Most of the States who rushed to place such laws should have been quick to creating alternative which is ranching... There are many laws passed that are not being implemented.. Ranches are expensive.. Especially when it a new method an entire country is about to adobt..there has to be support from the government or else it will fail... Many of the ranches set up in India when dey experienced the same crises was done by it government... The fact is when ranching becomes the reality.. Taxing isn't going to be a problem.... The problem now is building the ranch... U can't tell herders to build it solely them selves..it like tell airlines to build their own airports.... Cognitivereason:stop saying what you don't know. There is nothing special about grazing reserve if the fulanis weren't more interested in jihad than cows rearing. A serious government like Gombe has already kicked started it's Wawa-Zange Grazing Reserve and it is already functioning They didn't get half the money El rufai got sef. El-rufai and the rest Northern governors just want to use fulanis for jihad down south that's why they aren't interested in setting any reserve but looking to loot Fence your cows in a location where there is abudant vegetation and pond that's the basics then you can start sinking borehole of #3million at most, bring grasses in FG has never and would never tax Fulani herdsmen so swallow the bitter pill
