We developed a economic strategy that focussed development on high potential areas (cities, arable rural areas) and where people are really there. The rest we left for UN and NGOS. When we did that - our economy grew very fast - and the videos & pictures are testament.

Of course some areas became remote and marginalized and in 2010 - we decided to fix that - now we have devolved gov - and those areas are emerging from under-development.
