If you know anything about how movie industry works you'd know production budget is different from license fee. It's also different from marketing budget.

So you think the huge world building of LOTR in today's world with massive sets, scenery and fantasy places would cost around $100mn?

Disney spending $100mn a season ain't shït, HBO's "The Pacific" had spent $200mn for a TV show as long as 2010 same as HBO's Band of Brothers with a budget of $125mn in 2001. There are a growing lot of TV shows with $100mn+ budgets these days so waving that money means nothing.

Apple's SEE, Foundation, The Morning Show all cost over 100mn so shït ain't new.
