If you call the Olympics an underage tournament, then Torunarigha and Udokhai would still be able to represent Nigeria in future.

But because it is an official senior competition, they can't represent any country other than Germany again. The age limit is not there because this is a youth tournament, it is there to preserve the status of the World Cup.

Might be wrong, though.
