Though yet unconfirmed, the reported death of Abubakar Shekau, leader of the blood-thirsty Boko Haram sect brings to focus the largely unacknowledged efforts of the immediate past Federal Government, led by Dr. Goodluck Jonathan.

Shekau had been reported dead in battles with troops numerous times, only for him to resurface and taunt the government and wreak more havocs.

However, towards the tail end of the Jonathan administration, especially the six weeks of routing by the military shortly before the last general election, reports also filtered in that the cat with nine lives had finally been killed.

From that period to date, the leader of the insurgents is yet to make a public appearance.

On Wednesday this week, the Chadian leader Idris Derby disclosed that Shekau may have indeed been killed and that the insurgents have already appointed a new leader, Mahamat Daoud, who he said is ready for talks with Nigeria.

Even if he resurfaces, Shekau is already a damaged leader for the group – credit for which should richly go to the outgone Jonathan administration.

This is because the outgone administration had accomplished almost 95 percent of the anti-terror job in the fight against the insurgents.

General Buhari’s Public Letter To Nigerians titled ‘my covenant"

The letter particulars what Nigerians should expect from his first 100 days in office.

I pledge to:
Publicly declare my assets and liabilities and encourage my political appointees to also publicly declare their assets and liabilities.· Affirm that our strategy for tackling corruption will not only focus on punishment. Rather, it will also provide incentives for disclosure and transparency.· Show personal leadership in the war against corruption and also hold all the people who work with me to account.· Inaugurate the National Council on Procurement as stipulated in the Procurement Act so that the Federal Executive Council, which has been turned to a weekly session of contract bazaar, will concentrate on its principal function of policy making.

Insurgency and Insecurity
I have had the opportunity to serve my country in the military up to the highest level, as a Major General and as the Commander-in-Chief of the Armed Forces. In the course of my service, I had defended the territorial integrity of Nigeria. And if called upon to do so again, I shall rise to the occasion. As a father, I feel the pain of the victims of insurgency, kidnapping and violence whether they are the widows and orphans of military, paramilitary or civilians.I pledge to:· Ensure that under my watch, no force, external or internal, will occupy even an inch of Nigerian soil. I will give all it takes to ensure that our girls kidnapped from Chibok are rescued and reunited with their families.· Deliver a Marshal Plan on insurgency, terrorism, ethnic and religious violence, kidnapping, rural banditry and ensure that never again will Nigerian children be slaughtered or kidnapped at will.· Boost the morale of our fighting forces and the generality of Nigerians by leading from the front as the Commander-in-Chief and not hide in the comfort and security of Aso Rock.· Give especial attention to the welfare of our armed forces and all other security personnel and their families, including State-guaranteed life insurance for all officers and men as well as protect the families of our fallen heroes.

Diversity
Nigeria’s greatest asset is her people.
My commitment is to invest in our people and ensure that they have the opportunity to achieve their full potentials and enjoy the full benefits of their citizenship, regardless of their religion, region, ethnicity, gender or disability.

Health
We must give real meaning to the old saying that Health is Wealth. We must take all possible measures to ensure that our people stay healthy, but we must also ensure that when they fall ill, they can get help.Healthcare in Nigeria is in crises. Too many people do not get any treatment. For those who do get treated, all too often, the care they receive is poor. Far too many die from easily treatable diseases and what should be routine treatment often end in death. Furthermore, Nigeria is set to miss our MDG targets. The statistics speak for themselves.

I pledge to:· Unveil a health sector review policy to ensure efficient and effective management of our health systems with focus on prevention.· Ensure that no Nigerian will have any reason to go outside the country for medical treatment.· Guarantee financial sustainability to the health sector and minimum basic health care for all.· Review occupational health laws and immediately commence enforcement of the provisions to reduce hazards in the work place.· Partner with State Governments and development partners to ensure all-round implementation of our primary health plans by expanding access to health insurance for rural communities.

Education

I believe that our education system must prepare our children for the responsibilities of citizenship and prepare our youths to contribute to the development of our country. Therefore, I shall focus on restoring the lost glory of our education by implementing reforms that will bring quality back into our schools and position our universities and polytechnics to provide market-relevant skills to our youths

.I pledge to:· Embark on a program of mass mobilisation to ensure that all children of school age, no matter where they may reside in our country, and no matter the social conditions of their parents, are in school. Working in co-operation with the State Governments, we shall make the required investments in infrastructure, learning materials, nutrition and children healthcare. To this end, UBEC Fund will be reviewed to ensure greater efficiency in utilization.· Provide on-the-job retraining opportunities for existing teachers at both the basic and secondary levels while providing the right incentives to keep teachers in the classrooms and attract bright young men and women to take up career in teaching.· Work with other levels of government and through relevant government agencies to allocate resources to schools while strengthening community participation in school management.· Implement a comprehensive review of the goal and content of our secondary education to ensure that it also serves the purpose of skills acquisition and fits purpose.· Set up Colleges of Skills and Enterprise to replace the old technical colleges. This will be done with direct participation from relevant industry and professional groups in the private sector. Based on local market demands, each of the colleges will focus on high job demand sectors of the economy such as agriculture, ICT, telecommunications, entertainment, construction, oil and gas and sports.· Establish special purpose fund for a Secondary School level education.· Improve the competitiveness of our universities and polytechnics and position them at the heart of the national productivity, innovation and enterprise.· Pursue a policy of non-discrimination between the universities and the polytechnics.

Agriculture

Oil has served our country, but it has also excluded majority of Nigerians from the mainstream of our economy. I am convinced that our guarantee for inclusive growth is agriculture.

I pledge to:•Make agriculture a major focus of the government and lay the institutional foundation to attract large-scale investments and capital to the sector.•Actively promote a well-coordinated and innovatively funded Youth in Commercial Agribusiness Programme.•Establish agricultural produce storage, pricing and marketing systems to ensure real commercial value and minimize waste.•Work with State Governments to launch Agricultural Support Programmes that will drive agricultural land development and mechanization.•Revamp, revitalize and improve on the national agricultural extension and rural support service system.•Lay the groundwork for a standardized market uptake and aggregation outlets for specific agricultural produce.•Revamp the key development banks (Bank of Agriculture, Bank of Industry and Nigeria Import & Export Bank) to fund inclusive agricultural value chain operations•Liberalise and expand agricultural and rural insurance system with premium subventions support to farmers•Revamp the agricultural cooperative system to drive rural agriculture and improve stakes for smallholder farmers.•Develop a system of small-scale irrigation systems to ensure all-year round farming.•Revamping key agriculture research institutions and deliver their outputs through effective network of extension services.

Management of the Economy for Shared ProsperityAll Nigerians deserve to benefit from our collective wealth. We promise not to leave any Nigerian behind in our determination to create, expand and ensure equitable and effective allocation of economic opportunities. No matter the amount of wealth we create, it would be meaningless unless it benefits the majority of our people.

Power

Our failure to ensure a stable supply of electricity has been an impediment to economic growth, productivity and national security.I pledge to:· Address the gaps in power sector privatization to ensure it serves the needs of our people.· Explore and develop alternative sources of power such as small, medium and large hydro plants, wind, coal and solar and other forms of renewable energy to ensure efficient and affordable power supply.· Invest in technical skills development for efficient management of energy resources.

CultureI pledge to:· Support real investments in the entertainment, arts and creative industries.· Strengthen the regulatory framework to protect and preserve our culture and creative industry and prevent it from the scourge of piracy.· Develop and strengthen the value link-chain of the culture industry to deepen the industry and provide jobs.

According to President Mohammed Buhari, “if we don’t kill corruption, corruption will kill us”. This popular quote reverberated all over my mind as I read the very detailed petition by The Integrity Group, an anti-corruption, non-governmental organization based in Port Harcourt, against the former governor of the oil rich Rivers State, Hon. Chibuike Rotimi Amaechi. Amaechi headed the Buhari Campaign Organization – the major group that ran General Mohammed Buhari Presidential campaign.

The said petition detailed
a list of financial embezzlements, criminal breach of trust, and criminal conversion of Rivers state funds amounting to more than 70 billion Naira against Rotimi Amaechi. To authenticate their allegations, the group backed up their Petition with a sworn affidavit. This petition dated July 31, 2015 has since been delivered to President Mohammed Buhari and the Chairman of the Economic and Financial Crimes Commission (EFCC).
It may be recalled that since the creation of the EFCC in 2003, the commission has undoubtedly had its own fair share of challenges, especially in investigation and gathering admissible court evidences. So, it is good that the investigation by The Integrity Group would relieve the EFCC from the burden of investigative process to possibly prosecute Rotimi Amaechi.
For instance in the fraudulent sale of the state power projects, and conversion of proceeds, the petition detailed how the Rivers State Government with the approval of ex-Governor Amaechi hurriedly sold the power plants to a company called NG Power-HPS Limited for $302,400,000.00 (N60,000,000,000) at an exchange rate of N1 to N200.The Petition further stated that NG Power-HPS Limited paid the full value of the sale to the Rivers State Government through Power Assets State Proceed, a Rivers State-owned company with its account domiciled with Access Bank plc. What could catch the eye of any investigating officer is the suspicious transfer of $105 million (N21, 000,000,000) from the Power Asset Sale Proceeds Account with Access Bank Plc to the accounts of three private companies – all with the same business addresses in the first week of December 2014.
Against the backdrop of the anti-corruption posture of President Buhari, it is expected that EFCC would move quickly to investigate these allegations. Since the inception of this regime, the petition against the former governor, Amaechi is the only comprehensive, and confirmable charge with enough grounds to invoke an investigation. This is the only way fairness, justice, and the fight against corruption can be achieved.
Unfortunately, what we have seen from President Buhari so far is unfounded allegations ranging from the list of oil thieves handed over by the Americans down to the $6 Billion dollars whispered to Governor Oshiomhole by a faceless US official. President Buhari should know that the US Department of Justice has a laid down criminal justice system that begins with investigation, indictment, prosecution, and conviction before anyone can be labelled a thief or a criminal. Criminals in the United States are not determined by a list compiled by President Obama as Buhari is currently doing. The Judicial system must be allowed to run its full course without interference or intimidation as currently being done by the Daura-led security apparatus.
It’s no longer news that Amaechi funded 80% of APC Campaigns. In a recent interview with Channels TV, Governor Mohammed Abubakar of Bauchi State and also a Chieftain of the All Progressive Congress (APC) revealed that the former governor funded the ruling party with over 80% of the campaign money. With the detailed Petition of how Rivers State funds were criminally diverted to the accounts of five different companies in the first week of December 2014 – the peak of electioneering campaigns, the EFCC should at least determine how the N21 billion was spent either for the development of Rivers State and its people or for the funding Buhari’s Campaign.
As it stands today, the case against Amaechi would serve as the litmus test of the much touted credibility, integrity, and the anti-corruption posture of President Buhari.The President must as a matter of urgency, mandate the EFCC and all relevant agencies to carry out an investigation into the allegation made by the Integrity Group to determine the culpability or otherwise of Mr Amaechi. Any attempt to sweep this fraud under the rug would validate that Buhari’s war against corruption is a vindictive mission. It would also confirm this allegation that Buhari campaign was supported with stolen fund.
If Buhari, doesn’t kill this corruption oozing out from Rivers State, repercussions would radiate enough potential to kill his government. The question on everyone’s lips is “Will Amaechi go to Jail if found guilty?” Is this not part of the Augean Stable Buhari has been cleaning since May 29th?. (GNS

Outgoing Chief of Army Staff (COAS), Lt. General Kenneth Minimah on Wednesday, August 5, 2015 accused the elite class of exploiting the insecurity in the North East to further their selfish interests.

Speaking during his pulling out ceremony to mark his retirement, Minimah said the elite did not support the Goodluck Jonathan-led government to fight the insurgents due to their religious, political and sectional interests. which worsened the situation.

He posited thus: “The insurgency snowballed into a graver dimension because these people exploited the security challenge to further sectional, religious and political interests

“In the last decade, we have seen the extent to which people who harbour evil against their fellow co-patriots can go to inflict pain and death on innocent people. This is the time for us to rise in unison not only to condemn but to take actions against the activities of the Boko Haram terrorists and other criminal elements in order to foster peace and security in our society.

“Perhaps, if we had all stood against the terrorists at the outset through condemnation of their activities and active collaboration with the military to confront them, rather than use it as a tool to advance section, tribal, religious and political interests, we would not have been where we find ourselves today.

“We must therefore all unite and support our government and security forces to tackle the current security challenges.

The uncovering of the magnitude of the monumental looting by the former Rivers state governor, Chibuike Amaechi in the last months of his 8-year term is now making Abacha’s looting of Nigerian economy as a child’s play.

Over the week APC leader show their appreciation to Amaechi whom they claimed contributed about 80% of Buhari and state Governors campaign funds totaling over N2trillion.
Now this is a very serious and sober one. I would not say much as it is before EFCC.

There is a serious petition, supported by a sworn affidavit, to the fact that Chibuike Rotimi Amaechi, the last governor of Rivers state, defrauded Rivers state to the tune of over N70billion. Date and timing of funds movement leave nothing to the imagination as to the purpose.

Is it not coincidental that a state governor, last weekend, while attempting to eulogize Amaechi at a hurriedly put together celebration event, averred that Amaechi single handedly 80% of the resources deployed towards electioneering?



Any wonder why salaries could not be paid and many obligations could not be met till Wike’s intervention?

This would be a test of Buhari’s declaration during his visit to the US recently, that no Nigerian, no matter how highly placed, party affiliate or not, would be spared the necessary flack if accused of corruption

A ranking member of the House of Representatives, Linus Okorie, has decried President Muhammadu Buhari’s lack of acknowledgment of former President Goodluck Jonathan’s legacies and achievements while in office.

Mr. Okorie asked President Buhari to take note of the natural law that “what goes around comes around”, adding that if Mr. Buhari cannot be fair to his predecessor, he should expect the same treatment when he leaves office.

Mr. Okorie, who represents Ohaozara/Onicha/Ivo federal constituency in Ebonyi State, said he is worried with the pattern of appropriating achievements of the immediate past administration and called on President Buhari to acknowledge the contributions of former President Goodluck Jonathan to nation building.

He cited examples of projects that were either completed or close to completion before ex-President Jonathan’s exit, noting that it is unfair and unjust for the Buhari administration to take credit for the achievements without acknowledging the role of the initiator and executor.

“Just like the opposition that must be constructive in criticizing the government in power, the sitting government owes its predecessor, itself and the wider Nigerian public the moral and social duty of acknowledging the positive accomplishments of their predecessors,” said Mr. Okorie.

He enumerated some of former President Jonathan’s feats currently being credited to Mr. Buhari such as President Buhari’s acceptance in his recent visit to the United States of America that the U.S. denied Nigeria arms, technology and personnel to fight Boko Haram, which the ex-President had noted but was lampooned by Mr. Buhari’s political party, the APC.

Mr. Okorie also cited the recent launch of Kano-Port Harcourt intercity mixed rail service without acknowledging the Jonathan administration that reactivated the railway; the Port Harcourt, Warri and Kaduna refineries reactivation now refining up to 200,000 barrels of crude oil per day after successful turnaround maintenance initiated and completed by President Jonathan’s government.

Mr. Okorie also lamented that President Buhari has been all over the media celebrating Nigeria’s one year polio free anniversary without any reference to President Jonathan and his policy team that achieved the feat.

“The Jonathan administration introduced cutting edge anti-corruption technology based Public Finance management tools including IPPIS, GIFMIS and TSA, which the present government is now laying claim to for ghost workers elimination and funds accountability and transparency monitoring, without giving credit appropriately.

“The Federal Capital Territory Authority (FCTA) has also announced that the Abuja rail project, conceived and implemented by the Jonathan administration is 67 percent completed. This credit should also be formally attributed to the past government.

“I hold the view that the Buhari administration should imbibe the necessary humility and courage to give credit as necessary even as it continues to put the out-gone government to task in established areas of weakness or malfeasance. That is leadership. I also appeal to the media as social engineers to also encourage the Presidency in this onerous responsibility. We owe posterity that much,” said Mr. Okorie.

NIGERIA President, Muhammadu Buhari surely meant well for the Nigerian people. His integrity, discipline and avowed commitment to fight, name and shame corruption had never been in doubt since Nigerians have high hopes in his administration to 'fight corruption among the elites', in a bid to free Nigeria's economy from Kleptomaniac. As it is a fad that “when you fight corruption, surely corruption will fight back,” aptly captures the trending conspiracy of few Nigerian Army Generals (retired) and former Heads-of-State who allegedly prompts Buhari to 'let-off' his earlier, intentional investigation of $182million Halliburton bribe scandal, so he may continually 'govern Nigeria in peace'.

CNN iReport gathered that few weeks before Buhari made his maiden visit to United States, words reached him that few retired Army Generals who were erstwhile Heads-of-State were allegedly not happy with the planned moves by the no-nonsense disciplinarian to re-open the Halliburton scandal, with the sole intention to expose, disgrace and prosecute some of culpable generals and other highly-placed Nigerians whose hands may have been 'soiled' by the cookie-jar of corruption in Bonny Island Liquefied Natural Gas Project.

As such, after General Ibrahim Badamasi Babangida (IBB), a former Nigeria's Head of State received a phone call from from General Olusegun Obasanjo, also a former Nigeria's president where he brought the attention of IBB to the fact that they way Buhari was going about corruption-fight, he would eventually probe the majority of past administration, including IBB era. This position was echoed by another Nigerian Head of State, General Abdusalami Abubakar; which prompted a conspiracy theory to 'place Buhari in order'. Abdusalami had visited IBB in his Minna Castle in Niger State, there it was concluded that IBB should stylishly pass-on their position to Buhari to halt his earlier, intentioned probe of his predecessors.

In a press statement issued by IBB through his media adviser, Prince Kassim Afegbua, it reportedly reads: “On General Buhari, it is not in IBB's tradition to take up issues with his colleague former president. But, for the purpose of the record, we are conversant with General Buhari's so-called holier-than-thou-attitude. He is a one-time minister of petroleum and we have good records of his tenure. Secondly, he also presided over Petroleum Trust Fund (PTF) which records we also have. We challenge him to come out in clean hands in those two portfolios he headed. Or, we will help him to expose his records of performance during those periods. Those who live in glass houses do not throw stones. General Buhari should be properly guided.”

CNN iReport gathered when intelligence report reached Buhari on the position of these retired Army Generals and former Heads of State, and bearing in mind how mean they can fully engage him in 'dirty-fight' which may ridicule him in the eyes of Nigerians and expose his stewardship then as Minister of Petroleum in 1976 that led to the mysterious disappearance of a whooping US $2.8 Billion from Nigerian National Petroleum Corporation, NNPC account in Midlands Bank, United Kingdom allegedly under his watchful-eyes, Buhari quickly made a detour and issued a press statement through Femi Adesina, his Special Adviser, Media & Publicity claiming the investigation of Buhari administration would only be limited to his predecessor, Goodluck Ebele Jonathan, GEJ, the man who honorably handed peacefully to Buhari on May 28, 2015 at Eagle Square so Nigeria may remain united as an indivisible nation.

For the records, Buhari was appointed Minister of Petroleum in 1976 under the Murtala/Obasanjo administration. Not much is known about any scandals that occured during his tenure as Minister, but there are rumors of the mysterious disappearance of US$2.8 Billion from the NNPC account in Midlands Bank in the United Kingdom, during Buhari’s stewardship. Now that IBB has threatened to expose him, it lends a certain credibility to the rumors indicting Buhari of grand graft.

'Probe of my administration is a witch-hunt'-GEJ
As if Jonathan knew that this would happen. In the last days of his administration as president in Aso Rock villa on May 27, 2015 during Federal Executive Council valedictory session witnessed by big-wigs of Peoples Democratic Party, he said "Some people are even calling for the probe of the government, but I think in Nigeria, there are a lot of many things that will be probed, very many things, even debts owed by states and debts owed by this country from 1960 up to this time. They say it is Jonathan's administration that owes these debts,” Jonathan said.
"I believe that anybody that is coming for probe must also ensure that this probe is extended beyond the Jonathan administration. Otherwise, to me, it will be witch-hunt. If we are very sincere, it is not only the Jonathan administration that should be probed."
CNNiReport investigation showed that Jonathan administration may have been singled-out as 'corrupt government' due to the fact that he was a minority-leader from Niger-Delta and obviously not a military, but a civilian leader. There are feelers from some Nigerians that this probe may not have happened if Jonathan had been a retired Army General.
For Folu Adewope, an undergraduate of University of Texas Arlington, UTA, her words: “This is obviously a witch-hunt, charade and selective humiliation with ethnic coloration under corruption-guise. I strongly believe this investigation would not have happened if Jonathan had hailed from the North and had been a retired Army General. Why can't Buhari open the Halliburton scandal, and openly prosecute Obasanjo, Abdusalami, Atiku Abubakar, a former Nigeria's Vice president and every other corrupt Nigerians named in the scandal. As Nigerians, we are interested in this case.”

'We are interested in probing Jonathan's Govt'-Presidency
Barely 10 hours ago, on his Facebook wall-page, Femi said: “It would be a distraction for the President to begin digging into all former administrations , but for a proper take -off of the President Muhammadu Buhari's government, there is need to look into the immediate past government (GEJ). We are interested in investigating Jonathan's government to recover stolen funds”.

International Community watch in Disbelief
As at the time of going to the press, members of International Community, particularly the United States government is shocked that Buhari ought not to leave any stone unturned in fighting corruption no matter whose ox is gored. The Halliburton bribery scandal is seen by members of international community as a litmus test for Buhari to prove his desire effectively to combat corruption among the elites in Nigeria.

Buhari ensure that those suspected to have committed any act against the laws of the country were handled according to the stipulations of the law.

Buhari there has never been any situation where people would be held against their will. It is completely against his fundamental human rights and we should be careful here.

Buhari we should be very careful because this is how it started in Zimbabwe, this is how it started in other countries.

Buhari what we have is democracy, we dont have a dictatorship, you cannot scare us, we are not guilty because we served under a former President,

Buhari we are not guilty because we lost an election

Buhari we are not losers in a war.

Buhari we are not prisoners of war and we should not be treated like prisoners of war.

Buhari what we demand is respect,

Buhari what we demand is the rule of law

Buhari we will not condone corrupt activities or any other illegal or unlawful act.”

Buhari every true citizen of Nigeria condemn the invasion of the house of the former NSA (Col. Sambo Dasuki (rtd)) and his detention, house arrest and other matters. Because it was not in terms of treason, or in terms of terrorism,

Buhari what for?

Buhari if it was on account of corruption or on account of any other reason, it is totally against the constitution of this country.
