I do not agree Kwara has the worst road network. Having said that 38 road projects are being carried out in Kwara state and are at various levels of completion.

OVER five thousand children in public schools across Kwara state are set to benefit from the Kits for Kids Africa education intervention.

The project which is an initiative of the Aurora International Charity Foundation founded by ex-beauty queen, Tomi Salami, is set to stage a massive education intervention outreach which will hold from May 23-26, 2016.

In a statement released by Miss Tomi Salami, Founder of Aurora Charity Foundation, organisers of the Kits For Kids Africa initiative, the education intervention is targeted at helping over 5,000 needy children in public schools across Kwara state.

She stated that items to be provided will include, brand new school bags, sandals, stockings, exercise books and stationery.

Other items such as, lunch bowls, tooth brushes, water bottles and lots more will also be provided to the children.

Miss Salami further noted that the 4-day event will include courtesy visits to the Governor of Kwara State, traditional rulers and indigenous dignitaries, strategic Kwara State Government development and infrastructure projects and a Media tour.

It will also feature a 2-day Kits For Kids educational intervention in partnership with Microsoft Corporation and will conclude with an official photo shoot at West Africa’s Highest Waterfall, the Owu Falls, located in Kwara state.

According to the ex-beauty queen, the event will also feature special support appearances by celebrities and international beauty queens from the USA, Canada, South Africa, India, Botswana and Puerto Rico, who are also passionate about touching lives.

“We have celebrities joining us as Goodwill and Tourism Ambassadors so it’s going to be absolutely amazing…the experience of a lifetime for the children,” Salami added.

Miss Salami stated that she wants the world to know about this great initiative and offer their support to make a difference. According to her, ‘You don’t have to be President Buhari, Alhaji Aliko Dangote or Madam Folorunsho Alakija before you can reach out and make a CHANGE.

THE Kwara State Government is ready to collaborate with Africa Agriculture Technology Foundation (AA TF) to achieve food sufficiency and reduce unemployment in the state.

The Special Adviser on Agriculture and Rural Water Support Services, Honourable Anu Ibiwoye made the remarks while flagging off the Cassava Mechanization and Agro processing project (CAMAP) for 2016 in Malete, Moro Local Government Area of Kwara State.

Ibiwoye stressed that CAMAP is an initiative of African Agricultural Technology Foundation which seeks to sponsor and promote the cultivation of cassava and also to empower farmers that engage in cassava farming, adding that the objectives of the project is to provide input(such as seedling- stem) and finance to a 100 identified farmers on one hundred hectares of land (every year); solely for the production of cassava.

He noted that the programme runs with the support and supervision of the Ministry of Agriculture and Natural Resources (MANR) through the appropriate platform of the ministry.

Ibiwoye while advising the farmers to take the programme as an opportunity, noted that it will create employment and empowerment for participating farmers, and warned that farmers who failed to comply with the terms of the programme would be replaced subsequently.

He urged ‘the farmers to show the desired level of seriousness and appreciate the effort of the organizers by justifying the confidence reposed in them as farmers and encourage other farmers coming on board.

He appreciates the initiators and the sponsors of the project, stating that AA TF has done the programme for the period of three years consecutively their efforts were being felt across board.

According to him, this keyed into the state government’s Empowerment Programme especially in providing an exit strategy for graduates of Malete youth farm who are yet to be empowered by the state, although some of them have been integrated into the ongoing Off Taker Demand Driven Agriculture of the State.

Earlier, the Deputy Director Agric and Engineering services, Engineer Toyin Zubair stated that statistics had shown that much effort is being put into cassava farming, but little was realized at the end of cultivation adding that the new initiative will thus increase productivity and profitability of the participating farmers who will in turn transfer the approach to other farmers.

The Kwara Agro Mall (KWAMALL) coordinator, Mr. Tope Amujo was also present at the flag off of CAMAP to demonstrate the Famer’s Biometric Registration. He explained the benefits accruing to those farmers who have been registered on the Kwara Agro NETWORK platform. In view of this all the participating farmers present at the gathering were captured with biometric registration facilities.

COME May 29 this year, it would be 365 days since the good people of Kwara State reelected Dr. Abdulfatah Ahmed as Governor, for a second office term.

And as usual, this is a period that a public officer’s constituents embark on evaluation of the servant’s performance, especially in a bid to retain an insight into expectations for the rest of his term or assume campaign in favour or disfavour of the incumbent, as dictated by findings.

THE Kwara Government said on Tuesday in Ilorin that it had cut its running cost by 50 per cent because of the drop in federal allocation to the state.

The Senior Special Assistant to the Governor on Media and Communications, Dr Muyideen Akorede, told newsmen that the measure was to reduce cost of governance.
“Approximately, N400 million is now being used to run the government as against the previous N800 million.

“Since the federal allocation to the state dropped drastically, government has been working hard to pool resources for other developmental projects,” he said.

He said that the administration of Gov. Abdulfatah Ahmed would continue to initiate people- oriented projects that would have direct impact on citizens.

Akorede also said the submission of the BVN by civil servants had lapsed on Friday, adding that those who failed to heed the directive would be regarded as ghost workers.

The Kwara State government says about N16.3 million has so far been disbursed to cooperatives societies across the State in 2016 under its Micro Credit Intervention Scheme launched in March 2012.
Technical Adviser to the Governor Abdulfatah Ahmed on Small and Medium Enterprises Development, Mr. Olusegun Soewu disclosed this on Monday during an interactive session with stakeholders in Ilorin.
He noted that the state government had injected a cumulative of N1.597 billion into the scheme since 2012, adding that a total of 1, 848 cooperative societies had benefited from the scheme.
Mr. Soewu said that disbursement is being done through selected micro-finance banks that are based within the operating environment of the target beneficiaries. The participating micro-finance banks are referred to as partnering banks.
According to him, the target beneficiaries of the scheme include men and women who have existing businesses, youth with workable business ideas or requisite skills, enterprising women in the rural areas and cooperative societies with traceable business records.
The Technical Adviser further stated that 53 associations under the aegis of Artisan Congress of Kwara State had benefited from the scheme, adding that about 150 taxis, 25 buses, and 193 motorcycles had been given out to beneficiaries across the state.
He also added that over 160 farmers’ associations across the State with not less than five farmers each had also benefited from the micro-credit funding under the Off Taker Demand Driven Agriculture Scheme of the state government.
Mr. Soewu assured that administration of Governor Ahmed would continue to promote the informal sector of the economy by providing credit funding for small enterprises and cooperative societies to stimulate commerce, trade and economy of the State

Startling revelations have been made by the the Independent Corrupt Practices and other related offences Commission in concert with the Nigeria Labour Congress on the usage of the bailout funds released to State Governments by the Federal Government through the Central Bank of Nigeria.
While some States outrightly mismanaged the funds, others diverted it to other uses.
Yet, there were those who claimed to have used it for the payment of salaries but are yet owing workers salaries.
Revelations by the ICPC showed that some States collected the funds and used it for other purposes, with many still owing their workers despite the fact that they were given enough money to cover the outstanding salaries.
The fund has so far been disbursed to 27 States based on the approval of President Muhammadu Buhari.
For instance in Imo and Zamfara States, the bailout fund was said to have been utilised for other purposes.
The ICPC report said Imo State applied for and received bailout funds of ₦26,806,430,000.00 from the CBN.
However, it was discovered that rather than pay workers, some transfers were made into certain Imo State Government accounts, which are not related to salaries and emoluments.
The transfers included N2 billion into a Government House Account, N2 billion into an Imo State Project Account, N2 billion transferred to a Micro-Finance Bank and a management fee of N21,017,810.00 was paid into an unspecified account.
Zamfara State was said to have requested for N32,512,495,183.27 bailout fund.
It received N10,020,952,964.51.
But it was discovered that the State was not owing Civil Servants and Pensioners any arrears as at the time the Federal Government released the bailout funds.
The State Government, in order to utilize the funds, reportedly made overture to the Zamfara State House of Assembly requesting to use the funds to settle some liabilities amounting to N10,020,751,072.98.
The money was then used as outstanding of payment to 14 local government areas of the State, amounting to N4,262,560,629.83; outstanding payment of fertilizer for the 2014 farming season, N3,056,300,000.00; outstanding Certificate for Construction of Bungudu-Nahuche Kyabarawa Road, which is 22.6km, coming up to N265,256,342.76; and outstanding Certificate of Hostel Block at Abdu Gusau Polytechnic, T/Mafara: ₦55,000,000.00 among others.
Below is the full report:

• Introduction:
As part of the Federal Government’s effort to end the lingering crisis of unpaid worker’s salary in most States of the Federation, President Muhammadu Buhari approved a comprehensive relief package designed to salvage the situation through the Central Bank of Nigeria (CBN)’s Special Intervention Fund which offered affected States soft loans solely for the purpose of paying the backlog of salaries.

• Benefitting States:
Whereas the Central Bank of Nigeria (CBN) is yet to officially confirm this to the Commission, the twenty-seven benefitting states from the open sources are: Abia, Adamawa, Bauchi, Bayelsa, Benue, Borno Cross River, Delta, Ebonyi, Edo, Ekiti, Enugu, Gombe, Imo, Katsina, Kebbi, Kogi, Kwara, Nasarawa, Niger, Ogun, Ondo, Osun, Oyo, Plateau, Sokoto and Zamfara State.

• Findings:
Following strident allegations of diversion of these bail-out funds and to avoid industrial unrest, ICPC in collaboration with the Nigerian Labour Congress (NLC), decided to monitor the disbursement of the bailout funds in the 27 benefitting States. However, relying on available resources we could only cover twenty-three States as follows:

• Adamawa State – a total debt value accrued from staff salaries and emoluments was ₦9, 578,369,000.000. The State received ₦9,578,360,000.00 as bailout fund and disbursed ₦2,378,360,000.00 with a balance of ₦7,200,000,000.00. The reason for the slow process of off-setting the debt was not provided as at the time of this report. However, the State claimed not to owe outstanding salaries as at September, 2015.

• Bauchi State – total debt value accrued from staff salaries and emoluments was ₦14,820,775,109.50. The State received ₦8,609,100,000.00 as bail-out fund and disbursed ₦8,414,088,383.26 with a balance of ₦195,011,616.74. The State claimed not to owe salaries as at September, 2015.

• Benue State – a total debt accrued from staff salaries and emoluments amounted to ₦12,503,439,787.48. The State received ₦12,503,439,787.48 as bailout fund and disbursed ₦10,852,536,702.96 with a balance of ₦1, 650,903,084.52. Analysis of the documents submitted revealed a double payment of ₦37,760,000.00 in favour of Office of the Deputy Governor. This double payment is presently being investigated.

• Cross River State is yet to submit her actual debt profile. The State received ₦7,856,400,000.00 as bailout fund and disbursed ₦3,140,883,040.77 with a balance of ₦4,715,516,959,23. However the State claimed not to have outstanding salaries to workers as at 19/11/2015.

• Ekiti State – a total debt accrued from staff salaries and emoluments of ₦3,000,266,146,64. The State received ₦9,604,340,000.00 as bailout fund and disbursed ₦9,213,816,252.44 with a balance of ₦390,613,747,56. The State owed one month salary as at 28th October, 2015.

• Katsina State – a total debt accrued from staff salaries and emoluments of ₦11,086,630,000.00. The State received 11,086,630,000.00 as bailout fund and disbursed ₦2,512,214,530.71 with a balance of ₦8,574,415,469,29. The state claimed to have cleared all outstanding salaries as at 18th February, 2016.

• Gombe State has a total accrued from salaries and Staff emoluments of ₦9,222,432,872.67. A total of ₦11,000,000,000.00 was granted to the State as bailout and disbursed ₦6,321,684,423.67 with a balance of ₦4,679,315,576.33. The State claimed they do not owe salaries as at September, 2015.

• Kogi State claimed not to have received bailout funds approved for the State by the Federal Government as at 8th August, 2015.

• Nasarawa State received ₦8,317,167,368.87 in two tranches of ₦3,956,047,519.60 and ₦4,361,119,848.27 as bailout fund and disbursed ₦3,956,047,519.60 with a balance of ₦4,361,119,848.27. The State claimed not to have paid Local Government Workers’ salaries due to an on-going verification exercise.

• Niger State received ₦4,396,810,000.00 as bailout fund and the entire amount was claimed to have been expended in off-setting salary debts.

• Ondo State – a total debt value accrued from staff salaries and emoluments was put at ₦23,151,324,517.39. The State received 9,443,059,226.92 as bailout fund and disbursed ₦7,905,484,176.60 with a balance of ₦1,537,575,050.32. The State owes one-month salary and several months arrears of gratuity/pension as at 30th September, 2015.

• Osun State received ₦34,988,990,000.00 as bailout fund. ₦18,677,224,582.20 was disbursed leaving a balance of ₦16,311,765,418 billion as at November, 2015. The Commission is verifying allegations that Osun State Public Servants have only been paid salaries up to July, 2015.

• Ogun State received ₦18,916,208,664.86 as bailout fund. The State claimed to have expended the entire sum for salary arrears and does not owe workers as at 9th October, 2015.

• Plateau State – a total debt value accrued from staff salaries and emoluments of ₦5,090,251,996.39. The State received ₦5, 357,570,000.00 as bailout fund and disbursed ₦5,330,589,061.15 with a balance of ₦26,980,938.85. The State owes two-months salaries as at 30th September, 2015.

• Sokoto State – a total debt value accrued from staff salaries and emoluments including pension, severance and gratuity of ₦3,488,11,165.77. The State was granted ₦10,093,370,000.00 as bailout fund and was yet to disburse as at the 19th October, 2015.

• Kwara State received the sum of ₦4,320,950,000.00 as bailout fund and disbursed ₦4,291,087,985.08 for staff salaries and emoluments with a balance of ₦29,862,014.92. The State claimed to have cleared all outstanding salaries as at 20th October, 2015.

• Bayelsa State applied for the sum of ₦1,285,000,000.00 and had concluded disbursement formalities but the Central Bank of Nigeria was yet to release the said fund to the State as at 18th December, 2015.

• Imo State applied for and received bailout funds of ₦26,806,430,000.00 from Central Bank of Nigeria which were domiciled with two commercial banks namely Fidelity and Zenith Banks. In the course of analysis, it was discovered that some transfers were made into certain Imo State Government account which are not related to salaries and emoluments as follow:

• ₦2 Billion into a Government House Account
• ₦2 Billion into an Imo State Project Account
• ₦2 Billion transferred to a Micro-Finance Bank
• A management fee of ₦21,017,810.00 was paid to unspecified account.

• Zamfara State requested for the sum of ₦32,512,495,183.27 bail-out funds and received the Sum of ₦10,020,952,964.51. After careful analysis of the documents provided and interaction with the Nigerian Labour Leaders in Zamfara State by ICPC staff, it was revealed that the State was not owing Civil Servants and Pensioners any arrears as at the time the Federal Government released the bail-out funds.
The State Government in order to utilize the funds, made overture to the Zamfara State House of Assembly requesting to use the funds to settle some liabilities amounting to ₦10,020,751,072.98 as follows:

• Outstanding of payment to 14 LGS of the State: ₦4,262,560,629.83
• Outstanding payment of fertilizer for 2014 farming season: ₦3,056,300,000.00
• Outstanding Certificate for Construction of Bungudu-Nahuche Kyabarawa Road 22.6Km: ₦265,256,342.76
• Outstanding Certificate of Hostel Block at Abdu Gusau Polytechnic, T/Mafara: ₦55,000,000.00
• Payment of outstanding cost of Vehicles supplied to State: ₦319,430,000.00
• Outstanding Certificate of Construction work at K/Namoda Juma’ at Mosque: ₦20,479,100.39
• Outstanding Certificate of Construction work at Emir’s Palace, Gusau: ₦6,020,000.00
• Share of 14 Local Government Councils Bailout: ₦2,035,705,000.00
The Zamfara State House of Assembly passed a resolution for the utilization of the funds on the above items which was communicated to the Secretary to the State Government vide letter ZMHA/LEG/089/V.1/13 dated 31st August, 2015.
• Enugu State has a total debt value accrued from Staff Salaries and emoluments of ₦13,764,622,723.38 and ₦23,279,099,157.58 as domestic debt. The State was granted ₦10,174,238,681.19 as bailout fund as at 16th November, 2015. Analysis of the documents submitted reveal that the State disbursed ₦5,967,238,681.19 from the bailout fund to settle domestic debts and claimed that funds for the payment of Staff salaries and emoluments was not yet assessed.
• Oyo State total debt value accrued from Staff salaries and emoluments is ₦26,606,944,831.03. The State was granted ₦26,606,944,831.03 as bailout fund and disbursed ₦25,495,292,422.63 with a balance of ₦1,111,652,408.40. The State owes four Months salaries as at 7th April, 2016.
• Delta State has a total debt value accrued from Staff salaries and emoluments of ₦36,417,217,601.53. The State was granted ₦10,936,799,299.36 as bailout fund and disbursed ₦8,129,888,279.86 with a balance of ₦2,806,911,019.50. However, the State claimed not to owe salaries as at 24th November, 2015.
• Kebbi State’s total debt value accrued from staff salaries and emoluments is ₦8,778,594,714.78. The State received ₦7,080,000,000.00 as bailout fund and disbursed ₦2,617,152,577.20 with a balance of ₦4,463,975,420.27. The State claimed to have cleared all outstanding arrears on salaries as at September, 2015.
NOTE:
• The Report indicate findings at the dates indicated above for each State. Subsequent changes may have taken place thereafter which the various States and Nigerian Labour Congress are at liberty to bring to our notice for verification and further comments as the need arises.
• This Report has been published to assist all parties eliminate unsubstantiated allegations and promote peaceful negotiations and understanding in the management of government processes.

The Kwara State Government has again recorded a drop in its monthly allocation from the federation account. According to the figures released on Friday by the State Commissioner for Finance, Alhaji Demola Banu, the state government received a total of N1, 519, 879, 557.87 as allocation for the month of April, against the N1, 743, 743, 559.80 received in March.
The April allocation shows a thirteen per cent reduction of about N223, 864, 001.93 from the allocation the state received in March.
Giving a breakdown of the April allocation, Banu disclosed that the state government got a statutory revenue allocation of N892, 119, 940.33; VAT of N611, 764, 216.14 and exchange difference of N15, 995, 401.40, totaling N1, 519, 879, 557.87.
The Finance Commissioner also gave the figures of allocation received by the 16 local governments in the State for the month of April to include statutory revenue allocation of N856, 869, 905.52; VAT of N347, 234, 210.49 and exchange difference of N10, 550, 051.47, totaling N1, 214, 654, 167.48.
According to these figures, the April allocation for the local governments represents a reduction of N147, 174, 286.01 from the N1, 361, 828, 453.49 they got for the month of March.
The breakdown of the March allocation for the 16 local governments shows that they received a statutory allocation of N998, 912, 276.23; VAT of N350, 191, 495.35, while the exchange difference stood at N12, 724, 681.91, amounting to N1, 361, 828, 453.49.
Alhaji Banu, who decried the drop in the April allocation received by the State, noted that it was far lower that the N2.4billion the state government expends on monthly workers’ wages and overheads.
He, however, commended the Federal Government for approving the suspension of monthly deduction at source for states who received bailout funds from the federal government, saying that this will ease the financial challenges facing states.

THE Kwara Governor, Dr. Abdulfatah Ahmed has urged religious bodies and organisations to join hands with the government to move the nation forward.

Ahmed made the call at the 2016 Nigerian Baptist Convention in Ilorin on Thursday.

Gov. Ahmed, who was represented by his Deputy, Elder Peter Kisira, charged religious organisations to entrench good governance and play complementary roles to the government.

The governor said that the government was ready to partner any religious body or organisation to achieve all- round development of the state.

He urged participants at the convention to use the opportunity to equip themselves with sound Biblical doctrines and imbibe God`s ordinances to become better members of the society.

Ahmed reiterated the commitment of the administration to continually strengthen the peaceful co-existence in the state.

He commended the various contributions of the Nigerian Baptist Convention since its inception, especially in healthcare and education.

Ahmed said that in spite of dwindling national resources, he was committed to transforming and ensuring all round development in the State.

He promised to embark on projects in various sectors including water, energy, health and education.

The governor also assured that the state government would give necessary support for the success of the convention.

He called on the participants to pray for the leadership of the state and the nation for God to sustain the country.

Professor Timothy Opoola, the Chairman of the State Christian Association of Nigeria (CAN), thanked Gov. Ahmed and the first lady, Mrs Omolewa Ahmed, for the various ways they had been supporting the Christian community in the state.

Opoola called on the people to pray for the nation at all times to guide the leaders aright to steer the ship of the country.

The President of Nigerian Baptist Convention, Rev. Samson Ayokunle, praised the state government for its support and assistance for successfully hosting the Convention.

Ayokunle said that the Convention would continue to play its role of developing the nation in all spheres of human endeavour.

The Independent National Electoral Commission (INEC) has fixed May 21, 2016 for the conduct of the bye-election into the Kwara State House of Assembly seat in Oke Ero Local Government Area following the death of the former occupant in February.

The Head of Department of General Administration at INEC, Dr Sadiq Dariga, announced this at the stakeholders’ meeting convened by the commission to discuss how and when to conduct the bye election to fill the vacant post.
He said that the national headquarters of INEC had fixed May 21 for the bye election and urged the political parties to be abreast of the rules and regulations
Elaborating on the plan for the bye election, the HOD, Voters Education and Publicity, Jacob Ayanda, urged the political parties to guard against crisis during the election adding that the use of the card reader would be strengthened.
The representative of the state commissioner of police, Abubakar Yahya, also assured the stakeholders of the readiness of the Police to maintain law and order.
Some of the representatives of the political parties, however, urged INEC to maintain neutrality and provide a level playing ground to ensure credible election.
Both the political parties and the security agencies agreed to ensure free, fair and credible election without crisis and urged the umpire not to be biased in the conduct of the election.

The Kwara State Internal Revenue Service on Monday said it generated N3.2 billion in the first three months of 2016.
The Executive Chairman of the service, Dr. Muritala Awodun, disclosed this in an interview with newsmen in llorin on Monday.
According to Awodun, N951 million was generated in January, N1.04 billion was generated in February and N1.2 billion was achieved in March.
Awodun said the service is expected to generate N6.6 billion in the first quarter of 2016.
He explained that the Service had engaged over 1,000 people, including 528 direct staff since it began operation in January.
He said a labour intensive technology driven approach was adopted by engaging younger people across the state.
The Chairman of the service disclosed that consultants were also engaged to enable the service meet its set target.
On local government revenue in Kwara State, Awodun said the 16 local government councils in the state generated N75 million as revenue for the first quarter of 2016.
Awodun said the service only worked with four items out of the 21 revenue generating items available.
On blocking leakages, the Executive Chairman said as from May 1, citizenship application and all other payments would be done online.
He said charges at the judiciary in the state would also be reviewed to reflect the current realities.
He advised residents in the state to make sure that they get the receipt of the exact amount they paid for services.
On properties enumeration, he said the state is divided into three regions to facilitate the operation of the service.
He called on residents to cooperate with the service in achieving its set objective and boost the revenue profile of the state.

The Engineering Complex at Kwara State University, Malete, flagged off by Governor Abdulfatah Ahmed is nearing completion. When completed it will house, among others, the Aeronautical engineering department, one of the first in the country. The department currently has a partnership with the International Aviation College, Ilorin. The complex will also house the Mechanical, Electrical, and Electronic Engineering departments.
