall into the bracket of very poor is a gross underestimate. Official figures over the years have suggested that as many as 60% of citizens live on less than a dollar a day, the international definition of living below the poverty line. This method of paying a stipend was actually tried by the Obasanjo administration early in its tenure. All that happened was that PDP leaders made state by state lists of “youths” which sometimes included their wives and children to receive the stipends.
There is no shortage of poverty reduction agencies and programs in Nigeria. The combined efforts of National Directorate of Employment [NDE], National Poverty Eradication Program (NAPEP), Small and Medium Enterprises Development Agency (SMEDAN) and many other ad hoc agencies over the years have hardly made a dent in the national poverty picture. Poor plan conception, lack of adequate monitoring, poor follow ups as well as corruption have all worked together to ensure this. If the Buhari regime’s poverty alleviation plan is not to go down the way of all the others, it must find a way round these huge obstacles.

Last week, the erstwhile behemoth commonly referred to as the People’s Democratic Party (PDP) made a startling revelation: Nigerians were informed that a 53-member committee had been set-up to rebrand the sordid image of the party and to refocus it into a more vibrant platform to successfully contest future elections in the country.
It was a startling admission of what millions of Nigerians already knew, which is that the PDP, in its current form, is incapable of winning any decent election anywhere in the country outside the South East and the South-South. The party no longer has the same national appeal it had between 1999 and 2011.
The major catalyst for the PDP’s accelerated degeneration into the de-facto regional party it has become today occurred in 2010, when the party reneged on its own principle concerning the zoning of political offices at the national level. It became a fait-accompli when seven of its governors renounced their membership in 2013! The fact that two, of the seven PDP governors, later retraced their steps soon after for whatever reasons, did little to reverse the trend as the 2015 elections devastatingly proved.
Still, the PDP must be commended for one thing at least. The constitution of its Rebranding Committee suggests that the party is vividly aware that its image, as currently projected, has become hard-sale! Due largely to the incredible work of the opposition, led by the All Progressives Congress (APC), and the ‘presence’ of its candidate now President Muhammadu Buhari; the PDP was always destined to struggle for relevance and acceptability on the platforms of integrity, good governance, and the promise of a better tomorrow, especially among Nigerians who had become increasingly weary of its 16 years of misrule.
Those where the issues I expected the acting PDP Chairman Uche Secondus to address at the inauguration of its Rebranding Committee last week. After all, to “rebrand” suggests an inclination for the PDP to change its unpalatable public outlook, at least. And to do that should naturally call for some form of self-introspection or admission that all is not well with the party.
The next logical step should, ordinarily, have involved a synthesis of the totality of the critical things that are urgently required to correct the alarming defects in the party. You don’t rebrand in a vacuum. The sordid image of the PDP is itself a sad reflection of the rot inside the party beginning from Wadata House which is now a mere shell of its former self.
The situation clearly called for sober reflection on the part of the topmost hierarchy of the party, but what occurred last week at the inauguration of the rebranding Committee fell short of that. Rather than address the obvious facts of the party’s self-inflicted wounds and internal deficiencies, the PDP Acting National Chairman launched into a tirade against the new APC administration. He claimed that the move to ‘rebrand’ became necessary “as the events of the last six months of the APC administration indicate a palpable fear that the gains of democracy achieved by his party are seriously under threat.” And therein lay the contradiction in the exercise.
The notion that the PDP is rebranding merely to curtail APC’s purported assault on the hard-won democracy the former nurtured in its 16 years of leadership at the centre is blatant lie which will not wash with many discerning Nigerians. The illusion is also why the project will fail for as long the party remains inclined to mock reality.
If truth is required here, the PDP leadership should be among the first to admit that the party self-destructed in spectacular fashion when it enthroned a culture of arrogance and impunity in the conduct of its affairs nationwide. Such acts have already resulted in the reversal of the party’s illicit electoral gains across the country, with the latest incident reflected on the reasons the Taraba Electoral Tribunal upheld to overturn the victory of Darius Ishaku as the duly elected governor of the state.
If truth must also be told, the PDP should first accept the fact that it made a fundamental error in the appointment of Olisa Metuh to manage its media affairs from day one. From his ill-conceived utterances and poor reading of his terrain; no single individual has done as more to de-market the PDP than Metuh.
His uncultured reaction to the merger of the legacy parties which dissolved into the APC was one thing; when the party later released its manifesto, Metuh promptly dismissed it and claimed it reflected what he ignorantly referred to as “supporter of APC” ideology. It was a poorly timed attempt to dismiss the APC as a mainly northern and Muslim party.
If that seemed far-fetched, Metuh removed all doubts when he suggested that the leadership of the APC was in a hot romance with the leadership of the Boko Haram group. Sneering at the APC’s promise to defeat Boko Haram which occupied several local government areas at the time, Metuh said that the promise was “…tacit acknowledgment that the APC may be benefiting from the mayhem and knows more than meets the eyes about the spate of terror attacks in the country….when last year in its first official outing, the leaders of the APC said terrorism in Nigeria would disappear within 100 days of APC leadership, Nigerians did ask if they knew the characters in crime and their sponsors, APC gave silence as an answer while Nigerians kept wondering.”
How can a party with such monumental deficit in the knowledge of Nigerians effectively rebrand? How can it achieve the goal when it has not reformed its core values? How can it expect to be taken seriously with people like Metuh at the helm of affairs? A brand is the mere reflection of the inner workings of a product. It hardly tells the whole story!

Let’s face it: there is the huge hand of God in the return of Muhammadu Buhari. Buhari’s election to the presidency has possibly averted the danger of a violent revolution in this country and saved the thieving Nigerian elite from the bloody wrath of a hungry and traumatised citizenry. A combination of high level corruption and hopeless absence of basic services could have had only one result: a revolutionary change of the status quo. Praise be to Allah, we were able to have an electoral system that demonstrated to both the winner and loser,well in advance, the trajectory of their fate.
During the gruelling and fouled presidential campaigns, Muhammadu Buhari and his party, the All Progressives Congress (APC), had bandied “change” as their battle cry. I don’t know whether APC has been able to sufficiently and succinctly define change in a way that is understandable to the generality of Nigerians, though we may say by voting for the party and its candidates, the citizens have indeed understood its meaning.
In the reckoning of many Nigerians therefore, by proclaiming change, APC and Buhari mean that they are different from the previous party and the government it led. By declaring change, Buhari and his party and APC mean they are going to offer something new and interesting.
There are few remarkable things about the team President Buhari has just assembled. Firstly, it has taken him about six months after his inauguration to form his cabinet. The change element here is not the length of time it has taken him to choose the cabinet; it is the expectation that this calibre of ministers will deliver qualitative, cost effective, new and interesting services to justify this long wait.
Secondly, it is also noteworthy that perhaps for the very first time in this dispensation no money was asked and none was given in the Senate business of ministerial confirmation. Has Buhari not made it clear that he will fight corruption as a priority?
Additionally, no set of ministerial nominees has been quizzed like this one. There have been very few cases of “take a bow and go.” Many of Buhari’s nominees were thoroughly questioned on their understanding of their assignments and what they intend to contribute to governance.
Equally, this may be the most qualitative set of cabinet members whether in terms of education, experience, philosophy of governance or vision. Abubakar Chika Malami, Babatunde Raji Fashola, Dr Kayode Fayemi, Dr Ogbonnaya Onu, Zainab Ahmed, Amina Mohammed, Solomom Dalung, James Ocholi, etc., all of whom are expected to lead strategic ministries, gave Nigerians something to remember during the screening.
To prepare their minds about his expectations of them, President Muhammadu Buhari held a two-day retreat for the ministers-designate at the Aso Villa. He told them point blank that they are the vehicles for the delivery of change in all ramifications.
“You (ministers-designate) are coming on board the ship of governance at an interesting time. So much has been said about the state of our economy. It is expected that we make the running of government at all levels as lean as possible, avoid waste and conserve resources. Our economic focus will be policies that will ensure inclusive growth and we will count our achievements based on the number of Nigerians that we move out of poverty”, the President told his team at the retreat.
Listening to Dr Chris Ngige, one can discern that the ministers have already accepted Buhari’s challenge to them to employ fewer aides and use shorter vehicle cavalcades. This President will not tolerate from his ministers, infighting, impunity or ostentatious lifestyles that do not commode with current economic realities.Unlike Jonathan, Buhari will not hesitate to sack ministers engaged in unlawful activities. In a departure from past practices, only two guests will accompany each minister-designate to the swearing in ceremony this Wednesday. During the Jonathan administration, swearing in formalities were attended by all comers including traditional rulers, spouses, friends, children and drummers.
The Buhari FEC is expected to work as a team with a new approach that will help deliver change. Each minister will decide how best he or she can help achieve the common vision. Each ministry must have targets that feed into a shared goal of improving the quality of life of the common man soonest. They must have milestones on the path to the fulfilment of these targets. The ministers will put forward for consideration of the Council only those projects that can realistically be funded and completed as scheduled. Nigerians are tired of President Goodluck’s types of grandiose and interminable contracts which litter the country like the East-West Road,Owerri-Port Harcourt, Lagos-Ibadan, Abuja-Lokoja, Kano-Maiduguri, Suleija-Minna highways, Abuja-Kaduna railway, including the Nigerian Railway rehabilitation scams, dam projects and numerous others.
The Buhari team is expected to, in order of priority, severely fight corruption by bringing culprits to justice and recovering looted funds, restore security by defeating Boko Haram and other separatist tendencies, robbery, kidnapping, etc. and overhaul the economy by diversifying and expanding it while eliminating waste.
Having taken this long to assemble this Federal Executive Council and having brooked no interference in its selection, President Buhari will be solely responsible for the success or failure of his team. If Buhari dusts up his address to his 1985 ministers, he will find out that there is little or nothing he needs to change therein when he swears in another team tomorrow - same team leader, similar dreadful situation and same expectations.

The Taraba State chapter of the All Progressives Congress (APC) has said that the violence in Wukari Local Government, following the tribunal judgment that upturned the election of Governor Darius Ishaku was a premeditated action orchestrated by some ‘frustrated politicians’.
The APC State Chairman, Hassan Jika Ardo, also said the violence after the ruling was meant to trigger a bigger crisis to slur the judgment that was being celebrated nationwide as a victory for justice and rule of law.
“We have information that the masterminds of the violence in Wukari are bent on spreading this violence to other local governments in Taraba State such as Takum, Zing, and Kurmi with the sole intent to create discontent using religion to perpetuate chaos and lawlessness,” Ardo added.
The APC said the judgment, which asked the party’s candidate, Hajia Aisha Alhassan to be sworn in was “purely a political situation which has no gender and sectarian connotations and must be seen by the public as such.”
The party admonished all aggrieved people to seek redress through well-established processes for adjudication.
It would be recalled that the PDP had described the tribunal’s judgment as another evidence of “executive interference” in the judiciary.
A statement by the PDP national publicity secretary, Chief Olisa Metuh, said the ruling brought to the fore the “organized plan by the President Muhammadu Buhari-led APC federal government to deploy all unorthodox means to decimate the opposition.”

President Muhammadu Buhari has sacked the chairman of the Economic and Financial Crimes Commission (EFCC), Ibrahim Lamorde.

In a two-paragraph statement issued last night, presidential spokesman, Mr Femi Adesina, disclosed that Buhari had approved the appointment of Mr. Ibrahim Mustafa Magu as the Acting Chairman of the EFCC.

According to Adesina, “Mr. Magu, who is an Assistant Commissioner of Police is to take over from Mr. Ibrahim Lamorde who is proceeding on terminal leave ahead of the formal expiration of his tenure in February next year”.

A source told Daily Trust last night that Lamorde, a commissioner of police, was asked to go ahead of the expiration of his tenure so as to inject fresh blood into the anticorruption agency.

“The president is keen on prosecuting his anti-corruption campaign in a transparent manner. The EFCC went into slumber under Lamorde. All the things you are seeing today are mere cosmetics to show to get the attention of President Buhari,” the source, who does not want to be named, said.
Asked whether Lamorde’s removal had anything to do with the alleged diversion of recovered stolen funds amounting to N1 trillion, over which he is facing probe at the Senate, the source declined comment.

Lamorde served twice as EFCC acting chairman (in 2008 and 2011) before his confirmation in February 2012 toa replace Farida Waziri who earlier took over from him in 2008.

Both Lamorde and Magu served during Nuhu Ribadu’s time at the anti-graft agency as head of operations and economic governance unit respectively. The two were also credited with part of the success Ribadu recorded in his time.

The man Ibrahim Magu
Magu, an assistant commissioner of police was one of the early recruits into the anti-graft agency by its pioneer chairman Malam Nuhu Ribadu. His most recent assignment was as member of the committee set up by the Buhari administration to probe the procurement of arms in the Armed Forces from 2007 to date.

Because of his perceived incorruptible posture, he was made the head of the sensitive Economic Governance Unit (EGU), which handles investigations of senior public officials.

As head of the EGU, some of the investigations he spearheaded included the alleged involvement of Senate President Bukola Saraki in the collapse of Societe Generale Bank of Nigeria; and James Ibori, former Governor of Delta State, who is serving jail term in United Kingdom for money laundering. He also played a role in the investigation and eventual jailing of former managing director of the Bank of the North, Shettima Mohammed Bulama, said to be his own brother in law.

After Ribadu was removed in controversial circumstance by former President Umaru Musa Yar’adua, Magu was also targeted for redeployment.

Farida Waziri, who took over in 2008, was said to be uncomfortable with his presence over issues surrounding loyalty.

Magu’s troubles peaked when he was accused of illegally keeping case files of top politicians being investigated by the commission in August 2008.
His house in Abuja was searched and his property, including a laptop computer with sensitive files, was carted away by officials of the EFCC at the behest of Mrs. Waziri.

Redeployed to the police after days of detention with nothing incriminating found against him, Magu was later suspended from the force, without salaries for several months.

But Magu was brought back to EFCC by Lamorde after he was confirmed as substantive EFCC boss in 2012.

Senate postpones Lamorde’s appearance
The Senate had announced the indefinite postponement of the much expected grilling of Lamorde , hours before he was sacked.

The former EFCC boss is being probed over an alleged diversion of recovered stolen funds, amounting to N1trn. He was asked to appear before the Senate today but the Ethics, Privileges and Public Petitions, which is probing him, issued a statement postponing it.


The probing of Lamorde by the Senators started last August shortly after the wife of the senate president, Mrs. Toyin Bukola Saraki, was grilled by the EFCC over alleged embezzlement of public funds during the tenure of her husband as governor of Kwara State (2003 to 2011).

Lamorde’s probe, according to the senators, was sequel to a petition written by one Mr. George Uboh alleging that the former EFCC boss diverted the sum of N1 trillion, being stolen money recovered from a former Governor of Bayelsa State, Diepreye Alamieyeseigha and former Inspector-General of Police, Tafa Balogun.

The EFCC boss, according to Uboh, diverted the funds when he was the agency’s Director of Operations between 2003 and 2007, and when he was acting chairman of the commission in 2008.
Our correspondent reports that although no reason was stated for the postponement, it could be connected with Lamorde’s sack.

A statement by the committee’s Clerk, Freedom Osolo tagged “Postponement of Hearing” said the hearing had been postponed till further notice.

“I regret to inform you that the hearing of the Senate Committee on Ethics, Privileges and Public petitions slated for Tuesday (Today) has been postponed fix for the time being, “ the statement reads.

An island nation located east of Australia, Nauru is the smallest island country in the world. PTDF OVERSEA SCHOLARSHIP SCHEME

The Petroleum Technology Development Fund (PTDF) is a parastatal of the Ministry of Petroleum Resources established by Decree 25 of 1973 for the purpose of developing and promoting petroleum technology and for creating the manpower needs of the oil and gas industry through research and training of Nigerians.

Our mission therefore is to train Nigerians to qualify as graduates, professionals, technicians and craftsmen in the field of engineering, geology, science and management in the oil and gas industry in Nigeria or abroad. We have a vision to serve not only as a vessel for the development of indigenous manpower and technology transfer/acquisition in the petroleum industry but also to make Nigeria a human resource centre for the West African sub-region.

To ensure a steadfast implementation of this mandate, PTDF is inviting applications from suitably qualified candidates for Overseas MSc and PhD Scholarships. Scholarships will be awarded for studies in the 2013/2014 academic session in the United Kingdom and France (Grenoble INP) and upgraded Universities in Nigeria for the 2013/2014 session. However, the Undergraduate level will be awarded for studies in Nigeria only on subject areas listed below.

Application Forms can be accessed online using an ATM card or through purchase of a scratch card from designated main branches of First Bank of Nigeria Plc  in all the States and FCT, upon payment of a NON-REFUNDABLE sum of N1,000 (One Thousand Naira Only). Instructions on how to access the form online is clearly stated on the backside of the cards.

Applicants may please note that only those who meet the requirements below shall be shortlisted and invited for Electronic Aptitude Test, in the case of Master’s, while oral interview will be conducted for PhD (full time) on dates to be announced later. Following the aptitude tests and interview, the best qualified candidates will be selected and awarded the PTDF Scholarship.

PTDF however wishes to inform applicants that the Overseas Scholarship Scheme was instituted as a short term measure to address identified skills gaps, pending the outcome of the various capacity building efforts being made to enable our domestic universities effectively handle the onerous task of grooming qualitative professionals in the oil and gas related disciplines. With the numerous upgrade programmes executed by the Fund in some Federal Universities in Nigeria, emphasis has shifted to training Nigerians in-country. Consequently, only a limited number of candidates will be sponsored overseas and the rest in Nigerian Universities listed below.

PLEASE NOTE THAT UNDERGRADUATE APPLICANTS MUST BE IN THEIR 2ND YEAR IN ANY OF THE LISTED NIGERIAN UNIVERSITIES, WHILE THE POSSESSION OF A VALID UNIVERSITY ADMISSION LETTER IS COMPULSORY FOR ALL PHD APPLICANTS.

BASIC REQUIREMENTS

A.    UNDER GRADUATE  (Nigeria Only)

1.      Possession of 5 credits in WAEC/SSCE/NECO including English Language and Mathematics

2.      Must have concluded the 1st year of their study in any of the PTDF upgraded Federal Universities listed above.

3.      Must have scored a minimum CGPA of 3.0 on scale of 5 or 4.5 on a scale of 7 in their 1st Year.

4.      Must scan and attach a copy of their admission letter

5.      Students admitted into the University through Direct Entry i.e. 200 level must have either of the following:

i.         Minimum of Upper Credit at the Diploma level

ii.         Minimum of 10 points in interim Joint Matriculation Board (I.J.M.B) examination.

iii.         Minimum of 8 points at the Advanced Level General Certificate of Education (G.C.E).

B.     MSc (Overseas)

1.      A minimum of Second Class Upper (2.1) in an Oil and Gas related field OR a 2.2 with oil and gas industry experience

2.      National Youth Service (NYSC) certificate

3.      Applicants must be computer literate

4.      Possession of O/level with Credit in English Language in WAEC/SSCE (C6) or NECO (C4);

5.      Applicants must not be above 30 years of age

Applicants without credit in English language as in (4) above but possess any of the following may apply

i.         Test of English  as a Foreign Language (TOEFL)

ii.       G.R.E ( Graduate Record Examination)

iii.     GMAT –for Management related courses

iv.     International English Language Testing System (IELTS)

C.     PhD

1.      Applicants must be in the academics in Nigerian Institutions, teaching an oil and gas related discipline;

2.      Applicants must possess minimum of 2.2 in their first degree and a good second degree certificate;

3.      Applicants must submit a research proposal relevant to the oil and gas industry (of not more than 5 pages) to include: Topic, introduction, objective, methodology and mode of data collection;

4.      Applicants must include a valid admission letter;

5.      Applicants must not be over 40 years of age; and;

6.      Applicants must include their masters degree project
