Ukraine is downplaying the number of their casualties not to discourage young men from joining their army to fight against Russia. They knew that if they give the actual figure of the Ukrainian casualties, the moral would be low and the resistance would be very very weak that even foreign fighters wouldn’t want to fight for them.

It was a wrong motive for Zelensky to go to war with Russian and much worst to even take the war to Russian territories. I don’t think zelensky is aware of what happened to the Germans when they invaded Russian territories during operation Barbarossa.
