Lol. If you give someone a loan you should also give the person the opportunity to use competitive method/means through public bidding to determine the company that would execute the project. You give them loan and ensure your own state companies implement the project. One major problem is that the terms and conditions of this loan are usually in Chinese and not made public which give rise to speculation. 1 Like |
