You will have to first send block account application through embassy; the slip given to you is what you will use to book for visa interview. You can do both on the same day but not at the same time; it is one first followed by the 2nd step. Meanwhile, if you open an account db, it takes them 3-4 weeks depending on DB (might be longer); so if after 4 weeks you were denied, you will have to send another application again which might take the same duration before they answer you provided everything is intact. This strategy might not work for everybody, but it worked for me. already know what course and which school I want to apply to before the advert of the scholarship. in fact I've been following up since 2014 for 2016 scholarship. I simply went to the departmental website of the school I want to apply to. e.g. Pipeline Engineering department Newcastle University.  I looked at the modules they will be teaching on that Msc program and I downloaded at least 2 different textbooks for each Module. you can download textbook www.bookfi.net Gogle can be highly useful also. that's where I got my Materials.  You don't need to download heavy textbook, just download or search for something like "Handbook of Offshore Engineering" or "Rule of Thumb for Petroleum Processing Engineer" I did this for all the modules and I read wide those textbooks, not too wide cos it's boring reading randomly, but I had to do my best. I also joined a WhatsApp group which was of tremendous help to me. A group of scholars of the same pursuit and target, you can form yours or find one. I went for the exam and to God's glory over 80% of the course related questions were something I've read before and since it was multiple choice, it was easier for me to locate the answers and I knew deep down that I have done well. But nevertheless not of him that willeth or runneth but of God that showeth mercy. I intensified my prayers and I intensified my service in the church. Sowed seeds and fasted like never before and yes I made it. God did it. it's only God  that did it.. not the strategy but you gotta do your part and let God intervene. just like I said you can always find another means to get this done, but this was my style and it worked. so try this or locate your style but the one I know that works for everybody is prayer either your Muslim or Christian.. just pray and work... It's a lifetime opportunity that will probably change your destiny and in fact the destiny of your father's house. I am currently an MSC student of Pipeline Engineering in University of Newcastle courtesy of PTDF. All the best in your pursuit.

 Went in 6:30am. Did my biometrics, paid visa fee, submited my docs and my file was created and visa receipt given to me. I wrote my SOP in 10mins, submitted and waited for my interview. After attending to those for DB opening et al my interview started around 11/12pm.

My tips: -Practice writing your SOP in 10mins before your interview.
-Chow before going cos the worms in your tummy will gain free entry visa to all parts of your Gastrointestinal tract before you even get to talk to the VO. You can also say you don't have your prepaid courier envelope and you'll be asked to go get it after writing your SOP. Then you can use that opportunity to go eat/drink something. Won't be fun watching those security guys pulling out plates from the microwave and 1-litre sprite bottles by 11am while you wait for your interview with growling stomach. 
-You might also be given a written test as the dude before me got softened with some math questions.

If you mean business:
1. Start gathering the required documents and certify the copies. It can be a challenge if you don't start early !
2. Use a dummy email address with make up info to familiarize yourself with the website very well
3. If possible find someone near you who has done it before who can assist you using remote assistant tools like teamviewer, anyplace control
4. Be ready to spend on DHL and Preferable the one at an international airport.
5. Pay your uni-assit fee via Funds Transfer from a great bank.
Ecobank did it today for me before close of business. The application was made at 8.20am. I used my dorm.
6. Visit this and do your search quickly while waiting for help, if any will come eventually b4 it is too late.
