Okay, let me tell you this. Most of the revenues in Tanzania are collected from the region of Dar es salaam which is the main business hub of the country. If we went into provisional governance only the regions having major cities like Dar, Mwanza, Arusha and Mbeya would have noticeable development while other regions with low revenue collection will have non, to fix this we have a centralised government where revenue from Dar es salaam will be used to build roads in Njombe apart from that it will be like in the US where people are moving from low revenue region to high revenue regions much like in the US where people are leaving Blue States to Red states such as Texas.

4. Is it the one that don't have hospital to treat her VIP citizens?
5. Is it the one that have 50% of her citizens living in extreme poverty?

What is growing fine in TZ - when road network is 80,000 - 10 times less than South Africa. Tanzania badly need devolved or federal gov.
Road network in Tanzania is 80,000km because most of the land is either protected forests, national parks or game reserves (about 30% of the land) and Tanzania under the Ujamaa policy brought people together in villages for ease of providing services so why the large network? There are some places in Tanzania where you can travel for 3hrs without seeing a single human habitat, why put roads there? Cause it looks good on paper?

Ignorant. The provincial governments of the nine provinces of South Africa have their own executive and legislative branches, but not separate judicial systems.

South Africa system is therefore very similar to Kenya or Germany - it called devolution.

Nigeria have federal system - which is why some states have enforced Sharia law. Ethiopia and US have similar systems. States are more powerful than South African provinces.

Tanzania and Ghana have centralized system - a relic of their communist past - that emphasized central planning and control - instead of sharing of power to the lowest unit possible - so people in village or district can make their own decisions based on their own priorities and local conditions.

I am glad we share the same sentiments. The so called tea reforms are nonsense on steroid. The tea sector is facing production glut - and only way is for the sector to diversify into specialty teas , find new markets and do more value-addition. Uhuru unfortunately is trying to use tea to fix his messed up politics and try to connect with his people.

BUT KNOWING genuine farmers have full history of pre- and post-liberization - the so called tea reforms will be rejected by farmers.

Kenya has similar economic structure - but you can keep the revenues centralized and shared equally. What is important is people from Njombe to have more autonomy and control of their future.

In kenya we started with district focus of 1980s - similar to TZ model now - and it didn't work - because the problem was people running the show were appointed by central gov - District Commissioners and their lackeys.

Then we went for CDF - const dev fund - every MP get 1-2m dollars annually to deal with small issues in their constituency - and we saw tremendous impact.

Now we have gone to devolution - with 47 counties with elected members of assemblies and governors - and we are seeing development spreading all over the country including in Turkana and neglected northern kenya.

What is important is people in any given small area need to have as much autonomy as possible - so they can make best decisions for themselves - without all knowing Magufuli going round fixing problems.

Pre pandemic, tax revenue alone was 13 billion dollars

Mauritian bank AfrAsia has published the third edition of the Africa Wealth Report, ranking the richest people and their assets on the continent. The report looks at 17 African countries.

Africa’s ‘Big 5’ wealth markets are South Africa, Egypt, Nigeria, Morocco, and Kenya.
Mauritians are the wealthiest individuals in Africa, followed by South Africans, based on wealth per capita.



A country’s wealth refers to the “net assets held by all individuals living in a country, including all their assets (real estate, cash, shares, commercial interests) minus liabilities,” the report states. This equation gives more populated countries a significant advantage.

The total wealth held in Africa “has increased by only 14% over the last ten years (2008-2018),” according to the report.
Due to a lack of sufficiently reliable sources, data for Algeria, the DRC and Zimbabwe were not included in the report.
Despite Africa containing 16% of the world’s population, it has only accumulated 1% of the world’s wealth of $204trn.

Africa’s wealth totalled $2.2 trn.
At least 42% of Africa’s wealth ($920m) is held by high net worth individuals.
23 billionaires live on the African continent.
On average, the net wealth per African is $1,900, compared to $27,000 worldwide.

Don't confuse budget with revenues; Total Ghana revenues have never reached 10B. That is more like Uganda.

In 2019 - total revenues and grants - were GH¢36.3 billion - about 6.6B dollars - by 3rd Quarter.
