It's not luxury tax.

It's policy implementation tax, aimed at encouraging cashless transactions.

People really need to stop moving bundles of cash around.
i think this will prevent embezzling funds. because if the society goes cashless then the banks know all the deposits of thieves and looters because it will be in their account. now it would be easy to locate looters. no more moving huge wads of cash around. this is a brilliant move

the person interviewing him is an idiot. so you interview him and blast his story on the internet why ? just give him money and move on with your life. but this guy looks very shell shocked. his story is the story of many stupid nigerians who think money is picked on the streets of yankee. then they see the rigours of yankee and their mind cant handle it and they get shell shocked. true story, so I was dating this nigerian girl in london. she had been in london for a while. then she brought her junior brother over to london. arrogant lil prick like the typical nigerian. as soon as he land he kept saying in less than a year he would achieve more than we could ever achieve in london and that we dont know how to hustle blah blah blah. I saw the guy after 10 years stay in london he was living in a council estate in london and had turned into a weed head and had no money.

to be honest though, if you are of sound body and mind and you are physically strong, there are many ways you can make money in chicago in this post internet era. you just need a 1000 dollar investment. use the 1000 dollar to buy a satnav and a bicycle and start delivering food for uber eats which is an app. deliver food downtown chicago. you can easily make 100 dollars a day. so in this internet era you can survive easily without having employment from anyone. or without having papers.
