OPINION: Consolidating on the gains of Lagos’ skills development and job creation model by Jude Sotiri-Jack. Sustainable job creation is a 21st century challenge across the world, but more pressing in Africa. The continent saw widespread economic growth in the period between 2000 and 2015 due to macroeconomic reforms and strong commodity prices. However, weak commodity prices have affected economic growth, worsening what was already a very bad situation. In Nigeria, the unemployment issue is particularly worrisome. Unemployment rose from 11.92 million in the first quarter of 2017 to 13.58 million and 15.99 million in the second and third quarters of 2017 respectively. Sights and sounds of young Nigerians taking the perilous path to greener pastures through the harrowing desert of the Sahara infected our sensibilities. With these jobs statistics (particularly how they have affected the youth) it is not difficult to see why this is the case. This is why Lagos state government’s approach to job creation through the Lagos State Employment Trust Fund (LSETF), provides a useful template for us to have a robust discussion on how States can approach job creation. The fund, established by the Lagos State Employment Trust Fund Law 2016, is to provide financial support to residents of Lagos state to tackle unemployment through job and wealth creation. It was created with an initial capital of N25billion contributed over four years by the Lagos state government, but is expected to raise additional funding from various sources including donor partners, development agencies, corporate organizations and individuals. The fund’s model is in three programmes, the MSME loan programme, the Lagos innovates programme and the Lagos state employability support project. Since inception, the fund has provided capital for 8,000 businesses to the tune of about N6billion. In the process, it has created 25,000 jobs and thousands of indirect jobs. By the end of 2018, the fund would have provided capital for about 15,000 businesses, with a target of creating between 300,000 direct and 600,000 indirect jobs. Through the fund’s Lagos State Employment Support Project’s partnership with the United Nations Development Programme (UNDP) and other private sector partners, it aims to produce 10,000 skilled persons in 3 years to plug the human resource gaps in manufacturing, healthcare, garment making, entertainment construction, tourism and hospitality. The fund it is also hoped, will add about 200,000 Lagosians to the tax bracket. The positive cycle from this is evident. By generating more taxes from Lagosians, the government can earn more money to improve critical infrastructure for businesses to thrive, which will itself improve the capacity of businesses to hire more people who will give the government more taxes. The context for the LSETF is strong. Working age population in Africa is expected to grow by about 70%, which means about 450 million people will be added to the labour market between 2015 and 2035. Adopting a crude but useful analysis of the relationship between Nigerian population and that of Africa, a total of about 72 million Nigerians will be added to the working population in the next 17 years. This number is one-third of the current Nigerian population and it is almost impossible to imagine how this gap will be plugged. Of particular worry is how this situation will play out in Lagos state, which is currently home to about 10% of Nigeria’s population (and potentially 7.2million entrants into the job market by 2035), contributing 66% of Nigeria’s GDP and about 65% of industrial activity. It must be mentioned that the LSETF is a tri-sector partnership, which not only aims to arrest what could be an unemployment nightmare, but strategically harnesses the power of youthful human capital to create a Lagos that can provide jobs for what will be a youth explosion in the job market. This is one of the reasons why we advocate for political and economic continuity in the city-state that is seen by many across Nigeria as a land of opportunities, where ideas funded by initiatives like the LSETF can thrive into fledgling enterprises. We believe the incumbent, Governor Akinwunmi Ambode should be given all the support he needs to further consolidate on the LSETF as an optimal skills development and job creation platform. The Lagos State Government has released the sum N720.445m as payment into the Retirement Savings Accounts of 190 Contributory Pension Scheme retirees from the State's Public Service for the month of August 2018. The Lagos State Commissioner, Ministry of Establishment, Training and Pensions, Dr. Akintola Benson Oke who disclosed this during the 54th Retirement Benefit Bond Certificate Presentation at Ikeja, Lagos, said that 9,591 retirees have had accrued rights of N39.450 billion paid into their Retirement Savings Accounts in the last 37 months (August 2015 – August 2018). Akintola affirmed that pensioners are always on the payroll priority of Lagos State every month and expressed this administration’s satisfaction for clearing the backlog of pension benefits for its retired employees. Earlier, the Director-General, LASPEC, Mrs. Folasade Onanuga commended the retirees for their contribution to the development of Lagos State and assured them of the State Government’s commitment to their welfare in retirement. She, however, advised the retirees to spend wisely in retirement, saying “Any project you know you cannot finish, don’t put your money into it”. Lagos State Government has applauded the increased awareness that has led to a rise in the report of sexual and domestic abuse cases, saying that residents are now better informed of the various channels made available by the government to report cases of domestic violence to appropriate authorities. The State Commissioner for Justice and Attorney-General, Mr. Adeniji Kazeem, who stated this at a news conference organised by the State Government to commemorate the Domestic and Sexual Violence Awareness Month, disclosed that recent records show a total departure from the apathy initially harboured by survivors of domestic abuse. According to the Commissioner, the statistics made available by the State Domestic and Sexual Violence Response Team reveals that no fewer than 3,089 cases of sexual and domestic violence were reported in the past eight months. Speaking on the theme of the 2018 celebration: “Securing the Home against Violence: Everyone’s Responsibility”, Kazeem said that the 2018 figure increased over 200 per cent compared to 2017 figure of 1,044. Kazeem, represented at the briefing by the Permanent Secretary in the Ministry, Mrs. Funmilola Odunlami, revealed that “from January to August 2018, DSVRT received 3,089 reported cases, which indicates that the number of reports had doubled compared to what the 1044 cases DVSRT handled in 2017”. “From January till August 2018, the Team handled 1,037 cases in the office, 939 Domestic Violence cases, 245 Child Abuse cases, 40 defilement cases, 22 rape cases, 13 cases of attempt to commit Rape and Sexual Assault by penetration”, he added. He also mentioned that there had also been reported cases through the ‘6820 USSD’ platform commissioned in 2017 by the State government to facilitate the swift reporting of incidents of Domestic Violence, Sexual Violence and Child Abuse. The Commissioner explained further that “From January 1, 2018, till date, DSVRT has received 2,052 reports via the 6820 short-code. A total of 718 actual cases were reported. Hence, DSVRT has responded to 357 reports of domestic violence, 195 reports of Sexual Abuse and 166 reports of child abuse, all reported via the 6,820 platforms”. He stated that the team had also increased its focus on children who had witnessed intimate partner violence in 2018, saying that a total of 1,187 children have been exposed to domestic violence within the home. “Some of these children have been given counselling to ensure that they are able to psychologically deal with the events they have witnessed without it having a permanent and negative impact on them in future”, he said. The Lagos State Government at the weekend said it has begun talks with 10 major bakeries to ensure mass production of coconut bread, “Eko Bread” as a means to provide more market avenue for coconut utilisation. State Government, Mr. Akinwunmi Ambode disclosed this at the 7th Coconut Heritage Festival tagged ‘AGUNKEFEST’, an event held in collaboration with the African Coconut Heritage Initiatives to commemorate the 2018 World Coconut Day at the Suntan Beach Front, Badagry. Alluding to the fact that Nigeria is ranked 18 in the world as a coconut producing country with Lagos State contributing 70 per cent of the total production, the Governor said his administration would continue to create the enabling environment for investments in coconut production, commercialization and utilization in the State. Represented by the Special Adviser on the Environment, Mr. Babatunde Hunpe, Governor Ambode said his administration places high premium on sustainable food production which is the impetus driving the various activities in the agricultural sector with a renewed commitment to support initiatives geared towards revamping and developing the coconut industry to global standard and recognition. “Coconut tree has been identified as the most useful single tree in the world in terms of versatility, product utilisation and longevity. Therefore, taking coconut to another level with this type of programme is long overdue. “A major step taken towards achieving this goal is the establishment of the Lagos State Coconut Development Authority (LASCODA) to uphold the State’s comparative advantage in coconut production,” he said. He said that the Model Coconut Processing Centre in Mowo Badagry has been fully rehabilitated and available for training of prospective coconut processors, as well as provide services to existing processors at affordable cost. “To expand the scope of coconut processing operations and further collaborate with the private sector, the state government has distributed coconut processing equipment to coconut processors in twelve local governments and local council development areas in the State as part of its empowerment programmes in the coconut value chain,” he said. Other efforts by the State Government to create an enabling environment for coconut production, commercialization and utilization, according to the Governor include, the rehabilitation of the coconut belt, massive production of improved coconut seedlings; capacity building/empowerment of coconut value chain actors; production of coconut derivatives on demonstration basis; encouragement of proliferation of coconut cottage industries for value addition and technological advancement in the coconut value chain. Earlier, the Special Adviser to the Governor on Arts and Culture, Mrs. Aramide Giwanson said that the objective of celebration was to draw global attention and beam searchlight on Badagry division of the State thereby showcasing its rich cultural and traditional values to attract both domestic and international tourists to the division and the State. Giwanson said the focus of the State Government was to create the needed environment that is private sector driven hence, the beginning of the collaborative and partnership effort between the Lagos State Government and the private sector, African Coconut Heritage Initiatives towards the promotion and celebration of the coconut festival this year which is a noble cultural asset in Lagos State. In addition, the Special Adviser said the Festival was part of the promotion of the enormous Tourism potentials of Lagos State to the world, which according to her had started to yield monumental dividends, adding that the hosting of the event would further boost and sustain it. Highlights of the event include exhibitions, parades, command performances by various cultural groups and cooking competition, while awards were presented to winners as well as presentation of Tourism Governor of Nigeria to Governor Ambode by the organizers.

Lagos State Government has emphasised that the accommodating spirit and hospitality of Lagosians, which breed unity and cohesion among various ethnic groups with different religious and political persuasions, are the bedrock for peace and progress of Lagos State. Governor Akinwunmi Ambode stated this at the commissioning and dedication of Ozubulu Community Development Union Civic Center, Festac built by the Ozubulu Community Ekwusigo Local Government Area of Anambra State resident in Lagos. Ambode, represented at the event by the Special Adviser on Civic Engagement, Mr. Benjamin Olabinjo, said the commissioning of the project would serve as a rallying point for interaction among members of the host community and enhance community relations. He expressed his appreciation to the people for supporting the government and abiding by the Laws promulgated to enhance the socioeconomic opportunities that abound in the State. The Governor, however, implored the Union to undertake their civic responsibilities by voluntarily paying all taxes and levies as the government relies primarily on taxation to raise funds for the implementation of policies and programmes that benefit the members of the public. While urging the Ozubulu Development Union to protect all infrastructure that was provided with taxpayers’ funds from vandalism and continue to live in peace with other residents, he assured that the present administration would continue its all-inclusive policy which was the hallmark of the mandate to serve. Lagos State Governor, Mr Akinwunmi Ambode on Thursday commissioned an ultra modern Ferry Terminal and the Headquarters of the Lagos State Waterways Authority (LASWA) in Falomo area of the State, restating that no efforts would be spared to harness the potentials of water transport sector for the overall benefit of residents. The Governor, who also commissioned a Multi-level Car Park within the same premises, said the unveiling of the edifice which was delivered through a Public-Private Partnership (PPP) arrangement with MTN Nigeria, signposts the readiness, willingness and ability of the State Government to take full control of its waterways and would continue to do so effectively. Governor Ambode, who was represented by the State’s Attorney General and Commissioner for Justice, Mr Adeniji Kazeem, said completion of the project, which started seven years ago, was an eloquent demonstration of the appreciation and recognition of the efforts of the State Government toward the overall development of water transport sector in the State. While alluding to the fact that water transportation had been proven worldwide to be an effective and efficient transport system, the Governor said despite its potentials, the sector had remained largely underdeveloped just accounting for less than one per cent of the overall traffic in the State, a development he said necessitated the massive investments and reforms of his administration in the sector. “In furtherance of our commitment to develop the water transportation system which is an integral component of the Lagos State Multi-Modal Transport System, we have invested significantly in the provision of water transportation infrastructure especially the rehabilitation of existing and construction of new Jetties; purchase of two clearing machines with navigational equipment to tackle the challenges posed by water hyacinth and the ongoing installation of safety signs for routes demarcation, among others. “In addition, we have concluded plans for the procurement of seven high-capacity passenger ferries to complement the existing ones, while we also plan to assist commercial ferry operators to acquire new standard boats. “All of these are with the intent of encouraging more private sector investment in water transportation. The long term objective is to reduce the pressure on our roads as our people increasingly embrace water transportation system,” Governor Ambode said. While reiterating the commitment of his administration to continue to protect the interest of those using the waterways especially in the area of providing the entire residents of the State with quality and affordable water transport services, the Governor also reinforced the determination of the State to ensure that waterways in the State were safe and secured. Besides, Governor Ambode commended MTN Nigeria for partnering and contributing to the realization of the State Government’s objectives in the water transport sector, just as he urged other private sector stakeholders to take advantage of the emerging investment opportunities in Lagos water transport sector. In his opening remarks, General Manager of LASWA, Mr Oluwadamilola Emmanuel commended Governor Ambode for his unparalleled commitment and support towards the upgrading, construction and equipping of waterways infrastructure in the State, saying that the new imposing edifice, among other ongoing projects on the waterways, aptly demonstrated such investments and reforms in the sector. “This terminal is expected to attract new investors, boost water transportation and reduce vehicular traffic on Lagos roads and also complement the efforts of the Lagos State Government towards promoting Inter-Modal Transport System in the State thereby increasing the efficiency of government interventions in the sector. “On our part, LASWA remains committed to delivering an enabling environment to all waterways users. We are deepening and broadening or capacities to surpass all expectations in this regard,” Emmanuel said, just as he solicited the cooperation of all stakeholders especially by strictly complying with all existing rules and regulations on water transportation. Also speaking, Chief Executive Officer of MTN Nigeria, Mr Ferdi Moolman said his firm was delighted to partner with the State Government to deliver another milestone that would lead to a better transport system and improved quality of lives for millions of the State’s residents. “Lagos is home to a visionary and dynamic government that believes in the power of Public-Private Sector Partnership and today’s event is a proof of that. I like to specially commend Lagos State Governor, Mr Akinwunmi Ambode and his team for the transformation and innovative projects ongoing across the State,” Moolman said. Lagos State Governor, Mr. Akinwunmi Ambode on Wednesday received the British Prime Minister, Theresa May in Lagos, affirming that the State remains a choice destination for investors from the United Kingdom. The British Prime Minister, who arrived the Presidential Wing of the International Airport at about 4:30pm, was received by the Governor, the Deputy Governor, Dr. Mrs. Oluranti Adebule, the Secretary to the State Government, Mr. Tunji Bello and the Special Adviser, Overseas Affairs and Investment, Professor Ademola Abass. The Governor said he was delighted to welcome the British Prime Minister to Lagos, noting that the relationship between Britain and Nigeria dated back to the nineteenth century. He said that much of Nigerian education, cultural and political systems was influenced by Britain and that there are more Nigerians living in the UK than elsewhere in the world outside Nigeria. Governor Ambode emphasised that Lagos remained a place of choice for British investors especially given that stability in the government, the site of Lagos economy and population, the particular focus of his administration on the rule of law and justice sector reform. All of these, the Governor said, have not only enhanced the ease of doing business in Lagos but also ensured a greater protection of people and investment in the State. He also said that it would be of particular importance to Lagos State if British investors could explore the various opportunities that exist in the State in the areas of energy, technology, export finance, infrastructure and the creative industry. The Governor expressed optimism in the strengthening of the relationship between Britain and Lagos and avowed that his administration would do whatever it takes to achieve that goal. In her response, the British Prime Minister noted that she was happy to be in Lagos and underscored the commercial importance of Lagos in Nigeria. She pointed out the important role that a stable government in Lagos plays in giving extra confidence of investors in the State. The Head of the British Government also disclosed the availability of export credit finance to the tune of 750 million pound sterling as well as a considerable development finance, which Lagos State could look towards. She spoke about the role that British could play in the development of the technology industry in Lagos given the particular capability of the UK in that area. In that regard, the PM disclosed that she brought as part of her delegation, an expert in Fintech to explore the opportunity in this area that Lagos could benefit from. The British Prime Minister also noted the special strength of the London City as a financial hub that could be of considerable importance for Lagos State, just as she emphasized sustainability and growth in Britain/Lagos relationship. Finally, she expressed the desire of the British government to assist Lagos in the development of her creative industry and alluded to the fact that the jacket she was wearing when she met with the Governor was actually made in Nigeria.
