The body of a toddler found in the trunk of his mother's car may have been there for months as she drove around town, evaded questions about him and was even arrested, police said.

The mother, Summer ManyWhiteHorses, was charged Monday with deliberate homicide. Authorities say the body of her 2-year-old son, James, was found Friday in the trunk of her car — more than six weeks after it was towed to a wrecking yard when she was arrested.

Deputy County Attorney Joel Thompson said authorities have yet to determine how or when the boy died. An autopsy is being conducted. According to court records, ManyWhiteHorses told police the boy's death was an accident, and that she placed his body in the car's trunk on May 29.

ManyWhiteHorses was being held on $250,000 bail. During a brief court hearing, she appeared without an attorney and was provided forms for a public defender.

Personnel at the Cascade County Detention Center turned away a reporter's attempt to speak with her Monday because it was outside visiting hours.

ManyWhiteHorses was first arrested July 21, after authorities said she was driving erratically. As police attempted to pull her over, she drove through several stoplights and crashed into a parked car. Her 11-year-old daughter was in the back seat and, unknown to police, the toddler's body was apparently in the trunk, authorities said.

Police officers did not search the trunk, and the car was towed. ManyWhiteHorses was arrested, and child welfare officials began looking into placing the daughter into state custody.

ManyWhiteHorses was given misdemeanor citations in connection with the crash and later released from jail. Authorities said she did not retrieve her car even though she was free to do so.

Child welfare officials moved for custody of the daughter in August and were trying to determine the boy's whereabouts.

During the investigation, authorities learned that ManyWhiteHorses told relatives the state had taken the toddler long ago, that state officials were told initially the child was in Browning and then later that he was in Portland, Ore.

"Her stories varied based upon who she was talking to," said police Detective Bruce McDermott.

Police were brought into the case last week after child welfare agents could not verify the toddler's location. A short time later, ManyWhiteHorses told officers the toddler, who had autism, had died in late May, according to court records. ManyWhiteHorses told police she put the body in the trunk, wrapped in a blanket inside a garbage bag, the affidavit said.

Officers went to the wrecking yard and found the boy's body in the trunk, authorities said.

ManyWhiteHorses' aunt, Ernestine Small, said she had taken care of the two children during ManyWhiteHorses' prior run-ins with the law. Small had been hoping to take custody again this summer, but was told by ManyWhiteHorses that the toddler had been placed in foster care.

"Nobody expected this," Small said in an interview at the courthouse. "I know she gets violent, but never thought she would do this to her baby."

Both prosecutors and police said the officers followed the law by not searching the trunk after ManyWhiteHorses' July 21 arrest, saying legal cause and a search warrant would have been needed.

"Police had no reason to believe there was anything of evidentiary value in the trunk," McDermott said.

Small, ManyWhiteHorses' aunt, said the officers could not have known to search the trunk.

"Why would they?" she said.

Nigeria's anti-corruption agency said Sunday it has recovered about 630,000 dollars raised during a dinner organised in Lagos in aid of US presidential hopeful Barack Obama.

The Economic and Financial Crimes Commission said "it has taken custody of the funds realised from the controversial Africa for Obama dinner/concert" staged in Nigeria's commercial capital.

It pledged to "soon work out modalities on how to share the money among those who paid to participate in the event".

Last month the commission questioned Ndi Okereke-Onyiuke, chief executive of the Nigerian Stock Exchange, over the gala dinner.

She denied fund-raising for Obama, saying the dinner was "designed to sensitise and mobilise Africans worldwide and other eligible US citizens to register and vote instead of passively watching history being made".

The commission -- which told Okereke-Onyuike "to steer clear of such activities in future" -- said its investigations had nevertheless exonerated her, and that she had broken no Nigerian laws.

-- Nigeria's government approved draft legislation to overhaul the country's oil and natural gas industry and create a new national oil company, said Petroleum Minister of State Odein Ajumogobia.

The draft document, approved at a Cabinet meeting yesterday, will be sent to the national legislature for debate and passage before it becomes law, Ajumogobia said in a statement broadcast on state-owned television today. The changes were proposed by a government committee appointed by President Umaru Yar'Adua.

The proposals include breaking up the state-owned Nigerian National Petroleum Corp. into different entities, including a for-profit oil company that will raise investment funds from financial markets for its operations.

``It is a draft bill that aims to make the NNPC more accountable,'' Ajumogobia said.

Yar'Adua, who took office in May 2007, pledged to transform the oil industry in Nigeria, Africa's second-biggest crude producer. Production has fallen 20 percent since a spate of militant attacks that began in early 2006. The NNPC has faced criticism from opposition parties over the lack of transparency in awarding contracts and oil licenses.

Britain has offered to help Nigeria overhaul its energy sector as part of an attempt to encourage oil exporters to boost production to tame the surge in the oil price.

The Nigerian Supreme Council for Islamic Affairs on Saturday disowned a man with 86 wives and 170 children in Bida, Niger State. Abubakar Bello, had described himself as an Islamic preacher.

The NSCIA’s Secretary-General, Dr. Abdul-Lateef Adegbite, said in a statement made available to Sunday PUNCH by email that the organisation was embarrassed by Abubakar’s comments. He stated that the NSCIA’s President-General and Sultan of Sokoto, Alhaji Sa’ad Abubakar, was “particularly dismayed at the misleading impression being conveyed by Bello that his licentious conduct was compatible with Islam.”

He said, “The Sultan urged Muslims to ignore Bello Abubakar’s brazen disregard of the Shariah which clearly limits a man to four wives only. His Eminence further advised believers to always guard against innovations that could cause confusion and breach of peace and which may adversely affect the security and well-being of our nation.”

He said the NSCIA was looking into the matter and would make its decision known in due course.

The Nigerian Navy yesterday said it had uncovered a plot by a group of retired officers to destabilise the government from one of its barracks in Lagos.
The naval authorities did not reveal details of the threat but said that the group, allegedly led by two retired naval officers in Lagos, had been going round some naval formations, particularly, the Nigerian Navy Town, Ojo, Lagos, to “poison” the minds of other naval personnel.
This, it alleged, could lead to the breach of security in the country if not checked.
The Director of Information, Nigerian Navy, Navy Captain Henry Babalola, who made the allegation, told THISDAY that it was that singular act that made the naval authorities in Abuja to order the ejection of all retired officers from barracks at the weekend.
Babalola stated that contrary to rumours making the rounds that the ejection of some retired officers from the barracks was borne out of witchhunt, “those affected were trying to destabilise the system by making statements that were detrimental to the unity of the country”.
The naval spokesman said the allegation that the ejection of the officers was based on witch hunt of the affected people was sheer misinformation and an attempt to whip up “unnecessary sentiments” in favour of the affected people.
Babalola said that the naval authorities were constrained to effect the ejection of the affected officers because they (the retired officers) had failed to yield to many entreaties from Abuja that they should vacate their respective apartments after the expiration of the permitted period for them to stay in the barracks.
According to him, rather than obey the directive, the affected officers started to engage themselves in “discussions” that could course a “breach of peace” in the barracks.
“The retired officers had spent 19 months in the barracks, and the rule says that they could only stay for three months after retirement since all their benefits and entitlements had been fully paid,” he said.
Babalola stated that the affected officers “are no longer under any authority and as such are security risks to serving officers and personnel”.
The affected officers had been causing disaffections in the barracks among serving officers and rank and file with their utterances and behaviours, he said.
Justifying the action of Naval Headquarters, Babalola said that there are several serving officers without accommodation in the barracks “because the Federal Government’s policy on sale of houses affected them”.
He maintained that the allegation that the Naval Headquarters are out to witch hunt the affected officers who are still nursing misgivings over their retirements does not arise.
There were no court injunctions restraining the Nigerian Navy from ejecting them, he said.
Babalola urged Nigerians not to be misled by the affected officers and their cohorts in believing that they were being unduly treated.
Some senior naval officers had been retired after the Naval Headquarters reportedly discovered that they were involved in illegal bunkering on the nation’s waterways.
