Most times, his actions, behaviors and contributions to national growth, peace, law and order are cardinal prerequisite for pardon. If these conditions are met, then the council will unanimously okay the pardon for such individual.

This man is indeed foolish. For the sake of clarity, when an individual retweets, it means the tweet reflects his ideology, enjoys his endorsement, sympathy or consent. The implication is that of mockery.
All Christians know that one of the cardinal commandments of God is that thou shall not use the name of God in vain. Imagine Elrufai identifying God's name intimately with a woman. The tweet obviously, is suggestive of Muslim misrepresentation of the good works Jesus did while on earth.
