Politics / Nigeria Intelligence Agency Director-general Was Indicted For Sexually Exploitin by Nancy42(m): 2:52pm On Feb 06, 2018
Fresh facts have emerged showing that Mr. Rufai Abubakar, the new Director-General of the National Intelligence Agency (NIA), was found guilty of sexual misconduct for which he almost lost his job at the United Nations. According to a colleague, who met Mr. Abubakar in 2005 while serving with the African Union Mission in Sudan (AMIS), Mr. Abubakar’s service records are blighted by various acts misconduct.

In 2012, said the former colleague, a case of sexual exploitation was established against Mr. when he impregnated one Miss Blanche Munah Hyde, a Sierra Leonean and staff of the Political Affairs Department of United Nations African Union Hybrid Operations in Darfur (UNAMID) in Darfur, which AMIS transmuted to after it was taken over by the UN.

The Sierra Leonean was eventually delivered of a baby girl. Mr. Abubakar, said the source, accepted responsibility for the baby as well as made a promise to marry the mother. According to the source, he was on the verge of being sacked from his UN job but was saved by the intervention of Mr. Babagana Kingibe, the then Head of AMIS; and Mr. Zakari Ibrahim.

Mr. Abubakar was said to have been brought by Mr. Kingibe to head the Political Affairs Department. He was said to have been disliked by Nigerian military officers and their civilian counterparts, who served with him on the peacekeeping mission in Darfur.

“Ambassador Babagana Kingibe was the Head of Mission and Ambassador Hassan Gibril of the Gambia was the Deputy Head of Mission. The Field Commander (FC) at that time, Major General Luke Aprezi, is also a Nigerian. Mr. Kingibe came with Mr. Abubakar,” said the source.

Mr. Kingibe revealed the source, maintained a home in Addis Ababa, capital of Ethiopia, and worked from a guest house in Khartoum, the Sudanese capital.

Before the scandal with the Sierra Leonean woman, Mr. Abubakar, the source said, had had an affair Achiatou Muhammadu from the Niger Republic, who was Deputy Joint Special Representative (DJSR).

The source disclosed that it was the DJSR, who facilitated his promotion his promotion to D2 (an equivalent of Deputy Director) at the time he was about leaving the employ of the UN. This was done, explained the source, to ensure that he would be entitled to pensions from the UN. Achiatou was subsequently appointed the JSR of the UN Mission in Cote d'Ivoire about the same time Mr. Abubakar was leaving UNAMID. She, again, facilitated another UN job him as a consultant with the UN in Senegal.

“Consultancy service in the UN system is limited by time. He remained a consultant in Senegal for two years before the job was terminated in August 2015. Consultants in the UN system, like anywhere else, are not entitled to certain benefits, including pension, enjoyed by permanent staff. However, Mr. Abubakar was already pensionable having worked with UNAMID for more than five years,” said the source.

Mr. Abubakar, the source added, was a P5 officer, the equivalent of an Assistant Director, and got all the benefits that accompany the status of a permanent staff. This led to the belief that he was a staff of the Ministry of Foreign Affairs.

“He was there until 2013 when he attained the mandatory retirement age of 62. He was a P5 officer all along and at no time did he attain the rank of a D2 officer. Rather, he was granted that at the tail end of his stay in UNAMID, as a parting gift,” disclosed the source.

He explained that given that Mr. Abubakar was indeed a permanent staff of the NIA, he should never have accepted a permanent job with the UN without resigning from NIA. The source said the NIA D-G clearly kept two jobs, as he only resigned from the NIA in 2013, the same year he left UNAMID.

Narrating how Mr. Abubakar got the UN job, the source said it began from the last quarter of 2005, when Mr. Kingibe stopped being Head of AMIS and was replaced by Mrs. Monique Mukaruliza of Rwanda in an acting capacity until 31 December 2007, when the UN took over from AMIS.

Following the take-over, AMIS transmuted to United Nations African Union Hybrid Operations in Darfur (UNAMID).

Mr. Rudulph Adada, a Congolese, took over from Mrs. Mukaruliza as the Joint Special Representative (JSR) of the UN Secretary-General, who was also replaced by Nigeria’s Professor Ibrahim Gambari. Nigeria’s General Martin Luther Agwai (retd.) was appointed Field Commander.

The transmutation from AMIS to UNAMID, said the source, imposed challenges. Aside from troops and police officers from different countries, he said, AMIS civilian staff were not automatically absorbed into the UN system. “The UN maintains its own policies and processes for staff recruitment. Due to the dearth of civilian staff coupled with the refusal of UN staff in other missions to relocate to Darfur out of fear, a window of opportunity was created for fresh recruitment,” explained the source.

At this time, Mr. Abubakar, who was in shuttling between Addis Ababa and Khartoum, relocated to Darfur and applied and secured a job as Political Affairs Officer on the rank of P4. Two other Nigerian military officers, Lieutenants Colonels OZ Azinta and Augustine Agundu (now Major-Generals at the Defence Headquarters, who shared the same office with Mr. Abubakar, also applied and secured jobs as Political Affairs Officers on the rank of P4.

Following the completion of the orientation programme at the UN training school in Brindisi, Northern Italy, Azinta and Agundu declined the UN job offer. They both departed Darfur at the end of their tour of duty.

The former colleague maintained that in addition to Mr. Abubakar’s questionable citizenship and failure of promotion examinations, his inappropriate relationships with women make him unsuitable for the Director-Generalship of the NIA.

Immediate past Acting Director-General (D-G) of the National Intelligence Agency (NIA), Mr Mohammed Dauda, has disclosed that he fought off attempts by Messrs. Babagana Kingibe, former Secretary to the Government of the Federation, and his protégé and incumbent D-G of the NIA, Mr. Rufai Abubakar, and Abba Kyari, President Muhammadu Buhari's Chief of Staff, to steal $44million NIA intervention fund. The disclosure was made in a brief to the House of Representatives Committee on National Security and Intelligence.

In the brief, exclusively obtained by SaharaReporters, Mr. Dauda said he assumed office as Acting D-G on 6 November 2017, following a brief meeting with Mr. Kyari at the Presidential Villa. The Chief of Staff, he said, conveyed the President's directive to him that he should function in acting capacity while waiting for further directives. On leaving the Presidential Villa, Mr. Dauda said he headed straight to have a meeting with Mr. Arab Yadam, who was D-G in acting capacity but was retiring. The meeting, he said, dwelt on what the retiring Acting D-G did in the seven months during which he ran the agency. The briefing, said Mr. Dauda, comprised his administrative, operational and technical duties, all of which were highly confidential. Mr. Yadam also gave his successor the picture of the agency's financial position, which included $44million he informed was part of the intervention fund that brought the Ikoyi scandal.

After the briefing, Mr. Yadam introduced Mr. Dauda to Brigadier-General Mohammed Ja'afaru, the Acting Director of Finance and Administration (DFA), who briefed him on the nature of the agency's assignments. Among these are the daily operations of the accounts for both domestic and foreign management. The Acting DFA also told Mr. Dauda that the $44million in his custody, which was not part of the agency's budgetary allocation, should not be touched because it had become an exhibit in an ongoing case. The purpose of the disclosure, Mr. Dauda said, was for his information.

Not long after Mr. Dauda assumed office, the Presidential Review Panel (PRP), headed by Mr. Kingibe, started its assignment in NIA. The agency provided the members office space, living accommodation, food and other logistics. Aside from Mr. Kingibe, other members include Mr. Albert K. Horsfall, a for D-G of the State Security Service; Mr. Olaniyi Oladeji, Mr. ZY Ibrahim and the current DG, NIA, Mr. Abubakar, who was PRP Secretary.

After the maiden meeting with the panel, said Mr. Dauda, Mr. Kingibe called him to advise that in his own interest, he should cooperate with them fully and avoid being close with the National Security Adviser. Mr. Kingibe also disclosed that they had presidential powers to overrule previous instructions or directives issued by the NSA.

"I was instructed to channel to channel all our activities, contacts, concerns and complaints through the Office of the Chief of Staff only," said Mr. Dauda.

He said the instructions left him in discomfort, as they contradict all the provisions of the agency's instruments. Not wanting to start on a confrontational note, he kept away from the NSA as instructed.

Things, he said, went on smoothly until Messrs. Kingibe and Abubakar kept pressuring him for money. Mr. Dauda said he explained that the agency's dollar account was low because of the difficulty in sourcing dollars from the Central Bank of Nigeria, following the crises that arose from the Ikoyi money. However, the replied that the $44m in the custody of the Acting DFA belongs to the agency and that the DFA had no power to stop Mr. Dauda from spending the money. They added that since the crisis had blown over, Mr. Dauda should go and tell the Brigadier-General to return to his job. He was advised to write to the National Security Adviser to withdraw him or ask the NIA security department to stop him from entering the premises.

Mr. Dauda said the pressure was huge, but he felt if the Brigadier-General left, he might not be able to resist further pressure from the desperate gang.

"They kept insisting that they had the mandate of the President and that the President had directed the Economic and Financial Crimes Commission (EFCC) to hands off the money and that it was legitimately ours. They verbally queried me on the logic of keeping the money as an exhibit since there was no case pending in court. Ambassador Kingibe told me that he was the one who, through the Chief of Staff, drafted the memo that the President assented to, instructing the EFCC to hands off our case (Ikoyi Gate) just to convince me that there are no more encumbrances on the money," stated Mr. Dauda.

Still, no dice. He claimed that the kept pressuring and threatening that if he did not get rid of the Brigadier-General, he would have regrets. Mr. Dauda said he had no reason to get the man out and he actually enjoyed working with him. His refusal to do as they wished, he said, prompted Messrs. Kingibe and Abubakar to tell him at a meeting that he was refusing presidential orders to bar the Brigadier-General from the NIA premises. They warned him that there might be consequences if he remained adamant. At one of the meetings, explained Mr. Dauda, Mr. Horsfall advised him to ignore any suggestion that could cause confrontation between him and the NSA and advised his colleagues on the panel to put it as part of their recommendations to the President since they had his mandate, so he could order the NSA to remove the Acting DFA from NSA.

The pressure on him for money, the former Acting D-G said, intensified.

"They wanted money for medical treatment or holidays abroad for their families and girlfriends. I met and gave a lady simply known to me as Angela from Ambassador Kingibe money twice at the car park of the Hilton Hotel. Once $50,000 and the second time $20,000, which apparently did not impress him...Even the current DG NIA once called me on whatsapp, just like Amb. Kingibe always does, and said that his Oga was traveling to London for medical check-up and he suggested that I should find something for him as a sign of good will. So, I reluctantly gave him $50,000 against my will, a decision that made me sad throughout the day," he said. He added that Mr. Kingibe collected over $200,000 from him during the time he headed the PRP. Mr. Dauda said he was always using the President's name to squeeze cash out of the NIA. They also undermined the Office of the National Security Adviser.

On 20 December 2017, said the former Acting DG, Mr. Kingibe asked the current DG NIA to tell him to meet them at home at 59 Nelson Mandela Street, Asokoro, Abuja. He was asked to come alone. At the meeting, he was told of his refusal to cooperate with them and they had brought him there to warn that the Acting DFA was conspiring with some people to steal the money. He was warned that he would be held liable if he did not stop their plan.

"They told me that their Committee had completed their assignment and that their recommendations were so generous to the DG NIA. They said they recommended the appointment of two Deputy Directors-General and watered down their powers enough so that they will not be in a position to pose any threat to the DG," wrote Mr. Dauda.

They then suggested that it was his turn to do something in return as he was likely to get the President's nod as the substantive DG only if he could immediately make $2million available.

"I told them it was not going to be possible as the only money available was the $44million and I didn't know how to approach the Acting DFA. They also told me at the meeting that if I can't sack the DFA, they would send someone to do it soon. That was my last communication with them until I heard of my removal from office on Wednesday 11 January on Channels Television around 8pm,' said Mr. Dauda.

The next day, he advised the NSA to look at the possibility of evacuating the money from the NIA, an advice the NSA heeded. The money was moved and taken to the Office of the NSA.

Later that night, Mr. Dauda said he received a call from the Mr. Abubakar, who requested for a meeting with him and the staff who worked with him at 10pm.Mr. Abubakar said the meeting was ordered by Mr. Kyari. The meeting was eventually moved to the next day after Mr. Dauda protested that it was too late. At the meeting the next day, an enraged Mr. Abubakar said the Presidency blamed him for not taking over immediately thereby giving room for the money to be taken away and warned that Mr. Dauda would be held responsible.

When he finished, Mr. Dauda said he told him no money was missing and that he approved the transfer so the money could be safe.

"I told him that if there was no ulterior motive, the apprehension was unfounded. I also warned him to mind his language as I have always been his senior in this service," Mr. Dauda stated.

He equally stated that his life is being threatened by the Kingibe gang and requested immediate protection for him and his family. Mr. Abubakar, he said, has already shown his hand with a letter requesting Mr. Dauda to return official vehicles in his possession. He has also received another letter restricting his movement on the claim that the agency was investigating leakage of sensitive information.

"These are acts meant to cow and intimidate me into submission and there are also attempts to bundle me out of my official quarters through extra-legal means and also to withdraw my security details, thereby impacting my security," he said.

He called on the House Committee not to allow the Kingibe gang to subvert the rule of law by bullying him into submission.

Two board members of the Independent Corrupt Practices and other offences Commission (ICPC) whose appointments were approved by Acting President Yemi Osinbajo are being investigated for corruption, according to ICIR.
The website said the anti-corruption agency is currently probing Maimuna Aliyu and Sa’ad Alanamu for alleged corruption in the region of N1billion.
While Alanamu is reportedly being investigated on corruption charges allegedly committed when he headed some institutions in Kwara state, Aliyu is said to have a longstanding case of abuse of office, misappropriation and diversion of public funds against her.
On Tuesday, the federal government replaced Nta Ekpo, chairman of ICPC, with Bolaji Owasanoye, a professor of law and also appointed 14 members into the board of the agency.
But ICIR said charges were already being prepared against Aliyu in preparation to taking her to court when her new appointment was made public.
“Aliyu is said to be highly connected in the corridors of power and might have used her clout to get nominated to the ICPC board to stop her prosecution by the commission,” the website said in its report.
“Apart from the ICPC investigation, our investigations also show that the Economic and Financial Crimes Commission (EFCC) and the Nigerian Police have investigated several corruption cases against Aliyu, a former executive director of the Aso Savings and Loans.”
The report added that in May, a police investigative report indicted her and recommended her for prosecution.
The investigative report dated May 31, 2017, and signed by Taiwo Oyewale, a superintendent of police, for the deputy commissioner of police, IGP monitoring unit, said that Aliyu illegally converted to personal use a total of N58 million being proceeds of three plots of land belonging to her employers, Aso Savings and Loans.
As executive director, marketing, Aliyu was said to have got approval to sell three of the bank’s landed property in Abuja at the rate of N19 million each. Aliyu is said to have sold the lands for N58 million but refused to hand over the money to the bank.
The police investigations commenced after Aso Savings and Loans wrote a petition in November 2016 alleging that Aliyu, who had by then retired from the bank for three years, had refused to hand over the proceeds of the land sale.
The same month, the bank also wrote a petition against her to the governor of the Central Bank of Nigeria (CBN), the EFCC and the ICPC
In one of the investigations, it was discovered that Aliyu actually sold the three plots of land entrusted to her by the bank at N40 million each (instead of N19 million) totaling N120 million and held on to every penny.
Apart from the N120 million allegedly misappropriated by her, the bank also lodged several complaints of abuse of office and conversion or diversion of its funds, totaling nearly N1 billion.
The bank alleged that in 2012, Aliyu sought and got a mortgage facility of N40 million to purchase five houses – four-bedroom detached mansionettes. However, after she resigned her appointment in September 2013, the former executive director said she could no longer bear the burden of the payments and requested the bank to cancel the mortgage on four units and take them over. She said she would continue to maintain the mortgage contract on just one unit.
She was also said to have abused her office by illegally allocating a house at Aso Groove estate to her son, Sand Aliyu. According to the bank, Aliyu had showed interest in buying the house for her son in the name of a company in which he is a director.
However, because she had all the keys of the houses put up for sale by the bank since she was in charge of marketing and sales, Aliyu handed over the key to the house to her son without paying a dime for the house worth N210 million.
ICIR said it attempted to reach Aliyu for comments, but her telephone line was switched off.
Alanamu was described as a protégé of Olusola Saraki, father of Senate President Bukola Saraki.
He is said to be undergoing investigation for corruption and bribery. He allegedly collected bribes from contractors handling TETFUND contracts, which he approved as chairman of the Board of Kwara State College of Education, Ilorin.
Both of them are believed to have got the appointments without the mandatory security screening.

Diplomacy, Democracy and Development, Sanusi had accused the apex bank of illegal lending to
federal government , saying: “The problem of the current government is not having the right policies
to fix the current economic woes.
“The CBN-FGN relationship is no longer independent. In fact, one could argue their relationship has
become unhealthy.
“CBN claims on the FGN now tops N4.7 trillion — equal to almost 50% of the FGN’s total domestic
debt. This is a clear violation of the Central Bank Act of 2007 (Section 38.2) which caps advances to
the FGN at 5% of last year’s revenues. Has CBN become the government’s lender of last or first
resort?”
He said no one was willing to lend money to the Nigerian government, further stating that “if
senate approved, I want to see who will lend you $30billion when you have five exchange rates”.
But responding on Saturday night via his official Twitter account, Shehu said the government had
only drawn an excess of N1.5trn from the CBN, not N4.5trn as claimed by Sanusi.
“With every respect to the Emir, you know he is my ruler, because I’m from Kano. He doesn’t have his
facts as far as those issues are concerned,” he said.
“The issue in CBN, that government has overdrawn its Central Consolidated Account is true, but the
overdrawing is within limits.
“The overdraw does not exceed 1.5 trillion. It is incorrect to say, as he did that the account was
overdrawn by 4.5 trillion.
“But even assuming that he was correct. This is a govt that has money in excess the amount he
mentioned in the Treasury Single Account,
“It is just like you, a bank customer operating two accounts, one in the red & the other, well funded
to the point that it can at any time wipe the indebtedness on the other. Would any bank manager
lose their sleep over this?
“This, I am told is what the IMF found at the CBN and they said it is perfectly normal.
As for his opposition to the USD 30 billion loan, I’am aware that the Minister of Finance is
responding to that.
“As a private citizen, I want to read his statement again.
“I thought that the borrowing is for projects that include the railway development in Kano, his own
city.”

But responding on Saturday night via his official Twitter account, Shehu said the government had
only drawn an excess of N1.5trn from the CBN, not N4.5trn as claimed by Sanusi.
“With every respect to the Emir, you know he is my ruler, because I’m from Kano. He doesn’t have his
facts as far as those issues are concerned,” he said.
“The issue in CBN, that government has overdrawn its Central Consolidated Account is true, but the
overdrawing is within limits.
“The overdraw does not exceed 1.5 trillion. It is incorrect to say, as he did that the account was
overdrawn by 4.5 trillion.
“But even assuming that he was correct. This is a govt that has money in excess the amount he
mentioned in the Treasury Single Account,
“It is just like you, a bank customer operating two accounts, one in the red & the other, well funded
to the point that it can at any time wipe the indebtedness on the other. Would any bank manager
lose their sleep over this?
“This, I am told is what the IMF found at the CBN and they said it is perfectly normal.
As for his opposition to the USD 30 billion loan, I’am aware that the Minister of Finance is
responding to that.
“As a private citizen, I want to read his statement again.
“I thought that the borrowing is for projects that include the railway development in Kano, his own
city.”

Akunyili didn't built a Bleep in enugu. Show us link if you are not lying. Enugu state is over 100yrs but it is hugely under developed. Soludo and Akunyili has since abandoned the houses they built in enugu before 1991 and moved there base to Anambra.

Awka is an emerging modern city with UN Habitat masterplan. go figure
