Politics / Re: Governor Sanwo-olu Announces Plans To Grant Amnesty To Repentant Cultists by nwokoromercyme(f): 5:14pm On Nov 27, 2019
Johnwhiteceo:
The Lagos State Government on Tuesday, November 26th said it is making plans to grant amnesty to repentant cultists and to reform those with criminal inclinations.

Governor Babajide Sanwo-Olu made this known while briefing newsmen after the State Security meeting at the Lagos House, Alausa, Ikeja, Lagos.

According to him, “there is a programme coming up, hopefully before the end of the year to provide amnesty for cultists and people with criminal tendency.

"The security council believes we can open up the period of amnesty for them. We want them to come forward to turn new leave. I don’t want to use the word rehabilitate,” he said.

The governor also warned pipeline vandals and criminal elements hanging around the Atlas Cove and Tarkwa Bay to stop their nefarious activities or get out of the State, Sanwo-Olu, who revealed that maintenance of peace and security, particularly as the year drew to a close was discussed extensively, said residents should desist from locking up their street gates, as such an act often impede security operatives and that if any gate must be shut at all, it should be manned by persons who could open them during emergencies.

In his words: “We want to communicate with our CDAs and CDCs that closure of gates are things that we will review seriously because a lot of breeches occur. We want to keep all the gates open during the day and ensure that they are manned at night.

"If they are found under lock and key, notices will be given to them and thereafter such gates will be removed.”

The governor pointed out that the Nigerian Army was currently conducting the 4th edition of its operation Crocodile Smile in the State and that Lagosians should not be alarmed at seeing many armed soldiers around them.

He said the meeting also resolved that those planning to organise street carnivals should obtain permits from the Lagos State Police Command beforehand.

Reiterating that the executive order on driving against traffic, popularly called “one way” still stand, the governor announced that all security operatives had been given marching orders to arrest offenders, and to also implement the restriction of motorcycles on some roads in the Lagos metropolis.

He also warned drivers of articulated vehicles who often park on and under the bridges and under power lines to desist from the dangerous act.

On traffic gridlock, Sanwo-Olu said government was on top of it, adding that “we are manning our traffic issues, the Nigeria Police will be working with the LASTMA and with our men in public works and also with our road construction to ensure that there is free flow of traffic in and around construction site. “We are going to restrict the operation of the men of the VIO to off peak period between the hours of 12 mid-day to 3p.m,” he said.

Politics / Re: Senate Bill Recognising Males As Rape Victims Passes Second Reading by nwokoromercyme(f): 5:06am On Nov 27, 2019
GistWorld:
The Senate has taken the second reading of a bill seeking to remove gender restrictions in the offence of rape and related matters.

If passed, the bill will formally recognise men as victims of rape as applicable.

The bill also seeks to remove the statute of limitation on defilement, while it also seeks increased punishment for kidnapping.

Introduced by Senator Oluremi Tinubu (APC-‎Lagos Central) at the Senate plenary on Tuesday, the SB2 is “A Bill for an Act to amend the Criminal Code Act CAP C38 LFN 2004 to delete the Statute of Limitation on defilement, increase in punishment for the offences of kidnapping, remove gender restrictions in the offence of rape and for related matters, 2019 (SB. 2).”

In response, Senator Bala Na’allah (APC-Kebbi South) expressed support for the bill, but noted that the amendments to criminal code being sought are limited in application to southern states.

Na’allah said, “The criminal code that sought to be amended is only applicable to the southern states. “The intent of this Bill is to make it on general application in Nigeria, and that is why we must commend Senator Tinubu for this.

“The issue of rape has been a very difficult provision in our statue and dates back to the English Law.”

Also speaking in support, Senator Emmanuel Bwacha (PDP-Taraba South) said, “I think this is a bold step in the right direction. I think this is quite commendable.”

Zimbabwean President Emmerson Mnangagwa sparked outrage on Friday November 22, after stripping dozens of streets of their colonial identities and then renaming some of them after himself.

Though the Zimbabwean Cabinet Committee on Place Names said renaming streets was both a reflection of the country’s values and “a social engagement tool that fosters understanding, peace and university in diversity”,
while some stakeholders in the country alleged that renaming some streets after Mnangagwa was a forced move to immortalise the President.

It is unclear if the committee is planning bigger name posts or smaller letters to accommodate the changes but it was gathered that Hughes Street in Mazvingo will now become Emmerson Dambudzo Mnangagwa Street, while Etherton Road in Bindura becomes Emmerson Dambudzo Mnangagwa Road.

Arthur Mutambara, a former deputy prime minister who spoke to TimesLIVE said the decision to rename the roads is a mere cover for Mnangagwa’s ambition.

“An incompetent Mnangagwa wants to immortalise himself. All the other name changes are to cover up this wicked ambition. Whether he falls or prevails, he wants immortality,”
he said.

“Zimbabweans will be calling his name in eight cities every day, forever. That is the ‘big idea’ while the country degenerates into unprecedented political and economic mayhem.”

Tendai Biti, vice president of the opposition Movement for Democratic Change was equally scathing, tweeting:

“The public hospital system has collapsed. Citizens are dying like flies. The power blackouts are now permanent. Hyperinflation has spiralled out of control. But they sat and named roads after themselves.”
