If the US really wanted to change Afghanistan, they would have had to behave like a full edged colonial power.

India used to be as backward as Afghanistan. That they are advanced to the point of sending satellites to Mars is because of 200 years of British meddling. Same thing for most African countries. The countries that modernized without colonization like Japan did so because they could see the way the wind was blowing, and took fast action before them monsters start landing on their shores...

For the US to change Afghanistan would have involved a fully fledged colonial effort lasting generations. And let's remember that the US was not a colonial power to begin with (in principle), and even when they colonized, they left as soon as they could (the Philippines, Cuba, Haiti). It would have required the training and education of a generation of a large number of people...larger than what they have. It would have required the spending of trillions of dollars, and the initiation of severe taxation systems...in an era where they don't do colonization anymore.

The cost of changing Afghanistan is too too much for any outsider. Better Afghans wake up and change themselves. The taliban unfortunately are going to take them backwards.

America would have had to have trained themselves for centuries to do what you suggest, and we know they haven't.

If they'd invested that money in the whole America, immigrants won't be at their gates now! America should almost have never invaded any country they ever invaded!
