Ikedife Challenges FEC On Yar’Adua’s Health

Former President General of Ohanaeze Ndigbo, Dr. Dozie Ikedife has thrown the challenge on the Federal Executive Council (FEC) to avail Nigerians of a very clear picture of the state of health of their sick President.

The Ohanaeze chieftain, who spoke to Saturday Independent, said that Nigeria should really face facts and say the truth, rather than give room for speculations, which are capable of breaking up the country.

Citing the recent example of Senator Robert Kennedy in the United States, whose sickness and death was not hidden from public domain, Ikedife said that to reduce the confusion in the air, the FEC should tell Nigerians all that needs to be told about Yar’Adua’s health.

In his words: “I think that Nigerians have not properly been told officially that the President is not well.

“That somebody swore in the incoming Chief Justice of Nigeria (CJN) could be constitutional, I don’t see anything wrong with that. But taking the budget to Saudi Arabia for the President to sign, one wonders if Saudi Arabia is part of Nigeria or if Nigeria is part of Saudi Arabia. I think Nigerians should really face facts and be bold to say the truth.

“There is nothing wrong with somebody being ill but if you don’t tell the people the whole truth, the people will start speculating. If this man is sick, you say that this man is unfortunately indisposed and you tell people the cause of his indisposition. If he is indisposed to a certain level, then somebody else takes over and the Constitution is clear on who should take over,” Ikedife stated.

According to him, the debate on whether Vice President Goodluck Jonathan should act for the President or not is “dangerously explosive”, since the Constitution makes it clear that in the absence of the President, his deputy takes over.

Ikedife said Nigerians should stop fidgeting over whether the President wrote the National Assembly or not, stressing that such written formalities were unnecessary under the prevailing circumstance in the country.

“I am committed to a new Nigeria, I promise not to relent in working towards the birth of a new Nigeria and would tackle the challenges of the nation thereby bringing the economy back to life, ” among others were the words of President Umaru Musa Yar'Adua as he campaigned for his election in Calabar, Cross River State in 2007.


But the President has not been able to perform his functions up to expectation due to ill health.

He was reported to have informed Nigerians that in 2000 he had an infection which his doctors took as a mere case of hypertension and so his kidney was not examined. This then resulted to the infection which affected his kidney functions. Then, he travelled to Saudi Arabia to perform the Ummrah. It was there that, he said, it was discovered that his kidneys had been infected.

Besides, before he emerged as the presidential candidate of the Peoples Democratic Party (PDP), not many Nigerians knew he had problems with his kidney, most people described the revelation as the handiwork of his detractors and political opponents to frustrate his presidential ambition. With the turn of event, however, it has come to the point that everyone has to look up to God for supplication.

The country is worried about how to come up with the appropriate strategy and approach that could be most suitable to manage what looked more like a major crisis. The anxiety triggered by the situation became discernible in the way frantic efforts were made in many quarters to get the necessary clarification on the condition of health of the President.

A top government official, who spoke on the condition of anonymity, had earlier indicated the President's positive response to treatment with the hope that “he may return to the country in the next one week” , even though the one week promised has lapsed.

Another source also said that Yar'Adua was in for a long rest and may stay for some time to fully recover before embarking on a flight back home.
The news of President Yar’Adua’s presence in Saudi Arabia became popular, especially among the pilgrims from Nigeria on the Arafat Day (November 26, 2009) when it was rumored that he was sighted on the plain of Mount Arafat observing the cardinal rite of the pilgrimage. But the rumor later petered out when it could not be confirmed by the National Hajj Commission of Nigeria (NAHCON) or the embassy.

The NAHCON has persistently ignored queries on the President's health on the ground that it was in Saudi Arabia for hajj operations and not to monitor his health condition.

In another development, it was reported that about 54 eminent Nigerians signed a statement to convey the frustration nationwide and across political divides, at his health problem which some say threatens stability and exacerbates low investors' confidence in Nigeria. Among the signatories were the former House of Representatives Speaker, Aminu Masari, former Secretary to the Government of the Federation, Olu Falae, former Kaduna State Governor, Balarabe Musa and former Federal Capital Territory Minister, Nasir el-Rufai.

According to them, they want Yar’Adua to immediately handover to his deputy, Goodluck Jonathan. They insisted that the President should resign or come clean about his incapacity, and clear the way, for his replacement as spelt out in the constitution. They did it on the day the Senate rejected a motion to pray for his quick recovery, an idea that was condemned by the Senate President, David Mark.

These eminent citizens urged Yar'Adua to place the country above any person or powerful clique whose interest is served by the many ills in government and weakness of its top officials.

Their words: “It is clear to every discerning observer that Yar'Adua's physical condition has had a negative impact on his ability to discharge the functions of the highest office in our nation. Within the last few months, he has been unable to attend to crucial affairs of the state at home and abroad and whenever he has found time to do so, his judgment appears impaired by his ill-health.”

They however maintained that while illness is a natural phenomenon to which none is immune, his incessant overseas travel on health grounds, the confusion enveloping the country and gross under performance of his administration drag the country back.

“His health condition has necessitated several medical trips abroad but he had not transmitted to the President of the Senate and the Speaker of the House of Representatives a written declaration that he was proceeding on vacation or that he is otherwise unable to discharge the functions of his office as required by Section 145 of the constitution,” the statement added.

The said section reads: “Whenever the President transmits to the President of the Senate and the Speaker of the House of Representatives, a written declaration that he is proceeding on vacation or that he is otherwise unable to discharge the functions of his office, until he transmits to the contrary, such functions shall be discharged by the Vice-President as Acting President.”

The statement also noted that it is a common knowledge that his incapacity has affected the implementation of the budget because he has been unable to co-ordinate the management of the economy and to preside over the Federal Executive Council (FEC) in a diligent manner. “In the circumstance, ministers have routinely flouted his orders and engaged in fighting as a direct result of the vacuum of leadership. A battery of doctors, complete with their paraphernalia, escorted Yar’Adua to the National Assembly last year to stand by as he delivered the budget. Some pundits have revealed that the crisis between the Senate and the House on who should host the budget delivery by the President was contrived to provide an escape route for Yar'Adua who was physically unfit to perform his formal task. The current condition of the President has created a dangerous situation whereby no one is in charge of the affairs of the state, contrary to the letter and spirit of the constitution.”

The team noted that, “as responsible and concerned individuals from every part of Nigeria, we call on him to immediately choose the honorable option of either (a) resigning from his office immediately, or (b) if he is confident of his true physical condition, request the FEC to pass a resolution pursuant to section 144 (1) of the constitution to the effect that he appears incapable of discharging the functions of his office. This honourable step will enable the Senate President to appoint a medical panel to confirm fitness or otherwise of the President to continue in office.”

Similarly, the absence of the ailing President Yar'Adua is beginning to have some negative effects on the economy. Officials of the oil giants, Shell Petroleum Development Company of Nigeria (SPDC) and Chevron Nigeria Limited, among others have expressed worries over the President's ill health as it may threaten their bid to renew their oil mining leases (OMLs), which will soon expire.

According to an official of Shell who craved anonymity, the oil conglomerate wanted to follow the example of Exxon Mobil Corporation, which successfully signed a 20-year extension on three oil licences in November, last year and they wanted to sign the shallow water licences on the back of Exxon. But then,Yar'Adua left the country so all that has been put on hold.

Meanwhile, former National Vice Chairman of Peoples Democratic Party (PDP) for South-West, Shuaib Oyedokun, says that the call for the elevation of Vice President Goodluck Jonathan as the Acting President of the country is premature and it shows that Nigerians are generally impatient and to some extent, ungodly.

This view was supported by the Emir of Fika, Alhaji Muhammadu Abali Ibn Muhammadu Idrissa, who condemned the call for Yar’Adua’s resignation.
He said: “It is an unfortunate call. When somebody is not well, I think it is not fair to start saying he should resign. What we should do is to pray for his quick recovery.”

Prophets Disagree Over Yar’Adua’s Return

A Prophet, Primate Theophilous Olabayo has predicted that President Umar Musa Yar’Adua would not return to the country and would be forced vacate his office any moment from now.

The Primate, Evangelical Church of Yahwah stated this in an interview with Saturday Tribune on new year eve, highlighted that the president’s seat will still be vacant as some power- brokers within the Peoples Democratic Party are preparing Vice-President Goodluck Jonathan to take-over the rein of governance.

Olabayo however said that the decision that Vice-President Goodluck Jonathan should take-over from President Yar’Adua would not stand the test of time, following an impending revolution that would bring about a God-chosen leader who would embark on spiritual cleansing of the country.

He explained further that ‘what will happen later in the year in Nigeria, would make whoever is abmitious to take up a political appointment, to have a rethink about it.”

Olabayo stressed that a one-time president and a past governor in one of the 36 states of the federaton should also pray against bereavement.

He said: “Thus says the Lord of the Hosts of heaven, that the two past leaders may not last the year, while the Olu of Warri, Delta State, should pray fervently in order to survive the year 2010.

“Kidnappers and ritual killers would take-over the country and this would lead to a revolution and the emergence of a God sent leader.”

In a related development, the Pastor of Inri Evangelical Spiritual Church, Oke-Afa, Isolo, Lagos, Primate Elijah Babatunde Ayodele said there will be mixed blessing for the citizenry in the new year.

He added that the rich will have protracted problems with their wealth, while the poor would get poorer if they are not prayerful as there is no indication for economic stability in the country.

Speaking further with the Saturday Tribune at the church’s premises on the new year day, he said, President Yar’Adua would return to the country very soon, but that the ailing president would be faced with a lot of political crisis, especially from his party members in the PDP and other prominent Nigerians who were dissatisfied with the on-going political situation in the country.

Accordingly he said, “God told me that Vice-President Jonathan Goodluck will not be allowed to be president in the event that President Umaru Yar’Adua can not continue as result of ill-health and he would not be allowed to get a ticket for re-election in the 2011 general elections and that the citizenry should pray against the incidents of bomb scare Aso Rock, Presidential Villa.

Of course, this was not the first time Nigerian leaders looked the citizens in the face and told brazen lies. It always happened. But this one was quite outstanding, being strongly urged, loudly proclaimed and adroitly impressed.

To show our support, we believed all the Elumelu team said, of the USD16 billion, which was supposed to bring about some positive changes in the energy sector. We accepted that if Mr. President had said it, then it would happen because, in reality, Nigeria had gone over the bar in the last decade.

The other time, Power Holding actually admitted that it was so bad. The entirety of Nigeria was living on 1, 900 megawatts. That was to say that Nigeria had come down from 11, 000 megawatts, in 1997 - Abacha’s regime - to 8, 000 megawatts in the year 2000 - Obasanjo’s regime - only to degenerate further down to 2, 400 megawatts in 2006 – same era of Obasanjo.

At the last count in October, 2009 – Yar’Adua era - when PHCN owned up, it was too bad, just 1, 900 megawatts and the industries were already gone.

Some had gone to Cotonou, some to Lome and the others to Accra. In fact, in some cases, some preferred the previously war-torn Monrovia and Gambia .
Then, you begin to ask, how come that the multinationals, especially the ones scattered across Nigeria, perhaps running on one branch but employing very high number of our countrymen in Lagos, Kano, Kaduna, Port Harcourt, have found the energy crisis intolerable.

Indeed, it was the chief of one of these industries, who confessed that Nigeria had gone too far deep into darkness and would never have reliable energy in the next 20 years. Then, he was explaining to a bewildered audience the initial moves to relocate to another part of the West Coast. As this firm explained its position, 20 years lost in the life of a business could actually mean death and no investor has such time in the name of remaining loyal and patriotic to a country whose leaders actually disdained.

Now, consider the life and times of an organisation established in Nigeria in the early 1960s. It may have started modestly but had, in the last 40 years, built up both a factory and a complex industry employing over 200, 000 Nigerians.
It had also built some vast housing and medical programmes for the staff as it extended its marketing distribution outlets, conferring on it the status of an employer of 400, 000 persons, directly or indirectly.
Today, this organization is dismantling the machines it installed and maintained in the last 35 or so years. It is yet to decide what to do with the vast housing programmes. Are they going to uproot and relocate these houses to Accra ?

Impossible!
If you had the opportunity of living in Kano in the 1980s, you would be familiar with the rising industrial complexes in Sharada Industrial Estate. Then, productions in various factories were running full blast and mere factory rejects were sustaining the lower echelon of the society.

Today, more than 99 per cent of these industries are either shut or relocated to other African countries. Some are even said to have moved to Niger Republic, a country which depended on us for energy.
Down South, the stories of Ikeja industrial estate had been told even in London as New York. It was success all the way until every big firm in Nigeria had to bring in generating sets to stay in business.

Somehow, it was still manageable when generating sets were mere back-ups. Today, they are the rules, not the exceptions. Even at that, there is no reliable supply of gas to power these generators. Of course, the cost of production had to climb, and higher it has continued. But if that was the case for big firms, some can still survive on the leverages of buffer organizations and institutions in the developed world, the dire consequences for the small businesses can be told only in misery and despair. Small business owners sweat, like rams, to lay hands on the initial capital, but after that, how many can now bear the cost of purchasing and maintaining a generator?

The most surprising of these was that even the Minister of National Planning, who should know and who should tell the truth, was still talking of meeting the target of 6000 megawatts by the year end yesterday.
Then you begin to wonder whether he just arrived Nigeria or had started a new refrain for December 2010.
But whether Shamsudeen was talking of the just faded year or proposing the end of 2010, there is the very likelihood that it will still fail end of this year. The industrialists say it. They even call secret conferences and sumptuous dinners where they tell journalists to ignore those government people. “Nothing is being done and more of the industries will still relocate to Lome and Tema.”
So, we have lived through the year of lies and seen that the proposed 6000 megawatts was like ojoro. But we will always survive their ojoro!

Gov. Adams Oshiomhole of Edo on Friday swore in Justice Cromwell Idahosa as the Acting Chief Judge of the state, following the death of Justice Michael Edokpayi in Abuja on Nov. 17. Speaking at the swearingin, the governor described Idahosa as a man of courage, who had the capacity to effectively discharge his official duties.

Oshomhole reminded the acting chief judge of the enormous responsibilities that the new position entailed, saying he was assuming the position at a time when people looked up to the judiciary for justice. The governor advised Idahosa to strive to restore the confidence of the people in the judiciary and to ensure that judicial officers worked in harmony and with a common goal.

''The people look up to the judiciary to resolve conflicts between various arms of government because at the end of the day, only the judiciary has the power to pronounce judgments on constitutional and other legal issues,'' he said. He promised that the state government would adequately fund the judiciary, noting that the arm of government was relatively the most marginalised.

Oshiomhole, who announced that government had bought vehicles for distribution to judges, urged Idahosa to ensure that the exercise was hitch-free. In his response Idahosa thanked the governor for the appointment and pledged to uphold the dignity and honour of the judiciary. Idahosa ,57, studied the law at the University of Ife, now Obafemi Awolowo University, and was called to the bar in 1976. He was appointed a High Court Judge in 1993.

IBB Reiterates Call for State Police
Former Military ruler Ibrahim Babangida in Auchi, Edo, on Saturday renewed his call for the creation of state police to check the high rate of crime in the country. Babangida made the call at Auchi Polytechnic convocation ceremony where he was honoured with the institution's fellowship.

Represented by retired Maj.- Gen. Idada Ikponwen, the former military ruler said that "With reports of kidnappings, abduction and armed robbery everyday, the suggestion for the introduction of state police to complement the federal police is more and more compelling." He also called for the allocation of more responsibilities and power to the state and local governments to enhance efficiency in governance.

He said the concept of federal character as enshrined in the Nigerian Constitution appeared to be old fashioned considering that the rationale that motivated its introduction had been defeated.

"With growing sophistication in our educational pursuit coupled with collegiate interactions at different levels of our lives, our attention should be geared towards sustaining the ideals of national integration in the spirit of one Nigeria and not encourage provisions that tend to undermine our nationality," Babangida said.

Also speaking, the Governor of Edo, Mr. Adams Oshiomhole, called on all tertiary institutions in the country to conduct their convocations every year to ensure that graduates received their certificates promptly. Oshiomhole criticised the Federal Government's posture on employment and said job creation was the responsibility of the government and the private sector.

The governor offered automatic employment to the best graduating students of the Polytechnic. Speaking earlier, the Polytechnic's Rector, Dr. Philipa Idogho, said the institution had put in place a mechanism for ensuring and protecting the integrity of its certificates and statement of results. She said that in order to check examination malpractice, the polytechnic in the first semester of the current session, expelled 37 students and rusticated 102 others for various examination offences.

The News Agency of Nigeria (NAN) reports that the convocation was the first since 2003 and 20, 361 graduates were awarded certificates at the ceremony. Apart from Babangida, the institution awarded its fellowship on Gombe State Governor Danjuma Goje, the Minister of FCT, Sen. Adamu Aliero, and Chief Raymond Dokpesi, Chairman of DAAR Communications, among others, at the ceremony.

Technical Education Vital to Vision 20:2020 - Egwu
The Minister of Education, Dr Sam Egwu said on Saturday that technical and vocational education would play prominent role in the realisation of vision 20:2020. Egwu stated this at the 17th convocation ceremony of the Auchi Polytechnic, Auchi, in Edo. He said technical education would be required to provide the middle level technical manpower required to drive the process.

Represented by the Permanent Secretary, Prof. Oladapo Afolabi, Egwu said the education sector was currently undergoing repositioning for it to provide the much needed capital necessary for the economy to move forward. He said as part of the plan, the decaying infrastructure in the sector would be addressed.

"Laboratories, libraries. equipment, classrooms, curriculum assessment, information and communication technology would be provided," he said. According to the minister, an agreement has been entered into by the ministry with the International Science Fund for the provision of laboratories and technical equipment for tertiary level education institutions.

While urging the management of the polytechnic to sustain its development strive, the minister urged tertiary institutions in the country to address, relevant researches that would solve the problems confronting the environment. He said that government now frowned at the delay in the release of results and certificates to deserving students.

The 17th convocation of the Auchi polytechnic was used to honour the former president of Nigeria, Gen. Ibrahim Babangida who was represented by retired Maj. Gen. Idada Ikponmwen. Others honoured were the Minister for the FCT, Alhaji Adamu Alieru, Gov. Danjuma Goje of Gombe State, Dr Raymond Dokpesi and Chief Chris Orode.

CIVIL servants in Delta State have been urged to shun corruption in all its ramifications. The Commissioner for Housing, Chief Frank Omare, said at a meeting with permanent secretary, directors

and field officers of the ministry in Asaba, the state capital, that because of civil servants’ lassie-faire attitude to work, no viable project has been executed by the ministry during the two-year reign of Governor Emmanuel Uduaghan.

He warned them to beware of bribery, contract inflation, deviation from Bills of Quantity (BOQ) rules and blackmail in the coming year.

Omare said: “I warn you. Don’t keep files on your table for more than a day or else you will be frustrated politically. Ensure memos are prepared in time, project specification must reflect its percentages, because we failed as a ministry despite all budgetary provisions in the last two years to commission any viable project.

“Stop giving stringent conditions to contractors in a bid to kick-front and kick-back, the rules guiding all bills of quantity must be followed because I won’t fall in line, instead, I will be very firm in applying the big stick.

“Any official who colludes with contractors to shortchange the state will be dealt with.”

The commissioner noted that the ministry was deficient in quantity surveyors, builders, architects and other logistics to deliver on the new policies but promised quick intervention.

He disclosed that the ministry has acquired a new hydrophone machine to mould between 3,000 and 4,000 blocks daily to meet the housing needs of the state, adding that “funds have been appropriated for workers’ capacity building in the 2010 Budget.”

WARRI – ABOUT 35 militants, belonging to the Movement for the Emancipation of the Niger-Delta (MEND), armed with rocket launchers, heavy calibre machine guns and assault rifles attacked in the early hours of today, a major Shell/Chevron crude oil pipeline located in Abonema, Rivers state.

Spokesman of the militant group, Jomo Gbomo who confirmed the attack by the militants who carried out the operation in five boats said in online statement that it was a “warning strike” and that MEND would review the indefinite ceasefire it ordered on Sunday, October 25 within thirty days from December 19.
MEND remains open to dialogue, however the indefinite ceasefire ordered by the group on Sunday, October 25, 2009 will be reviewed within thirty days from today, December 19, 2009.

His words, “The Movement for the Emancipation of the Niger Delta (MEND) can confirm that a warning strike carried out by five boats involving thirty five of its fighters armed with assault rifles, rocket launchers and heavy caliber machine guns was carried out at about 0200Hrs today, December 19, 2009 on a major Shell/Chevron crude pipeline in Abonemma, Rivers state of Nigeria”.

“This attack was carried out for the following reasons:
“While the Nigerian government has conveniently tied the advancement of talks on the demands of this group to a sick president, it has not tied the repair of pipelines, exploitation of oil and gas as well as the deployment and re-tooling of troops in the region to the presidents ill health.

“While wishing the President a speedy recovery, a situation where the future of the Niger Delta is tied to the health and well being of one man is unacceptable.

“The government through the Bayelsa state governor, ministers for defense and information has been disseminating propaganda aimed at foreign investors claiming that the situation in the Niger Delta is under control. This assertion is far from the truth.

“Also the government has been offering bribes to a number of militants who surrendered their birth rights under its amnesty program in the form of contracts. The government perceives these individuals to wield some kind of influence in the region.

“The group wants to make it abundantly clear that all those who have capitulated are of no significance to the continuation of the struggle.

“MEND is committed to continue its fight for the restoration of the land and rights of the people of the Niger Delta, which has been stolen for fifty years”, MEND stated.

The group, nevertheless, said it remained open to dialogue. The Aaron team, which it set up, led by the former Chief of General Staff, Admiral Mike Okhai Akhigbe (rtd) had started preliminary dialogue with President Umaru Yar’Adua before he recently ill and was admitted at a hospital in Saudi Arabia.

Things don’t seem to be improving and we find ourselves talking about the same issues year in and out.
Fuel price, marginalisation, election fraud , official corruption, bank failure etc
Until we can overcome these and start to make real progress, we will find it difficult to control deviant behaviour in whatever guise it manifests.
The Niger Delta agitation is real, but this contiual recourse to violence is a virus that can only be cured when people believe there is a future together and we all have a stake.

When the oil drys up what will happen to the Niger-Delta people who will be left with a devastated environment and lack of basic infrastructure? Nigeria is one because of the Niger-Delta oil and as soon as the oil is milked to the last drop the rationale for One Nigeria will capitulate. The other regions of Nigeria should stop being lazy and parasitic but harness their human and natural potentials to survive.

Cecilia Ibru sues CBN over removal

The former Managing Director of Oceanic Bank, Mrs. Cecilia Ibru, has filed a suit at the Federal High Court in Lagos challenging her removal as the Managing Director of the bank.

The Central Bank of Nigeria (CBN), had on the fourtheenth of August, removed Mrs. Ibru as managing director of Oceanic bank alleging mismanagement of depositor's funds and abuse of office.

She was sacked along with chief executives of three other banks on that day Mrs. Ibru, in the suit filed by her counsel, Mr. Taiwo Osipitan (SAN), contended that the CBN acted hastily and in bad faith by removing her as the chief executive of the bank.

She said that she was never given any opportunity to defend herself before the sack.

Mrs. Ibru wants the court to determine whether the CBN was not bound to observe the rules of natural justice and fair hearing by hearing her side of the story before sacking her.

The apex bank in its preliminary objection filed by its Counsel, Mr. Kola Awodine (SAN), contended that Mrs. Ibru lacked the locus standi to institute the action.

Prominent Nigerians and bodies yesterday, accused former Military President Gen. Ibrahim Babangida of deliberately avoiding the main issue in the annulment of the June 12,1993 presidential elections and the murder of late Newswatch Magazine Managing Director, Dele Giwa, insisting that he must apologize to the nation.

The leaders are former governor of old Kaduna State, Balarabe Musa, human rights activist and renowned constitutional lawyer, Chief Gani Fawehinmi(SAN), leader of Oodua Peoples Congress(OPC), Dr. Federick Faseun, chairman of All Progressives Grand Alliance(APGA), Chief VictorUmeh, Pan Yoruba social political group, Afenifere and Lagos lawyer Festus Keyamo

Daily Champion recalls that Gen Babangida speaking on Africa Independent Television(AIT) last Monday called for the immortalization of the acclaimed winner of June 12, 1993 presidential election, Abiola and described the murder of Dele Giwa as regrettable. Giwa was killed via parcel bomb in October,1986. during Babangida’s tenure. His government also annulled the June 12, 1993 elections. It was the first time he would openly propose the immortalization of Abiola and express remorse on the death of the Newswatch late boss

He also called for an investigation of the 1992 oil windfall revenue allegedly misappropriated by his government. He didn’t own up that he diverted the revenue that accrued from the oil deal as has continued to be alleged by his critics.

Reacting to Babangida’s submissions on AIT, Musa said that his call for Abiola’s immortalisation was an after thought which should be ignored by Nigerians. He queried why it took him several years to come to the public domain to make such proposal.

Apart from that the former governor who is also the chairman of Conference of Nigerian Political Parties(CNPP) said that IBB left the main issue which he said is explaining to Nigerians the reason behind the annulment of the presidential election by his regime and focus on irrelevant matters.

Although he accepted that Abiola deserved to be immortalized he argued that such call coming from IBB was borne out of guilty conscience. Taking similar stand Afenefere and Umeh maintained that the call was fraught with insincerity.

National Publicity of Afenifere, Yinka Odumakin said "His comment urging President Yar’Adua to immortalize Abiola is an after thought. He is dancing on Abiola’s grave. He should apologize to Nigerians. Until he does that nobody will take him serious"

Umeh added "by his comment he has accepted responsibility of annulling a free and fair election. The truth is that IBB cannot continue to grand stand on the issue he must apologize to this country"

In his own remark,Keyamo accused IBB of merely trying to relaunch and launder his political image. He said "the whole thing is nothing but a mere attempt to launder his image. For me we should forget everything about him. He is a crafty person he is is repackaging himself because he has one ambition or another"

However in his own reaction Faseun said though he had expected IBB to tender an apology for annulling the election, his suggestion that Abiola should be immortalized was a welcome development.

On the murder of Dele Giwa the speakers also lambasted the former head of state, saying that he should have investigated the killing if truly he was pained by the death. Nigeria Union of Journalist(NUJ) said that IBB’s comment on the late journalist was coming too late In a short statement signed by the association’s National Secretary, Shu’Aibu Usman Leman, it regretted that even when Fawehinmi has consistently called for the probe of the murder.

Speaking from London, Gani Fawehinmi said "it is a mere political propaganda to launder his image and that does not contain any substance. It is totally devoid of any substance.

"Babangida and his government were clearly implicated in the murder of Dele Giwa on October 19 1986 for which I went to court for the police to investigate. The former Lagos State Commissioner of Police Abubakar Tsav (rtd) in his statement before the Oputa Panel also indicted IBB. My last letter to the current Inspector-General of Police, Mike Okiro in which I detailed the complicity of IBB’s government in the murder of Dele Giwa is yet to be acknowledged by the police. I went to court in 1992 to get justice on the murder of Dele Giwa but I have been inundated of with all sorts of objections by the defendant (IBB).

"It was only this year that the Federal High Court in Lagos ruled that I have no Locus standi on the issue, it is absurd and have since filed an appeal against the judgment.

"IBB has not gotten any clean bill of health on the murder of Dele Giwa which is still haunting him.

"I challenge IBB to publish how he spent the oil wind fall. Let him do that and it would be subjected to public scrutiny. If he thinks I am dying, he is making a mistake. I don’t see death now, even though I am struck by cancer.

With the prayers of Nigerians, God has intervened and I will get well. He should not think that the long cancer is going to kill me. Nobody can plan against God.

Commenting on the oil windfall revenue Faseun, Umeh Musa and Afenifere called on government to get to the root of the matter.

Late Pius Okigbo had headed a committee which investigated the windfall money. It reportedly indicted IBB regime. The report of the committee is however yet to be made publics.

Former military president, General Ibrahim Babangida has faulted the decision of the immediate president, Chief Olusegun Obasanjo to amass the nation's wealth in foreign reserve.

The retired General who was guest on an AIT talk show, Focus Nigeria believes that the whopping sum of 65 billion US Dollars presently lying idle in the foreign vault should have been channeled towards development of infrastructure in the country.

Reacting to a question on the nation's huge foreign reserve against the backdrop of the current global economic meltdown, the Minna-born former military leader fondly called IBB says leaving such money out there when the nation was growing under the weight of decay in infrastructure did not make sound economic decision to him.

'We should have invested more on infrastructure,' he begins. 'If I had that kind of money, I would have spent it more properly.'

He, however, excused Obasanjo's decision to keep the money in foreign reserve rather. 'It depends on the philosophy of government. 'If I had that kind of money, I'd have spent it; without having to put it somewhere and looking at the books.'

On the safety of the nation's money, IBB says Nigerians have no reason to worry having been assured by the Professor Charles Soludo, governor of the apex bank, the CBN.
'I am happy the CBN has assured the ordinary people that the money is safe. I don't have to doubt him. I believe he's telling us the correct thing. If he says there's no threat, I'd be silly to doubt him.'

The gap-toothed general denies that he frittered away the huge revenue totaling 12.5billion USDollars that accrued to the nation in the wake of the US-Iraqi war. He says contrary to accusation his administration did not squander any Gulf War windfall, arguing that because he envisaged that something like the accusation was going to come up, and he had prepared himself to answer the query whenever it came up. He insisted that there was no squandering noting that 'we documented everything.'

Asked to assess the performance of Umar Yar'Adua, Babangida says ruling a country with 140 million people with diverse interests, religion and so on is not an easy task. 'You need to give anybody who comes into power enough time to study, analyse and implement his plan. That is what he's doing,' he says. Nigerians, he reasons, should give Yar'Adua time, offer constructive and meaningful suggestion to the government and make input into government policies.

FROM the Edo State House of Assembly yesterday came a damning verdict on the state of the multi-billion naira roads constructed by the Governor Oserheimen Osunbor-led administration.

The verdict was that the roads are complete write-offs.

The verdict came on the heels of the manner at which rains had swept off the multi-billion naira roads.Consequently, the lawmakers have warned that both the state government and chairmen of the 18 local government councils must ensure the construction of adequate drainage systems on all link roads in the state to avert a repeat of the flooding that disturbed residents of the state recently.

Also, the legislators called on the education authorities and the state government to commence the process that would lead to a prompt hand over of all public schools to their missionary owners.

The House expressed dissatisfaction at the huge rot in public schools in the state where teachers, instead of teaching, have turned their classrooms to illegal business outfits, an action they observed smacked of an eyesore and against the expectation of such places as citadel of sound morals, character moulding and intellectual development.

The lawmakers had at their sitting frowned at the manner road contracts were awarded to contractors for execution in apparent disregard for drainages that would help preserve the lifespan of such roads and even at the risk of tax payers’ money.

The lawmakers’ position followed a motion by the Action Congress member in the house representing Etsako West constituency II and Minority Whip, Mr. Philip Shuaibu and seconded by Mr. Chris Umogbai (Etsako Central), which viewed with concern the deplorable state of the much talked about multi-billion naira road projects so far executed in the state by the Governor Oserheimen Osunbor-led government in the past 16 months.

About four persons, among them two little children and two elderly persons, died during a heavy down pour in parts of Benin City, with one of them electrocuted a fortnight ago while the others were swept away by flood.

The ugly effect of the flooding has compelled some of the aggrieved lawmakers to vow that the over N12.3 billion, which has large chunk voted to infrastructure (road among others), would not be passed until adequate account is rendered by the executive arm, as most of the roads built had been swept away by excessive flooding because there were no drainage system.

They observed with dismay that a great deal of roads had been constructed in line with the determination of Osunbor’s vision to transform the various senatorial zones but the impact of this year’s rainfall exposed the architectural flaw demonstrated by the local contractors that handled the road projects.

They stated that it is obvious that before roads are constructed, their designs should be presented by the contractors but frowned that this was not met leading to the failure of most of the new road networks, stressing that henceforth contractors would be held accountable for any failing road in the state.

Mr. Bright Omokodion in his contributions argued that “there should be necessary precedence in the award of contracts, showing drains in order to sustain the life span of the roads. By erecting drainages on the roads, we preserve the roads and minimise the ugly incidence of flooding”

Mrs. Elizabeth Ativie and Majority Whip (Uhumwonde constituency) said the responsibility of an effective flood control must be collective role of government and individuals at cleaning the drainage system usually blocked by refuse dumped by residents on those routes and called for a change in peoples’ attitude.

Meanwhile, the legislators said handover of the secondary schools to the missionary owners would help reposition the nation’s education system because they have the intellectual, financial and moral wherewithal to provide sound education to Nigerian children and the state in particular, in order to meet the aspirations and expectations of our people.
