The account is restricted not because of the amount of money it recieved, but because the account is inactive (dormant). Its a normal thing for dormant accounts. Once he reactivates it, the debit restriction will be lifted.

the account was still active even at 90 million, the account got debit Restricted status after it crossed 110 Mill... Although beneath the account has always says restricted...

There are some other reasons why the account could be inactive. If its a new account and he hasn't completed the documentation, the account can be inactive. Also he could be the one that requested for the account to be restricted out of fear of being hacked since he's displaying his personal account details in public.

From the report it is a new account.
I think Davido refused to activate it until ready to wire everything out to avoid hacker's, I don't know if they have their set skills to still do it.
A new account can be dormant if not yet activated.
